What will China look like in the future depends on Li Qiang as well as Xi Jinping. Li Qiang is a close associate of Xi Jinping, as his chief of staff in the early 2000's in Zhejiang province. At that time he interfaced with Chinese companies on investment and economic policies. This WSJ report looks at Li Qiang and how he could be a moderating influence on Xi and provide another perspective for business and economic policy in China. He is seen as having his own instincts on policy, believing in competition, yet deferring to president Xi on broader policy issues for the CCP and China. He replaces Li Keqiang who was sidelined by Mr. Xi as Xi formed his own team from his early days in the provincial governments in China. Some of these connections date back to the early days under Xi's father, Xi Zhongxun, who was one of the leaders in Yenan in the war against the Japanese and the encirclement efforts of the Nationalists against the Communist party local governments in the north during the 1930's. Xi's father was later one of the leaders in the 80's shaping the opening up of China to a market economy under premier Deng- a role not tackled by hardly any of China's leaders from the 1930's. In this sense both Xi's having taken on difficult roles in shaping China's recent history, with the younger Xi building his own team to chart a new path for China. ...

Chris Buckley in the NYT today makes no mention of the Bo Xilai episode in 2012 and what this meant for Xi's future policy actions. Cheng Li calls it the most significant happening since the Lin Biao incident in 1971 and Tianmen in 1989. Brookings Institution offers this discussion of the Bo Xilai episode with Cheng Li, China expert on its economic and political elites. Cheng Li rejected the idea that China at the time in 2012 reflected "resilient authoritarianism," instead anticipating problems such as Bo Xilai emerging as a demagogue putting China in an ultranationalist and uncertain direction. This happened during the transition to a new team of leaders led by Xi Jinping in 2012. Xi could see the corruption in the CCP and the hypergrowth in China causing problems of irreparable environmental damage (now climate change), regional inequality, and offering an opening for demagogues to step into this mix of problems. Xi  acted devising policy shifts away from Hu Jintao and Wen Biao of the Bush-Paulsen era and pushing away from focus on rapid growth, shifting to counter inequality, unstable dependence on construction and housing, and excessive debt of that period. Little mention is given to this in NYT Chris Buckely's version of US-China relations in today's NYT (November 13, 2023). ...

This WSJ report looks at how China is run today with attention to details by president Xi Jinping. Mr. Jinping takes interest in all matters that relate to wellbeing, reducing gaps in wealth and privilege, coronavirus pandemic, corrupt businessmen or officials, climate change, and the economy. Some decisions have to be reversed after they appear not to be working. In some situations goals conflict such as climate change action on coal requiring shutting down intensive coal dependent factories, and economy jobs goals requiring use of coal intensive factories. Leading to a complete reversal of the original decision to cut back on use of coal as happened in 2021 when factory shutdowns affected the economy.  Jinping does not see it as micromanagement. Previous leaders such as Hu Jintao had little interest and did not put in the effort to seek out areas where policies were not working for families and workers, delegating this to lower level officials. Jinping's style is hands-on and energetic to act on issues that affect how China should be run so that the quality of life of ordinary Chinese is improved. Jinping says that if he did not take action there just is'nt the level of initiative on the part of local officials. Many officials are not competent to tackle complicated issues. Jinping says that "some officials only act when the central party leadership has instructed them to do so." And that he acts as a last resort- "I issue instructions as a last line of defense." His willingness to reverse decisions or let them be implemented with local officials using their discretion if he thinks that would be wise also shows a level of flexibility and humility. Basic to his decisions is a general idea that the original vision of China of the founding leaders in 1948 was forgotten in the headlong rush to modernization of the last 20 years. This means a balance was needed to restore some measure of equality and empowering of the disadvantaged. Xi Jinping's father was one of these founding leaders under Mao and under premier Deng during the market economy founding in the 1990's. Xi Zhongxun, Jinping's father was an energetic leader who also took a keen interest on a whole range of issues for China's modernization drive, a trait now found in Mr. Jinping. The first market economy experiment was done under Xi Zhongxun with premier Deng's encouragement. Xi Zhongxun set up the Guangdong and Shenzen special economic zone in 1979, as governor of the province in an effort to liberalize the economy and slow the exodus to Hong Kong. At the time wages in Shenzen were 1/100 of wages in Hong Kong. Some of this style can be seen in India with Mr. Narendra Modi delving into details of policy and taking intitatives that local officials had neglected to do on a whole range of issues related to modernization, development and technological progress. One of the decisions made by Jinping was to tackle Covid aggressively with a zero Covid policy, which means frequent lockdowns and restrictions even with a few cases. Mr. Modi has also acted vigorously on Covid after warning in March 2020 that this could set India 20 years back, with a policy to get over a billion people fully vaccinated. In both situations the only two countries with over 1 billion population needed this kind of strong leadership with an interest in a whole range of issues that relate to lives of ordinary people during the pandemic to inspire some essential level of public confidence and build public wellbeing.     ...

The Biden administration has set new rules for restricting leading edge chip manufacturing in China. The policy is intended to prevent military use of advanced chip technologies by China, a policy adopted by Xi Jinping in China. US and China have differences on Taiwan and the Asia-Pacific region. Companies making chips will have to decide if they will invest in the US or China. Any leading edge manufacturing in China of chips over $100,000 or increasing manufacturing capacity by 5% will lead to restrictions being placed on these manufacturers for working with the US. This sends a clear message about US policy for leading edge chip technologies that the US seeks to protect from misuse by other countries.

This WSJ editorial looks beyond Speaker Nancy Pelosi's visit to Taiwan. It says for decades during which China modernized its economy with US investment and technology, Chinese policy remained peaceful reunification and no set date. The US under this agreement for peaceful reunification agreed that it would follow One China policy and not follow the earlier policy during the Cold War of close defense ties with Taiwan. Now it appears from Chinese policy under Xi Jinping that Chinese plans are for reunification of Taiwan by any means and with a date of the next decade or even in the next 18 months, says WSJ. This is a change of previous Chinese policy says WSJ and the US response should be to act with a change in its policy to provide Taiwan with the ability to defend itself during an invasion of the islands around Taiwan or other invasion.

Xi Jinping in his New Year speech showed an awareness of the vast changes taking place and the need for humility, listening to different viewpoints during the pandemic. It reflects the new tone after the zero covid policies were abruptly put aside. "Ours is a big country. It is only natural for different people to have different concerns or hold different views on the same issue." Xi urged consensus through communication and consultation. He has told visiting European officials that the frustration with covid policies had caused prtoests mostly by students. Today sick workers are bringing factories to a halt, service sector activity is slowing down. Hospitals are swamped with sick patients. Xi says the policy shift is a way to adapt to the evolving virus with higher transmissibility and lower fatality rate for Omicron coronavirus. Wang Huning, who has shaped the policies of three Chinese presidents, was a professor at Fudan University in Shanghai, before beng selected by president Jiang Zemin in 1995 to join the Communist Party of China's Central Policy Research office. The Policy Research Office provides research and guidance on foreign and domestic policy to China's leadership body, the Politburo. Huning was dean of the law school at Fudan, and head of its international politics department. He studied French at a foreign languages school during the Cultural Revolution upheavals in China, before going to Fudan University in 1978. Xi Jinping, the current president, was sent like many other Chinese leaders to work on a farm in the countryside during that period. In that same year 1978, Li Keqiang, the current prime minister moved to Peking University, after taking the first university entrance exams in 1977 following the Cultural Revolution. Li studied western constitutional law, later focussing on urbanization for his postgraduate work. Huning studied in the U.S. in 1989 and is familiar with the American system, western concepts of government and economy. His specialization at the international politics department was in comparitive politics- the systems of government of different countries- and he is seen by experts as having been a key influence in defining China's path making move to build a market economy under public ownership, seeing it possible for the two to work together. In 1991 Huning published "America Against America," critiquing the American political system and pointing out that in American democracy major economic decision making powers still rested mainly in private consortiums, with this acting as a constraint on political democracy. These ideas gradually evolved into ways to manage China in a world with alternative systems and political history. For Huning the question facing China was one of of finding its own workable model based on its history and experience, and need to manage the transition to a modern economy in a stable environment. Huning is now part of the Politburo and a candidate for a seat on the Standing Committe in 2017. At 57, he is expected to be part of the leadership for the next decade, having helped three presidents shape domestic and foreign policy, setting the direction for China's transition to a modernized economy and a political system that accomodates the needs of a new generation....

World Bank projections of Indian growth rate are lowered from 6.6% to 5.8% because of DJT US administration's 50% tariff on imports from India. "It is in America’s national interest, then, for South Asia, and especially India, to grow at a rapid clip. That would create a counterweight in Asia to China’s massive economic and military expansion." This is the opinion of the Editorial Board of The Washington Post. It goes on to say that -  "But Trump is determined to negotiate a grand trade bargain with Chinese leader Xi Jinping, so he didn’t impose secondary sanctions on their purchases of Russian crude.Trump wants U.S. trade policy to be more self-interested, but it doesn’t serve America’s strategic interests to strengthen China’s position relative to its neighbors. At some level, the administration surely knows this." The Washington Post has identified a basic flaw in the US policy towards India. Both parties in America have fallen into a trap of believing that first Japan, then China with accelerated economic expansion in the 1920's and 30's and in the 2000's and 2010's  are not going to run into issues with such expansion, this being the military and the separation from US economic cooperation that enabled the economic expansion of both Asian countries. Another aspect is that in 1950 China was similar in size of economy to India at 1.18, in 1903 and in 1962 at 1.18, and the gap between China and India is only a story of the last 2 decades. By 2047 India surely has the potential to close this gap with economic and technological integration with the US and European economies that were the pillars of China's economic expansion in an earlier period.  There are other aspects of culture and size- The Bhagavad Gita and the Bible provided Gandhi with an integrated view of western civilization. With its interactions and adoption of western institutions and government, of law, the new Indian state and its neighbor Indonesia represent 1.7 billion people in Asia, with Japan and the Philippines 2 billion people twice the size of China.   ...

This report in the WSJ gives a detailed profile of Liu He, who as vice premier and top regulator is now a top economic official in charge of the financial system and the industrial sector. The appointment will be confirmed at the annual meeting of China's legislature in March 2018. Liu He is a classmate of Jinping at Beijing's Middle School 101, went to Renmin University for a degree in Industrial Economics, and studied at the Kennedy School of Government, Harvard. As the superregulator and overseeing the central bank, Liu He's team has set the goal of bringing financial risks in the Chinese economy under control in 3 years. This team also setup the 2018 economic blueprint that made "Xi Thought" the guiding principles for running China's economy. Financial risks in China's economy from the high debt to GDP ratio which worsened after the 2008 financial crisis and higher lending practices, are seen as a threat to the economy. Policy now is focused on stabilizing the economy and setting a long term path to slower but sustained growth, so that the entire country can share in the benefits of modernization that the coastal regions and parts of the country in the east have experienced during a period of rapid growth. Even the quashing of term limits for presidentcould be seen in the light of this economic blueprint as financial risks could lead to other serious problems if a stable path for the economy is not set and followed over the next decade. As part of this effort Xi Jinping has focused his efforts on corruption to improve perception of the party in the country. Liu He is the main economic official speaking for Jinping at Davos Forum. Another member of the circle advising Jinping is Wang Quishan, who has helped run the anti-corruption campaign. Both Liu He and Wang are expected to handle the future relationship with the U.S. Liu He's policy ideas are for strengthening the state sector with mega mergers, closing less profitable competitors, reducing industrial overcapacity, and making the remaining companies stronger and more profitable. This includes making firms more efficient, better run and more profitable- in the words of the economic blueprint to make "state capital stronger, better and bigger."   ...

Supply chains that were carelessly turned over to China, a developing country at that time, by business executives of the US and EU in the 1990-2020 period who lacked vision and foresight. China's policy is to increase the dependence of US and EU, to tighten this dependence to achieve its goals. XI Jinping says WSJ wrote in a 2020 essay- that he wasn't for weaponizing it but that China must “tighten the dependence of international industrial chains on our country” so that it would be a way to respond and create negotiating room for continued access to technologies and markets in the US and EU were the US and EU to make efforts to recover the supply chains they had inadvertently and carelessly turned over to China. This action by US and EU business executives should be considered one of the major and ignominous failures of American and European business management of that period 1990-2020 which has made it difficult to even make the initial effort to recover these lost supply chains. As with the banks in the 2009 financial crisis that generation of management continues to operate as if nothing has happened.  ...

Criticism in China of president Xi Jinping mounts as the tariff war with the U.S. Trump administration escalates. The recent vote in the People's Congress abolishing term limits also comes under criticism.

Some of the criticism comes from the view that president Jinping adopted too high profile a role for China with the "Made in China 2025" and other policy that suggested China was trying to supplant the U.S. These critics suggest China should have adopted a low profile in such matters. Under previous administrations China preferred to act in a cooperative way. The issue about artificial islands in the South China Sea aggravated sensibilities of western nations without adding much to China's security, being another issue that disturbed U.S. relations with China.

China's new foreign policy team under the Jinping-Keqiang administration. Foreign minister Yang Jiechi, becomes state councilor, and senior official on the team. The new foreign minister Wang Yi, was China's ambassador to Japan 2004-2007. The new ambassador to the U.S. is Cui Tiankai, a diplomat who graduated from the Johns Hopkins School of Advanced International Studies in the U.S. Cui was ambassador to Japan 2007-2009. Managing the China-Japan and China-U.S. relationships is critical for China because China depends on U.S. and Japanese companies for investment and new technology, for continued economic progress. The relationship has been affected by the territorial disputes with Japan in the East China Sea. Germany as an advanced technology manufacturer and commodity exporters Australia, Canada, Argentina and Brazil depend on the Chinese market for exports, creating an interwoven economic dynamic that is likely to be the dominant factor in relations. This is also the perception of Li Keqiang who told a press conference in Beijing that the competition with the U.S. has been overemphasized, that he "does not believe conflicts between great powers are inevitable." Foreign affairs remains subordinate to domestic policy and priorities in China, as China tackles the problem of reorienting its economy to give an important place to the private sector and consumers. Itself not an easy task, as prime minister Keqiang pointed out at his first press conference: "Talking the talk is not as good as walking the walk." One of Keqiang's main allies in this effort is Robert Zoellick, former president of the World Bank, who helped put together with China's DRC, the report "China: 2030," outlining these priorities....

A gradual deterioration in people's confidence in government from illegal activities was the threat XI Jinping saw early by 2013, after over 60 years of a single party running China. It has affected his entire outlook on what China's policy needs to be for its long term interest in modernization. A reminder is this account by Chinese state media that says Tomorrow Group run by a Chinese Canadian illegally collected $45 billion in deposits. Illegal collecting of deposits is connected to collecting on false pretenses money for investment or real estate without proper licenses. Shanghai Intermediate Court says $100 million was given to government officials. This company was dismantled between 2016 and 2020 and was run by a 50 year old Canadian Chinese businessman. It included 4 insurers, 2 trust firms, 2 securities firms and a futures company. Other such scandals including for stock manipulation were revealed by 2016. Xi Jinping was made president in 2013. He realized the danger to China of the extent to which the country's economy was exposed to illegal activity in business and what this could do to the country if the Communist party- the only party that China has known since 1900 and Japanese imperialist invasion other than the Nationalist Koumintang party-lost the confidence of the people and failed. The Nationalists party collapsed because of such illegal activities that profited a small group of business people and led to deep discontent in China in the 1930's and 1940's, the period when the Japanese overran most of China and setup puppet regimes. Corruption Control in Authoritarian Regimes- Lessons from East Asia by Cambridge University Press points out that this type of illegal activity led to the delegitimization of the Nationalists party which ruled parts of China not overrun by the Japanese during the period 1920 to 1949. This led to defeat to the Communists in the Civil war with little that even US help under General Joe Stilwell could reverse shown in Barbara Tuchman's book Stilwell and the American Experience in China. The US had not chosen to work with the Nationalists under Stillwell's leadership and Stilwell was even asked to resign by the Nationalists because he protested these illegal activities that undermined confidence in the government and made FDR deeply uneasy about the relationship with the Nationalists. Xi Jinping understood very well that this could happen again if these types of illegal activities were allowed to continue leading to policies he has pursued since 2013. He grasped that this would leave China without strong leadership at a time that was critical for its modernization. ...

Local media reports in China say president Xi Jinping has lost some credibility in his efforts to manage the stock market, with the prevailing sentiment that all government decisions require his approval, and the Tinajin warehouse explosion. One of the errors insiders in the Party say was to bring decisions normally under the prime minister Li Keqiang, such as decisions related to economic policy making and financial markets, under committees headed by Xi Jinping. As a result the perception that a good economic team was running the economy has been lost. Experts say the current leadership faces increasing pressure after events in July and August 2015, with sharp slowdown and efforts to use stock markets to reduce debt of state owned companies.

Hamburg is the key city in Germany's trade with China. About half of $200 billion in trade between Germany and China passes through the port of Hamburg. The South China Morning Post looks at the dilemma in Hamburg over relations with China in the post Merkel era. Merkel maintained strong and close ties with China signing an agreement with China her last year in office. This was when Mr. Trump was US president. Since then president Biden has changed US policy towards Europe. The South China Morning Post points out that The Greens and the FDP key partners of Scholz in a new coalition government, are critical of Merkel's policy towards China in its overall relationship with the US and the rest of the world. Scholz was mayor of Hamburg, and a partner in Merkel's coalition government in which he was vice chancellor. Scholz has talked very little on what the new German policy would be. China seeks to maintain its economic ties in the next few years with Germany while reducing its dependence on other countries under Xi Jinping's new vision for China that seeks to depend less on trade and real estate for its economy and growth. Yet the pace of change has accelerated during the pandemic with a new global supply chain emerging from the chaotic years of 2020-2021. US policy under president Biden is similar to policies under Franklin Roosevelt in the 1930's during the economic and political crises, and look to be setting a new path to the future for the rest of the world. ...

China faces the problem of an ageing population as births decline and their are fewer young people to support senior citizens. The shift to a two child limit after the policy limiting children to one per couple has not accomplished the goal of restoring the birth rate. The Central Committee of the Communist Party and the president Xi Jinping have taken the decision to allow three children per family.  This comes at a time when the old policy meant a fine of 10 times the disposable income for having a third child. The law was not enforced in all regions but acted to deter larger families. Yet there is a cultural effect of decades of having smaller families that will not be easily overcome with a change in the law. In Latin America smaller families are the result of decades of cultural change towards smaller families. Young people are increasingly aware of the cost of raising and educating an additional child, and the effect on the standard of living. Experts say it is too costly to raise another child  and housing is not cheap in China.  This discussion with 3 billion comments over Weibo in the discussion of this policy in China last week, misses a more obvious point from the graph shown in this report in The Guardian. That graph shows the curve for the birth rate in 2019 dropping faster in South Korea and Japan than in China, so that in 2019 the birth rate in Japan and South Korea was lower than in China. This shows that even without a one child policy the birth rate in Chia would be closer to that of South Korea after industrialization progressed and society experienced profound cultural and economic change. Japan today has the lowest birth rate in Asia. The Latin American experience also confirms this shift to small families. ...

The Return on Equity (ROE) at China's state owned companies has dropped by half since 2007, according to this analysis in the Asia Nikkei. Swollen capital and asset levels as a result of China's response to the global financial crisis of 2008. A 4 trillion yuan stimulus package was introduced with policy initiatives to have state owned companies to make large investments in China and overseas using credit provided by the government. Recent policy moves under president Jinping have expanded the role of the state in the Chinese economy. President Xi sees the state backed companies as critical to building socialism with Chinese characteristics and critical for the Belt and Road Initiative. In a October 2016 speech he called them "essential forces with strategic importance" for the major programs including Belt and Road Initiative. Leaders of these companies are  told that "their number one role is to work for the Communist Party of China." One example of this drop in return on equity ROE is Petrochina and parent CNPC. During a period of oil prices above $100 a barrel Petrochina made investments in buying assets in oil and gas fields. Some of these assets including over $2 billion in Peruvian oil fields from Petrobras may never pay off. As a result ROE dropped to 1.9% compared to about 6-10% for western oil companies. ...

A unanimous vote of the Chinese Communist Party Congress now puts "Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era" into the Chinese Constitution. As the 19th Party Congress ends Xi Jinping joins two other leaders of the Communist Party Mao  Zedong and Deng Xiaoping, who were so honored. It also appears that unlike previous leaders Jiang Zemin and Hu Jintao, Xi Jinping is concentrating authority and direction for China. This Congress marks the end of Xi's second five year term as party general secretary.  Under Hu Jintao there were efforts by some Communist leaders to create new power bases. This period ended with Xi Jinping bringing a clear direction and authority under the Communist Party. This has led to China taking on a leadership role in the world economy and global political affairs after the election of Trump in the U.S. in 2017. The management of the economy also has provided a soft landing after threats of disruptions in trade relations with the U.S. ...

This Economist article looks at India-China relations and the Wuhan Summit between prime minister Modi and president Xi Jinping. It sees India's reluctance to follow a containment strategy in an historical light from the period in which India followed a non-alignment policy in the early post independence period under prime minister Nehru. During the period of the Eisenhower administration with Secretary of State John Foster Dulles India adhered to a strict nonalignment policy avoiding choosing sides in the Cold War. As a result U.S. policy tilted towards Pakistan during the Eisenhower administration. A balance was restored under president Kennedy, with Adlai Stevenson a close friend of India.  The short Sino-Indian war of 1962 led to a situation in which the U.S. backed India and improvement of relations. A semblance of non-alignment in foreign relations continued under Nehru's daughter Indira Gandhi. By 1990 with the opening of the Indian economy to foreign investment, the collapse of the Soviet Union, and the integration of China into the global economy, a new period of good bilateral relations with the U.S. and Europe was maintained. In 2017 the potential for a conflict in Doklam, Bhutan revived fears from 1962 in India. In 2018 After the U.S. administration of Donald Trump and Trade Representative Lighthizer imposed trade tariffs on China and restrictions on export of advanced technologies China pursued a policy of conciliatory relations with India. China's relations also improved with Japan and South Korea as the U.S. policy was unanticipated and seen as a significant change that would seriously affect China's economy. The constructive contribution made by the G-20 meetings of leaders towards building agreement on economic and other policies for peace and progress in the global economy. The meetings were especially useful for coordinating policy and addressing issues arising in the global economy after the 2008 financial crisis. Here Li Baodong, China's vice minister for international organizations and conferences, international economic affairs, describes the path ahead: IMF reforms implementation, better coordination of macroeconomic policies, pursuing the anti-protectionist and free trade policies with further support to the WTO and ministerial MC9 meeting in Bali in Dec. 2013, and infrastructure financing proposals for developing countries on the agenda at the St Petersburg, Russia, G-2- meeting in Sept. 2013. Baodong says the mechanism called the Framework for Strong, Sustainable and Balanced Growth as part of the G-20 meetings is a major achievement. Each G-20 economy submits it macroeconomic policy plan for a Mutual Assessment Process under this arrangement. The progress from the Bretton Woods financial architecture to the new arrangement- from the G-6 to the G-20 to include developing countries from India to Mexico and Brazil- is another major achievement, not fully recognized by the public, says Baodong. Interestingly Baodong makes particular mention to global rebalancing, rather than pushing what he calls the impossible task of increasing demand to get growth. This is a realization coming to China's economic policymakers under the new Jinping-Keqiang administration after the overly aggressive effort to stimulate demand in the 2009-2011 Stimulus, and the ensuing financial problems in the banking and credit system. It is indicative of the policy shift and its implementation underway in China in 2013-2015....

Xi Jinping's effort to shift the economy of China more towards serving the interests of Chinese who were left behind in the boom years includes a shift away from coal, away from real estate for speculation, and away from reliance on trade with the US and Europe as a driver for growth. This is proving to be difficult as the pandemic has increased demand for Chinese exports making trade a bigger driver for growth than before the pandemic. Introduction of a property tax to cut into real estate speculation has been scaled down to trials in 10 cities.  China did not put stimulus checks in the accounts of its people the way the US did which has led to Chinese domestic consumption not rebounding the way it has done in the US. Figures for consumer spending in China for September show an increase of 4.4% from the year earlier far below the pace of 8% set for 2019. The lack of social security and other safety nets in China makes people to save even more today. Chinese savings rate was 40% in 2019, today it is 45.2% for May 2021, according to one survey. Personal consumption makes up 38% of China's GDP in 2020, it was 39% in 2019. In the US it went up in 2021 June to 69% compared to 67% by the end of 2020. Infrastructure and construction deepened debt problems in China, and expanding exports created trade tensions. Both these problems have deepened with the pandemic. As this report says Chinese exports have gone gangbusters. Problems in production in Vietnam and Malaysia have added to export surge from China. China's trade surplus with the world is now at $535 billion in 2020, and surplus with US increased by 7% to $317 billion in 2020 from 2019.  Chinese government policy is now for "common prosperity" to reduce inequality and spread wealth and income more evenly for all the Chinese people. This is taking time and Chinese government policy is now set for the long run with these short run problems. ...
