NYT's Simon Romero looks at Cumano in Venezuela, and the breakdown of water, electricity,  industry, and education systems in this city. How efforts to solve inequality without a grasp of how a modern economy works can lead to something worse. And how good intentions are not enough, lack of understanding and knowledge of of a government (Chavez and successors), on how industry, infrastructure for water and electricity, education and healthcare works is dangerous. Immersion in the rhetoric (Chavismo) makes things worse. Appeals to Simon Bolivar (history), mass communication (Alo Presidente), religious symbolism (socialist motherland and victory) and us vs them, (the marginalized poor and the established elites), mean little and take an entire nation backwards for making industrial progress and infrastructure building,  creating a strong modern economy. It in fact turns out to be dangerous and counterproductive, breaking up the very productive forces that are needed to build a modern economy. The Japanese visited and carefully studied the US transformation into an industrial advanced economy in the 1890's Meiji era, the Chinese visited and studied the Japanese plus the US transformation into industrial advanced economies in the 1990's, and Indians visited and studied the Japanese, Chinese, and American transformation into industrial advanced economies by 2014 in Gujarat State, to spread that model to all states to achieve the goal of building infrastructure, manufacturing, and modernization. America made some careful choices under Lincoln, TR, FDR, Truman and Eisenhower to achieve this transformation. Bringing factory labor, farmers, professional classes, and factory owners together under FDR with his first experiment in New York state building modern institutions with Secretary of Labor Frances Perkins, and industrial interests, then repeating this across 51 states in the Union as president of the US. Frances Perkins documents this in her book "The Roosevelt I Know." ...

For this reason the closing of the British Council facilities around the world to pay a loan it had taken years ago under the Conservatives during Covid, is to be seen as a major blow. This report in The Guardian is about fears the world's leading soft power agency, which is more than that a transmitter of ideas that shape the Modern World and all our democracies in Europe and America, Asia, other parts of the world, will disappear in a decade. The Madrid building which houses the British Council in Madrid at 13 Paseo del Martinez Campos in Madrid's Chamberi district, has been put up for sale to pay Covid era debt. About 5000 Spanish students attend classes in English and prepare for exams in 35 classrooms. Over the years hundreds of thousands of Spanish people passed through this building. 320 jobs will be lost, employees with passionate dedication who it will be difficult to replace. Another center in Barcelona also is expected to close. This comes at the wrong time when Britain needs to make its voice heard in the world, when a mediocre level of British parliamentarians and leaders since Blair and David Cameron have allowed this to happen. English language classes in Italy at the British Council are also being shut down. Paris building may also be sold, and shrinking operations in the Baltic Republics, Croatia and Austria. This will be a major blow to helping spread knowledge of British parliamentary traditions, its history and participation in shaping the Modern World we know today.  It is now hoped and this is a message to Labour's Andy Burnham who studied English at Cambridge, to restore Britain's image and the value of its parliamentary and other lasting contributions to the Modern World, to the benefit of all nations, to cancel this debt and give the British Council new leadership for the next 2 decades. Neil Kinnock, a Labour leader, and a chair of the British Council says- “The British Council does not want to make these cuts. They are being forced into it by the conditions required by the Treasury." “I sympathise very much with the staff, so does the leadership,” he said. The British Council had “camped out” in the Foreign Office for last three or four years and put up a “hell of a fight”. Kinnock said: “What the government should do is either find a way of cancelling the debt, or even rescheduling the debt. Because it’s to absolutely nobody’s advantage to lose the British Council.” A desperate effort to pay an outstanding £197m debt from a Covid-era Conservative government emergency loan on commercial terms, with interest to be repaid by September, is what is causing this massive destruction of a century old institution that belongs to Europeans, to Asians, and to the world at large for better societies through knowledge. Who runs Treasury in Britain? Rachel Reeves, who has no concept of the role constructive Britons have played for two hundred years from the time the British agent at Rajkot encouraged Mohandas Gandhi (Gandhiji) to study in London in 1888, a role that the British Council has played since its founding. His name Sir Frederick Souter, who wrote the letter of recommendation for Gandhi to enter the University College, London. BJP Modi election win in West Bengal and upset by TVK party in Tamilnadu states of India are a result of existing state governments not meeting the aspirations of young people in India for jobs, lack of progress in industrialization and lack of investment in infrastructure. These are the pressing priorities in India. Whoever can deliver on modernization and industrialization, jobs and infrastructure to meet the aspirations of the Indian people is likely to prevail. This is also no different than the process underway in the US and Europe for reindustrialization and remodernization, updating infrastructure built in the 19th century, jobs and incomes. The BJP party of prime minister Modi has set the bar high for modernization of the scale of China and Japan for India, and to even surpass them.  It is definitely doable, particularly now that India has built trade links for import of new technologies with the US and the EU, and when it is already an economy the size of Germany or Japan. Most of the Opposition parties cannot believe this is possible, and most of the media that covers India has the same views. As a result the titles and the discussion in the media are like that of 15 years back when India was led by parties that lacked the will and drive for industrialization and modernization, corruption and mismanagement dissipated resources, could not create the master plan and execution needed,  and lacked the leaders at the ministerial level to accomplish this to deliver on every promise. In fact the elections of the last 2 years have created a new northeastern India - changed the map completely with the growth in a region half the size of the European Union of 300 million people that is able to grow at 20% a year for 10 years in Bihar, West Bengal, and Orissa, Assam regions, where the mighty Ganges and the Brahmaputra rivers flow into the seas from the Himalayas. There is that much potential and it means India itself can grow at rates of 10% once all the conditions are right in a few years to 2047 for Vikshit Bharat, Modernized India. Democrats continue to believe they lost in 2024 because they did not attack DJT enough. This fails to cite issues such as cost of living- surge in the third year of the Biden administration with 20% increase in prices and Biden failing to take notice and address this quickly. A wave of illegal immigration- the failure of Mayorkas, himself a Cuban immigrant in 1960, put in charge of Homeland Security and ICE, and Harris who was an attorney helping indigents in inner city San Francisco, to grasp the fears of border states and southern states. The failure to understand that the border was open and inviting waves of illegal immigrants, some with questionable backgrounds. This issue created a sense of unease in the fabric of society and American people. Other issues simply showed how Harris could not relate to the conservative people and average people in the country in the cultural aspect such as transgender, rural America. Biden pulling out suddenly, loss of rural vote- failure of Democrats since Obama to pay attention to rural voters, Harris not appealing to the white male vote in the US, are other factors that hurt Democrats. DJT gained with the shooting incident in Pennsylvania in which he survived, and the perception raised during a garbage truck and DJT photo that the Democrats derided, seen by the public as looking down on working class people. Democrats never really grasped how the political system had gone in reverse- the Republicans had put cultural aspect first and conservative now meant working class voters and white voters in rural areas/small towns, big cities, ( the Archie Bunker type of an earlier era who was now a Democrat, not the college educated and Ivy league Harvard type that had taken over the Democratic party). This continues to this day with some paradox as the business class and the billionaire class sit alongside the working class person in the Republican party DJT created. DJT did this in 2016 by pulling together workers hurt by Bush and Obama's policies favoring the educated classes and affluent, ignoring rural areas and farmers, and committing US to wars in the Middle East that squandered the Nations' resources and human lives. This was aggravated in the Biden/Harris/Mayorkas years by letting in migrants across the border by the millions that created a great deal of unease in the working classes. In this way labor unions or their rank and file left the Democratic party- a problem that plagues Democrats to this day, that Biden tried but failed to fix. The border issues had become complex by the latter part of the Biden administration because of the complete collapse of Venezuelan economy and the drug cartels in Mexico smuggling people and drugs across the border, for which the Biden administration or Harris had no answer.  It was the failure of administrations to continue the Monroe Doctrine in the form given by FDR as "Good Neigbor Policy," and JFK as the Alliance for Progress, allowing drug cartels and foreign European powers to intervene in the western hemisphere, desorying good governance in Mexico, Venezuela, Cuba and other nations in Latin America. By the second year of the DJT administration Venezuela, and the border were brought under control, and the situation in Mexico put in a new direction. ...

This report in WSJ shows a generational problem that is creating a shortage of workers in Vietnam and China, that will require factory owners to increase wages significantly. US and European government policy supports these higher wages so that some of the manufacturing can be returned to bring jobs back home.   Younger workers do not want to spend much of their lives behind factory walls, and prefer less strenuous jobs shorter working hours in the services sector. They are having fewer children and at later ages than parents, resulting in less pressure to work in their 20's for a steady income. Factories in Vietnam are offering glass walls, yoga classes, improving cafeteria food, and offering kindergarden for worker children to attract workers.  In China there is 21% urban youth unemployment at a time of factory shortages. South Asian countries such as Bangladesh have infrastructure problems, and in India factories are finding it difficult to sign up workers. In the next 2 years this will result in costlier goods in US and EU, over 3-5 years this will bring many jobs back to the home countries. ...

With so much coverage of other aspects of China,  to really understand China and Xi Jinping one has to understand the rural urban situation in China. Xi's long experience as a teenager in the cultural revolution of Mao was in rural areas, the 8 years he spent there till the age of 22, as this report by James Areddy with help of Yijun, Cheng and Qi aptly shows. It traces the shift and mass migration to cities starting with Deng's modernization drive in 1979. This shift of labor to city and town factories as the U.S. and Europe shifted factories and production to China is the story of our times. How it has both helped and hurt China and how it has become the dominant issue of our times, and a lesson for India in the middle of its own modernization and shift of labor to cities. It has helped China modernize with the shift during 1979 to 2016 and run into a road block with president Trump leading a movement in the U.S. of people most hurt by the outsourcing of factories and production to China. It was not meant to be this way. Yet the shift also led to ripping up the fabric of communities and towns with loss of factories across America over three decades. Because China is a large country the impact was huge decade after decade, leading to a backlash against lost jobs in the U.S. and in Europe.  Xi Jinping has romantic view of rural China as he spent 7 years in Shanxi province rural areas during the cultural revolution under Mao. During this period he toiled as part of farm labor alongside villagers which allowed him to get to know villagers and farmers in the countryside well, and formed his view of the world around him. As it is described in a description of the man in Chinese sources- "He arrived at the village as a slightly lost teenager and left as a 22 year old man determined to do something for the people."  China's system separated migrants from city dwellers not  giving same rights to better education, to schools and housing, and official documents separating the two, city dwellers and migrant populations from rural areas. As a result as China modernized and population shifted -shown here in excellent graphic charts over four decades- in 1979 from about 80% in rural areas and 20% in urban the shift goes to 50-50 by 2001. Today it is 40-60 with 60% in rural areas but a population of 40% suffering from severe inequalities and  low incomes. So that GDP per capita of $10,000 for China is deceiving. The real incomes in average disposable income is about $4300 in urban and $1700 in rural area, according to National Bureau of Statistics. High school education is hard enough to get in rural areas, medical care is very basic and the $1700 would hardly get a room in low income housing in a large town in China, says premier Li Keqiang. Keqiang did his masters thesis on urbanization and has studied this shift from his college days. Just as in Gandhi's India, Mao's China is the story of the villages, with 128,000 villages for 600 million people in Mr. Xi Jinping's anti-poverty drive. Hong Kong other issues have to be understood in the context of these concerns of China's leadership today- the sense that strong central leadership alone can keep the country together and bring a decent life to the people in the villages and in the countryside outside the cities.  Modernization of cities still set in the context of China's vast rural population and essential to its full uplift and progress. Xi has allocated $80 billion each year to bring roads, schools, medical facilities, and other amenities including electricity and modern heating. The idea now is to shift people back to the villages, find opportunities for jobs and livelihoods in farming, tourism with guesthouse facilities, and other occupations in the villages. The villages are being turned into attractive places to live one by one in this party drive and providing new enthusiasm and support for the party's efforts. India can learn from this experience in China. The western nations of the U.S. and Europe can no longer and will no longer undertake the wholesale shift of factories with loss of jobs to China or India to offer the prospect of bringing these countries to the kind of urbanization and overall prosperity of small nations like Japan and South Korea, which are a tiny fraction of the population of China and India+ Pakistan + Bangladesh. As a result China is changing strategy now with a return to some aspects of the informal economy in Chengdu with street peddlers and tiny retail, and return of migrants back to better built and improved villages in the countryside. A better life than in cities is possible this view says for people from these rural areas, if the rural areas are given modern facilities and construction and resources are allocated, job creation locally tackled. The villages can offer better air quality, better quality of life where villagers who earlier migrated to cities with ownership of land, when they are modernized with better roads and have better facilities for education, housing and healthcare, better amenities. The new approach is to strike a good balance for urbanization, by modernizing and investing in villages and small towns, so that cities can cope and overall life can be better than with mass migration and wholesale urbanization. It is also a balance that works well for the U.S. and Europe which can redirect manufacturing to their home regions as part of a better distributed and balanced supply chain than the one that was unwittingly built over the last three decades.    ...

US-Swiss trade deal November 2025 for 15% US tariff in exchange for $200 billion in investment in US. This includes access to Swiss markets for the US. The agreement also will let in dairy products and chocolate to the US at 15% tariff to reduce cost of living concerns. Swiss dairy producers and chocolate makers are likely to bear most of the 15% tariff burden because of higher margins. The $2000 rebate to all Americans from tariffs is a good idea of the DJT administration to give Americans protection from the smaller share of the tariffs that are passed on to consumers that are not borne by the producers exporting to the US. Overall in that situation the US will benefit in the restructuring of world trade that the DJT administration will have accomplished without hurting American consumers and bringing large scale investment into the US for jobs and higher wages. This is the part of the DJT Deal that could help America rebuild its manufacturing and economy in new ways.  ...

Much of the economic debate by economists in the US takes place separated by walls from the reality of huge inequalities in the country such as half of retirees having zero savings, the cost of living surge, job insecurity, and two third of children in 4th grade no able to pass the ACT test for reading comprehension. Here economists at the US Fed are cited in a discussion about ultra low interest rates that hurt savers and in particular retirees who number 57 million. Ultra low interest rates lead to wasteful use of capital and misallocation of capital in the US, and were largely a result of the effort to correct for the mistakes of the financial industry causing the crisis of 2009. The US was the leading economy in th world and the standards of living in the US were higher during the post war period 1950-1990 that covered the Kennedy-LBJ, Reagan administrations when inflation was accepted at 4% and interest rates were for the most part around 5-8% on average. As Krugman points in a recent NYT column in August 2023 Fed research has been wrong in estimating the right inflation rate for the economy. The best rate for the economy requires knowledge of and careful judgement about the situation of different parts of the American population, of workers and families that are struggling with the cost of living, and half of retirees with no savings. ...

China generates 53% of its emissions from coal in May 2024. All the remaining from non fossil sources. Two factors are evident, yet both do not indicate a big fall off in fossil emissions from this point just a plateauing effect with it flattening out. The first is that China is putting in solar and wind at 8 times the level of the US, taking up two thirds of world solar and wind installations. The second is that the one third of emissions from construction and real estate is falling off because that industrial sector has collapsed. Overall the future points to slowing of emissions as China comes only gradually down from that 53%. What happens in China makes a huge impact on climate change. India has also committed to climate change action and meeting targets early under PM Modi so that India as it industrializes will not follow the path of jumping fossil emissions China had. This is useful to know as the US and EU, UK, expand solar and wind. It is important that the US stay committed to climate change action something missing from the Republican platform for 2024. Delaying climate change action will impose huge costs on the US that could be about 1 trillion dollars if it is stalled now and is taken up in 2028. ...

Galston of the Brookings Institution says globalization has hurt workers in manufacturing with job losses and declining incomes. It has produced outcomes that have favored some industries such as tech, and not others such as automobiles which in the past helped create the broad middle class by offering good paying jobs to people with less than a college education. Immigration has created an issue that political leaders outside of the main parties have appealed to in France, the U.S. and Britain. The result is a polarization in the voters that has rarely been seen to this extent before. The middle class in the period from the 1950's to the 1980's is not the middle class that we see today in Europe and the U.S. The 2008 financial crisis added to the problems with the slow and uncertain recovery for some groups such as white men, the less educated, students, and people on minimum wage.
