To make a dent in carbon emissions governments in Europe and North America need to support the use of low carbon solar panels in solar facilities installed there. This would enhance solar energy panel production in the US and Europe, India, other countries. Experts say the use of solar panels made using electricity from coal use in China creates more emissions in China while reducing emissions in the West. The result is that global emissions remain the same as if no solar panels were installed.  The global solar panel production is mostly concentrated in China because of the lower cost of electricity from coal used in production of panels- a critical factor in the lower prices of Chinese made solar panels. This allowed China to gain a monopoly in production of  world's polysilicon, an essential component in solar panel production, that consumes large amounts of electricity in the manufacturing process.  This use of coal generates twice the amount of carbon emissions in China than the solar panels made in Europe, say experts. As a result the governments and companies in Europe, US and India are shifting to local manufacturing of solar panels. ...

Countries like Bangladesh, Pakistan, Sri Lanka and Nepal are severely affected by the war in Persian Gulf region in other ways that access to oil and fertilizer supplies. They are affected when the Gulf economy collapses and expatriate workers are laid off or return. The situation is dire in these countties because as the DW.com says remittances exceed exports in the case of Pakistan. Is such a model viable asks DW.com. All these countries are also affected by internal strife, with new governments in place in Bangladesh, Nepal and Sri Lanka after protests over economic conditions and jobs. The entire Middle East model for Gulf countries including Saudi, Iran are also facing a new situation as the Western countries, US and EU and Asia shift to nuclear energy, solar energy and find ways to conserve at an accelerated pace so that there will be less dependence on fossil fuels. Recently India announced on its national television channel that one third of peak demand is already being met by solar energy. India's PM Modi says in rallies across the country that he would make it possible for households to have zero electric bills because of solar panels on homes. Germany and Japan are further along on this path to create a renewable energy reliance and phasing out fossil fuels. ...

China is well positioned to cope with the cutoff of supplies of oil from the Middle East after decades of focus on building up its stocks of oil. China has made self sufficiency in energy a key goal for the economy. China uses 16 million barrels a day of oil, of which 12 million is imported, and production inside China is a little over 4 million barrels a day. It normally adds 1 million barrels a day to its stockpile inventory. This inventory stockpile is 1.2 billion barrels and is good for 100 days. China is able to make up for oil supplies by importing more from Russia. The Power of Siberia 2 pipeline for natural gas is being pushed forward for natural gas supplies from Russia to China. China has large supplies of coal for electricity. It also is increasing its capacity to make renewable energy, solar panels and wind turbines.

Germany plans to install 300 gigawatts of solar energy by 2030. To do this it is accelerating the installing of solar panels on balconies and buildings. One product is appealing to buyers who see it as easy to install as Italian laundry hung out to dry on a balcony. These are solar panels that one can buy for 200 euros take them home, hang them like laundry over a balcony and plug it into a wall socket. The energy generated from the sun is then fed into the home and can be used to power a refrigerator or other appliance. Already in the first 6 months of 2024 half a million were sold equivalent to 9 gigawatts of energy from solar. Germany passed laws blocking landlords from preventing installation of solar panels on homes. A startup in Dusseldorf is shipping solar panels made of this kind in China to places all over Germany and Austria. Chinese solar panels are cost effective costing less than EU made solar panels.

A shakeout for manufacturers in the solar industry is developing in 2011-2012, as prices of solar components drop sharply. There is slowing growth for solar products in 2012. Seven solar power manufacturers have filed for bankruptcy or insolvency in 2011, including two German companies Solar Millenium and Solon SE, and Solyndra LLC of the U.S. Debt exceeds market capitalization for the 10 largest publicly traded solar companies. A major reason is the subsidies offered by governments in Europe, the U.S. and China, which resulted in a glut in manufacturing capacity and falling prices. Chinese banks encouraged by the Chinese government have given $43 billion in credit facilities to Chinese renewable energy companies, according to Bloomberg Energy Finance. Prices of solar panels at $1.60 per megawatt in 2010, dropped to 90 cents per megawatt in 2011. Another problem is slowing demand. In Europe banks are reducing funding. Installations doubled for solar energy in Germany in 2010, and dropped 29% in 2011, according to Jefferies. Germany is the largest market for solar energy in the world....

California has gone to put residential solar panels big time. Consider 47 gigawatts of production of solar energy installed , can supply 13.9 million homes and cover 25% of California's energy use. From desert landscapes in the Central Valley to rooftops in southern California it has spread so fast that the power grid does not know what to do with it during the day when demand is not high and supply is plentiful, a duck curve. About 5% of it goes to waste unused, and solar energy during the midday period is now not worth much to the grid. Officials want to switch from the 0.20 or 0.40 cents incentive per kilowatt hour  California pays for solar supplies to net metering that means pay only what is of value to the grid. In the Spring months this can be a net zero value to the grid and zero payments. In summer demand picks up because of air conditioning use middday. This has raised alarm that it will lead to a 40% drop in solar installations in the next year. It shows the challenges that more states will face. Nevada with 23% solar energy power is facing this situation. So is Hawaii. The Biden administration has $7 billion in grants to support rooftop solar in other states, to power 900,000 low income households. ...

A 850 megawatt solar project, the largest in the US outside of Las Vegas runs into opposition from environmentalists concerned about the effect on views and on tortoises other endangered species. The planned project on top of Mormon Mesa would put over 1 million solar panels 10 to 20 feet tall in the Nevada desert. Across the US 800 utility scale solar projects are under contract for generation of 70,000 megawatts of electricity, enough for 11 million homes, for more than Texas. Over half of this solar capacity is going into the southwestern US, with its sunshine and open land. For the first time the ardent advocates of renewable energy such as the Sierra Club are now opposing such projects. Solar made up one tenth of one percent of US energy in 2010, in 2020 it made up 4.5%. It is growing very rapidly because costs are going way down. Even before government subsidies solar is now below the cost of natural gas. Projects near Martha's Vineyard on the Massachusetts coast took 12 years to get sate and federal approval for wind energy. These battles are similar to ones being fought in Europe. The US is better positioned for solar because of vast desert spaces in the American southwest. President Joe Biden plans to use this advantage of solar and wind to get to 100% renewable energy by 2035. ...

Investment in the US in clean energy technologies reached $213 billion in the last 12 months through July 2023 after the climate law was passed by president Biden. The prior year it was $151 billion and the year before that $81 billion. Investment is growing fastest in electric car batteries, EV's, and in solar panels, slower in wind energy. These are key provisions in the biggest climate change bill in history- Tax credits that last for over a decade for zero carbon plants- these tax credits go to companies that build new sources of emissions free electricity, for wind turbines, solar panels, battery storage, geo thermal plants. Tax credits also for new technologies that capture and bury carbon dioxide from natural gas plants and industrial facilities before it escapes into the atmosphere and heats the planet. This technology is rarely used because of high costs. Incentives for electric vehicles- It extends a tax credit of $7500 for new electric vehicles. It adds a $4000 tax credit for used electric vehicles. Tax credit goes only to people earning $150,000 a year (300,000 for joint filers) for new EV's and $75,000 (150,000 for joint filers) for used EV's. Help for people to lower energy costs - $9 billion in rebates for Americans installing energy efficient electrical appliances. And a decade of tax credits for Americans installing rooftop solar, heat pumps, water heaters and electric HVAC, or electric heating, air conditioning and ventilation technologies. Investments in Domestic Manufacturing- $60 billion for investments in clean energy manufacturing in the US. This includes $30 billion for production tax credits for solar panels, wind turbines, batteries and critical minerals processing. $10 billion in investment tax credits to build manufacturing facilities for electric cars and renewable energy technologies. This action is to halt the shifting of clean energy manufacturing overseas to China. $27 billion towards a green bank that would finance clean energy projects in disadvantaged communities. Cracking down on Methane- the bill places a fine on methane gas emissions from oil and gas wells and pipelines and other infrastructure. Fees of $900 per metric ton in 2024 and $1500 a metric ton in 2026 when it exceeds federally set limits.    ...

Tom Friedman explains why Applied Materials is one of the largest solar panel manufacturers in the world but makes its panels in 5 factories in Germany, four in China and one each in India, Taiwan and Italy. With no factory in the USA. And all 14 factories put up in the last 2 years, put up overseas. Applied Materials is opening its largest worldwide research facility in Xian, China, in October 2009. Applied develops the knowhow for solar energy at its research facilities for manufacturing technology. These solar panel factories says Applied CEO Splinter go for about $200 million each. Solar panels technology can vary from thin film coated onto glass with nanotechnology using crystalline silicon, to other technologies. Germany is at the forefront of the world solar energy industry. It is the second largest industry in Germany employing some 50,000 people. China is putting a new emphasis on pollution free energy. What Germany has done says Friedman after visiting Applied Materials research facilities, is to allow any business or homeowner to generate solar energy, and if they decide have the power utility to connect them to the grid as well as buy the solar power at apric and duration attractive to the homeowner or business user. Something the USA has still to do. As a result solar energy consumption in the USA lags way behind these countries. Applied Materials largest USA customer is a German owned company in Oregon says Applied CEO Splinter. Splinter points to the fact that solar energy is becoming an important industry, similiar to the way the auto industry assumed importance. Mistakes under Merkel continue under the Greens and Social Democrats. Germany fails to invest in its solar industry even as the fight against climate change ramps up and the need for solar energy is growing rapidly. Manufacturers of solar cells in east Germany that remained under Merkel- surviving Chinese investment ramped up to overcome a German lead in solar- by pursuing niche markets, are still failing to get the federal government's attention and support. This NYT report shows the situation in Germany as Chinese imports of solar take up 97% of the market. China sends solar panels to Germany and the EU at below production costs this NYT report says, with the US having erected barriers to Chinese imports to build its own manufacturing capabilities with Biden's support. Product intended for America is now put in the European market pushing prices down even further.

How will the rise of renewables solar, wind and hydropower, nuclear change the demand and supply of oil and gas by 2030? How will this affect producers such as Russia, Saudis/UAE, and the US? This question is answered by the new IEA forecast model that shows the demand at 105 million barrels a day in 2030, and supply at 113 million barrels a day, showing that renewable will have increased by 2030 to produce an oversupply of oil and gas. After 2031 this gap will widen and grow so that oil and gas prices will drop. This will accelerate the growth of India and China. Indian prime minister Modi tells people in towns across the country that the government will help people to put solar panels on homes so that instead of paying an oil and gas bill the energy generated from solar and added to the grid will give them a check every month to add to income.

Now that it is more dependent on manufacturing for jobs and the economy, as its construction industry is in decline. The Biden administration by not adding new tariffs yet investing in production at home provides China and the US with a win-win relationship, that China seeks to maintain. Solar energy takes a big step forward in scale with the 800 megawatt plant for Pacific Gas and Electric which is under a state mandate that it get 20% of its electricity from renewable sources by 2010. It will use photvoltaic technology to turn sunlight directly into electricity.OIptisolar which is making a type of solar panel with a thin film of active material will install 550 watts in San Luis Obispo county. The Sun Power Corporation which uses silicon crystal technology will installl about 250 watts at another location in San Luis Obispo county. The Zero Energy Ready Home is now becoming a reality- what little energy they need can be derived from a roof full of soalr panels. Instead of conventional cooling and heating such homes use a heat pump, use enough insulation, and LED lighting. In 2020 California will require all new home to be Net Zero for energy use. The European Union also has set a goal of net zero for 2020 for all new home being built. In the U.S. only 8547 units of this type were built in 2017, with about 38,000 in construction.

China's push in renewable energy with large 10,000 MW wind farms and solar energy panel manufacturing. China has built the world's larges solar panel manufacturing industry by exporting 95% of the product to Europe and the USA. WHen CHina built its first solar power plant in 2009 it required 80% of the parts to come from domestic manufacturers. And when the Chinese government took bids for 25 large contracts to build wind turbines, all contracts were won by domestic companies. One energy NGO expert in CHina says that this is because Chinese government investment in wind and solar energy even though it is much costlier than coal, cahn happen only if it helps build up the domestic industry in renewable energy.

The Ethics Commission appointed by Chancellor Merkel following the nuclear disaster in Japan has recommended that the German government close all of its nuclear plants by 2021. Merkel said that Germany will end its dependence on nuclear energy and use nuclear as a bridge technology till other sorces are developed. Germany gets 22.6% of its electricity from nuclear energy, according to the Energy Ministry. It has 17 reactors, six of the boiling water type, a design used at Fukushima, and 11 using pressurized water. A former Environment minister, Klaus Topfer, heads the panel, with the other 22 panel members draw from the energy industry and nongovernmental organizations. While recommending closing the plants "to eliminate risks," the panel said it would also boost the German economy. It said "a withdrawal from nuclear power will spur growth, offer enormous technical, economic and social opportunities to position Germany even further as an exporter of sustainable products and services." Germany has already moved ahead in developing wind and solar energy sources, and is developing leading edge technologies and capabilities in the area of environment friendly alternative energies. Wind and solar energy and renewable sources already meet 16.5% of Germany's needs. Italy and Switzerland said they would not develop new reactors after the Fukushima nuclear reactor meltdown. Only Germany with its strong environmental consciousness across all parties is making a decisive break with nuclear energy. ...

Solar energy production continues to grow in the US South in states like Georgia, Tennessee, Florida and Texas. In Georgia and Tennessee pine trees were planted in large numbers to replace crops with lumber when crop prices were low. With low prices for logs University of Georgia research shows 10X income even for a few acres for landowners in the South when they shift from pine trees to solar panels.

Timber Company Rayonier's CEO says for an acre of timberland income is $80 compared to $800 or $1200  for solar farms. When solar companies buy timberland they pay 5 times timberland value. Weyerhaeuser alone has 130,000 acres with 70 options to build solar farms. US needs 250,000 acres a year for solar farms to generate needed solar energy.

When land is near a wildlife preserve and bear territory it should rightly be preserved from solar farms which is happening in this case cited by WSJ in Tennessee.

The simple fact that other countries are subsidizing heavily the early period for building a new industry, as Taiwan has done in semiconductors, China in solar panels, and European governments in other industries, had serious industrial implications that were ignored for too long. US president Biden is following the same approach to bring back American leadership in manufacturing of semiconductors - supporting and nurturing American manufacturing. The unavoidable fact is that tens of billions of dollars are needed in risky bets on semiconductor manufacturing that is feasible only with the help and cooperation of governments. The choice is do this or lose leadership in one sector after another autos, semiconductors, renewable energy, and so on. What many fail to understand is that loss of this leadership leads inevitably to dependence, and loss of national sovereignty or economic security in some form or other. The path to leadership comes through gaining a storehouse of knowledge and technologies which makes it harder for new entrants including ones such as the US who have ceded this position of leadership completely as in semiconductors manufacturing. ...

Trade is just one aspect of the Biden Economic plan. It covers US manufacturing and jobs, Climate Change Action and Renewable Energy, Cost of Living and Wages for workers, Interest rates and inflation, and Capital Allocation with government partnering with the private sector in key industries such as electric cars, solar panels. It has the overwhelming support of most Americans- seven out of 10 Americans favor it polls show. What is described here in the Washington Post as a change from decades of trade policy since Reagan/Bush, Clinton/Obama, is also a response to the loss of key midwestern states by Democrats to Trump in thepresidential election of 2016, and the upheavals for democracy that Biden calls the struggle for the soul of the nation on the White House website. Biden is simply saying that the old policies were a mistake, a huge mistake, and Biden is correcting the Trump response which was loud but lacked the substance that is in the Biden plan through capital allocation in size and government actions to back this up. In this move he now has the support of both Democrats and Republicans. As Greg Ip has pointed out in the WSj no one during the Clinton administration when it engaged China with the World Trade Organization on trade imagined China would replace America as the dominant nation in manufacturing, the size and th scale also affected the climate, the environment in China, and created huge inequalities in the US and China that both nations are trying to correct, Biden in the US and Xi in China. It could even be said these policies were a failure because the size and scale simply overwhelmed everything else with growth rates in China of 12-14%, and the fallout in the near collapse of the economy in the years ahead from hypergrowth.  ...

China's production of 300 gigawatts of soalr and other renewable energy in 2023 makes it possible for the country to achieve earlier emissions reduction than planned, says this report in WSJ. Of this 217 gigawatts are solar and 77 gigawatts are wind. Such is the investment China is making that it showed an increase in solar energy of 55%. The increase was itself more the solar energy installed in the US, for 500 million solar panels. At this rate China can meet its entire increase in electricity demand each year from solar and wind, other renewables. This is the kind of story that should be given prominence because it puts the fight against climate change in the right direction with aggressive climate change action coming from China, the largest user of coal.
