Where do you place a winner of the Democratic primary in Maine, Graham Plattner, an oyster farmer who dropped out of college at George Washington University, served briefly in the Middle East wars of Bush and Obama, and had PTSD. Is he working class, middle working class or is he from a downwardly mobile professional class considering he has parents who are well educated and father a prominent lawyer in Maine? Plattner easily defeated a 3 term governor of Maine with his average working class demeanor and language. He is for universal health care, (Medicare for All) universal child care, affordable housing, affordable college. Politics in the US has been moving away from the simple divisions before 1950 created by the Industrial Revolution- the workers in factories and the owners of capital allied with the professional middle class. The few owners of capital mostly college educated allied with people from the non college educated workers in factories who are conservative in their values and beliefs and on the other side the college educated professional middle class now downwardly mobile because of the many recessions and high unemployment from frequent financial crises, with college costing $80,000 a year putting them in deep debt. There is today in the WSJ a story of a professional worker who at $194,000 a year salary is not able to payoff $15000 debt which owners of capital have set at 26% interest and is in downward spiral. Some of this comes from large college and other debt. There is says WSJ Analysis $1.25 trillion in credit card debt alone with highest delinquency rates in decades in 2026. Cost of living has only made things worse and some of this happened as Biden poured money into the economy to help people hurt by the pandemic, yet with some short run consequences with demand strong businesses including hotels, restaurants and grocery stores, auto dealers, jacking up their prices by over 20% in 1 year and Biden failing to respond, getting overwhelmed by open borders migrants under Mayorkas and Harris (also hit by a sudden Venezuelan migrant influx). This is the America one has today- a confusing mix. This in reality means Democrats may take issue with Democrats, Republicans take issue with Republicans, and Democrats join with Republicans on issue by issue basis. It might actually be rational than irrational. On cultural issues if the country has gone over its head and moved too fast on some issues that are not for the general public good, people of different backgrounds can come together to get the best path. On economic issues things are never so straightforward, there are unpredictable consequences and the rules of economics are really not so straightforward either.  Providing relief can mean the government shouldering the burden as during the pandemic which it should, yet with caution as businesses can use the excess demand to raise prices and one is back to square one with everybody worse off as happened with Biden. Migrant flows and fears of insecurity in public spaces can lead to a severe public "discomfort that can waylay the best intentions of a Harris or Biden, leading to public "backlash." In fact the title of a recent book is "Whiplash." Current books include Floridan Marco Rubio's "Decade's of Decadence- How our Spoiled Elites Blew America's Inheritance of Liberty, Security and Prosperity." Rubio means it. Its authentic because as Rubio says repeatedly, his parents could make a living in the 1960's working in a factory with decent wages, low cost of living and low cost of college, the arithmetic between salaries and what you needed for decent home in suburbs and sending children to good public schools, then to college, all adding up. The result is that Rubio could go to college and serve in the Florida legislature. Rubio says in 2026, after the elites under Bush and Obama and faulty economic theory shipped all of our factories to China, that the story of his parents and his education would simply be impossible. This is what he told people in India on his first visit last week. His parents were Cuban immigrants, yet he identifies with Spain and with western civilization, a devout Roman Catholic. Rubio is a Republican, and is in large contrast with Alejandro Mayorkas, also from Cuba, and Biden's Head of Homeland Security. This is the mix of people and representatives in Congress,  business people, small business owners, professionals, that we have today in 2026 in the US. Plattner and Rubio, one a Democrat and one a Republican- both have something in common. Plattner also has general disdain for "the corporate interests, the billionaires, the Washington DC elites, and the establishment politicians."  The winds are blowing in the direction of getting things right- remembering that Eisenhower continued the work of the Kennedy and LBJ administrations (Eisenhower built the Interstate Highway System for instance, and LBJ gave America Social Security and Medicare). Before that Franklin Roosevelt a Democrat built on the work of his uncle Republican Theodore Roosevelt (TR gave America the idea of good governance and built the US Navy, FDR fought the Depression and stabilized a faltering economy after mistakes made by Republican Herbert Hoover could have happened even if Hoover was a Democrat. FDR was himself from a wealthy New York family and when he first met fellow New Yorker Frances Perkins before his struggle with polio, a haughty New York gentleman. That was before Frances Perkins as FDR's Labor Secretary joined forces with Roosevelt to give New York a modernized administration governance structure by 1940 that was applied to all 51 states after 1950. It allied labor with capital with fairness for all, and was the first such modern structure of this size the world had ever seen, which was the fundamental strength of the United States of America. It was imitated in Asia, first in the Shanghai region then China, and first in the Ahmedabad region and now India. The US is faced with the challenge of recreating and rebuilding this today, as first China, then India remind America of its roots which they have followed in their own style and culture.  First good governance, then good institutional structures, alligning labor and capital with fairness for all, strong affordable + accessible educational and healthcare systems, and investments of capital and labor for infrastructure + industrial development. ...

Europe responds with platitudes and vague references to "benefits for everyone" and "detrimental" without facing up to the facts. How many American cars do you see on the streets of Germany? in Berlin or Frankfurt?- or Japan? in Tokyo or Osaka?-or South Korea? in Seoul? And how long has this been going on - since the 1980's. Europe's answer to the Marshall Plan and Japan's and China's to post war American help for recovery, was to exclude American cars and other products. GM and Ford have pulled out of China and so has VW. China's plan is to flood the world with electric cars, and Japan's to flood the world with hybrids. For far too long America has relied on capitalism that has no state involvement. In this kind of competition with hidden subsidies and national planning at the core of industrial growth in Asia. The US government has to have state involvement in it's auto, steel, aluminium, and chip industries, not to create trade disturbances but to create an even playing field for all, and rebuild a middle class destroyed by unfair trading practices of Asian nations and the EU, including Canada and Mexico which are simply used as bases to ship to the US. Ford makes 80% of its cars in the USA and GM can make the investments in new plants to raise its production from 60% in the USA to 80%. South Korea's Hyundai and Kia are investing $21 billion to make in the USA. Toyota and Nissan, VW, BMW and Mercedes can do the same.   ...

France has reacted faster to the economic crisis presented by the pandemic. It shielded its economy earlier with government support and household consumption has held up better. Its presidential system led to faster decisions than Germany's decentralized mode leading to some experts saying it should borrow this aspect from France. France also has 70% of its energy from nuclear, Germany by contrast depended too long on Russia and Merkel's decision to completely get out of nuclear and to let overconcentration of supplies of energy from Russia happen was a mistake. Merkel also supported the auto industry without anticipating changes taking place after the Copenhagen Climate conference in 2009 and preparing for the future. The auto industry has taken a hit in Germany as it relies too much on imported EV batteries from China and was slow to make the transition to EV's and hybrids. In fairness to the SPD's Scholz and Greens Habeck considering the economy handed to them by Merkel they had to scramble after the Russian war in Ukraine in the middle of the pandemic. Germany made it through in record 1 year's time to be independent of Russian oil and gas, a huge achievement. Over time Germany will recover as it makes a transition of business away from overconcentration in China, another of Merkel's and German business failures to develop a vision for the future. China's slowdown has affected Germany. Germany has to invest in other parts of the world including in India and Japan to diversify the supply chain. Overall score card would give Habeck and Scholz a lot better score, Merkel and German business leaders of the time a low score, and Frnce and Germany about the same score. France for a steady response, and Germany for the speed in which the oil and gas crisis handled considering also that both countries have a centralized and decentralized system based on their respective history and culture. ...

The Greens made speed limits on the autobahn a key plank in their program. The Social Democrats SPD party also agrees. The new proposed speed limit is 131 kms per hour or 81 mph. 
In 1952 speed limits were lifted on the autobahn in a reaction to the strict limits imposed in the Nazi period, and a sense of freedom in putting the past behind on the road.

The Greens party estimated 1.9 million less emissions of CO2 from the speed limit. The auto industry including Audi VW have not supported this change. Auto fatalities are 23 per 1000 kms of motorway in France compared to 30 in Germany. In sections of autobahn where there are speed limits in Germany the fatalities have dropped sharply. About 77% of Germans stay within the 81 mph speed limit which today is advised but not mandated.

2012 car sales in France declined by 13.9%. This was higher than the 8.2% decline in the European market, according to the European Automobile Manufacturers Association. Analysts point to low new demand in the developed world- only 2% for U.S. and Europe compared to 70% in emerging markets. Replacement demand is also declining as younger people in urban areas increasingly use subway transportation and bicycles. Better made automobiles last longer and car owners drive less with an aging population reducing replacement demand. This reporter found few customers at auto dealerships in the centre of Paris.

Some countries such as France are increasing kilometres of bike lanes in Paris and suburbs. Traffic has dropped in Paris and other cities to a point where people living in cities are looking for ways to preserve some of the good things from the public health crisis such as the quieter streets, less or no pollution, less traffic congestion. Some cities are closing areas on their rever fronts so that people have more room to walk and exercize. Cities doing this are Oakland, Denver, Minneapolis, Chicago and Philadelphia in the U.S., and Calgary, Winnipeg, Vancouver in Canada. Cycling and walking is becoming popular.  In Berlin motor vehicle lanes are being replaced with bicycle lanes in many streets. In Bogota 35 kms. of auto traffic laneshave been converted using cones into bicycle lanes. In March the mayor of Mexico City suggested 130 kms of temporary bicycle lanes. This report in the Guardian says London is one of the cities that have not acted quickly to make these changes for larger bike use. ...

US Senator Bernie Sanders and Shawn Fain of the United Auto Workers make the case for a 32 hour week.  No that's not right Sanders and Fain are calling for hours and wages that make for a healthy life after making significant contributions using technologies and higher productivity during a normal week more like 35 to 40 hours instead of 50-60 hours a reality today.  Even with this productive work effort they say workers have not benefitted as most of the gains have gone to the top with top managers and CEO's making hundreds of times more in compensation. In this years negotiations the UAW made long hours at work and its effect on worker health an issue. A 40 hour work week was established in 1940 under the Fair Labour Standards Act passed under president Franklin Roosevelt. Sanders and Fain point out that 28.5 million workers even today work over 60 hours a week and more than half of full time employees work more than 40 hours a week. It comes as a surprise that according to the authors US workers logged 204 hours a year more than employees in Japan, and 470 more hours than German workers. Sanders and Fain point out that today adjusted for inflation the average worker in America makes about $50 less a week than 50 years ago in 1974. There is definitely a need to consider the health of workers as the highest priority and wages that make it possible to raise families and educate children in decent living conditions. France and Denmark have a 35 and 37 hour work week. ...

As auto sales decline in Spain, France, Italy and other parts of Europe auto companies are looking at improving efficiency and closing inefficient plants. Italy is tackling labor laws that prevented a revamping of the auto industry to improve productivity. New laws make it possible for companies like Fiat to hire or fire workers rather than having to place them on a state backed temporary layoff program that pays workers two thirds of their salaries while not working. Chrysler-Fiat CEO Marchionne sees sales dropping below 10 million units from the 13.1 million in 2011 if the euro were to disintegrate. With the higher efficiency of Fiat's plants in Poland and other parts of Eastern Europe, Marchionne is not willing to make any exceptions for the Italian system any longer. In 2009 Fiat's plant in Tychy, Poland, making the Fiat 500, made 600,000 cars with 6,100 workers, whereas the five largest Italian plants made 650,000 cars with 22,000 workers. Marchionne put forward his 5 year revamp of Italian operations in April 2010 with an investment of 16 billion euros. Unions were asked to agree to new work rules in exchange- shorter breaks, reduced absenteeism, doubling of overtime hours if needed, and pay tied to performance in addition to seniority. In the fall of 2010 Fiat shifted the production of the Fiat 500L to Serbia. Following this unions agreed to the new rules. One of the plants revamped was the Pomigliano plant which would turn out lower cost Pandas instead of the Alfa Romeos at a cost of 800 million euros to redesign the plant for efficient manufacturing. The new plant requires fewer workers and only 3000 of the 5000 workers at the plant have been hired. Priority was given to younger workers. Marchionne sees the revival of the manufacturing plants in Italy closely linked with his plan to import Italian cars to the American market because of the declining sales in Europe. The transformation of the auto industry and Chrysler was achieved by changing work rules and reducing labor costs. A similiar process is now underway in Italy....

Sales of automobiles are shifting from trucks and SUV's to cars in the USA and overall sales are seeing large declines. How is Europe faring in this regard? Spain's car manufacturer's association Anfac said car registrations in June 2008 dropped by 31% from June 2007. Spain' GDP showed a decline to 2.7% in 1st quarter 2008 compared to 3.5% in 4th quarter 2007. In Italy car registrations dropped 19.5% in June from a year earlier. In France car registrations went up by 2.1% in June from provisional figures. Auto sales in Japan dropped 3.6% in June according to the Japan Automobile dealer's Association.

Lagging growth in GDP per capita, productivity growth, in Italy, with small family business unwilling to take risks for growth, and bureaucratic hurdles for business. To get an idea how Italy has lagged severely behind other countries in Europe, consider that GDP per capita increased by 28% in Spain, and 22% in France, compared to only 8% in Italy during the 20 year period 1993-2013, according to the Conference Board. Productivity growth measured by GDP per hour worked for Italy showed growth of only 13% in that 20 year period, compared to 30% in France and 23% in Spain. Since the 2008 global financial crisis the Italian economy has shrunk by 9% and growth is barely 1% in 2014. During 1993-2003 top performers Germany showed 31% increase in GDP per capita and 32% increase in productivity growth, the UK showed 44% increase in GDP per capita and 38% in productivity growth. Because of slowing population growth GDP growth has to come from productivity increases in Europe. France is the strongest in terms of productivity with $59 of GDP per hour worked, UK $51, and Germany $57. Italy at $45 has fallen behind Spain at $50. Conference Board statistics show GDP per capita in inflation adjusted, purchasing power adjusted 2013 dollars at $35,847 for France, $40,868 for Germany, $30,145 for Spain, $39,904 for Britain, and Italy lagging behind at $31,386. Most of the gains were made before 1993 for Italy, whereas Spain surged in the period after 1993 only slowing after 2008. The struggles in the U.S. auto industry showed how well meaning changes for labor in the early postwar period if not adapted to changes in the global economy decades later can lead to sharp decline before adjustment is made. How Renault- Nissan execute plan to build low cost cars for markets in Eastern Europe, Russia, Brazil, Mexico, North Africa and India, China. A new plant with initial capacity of 200,000 Logan type small cars to open in Tangiers, Morocco. Plants already operate in Brazil, Columbia, Mexico and Russia for Logan type vehicles. The Logan small car at $7500 is still a middle class car in countries like India so Renault is talking to Bajaj Auto of India,a maker of motorbikes and scooters, about making a $3000 car. The scenario that large automakers are looking at is one in which makers of small cars in India like Tata and Cherry in China master the art of making small cars with lower cost components and good quality and then move upscale using this expertise to underprice them in their segments like Toyota and Honda have done. Renault moved into the low cost segment in Sept 2004 with the Logan made in Romania, so its moving quickly in this segment and it is becomin a key part of Renault-nissan's global strategy. Household debt levels declined in the U.S. to 108% in 2014 for ratio of total debt to disposable income, returning to levels in 2003, according to the U.S. Federal Reserve. The level reached a high of 130% for the U.S. in 2007. The reached a level exceeding 150% in Canada for 2014, which combined with decline in oil revenues with lower oil prices puts additional stress on the Canadian economy. In Japan the level has declined to 125% in 2014. France is close to the U.S. level, up significantly since 2003. Germany's ratio declined significantly to about 90% in 2014. In the U.S. consumer credit levels were up 2.3% in the 3rd quarter as credit for consumer purchases such as autos and appliances increased. Credit for home mortgages increased only slightly by 0.1%, as demand for new homes remained sluggish and banks imposed stricter standards following the mortgage crisis. U.S. households continued to pay down mortgage and credit card debt.

Carlos Tavares runs Stellantis the company that combined the operations of France's Peugeot, Italy's Fiat and America's Chrysler right out of his living room in his Lisbon, Portugal home one week every month. He is a believer in the advantages of hybrid work model and says most of the 75,000 workers at the company can work remotely most of the time.The quality time that is generated in this new work model that allows life balance and getting fresh air walks outside is needed when you consider that auto companies such as his are embracing world of electric cars- Stellantis will have 75 models of electric cars by 2030 In this interview with the WSJ shown here he says the fact that one is giving back high quality time that otherwise goes to commuting means you get more time during the day. Carlos Tavares says remote work is an opportunity to recreate a better life balance. He doesn't see any risk in it at all. He sees how hard people are working, harder than they did before, and says giving back one half hour or two hours of quality time actually helps the process of getting good work. Look he says after a long day of remote work people need that time to go out and have a walk for an hour just to refresh one's mind, because the work was so intense. Tavares asks why shouldn't we trust each other? He believes it is the only way to go. Asked about his own work routine for remote work.He says it is the Portuguese routine of  7 am to 4 pm or 5 pm and then an hour out for a walk. He has a small desk in his living room, and he is sitting there with his iPad, grandkids are going by but nobody sees them. Does he miss the face to face contact? He does says Tavares. He still sees other employees as he does go to the office. What about mentoring for junior  employees? This does not have to be five days a week, you may want coaching one day a week, what you don't want is someone on your back five days a week. For Tavares it is all about the quality of time that is used. On company culture the much abused word Tavares makes some good points. If you say this is the culture and hand it to somebody then how do you get that creative mind to exercize his own judgement, how do you get diversity of thinking. Tavares is forthright and honest here- he says if I give you a culture and put you in that box I will get it wrong, and by killing the valuable diversity of thinking I will make it counterproductive. Actually with French, Italian and American operations under one roof and employees of 170 nationalities there is a value in appreciating the value each employee can bring. Practices at Stellantis- Tavares says if you want your people to be in game shape or in great shape mentally don't call them or email them on weekends, so that they can use the weekend to recharge themselves. He even apologizes for calling on a weekend. Or if you email your people tell them to not respond till Monday. ...

Roberts lost his job at aChrysler plant in Belvidere, near Rockford, Illinois, and Butt lost his job a German auto parts maker. Roberts gets a $64,000 severance package, and 59 weeks of unemployment insurance, with apossible additional 13 weeks, with monthly check of $1426 that is 27% of his income of $64,000 a year when employed. attribute 33 weeks of the 59 weeks to the stimulus measures of President Obama. Butt has 4 months as atransfer worker at full pay, which can be as long as 1 year, then he has till May 2010 at 80% of his pay when employed full time of 2700 euros amonth. The transfer company gives job training and job hunting advice. He continues getting his medical insurance benefits which are provided by the state. Roberts loses his health insurance with his job, and hopes to pay his expenses for a2 bedroom apartment with his girlfriend who makes close to $1500 as an elementary school teacher. He will take a2 year electronic engineering course with a local college using $6000 from Obama's Dislocated Worker's Program. But he isn't sure if he can do his studies after one year when his unemployment benefits expire. Butt can afford to take a vacation to Cyprus and his lifestyle is not much affected he says. His wife works as a nurse at a rheumatism clinic. Butt is like the 64% of Germans who say the crisis is not affecting them personally. Roberts is like the 87% of Americans who say this crisis id hurting them in their persdonal lives. To pay for the state funded benefits the total wage tax burdenas a percentage of labor costs for Butt is 52% in Germany. FOr Roberts it is 30% in the USA. France is at 49% Spain at 39% and the UK at 34%. Germany's public expenditures for these labor benefits are 2.97% of GDP in 2006, the USA's are 0.38%. Spain and France are at 2.32% and the UK at 0.61%. This also explains why the impact in countries like Germany and Spain is not felt so badly as in the USA. In SPain there is also the lower mobility and the safety net of family support helping people cope making it possible to cope with 20% unemployment without serious distress and hardships. Proof that this is not an ordinary deep recession like those in the post war period comes in the way foreign trade is reacting in this downturn. Already evidence of this has been seen in the way Germany has been affected because of slowing exports from China to the US. German exports to China have declined as the Chinese export model comes under severe stress. A similiar situation is playing out for Japan. Now new proof of the drop in foreign trade is emerging in Commerce Department figures. Combined exports and imports of the USA dropped 18% in 4 months July to November, to $326 billion from $398 billion. Two thirds of this drop was in imports. So China and Japan's exports to the USA are severely affected. Japan showed a 27% decline in exports in November, according to the Japanese Ministry of Finance, and imports dived 14%. According to calculations by the WSJ, Germany had 11.8% decline in foreign trade in November, and similiar numbers for France and Britain. Chief US Economist at IHS Global Insight, Nigel Gault, says this is going to be the worst global recession since World War II. Combined with what is happening to inventories, (see links) and what is happening in housing, banking, the auto industry, and other industries, the complications of non-transparent packaged financial products clogging the American financial system, the hugely indebted consumer (see links), and the $2.1 trillion and rising cost of the stimulus and bailouts needed by one estimate, suggest that the recovery forecast for 2009-2010 does not take into account all these simultaneously occurring patterns and developments working together. ...

This NYT analysis of fund raising by the Republican and Democratic parties for the 2020 election campaign shows Republicans hardly raising any money from people with incomes over 250,000 and very little from incomes over $200,000 with most funding coming from the base white working class and lower and upper middle class. For Democrats fund raising is significant at the levels of income over $200,000. Geographically the Democrats get most of their funding from the east and west coast areas.  This reflects the changes in the parties starting in the the 2008 elections when higher income groups in software, finance, and in professions of law and medicine and Silicon Valley tech shifted to Democrats. The Democrats also held onto minority votes. In 2016 this changed with a sharp turn with tech on the west coast and finance professionals on the east coast shifting to the Democrats. The PPP agreement under Obama favored tech over the auto industry, and renewal fossil fuels such as solar were favored over the oil industry and fracking. In 2016 this helped shift the votes in Michigan and Pennsylvania to Republicans. Older manufacturing industries, oil and fracking were supported by Republicans who pushed back against ceding global dominance in manufacturing to China. By 2020 these changes are now entrenched with white working class voters in industries decimated and communities destroyed by foreign imports mainly from China, supporting Republicans. Republicans under Trump have made regaining the manufacturing leadership of the U.S. that was the situation after World War II, a top priority for the U.S.  The minority vote shifted with Hispanics moving towards Republicans to a much larger degree than before. The urban rural divide is similar to Europe where the similar impact of foreign imports mainly from China have destroyed older industries and led to sharp decline in older towns and communities outside major cities. This is the situation facing the U.S. and Britain, France, Italy Spain, and Poland. Germany as a manufacturing country dependent on exports is also affected but to a lesser degree. The unwholesome aspect of this is that the larger urban areas are divorced from the rest of the country  and rural small towns, smaller cities. In some form reintegration has to take place. The vast majority of the working class classified in today's terminology as the less educated lacking a college degree and white are  paradoxically with Republicans, and the wealthy professionals and industries in software, finance with Democrats. Nothing makes this more evident than a quick look at the map of the U.S. with blue on the opposite coasts for Democrats and mostly red in between and in the south. This is unprecedented in American history. Saab is laying off one fifth of its workforce and Volvo is scaling back production. The European Investment Bank is giving 3 billion euros of aid to the European auto industry, with another 2.8 billion euros planned for April, 2009. 400 million euros each go to Volvo AB maker of trucks, and Scania AB, and 200 million euros to Volvo Cars. Peugeot Citroen, Renault, Fiat, BMW and Daimler each receive 400 million euros. Most of this goes to projects aiming at increasing fuel efficiency and cutting carbon- dioxide emissions.

In Europe, France, Spain, Germany and other countries are giving cash subsidies to customers to buy cars when they turn in older cars. These refunds range from 1000 to 2500 euros, and reward the purchase of smaller more fuel efficient vehicles. It has boosted sales in Europe where sales are running at an annual rate of more than 13 million because of the subsidies, according to Credit Suisse analyst, which is well above the 11 million level of last year. The average American car says the analyst has been on the road for 9 years similar to that in Germany, so it makes sense for the USA. He says it could increase sales in the USA to 12 million cars, down from the 16 million sold in 2007 or the 13.4 million rate of 2008, but far higher than the 9.5 million rate in the first few months of 2009. In Europe small cars are dominant and it plays to the markets of large carmakers like Peugeot, VW, FIat, and Renault. But in the US Japanese carmakers are dominant in the small car market. Detroit carmakers make too many large cars and pickup trucks so the impact would be less. But the program could be fashioned in the US on a drop down in size and increase in fuel efficency, so that the clear direction is towards smaller cars. Turning in a pickup truck for a family car like a Malibu or a LaCrosse might promote fuel efficiency, and move things in the right direction. Its useful to note that even in Germany more expensive cars or brands have barely benefitted German car sales jumped 21.5% in February, but mass market manufacturers recorded a 37% surge, while sales of premium cars fell 19%. In Italy which started its program Feb. 6, buyers receive 1500 euros for trading in acar at least 10 years old. Fiat Punto sales have shown a strong increase. Fiat's facory in Melfi, southern Italy, is now running at full capacity after running on areduced scale from October 2008 to February 2009. It makes the Punto. In France 30-40% of car sales are coming from the scrapping deal, according to French Auto Manufacturers Association. Overall sales are running at about 6% below last year's rate, but in the absence of the scrapping deal sales might be off 10-15%. One concern for the French is that sales not drop off after the scrapping deal stops.France saw this happen in 1997and 1998 after ascrapping deal in 1994-1996. However considering that the cost to the German government for scrapping deal was $2 billion, the solution to this would be continue this program till the economy recovers and car sales are strong. Before this deal Kuwait with 7.6% was the largest single shareholder in Daimler. Now a Abu Dhabi investment firm Aabar Investments PJSC plans to put in $2.65 billion for a 9.6% stake in Daimler. The largest shareholder in Aabar, which is listed on the Abu Dhabi Securties Exchange, is International Petroleum Investment Company. IPIC is owned by the Emirate of Abu Dhabi. Daimler is doing this deal by issuing 96.4 million shares at price of 20.27 euros ashare. On March 20, 2009, Daimler shares closed at 21.34 euros in Frankfurt.

Chrysler's net income increased in 2012 to $1.67 billion, up from the $183 million in 2011. Revenue was $65.8 billion in 2012, increasing 19.6% over $55 billion in 2011. In France the lack of a foreign presence required Peugeot Citroen to look for government aid. Even the initial investment in Chrysler by Fiat made use of the $2 billion in a breakup fee for an agreement Fiat signed with GM before 2007. Showing the huge dividends Fiat has gained from the new management team installed at Fiat in the last decade. Sensing the opportunity to get geographical diversification by taking on Chrysler separated Fiat from Peugeot Citroen, which lacked this diversification and had to turn to the French government for aid. Taking on the Chrysler venture, sensing the timing and balancing the risk with management knowhow, securing the right kind of deal with the U.S. government to reduce risks in 2008, turning Fiat technology in small cars into a saleable asset, and managing the relationship with the Obama administration, separates Marchionne and his team from a management team that would have seen its role in a purely Italian turnaround which would have not lasted. ...
