U.S. president Trump set up a separate task force called the Great American Revival Industry Groups. He read each of the names out loud during his press conference on Monday, a list of about 200 industry leaders from all the main industry groups, many of whom he personally knows. The first meeting of this group met in a hour long call with about 35 participants.  Most of the leaders praised the strong action taken by the president. France's Macron introduces a three step plan for reopenings after lockdown, with dates of December 15 and January 20 for reopening the economy. Shops will be allowed to open under strict social distancing rules for Christmas sales. Health authorites in Italy, France, Britain India and the U.S, have hesitated in reopening schools. Germany and Denmark have reopened schools with no increase in infections with schools following specific policy including mandatory masks, air circulation rules, and careful preparation of schools to ensure social distancing rules are respected. Other countries reopening schools are Austria, Norway, Finland, Australia, New Zealand.

Schools in German states are reopen for about 1 month now, with a positive experience after careful preparation. Italy faces difficulty reopening its economy as people going back to work find it difficult, particularly women,with childcare provided by grandparents no longer an option, and lack of daycare. Opening of schools in Italy would help in reopening the economy, as well as provide relief to parents and children, when done carefully.

Here the Times provides the example of German contact tracing- chancellor Merkel has emphasized that a lot depends on "total" contact tracing, and contact tracing "above all else." Germany's experience is that even if you don't get everything right, you make an honest effort with everything you've got and do it early it makes a real difference. Some of the offices across Germany are stretched and short of staff but they have been working since the beginning of March, sometimes in the early days 7 days a week. Only 33% or one third of the offices throughout Germany for contact tracing have the required 5 person team for every 20,000 people, and 35% are overstretched or at their limit, according to one survey. No apps, just a low tech effort with people from the state administrations who were not working during lockdown trying doing something else, or volunteers. Mainly using the phone, talking to people and tracing the contact chain of people testing positive. Putting this information on the computer with a central database.  The Berlin office has 115 workers and has tracked down every one of 666 virus cases it was given. Because of privacy concerns at the Munich office sometimes even the patient's name is not given and office staff have to locate the name and the person. It requires dedication, flexibility and above all resilience, says Harold Rau, the deputy Mayor of the Cologne office, cited in this Times report. The doctor alerts the local office with a test result. The office calls the person and finds out who he has been in contact with for the last 14 days. Then the people who were in contact with are grouped based on the directness of contact, face to face, so on. These people are asked to quarantine for 14 days, sometimes with the rest of their household. They get daily call to find out how their doing for symptoms. The effort goes back to Robert Koch in the 1892 cholera epidemic in Hamburg. Robert Koch, microbe hunter in Germany, was called in after the epidemic spread from Moscow. It devastated Moscow and Tokyo, but Hamburg suffered far less about 8605 deaths as a result of the contact tracing and strict closing off quarantining of affected chains after isolating them, closing off affected parts of the city. Bit by bit the cholera epidemics sparks were put out before turning into flames, says Koch. In the current pandemic Germany has suffered 8241 deaths and 178,000 confirmed cases. So far this is in line with the cholera epidemic in Hamburg 1892, and this for all of Germany. And it is not just affluent nations that can do this. where there is a will there is a way. In Kerala state in southwestern India, similar efforts have worked to limit spread  with even better results than Germany. ...

The University of Washington Institute of Health Metrics and Evaluation has doubled its forecast of coronavirus deaths in the U.S. to 135,000, about twice what it is today at 69,000, by early August 2020. This is based on the assumption that with reopening the economy and return to actively operating in offices and shops, in construction and factories, the social distancing will be relaxed. The British public is very conservative when it comes to reopening. 73% support prioritizing the health of citizens only 17% say prioritize the economy. This is the highest of industrialized nations, Japan being the next highest with 60% supporting prioritizing health only 16% in Japan saying the economy.  For Boris Johnson as he makes the speech on Sunday May 10 on reopening the political margin for error in decision is nonexistent. Britain's tabloid press and other media simply took the idea that to heck with it lets reopen reflecting a lack of caution in the headlines after Mr. Johnson expressed his intention to reopen. After seeing this Johnson and his closest advisers met without his hawkish ministers to reflect on what was happening in the country. The British government's scientific advisers say whether there are 100,000 deaths by the end of the year depends on many factors including testing, contact tracing, the way the lockdown is eased, the situation at nursing homes, and other government action  to prevent a resurgence in infections. At the meeting with Gove, Sunak Raab and Hancock, Mr Johnson stepped back and reversed any plans except for mild reopening- giving people more time outside for exercize, opening limited locations such as garden centres and advising strongly to wear masks on public transport. Both Johnson and Dominic Cummings his adviser had coronavirus, and Johnson spent some time in ICU. They know the impact of the coronavirus from their own personal experience.  For Johnson there is only one chance, Tory senior advisers say the public will forgive mistakes going into coronavirus, but will never forgive mistakes getting out of cotronavirus. He told Keir Starmer of Labour in parliament that he bitterly regrets what has happened in nursing homes. The scientists have warned him that the staff at nursing homes could seed communities once again. And that the coronavurus R ratio (1 being the level it starts growing again) could go up back to 1. This is the situation on May 10 as Johnson prepares to speak to the nation on Sunday at 7 pm, as he shifts to "maximum caution." ...

The lockdowns are being reinstated in parts of Australia, in Bihar, India and other countries, and in other places such as California restrictions are back in place. Wearing masks in public spaces is also mandatory in Britain and France as prevention measures are being taken. In Japan wearing masks is a habit from before the pandemic. India, the U.S. and Brazil, Mexico are seeing a surge.

Britain protected about a third of its workforce during the months of lockdown for coronavirus. As a result Britain has protected workers from unemployment and effects of job loss. The job retention scheme protected 9.1 million workers, and the self employment scheme 2.6 million workers. The figures for the 3 months to April form the Office of National Statistics shows unemployment at 3.9% and the employment rate at 76.4% about 0.3% more than in 2019. 

As the government ends these schemes with reopening the economy by August some effect will be seen of job loss but not to the extent that this could have been without strong government action.

Not enough testing is taking place. The Eid holiday taking place this weekend also could have repercussions later in August with more crowds and gatherings for the religious event. Pakistan has 278,000 cases of infection and 6000 reported deaths. At one point the situation seemed to be following the situation in Brazil but has stabilized recently.

US economic growth surged at a rate of 6.5% for the April to June period in 2021. This pushes the economy beyond its pre-pandemic size. Growth was lower than the 8.4% forecast of economists, yet strong enough to increase its size to exceed the pre pandemic level. It was powered by the business reopenings, vaccination drive, and the government infusion of pandemic aid to households and business. New restrictions after this summer for coronavirus following last year's pattern with extensive summer tourism and spread of coronavirus, could again slow the economy. Government infusions of aid aided consumer spending, and this could slow in the months ahead, and lockdown restrictions could limit growth.

The pandemic has affected Brazil, and Peru, Ecuador, the worst in Latin America. Countries where there was a lack of funding for public health and no consensus on how to tackle the crisis such as Brazil have done worse. Brazil has 11 deaths per 100,000 people compared to just 1.0 for Argentina. Chile with a political crisis and months of protests has no consensus in the country. It has done worse with 4 deaths per thousand and 95% of intensive care beds in the country taken, leaving hospitals overburdened and in stressful conditions. 

In Argentina the lockdown has been extended till June 7 and there appears to be a consensus on the government's approach to the crisis. Mexico under president Obrador decided to reopen earlier and now faces more coronavirus cases. Reopening the economy so that people in the informal economy could provide for their families was a priority for president Obrador.

The NYT provides a good look at the situation in India in September where cases are over 4.5 million, the world's second largest after U.S. During the lockdown in April and May India had successfully stemmed the coronavirus. After reopening in June a lot has changed as can be seen in this look at the steep curve in June, July, August and September. Cases are now at the rate of 95,000 daily and deaths at 1172 daily as of September 9. The deaths are up 16% and cases up 29% over 2 weeks. Maps show the situation in the states with Maharashtra, Andhra, Tamilnadu, Karnataka, and Uttar Pradesh showing the highest cases. Maharashtra has about 1 million cases and the two states in the south east Andhra and Tamilnadu have about 1 million combined with Uttar Pradesh at about 250,000 cases. Delhi has about 200,000 cases. So that about half of the 4.5 million cases are in three states in the southeast and the western state where Mumbai (Bombay) is located. The increase was seen after increased testing from 200,000 a day to 1 million a day by the end of August, a steep jump being seen in late August and September. At the end of July the coronavirus recovery rate of 70% in India and 90% in Delhi were the favorable signs, until things changed in August with increased testing and the spread to rural areas. India is doing over 1 million tests daily. On September 3, 1.1 million people were tested, taking the total to 45 million tested throughout India.  As in Europe and America the reopening which is essential for the economy and jobs has resulted in a big jump in cases. The laws for lockdown were carefully obeyed without many of the problems seen in America and Europe, the early complete lockdown was implemented with success, and Indian pharmaceutical companies are some of the largest in the world giving the public wide access to essential medicines and drugs. The postal service has functioned remarkably well during the lockdown for delivery of essentials throughout the country, and earlier action to establish bank accounts for each and every individual in the country, has enabled rural Indians to get through this most difficult period. This has given the government some breathing room as it faces the cases from reopening in a vast country of 1380 million people.   ...

The reproduction R ratio for the virus is just below 1.0 and may have gone up recently, say public health officials. Britain faces a problem of deaths in care homes that is not under control.

Concern about the spread of the pandemic in the U.S. with the upcoming Thanksgiving holiday and travel to visit family and friends. Seen from Australia and other countries American fatigue with staying at home is cause for concern. Yet this is not entirely American as governments in France plan to have a phased reopening by Christmas, with phase 2 partial lifting of restrictions of the lockdown on December 15. Austria has turned down German requests to close Austrian ski resorts that have cause spread in Europe. The Swiss have also kept ski resorts open. During the summer Croatia and parts of Spain kept open tourist spots to help the economy recover creating the conditions for spread as tourists went back home. 

Beyond this there a complex web of choices. From mental health to hospitals filling up, from jobs and income for service workers to people in nursing homes, all calling for different responses.
