WSJ shows pictures of the city's homeless areas. After 12 years Mayor Michael Hancock is termed out and there are 16 candidates vying to replace him. All are being pressed to find solutions to the problem. Rising housing costs and Denver's growth have increased homelessness. WSJ reports Denver's homeless population has grown 44% from 3376 in 2017 to 4794 in 2022.

In 2012 the city imposed a camping ban. Business owners say it has not been enforced. Homeless protection groups say sweeps have only moved the homeless elsewhere. The mayor's office says 15,000 people have found homes. With the pandemic there were health issues and economic issues that made it harder to tackle the problem.

Fear of homelessness is a big problem for Ukraine refugees among the elderly. Many people who are in their 80's, with little in savings and no relatives in the western parts of the country refuse to leave. Some have not left when the Russian army is only two miles away as shown in towns like Bakhmut near the front lines in Donetsk eastern part of Ukraine. One elderly woman says they would drop her off at the station at Lviv or Dnipro, and then what, where was she to go. Rescue units volunteers take people to safety every day in these towns. Some leave when the artillery shelling becomes unbearable.

Germany's homeless problem compares with that in the US, with Federal Working Group Bag-W estimating it at 600,000 of which 50,000 live on the streets. In Germany authorites are expected to give emergency shelters to people on the streets. The Federal Ministry of Housing and Urban Development and Building put out a 31 point Action Plan as a first step. Previous efforts have failed. The Action Plan includes getting financial assistance to state governments to build social housing -18.15 billion euros were allocated for 2022-2027 to build affordable social housing. Yet in the first year 2022 only 22,545 units were built short of the 100,000 goal per year. Affordable housing is at the heart of the fight against homelessness. There is an acute shortage that is driving up cost of housing in the US and in Germany. WSJ recently showed about a third of US housing is tied up by retired boomers hanging on to large homes. Germany's allocation of $3 billion per year is inadequate  for a problem of this magnitude that colors out perceptions of the quality of life in American and European cities. Capital markets are misallocating funds, and doing little for work that is an absolute priority for quality of life in the streets and neighborhoods of America and Europe. The $1.2 billion that was approved in a ballot measure called HHH is just not enough to tackle the homeless problems in Los Angeles. That was supposed to build 10,000 apartments for the homeless. But every year the numbers of homeless living on the street keep growing from 21,000, in 2016 to 28,000 in 2022. Only about 3400 apartments were built for the homeless at costs approaching $500,000 a homeless unit. Communities such as Venice where one of the projects were being built on a parking lot show resistance and projects go thorough a time consuming process of getting approvals and permits, getting the land.

200 US shopping malls closed during the pandemic. San Francisco Center shopping mall is 93% vacant in 2025. Homelessness and crime have increased the problems of vacant shopping malls. Repurposing these malls is a difficult task. With remote work many people have moved away from city centers and the crime and homelessness has reduced the value of properties. San Francisco Center has lost $1 billion in value and has not recovered even when the rest of San Francisco is recovering under Mayor Lurie.

After the surge in illegal migration, concerns about crime, concerns about integrating newcomers, cost and strain on social and public services, homelessness in cities, there is a sense that the pause will be a good thing to give the US an opportunity to reevaluate how it manages entry and integration of newcomers. Theodore Roosevelt's remarks in 1904 Message to Congress come to mind when he said about citizenship in the US- "The citizenship of this country should not be debased. It is vital that we kep high the standard of living of our wage workers, and therefore we should not admit masses of men whose standards of living, customs and habits are such that they tend to lower the level of the American wage worker. Above all we should not admit any man of an unworthy type, any man of whom we can say that he will be a bad citizen, or that his children will detract from instead of adding to the sum of the good citizenship of this country." This is not something new. Operation Wetback was conducted by no less than president Dwight Eisenhower in 1954 after the surge in illegal migration during the Truman administration during WW II. There was a similar sense then that the administration had taken up removal of migrants seriously and there were situations where illegal  migrants were loaded onto trucks, yet there was also a sense that there were problems with illegal migration surge that needed to be fixed including homelessness, strain on services, safety on the streets, lack of integration in culture and language. A pause means less population growth with declining population growth in the US. The natural population growth from births/deaths was 1.9 million in 2000, down to 1.1 million in 2017 and in 2025 was 519,000. At some point it will be declining, yet a pause is needed to get the citizenship education, the integration, the economic participation, the cultural side, strain on public services, to get this right. Another facet of this is its political context but all sides should think about the Nation and not politicize the issue. Outmigration to southern states and mountain states from California was 230,00, from New York 137,000, from 3 states, New Jersey, New York and Massachusetts about 30,000-40,000 in 2025. As a result the southern and mountain states mostly Republican may add 6-8 Congressional seats by 2028 or 2030.   ...

Federal data showing international and domestic migration by US state and the natural growth in US Population 2026. California, Hawaii, Vermont, New Mexico lost population because of domestic outmigration, lower international migration and natural birth/deaths led to net negative growth. Population growth was fastest in Idaho, Utah, Washington, Texas, North and South Carolina, Tennessee, Georgia, Florida, Arizona, in southern and western mountain states. Births were higher in these states in addition to the domestic in-migration from other states. Another is burden on social services needed and healthcare services which were under strain under the Biden administration open border policy. Who knew that Prince William had actually slept on the streets of London in 2009 to understand homelessness and his passion to end homelessness through affordable housing. There is also the passion of the King Charles to do this another way by building aesthetic, friendly housing at lower cost so that it serves the needs of ordinary people. Around this one idea the deputy prime minister Angela Rayner and  William, Charles have found a new relationship. This WSJ report shows how older boomers holding onto larger homes for retirement and aging in these homes is worsening the supply of housing. Including for younger boomers who are in their 50's and who because housing is less affordable or because of a life event or healthcare costs are facing a high rate of homelessness. WSJ's report says $3 billion is unlikely to get thorough this Republican Congress but it is not enough to tackle the problem -because people should not be destitute in this way such as these younger boomers in America as an advanced developed Nation.
