The SCHOOL survey by eminent researchers shows that that 37% of rural school children in India are dropping out- an alarming piece of information. Only 8% of rural school children have access to online classes regularly. The figure for urban areas in India is 24% of school children having access to online learning regularly. This could have serious consequences. Getting primary and secondary schoolchildren back into classes is an important goal during the pandemic. Online learning has only a limited reach at this time. Many households have no smartphone or only one smartphone that is used by adults. The SCHOOL survey covered 15 states and 1362 sample households. Between 51 and 58% of students had not met their teachers in the preceding month according to the survey.  This also affects nutrition as schoolchildren are missing the midday meals given at school. Midday meals were discontinued with the closure of schools. Overall this report says 97% of parents support reopening of schools. ...

Concern about school reopenings in the U.S. One fraternity party at the University of New Hampshire leads to 11 cases which the Dean calls reprehensible. Schools are shifting back to remote learning as cases increase with inappropriate behaviours. Nationally the U.S. sees a decline to 25,000 cases daily on average and India the decline is to 75,000 cases daily.

Health authorites in Italy, France, Britain India and the U.S, have hesitated in reopening schools. Germany and Denmark have reopened schools with no increase in infections with schools following specific policy including mandatory masks, air circulation rules, and careful preparation of schools to ensure social distancing rules are respected. Other countries reopening schools are Austria, Norway, Finland, Australia, New Zealand.

Schools in German states are reopen for about 1 month now, with a positive experience after careful preparation. Italy faces difficulty reopening its economy as people going back to work find it difficult, particularly women,with childcare provided by grandparents no longer an option, and lack of daycare. Opening of schools in Italy would help in reopening the economy, as well as provide relief to parents and children, when done carefully.

A look at countries in Europe shows different strategies for tackling coronavirus Delta variant as schools reopen in September 2021. Italy requires all teachers to carry a covid digital certificate that shows vaccination or PCR test results. France, Germany and Spain do not require vaccination for teachers to go to schools, and rely mostly on social distancing and mask requirements in schools. Britain not only does not require vaccination digital certificate, but also has not made masks and social distancing mandatory. Health experts say there are serious risks in this approach with mass return to schools and offices after August 2021, and the fall weather with more time indoors. This could lead to a surge in coronavirus as in the US where the reopening of schools and Delta variant has led to surge particularly in states such as Texas, Florida, California. In UK 65% of total population is now fully vaccinated, in Italy 62%. Teachers in Italy fully support the new rules. In Lombardy region with Milan as the capital, only 300 out of 300,000 workers returned to schools without the green pass, according to regional officials. Italy starts its first gradual reopening on May 4. Parks will reopen, and people will be allowed to visit relatives with masks. Schools will remain closed till September. Prime minister Conte said in outlining the plan "if you love Italy, keep your distance." Italy has over 26,000 deaths from coronavirus. Mr. Conte said social distancing measures will be needed for months to come.

The Housing Secretary, Mr. Jenrick says the room for maneouvre is limited with the reproduction R ratio for Britain at somewhere between 0.7 and 0.9. There is also a lag period for data making it so that the current situation is not known. This report in WSJ shows what offices would look like in a coronavirus economic reopening. Till a vaccine is developed in about one year from now what will the gradual reopening look like?   It shows a cafeteria at a company in Seoul with plastic shields separating each person, the Amsterdam office concept of six foot distancing offices at Cushman & Wakefield. This real estate company manages 800 million square feet in China real estate. It has developed a 300 page manual on safely reopening offices with every detail possible. Toyota plants will run at slower speeds because of large drop in demand, with plants reconfigured to maintain social distancing. Many companies are doing this now when it is easier to do without people. Protocols such as onsite health screenings are being integrated. A Knotel app  will add features for office tenants that gives employers the option to track some employee movements and trace their contacts to prevent illness. For sports and event venues the challenge is sanitation and cleanliness. Adding janitorial cleaning shifts and making food grab and go, cashless transactions and protective shields. Schools and colleges face a challenge of how many students to let in, and how many to seat and how, dorms with one room one student, and so on. One college in Maine is planning for thinning the students on campus, rotating students with shorter term modules, more online instruction.  ...

The British government is considering effectively preventing two households from meeting indoors by limiting the number of people meeting indoors to 6 from the 30 now in place. Experts believe a second wave of infections is a distinct possibility if nothing is done especially with higher infections among younger people in Europe after reopening. People are seen as relaxing too much. Young people in Spain and other European countries are a big part of the problem today. In Germany the incidence of cases for 15-24 years is fifteen times the number of cases for 70-79 years in the first week of September, showing how completely reversed the situation has become with young people acting as spreaders of the pandemic. The incidence of new cases is 30 per 100,000 in Germany for 15-24 years compared to just 2 for the 70-79 years. In Berlin it is as high as 43 for 15-24 years and the Health Minister is concerned because in contrast to local groups these individuals can spread it throughout Berlin.  School reopenings in Europe and in America are a distinct danger so that colleges in the U.S are switching back to remote learning because of improper behaviour of young people including parties and gatherings. Tougher restrictions are seen as necessary to get people to pay attention to social distancing that was practiced earlier in April. This is true of Europe, America, and Asia. Harris Primary Academy in southeast London is a primary school that shows how reopening can be done safely. The primary school's head teacher Mr. French says nothing was left to chance and the logistics detail were handled carefully. The children practice social distancing with games and "helicopter arms."  

Parents and teachers feel comfortable in the carefully set environment. Children have all they need at their tables which are set a distance apart and stay in "bubbles" of ten children. Not all children are back but for the parents who felt it was right to start their children at school it has been a good experience, and one that can be emulated in other places.

Australia calls for an international inquiry into the cause of the coronavirus pandemic and its origins in China. Russia begins a cautious reopening with the governors of provinces having powers for reopening based on local conditions. In Spain restrictions are gradually being lifted but the major cities of Barcelona and Madrid are still in lockdown. And as Germany the first country to reopen opens up its business and schools the crucial R ratio of reproduction of the virus -with 1 being the number at which it grows again and below 1 showing control of spread- moves up to above 1.

!5,000 of the 25,000 coronavirus cases recorded in India on March 14, 2021 are in the state of Maharashtra, with the rest mostly in 6 other states, including Kerala. 

A team sent by the government in New Delhi to Maharashtra found the increase in cases in the state due to- "lack of fear of the disease," pandemic fatigue, missed cases, super spreading events from recent panchayat elections, marraiges, reopening of schools, and crowded public transport. The report  says that these factors are not unique to only Maharashtra and apply for other affected states also, including Kerala, Punjab, Karnataka.

U.S. gasoline demand is at about 8.6-9.2 million barrels a day down from the 9.6 -10 million barrels a day before mid March. It fell to 5 million barrels a day in April when prices were briefly at zero before recovering with the oil deal negotiated by president Trump. The lack of school reopenings, offices still closed and the surge in the pandemic in July and August has led to drop in the outlook for oil demand. Oil prices are now in the low $40's per barrel. Yet the overall recovery is strong considering that it is only 6 months into the pandemic.

German chancellor Merkel met with leaders of Germany's 16 federal states to come up with an exit plan for reopening the economy from the lockdown in phases. In the first phase shops with up to 800 square metres of space will reopen on April 20. Bookshops, libraries, car dealers, bicycle shops, and museums will open too. Larger retailers will wait till May 4 to reopen. On May 4 school children in primary school can attend school and teenagers can take exams. Germany has 133,000 infected cases, 3592 deaths. Merkel warned that the performance with coronavirus was "fragile and provisional success" and the need for social distancing measures. A ban on gatherings of more than 2 people from separate households will remain in place till May 1. The government will strongly recommend that face masks be worn in public and in shops, public transport. Mass events will be prohibited till September.
