The rapidly changing situation in energy is shown by the $15 billion German government rescue of Uniper, which contains the legacy fossil fuel assets of Germany's E.ON electricity maker. The war in Ukraine has made energy security a priority, leaving fossil fuel assets at risk of getting stranded. This is what happened at Uniper as Germany moves quickly to develop renewable sources to replace Russian fossil fuels. Clean energy investment is increasing rapidly as many green energy options are cost effective. Two thirds of electricity is generated in countries where it is cheaper to build new solar or onshore wind facilities than to run existing gas or coal powered facilities. Offshore wind with newer technologies will soon be cheaper also. Higher fuel and emissions prices, the cost of running older facilities in extreme weather, also increase risk of stranded assets.   To understand how quickly the situation is changing and can lead to stranded assets - solar energy is now half the cost of energy from coal or natural gas at today's prices as shown in the graphs in this WSJ article. Vietnam's efforts to boost solar energy in 2018 by offering 9 cents per kilowatt hour to owners of solar farms is leading to unexpected surge in solar energy. Instead of the 850 MW of solar energy the production increased to 5 gigawatts by 2019. Investments had be done in 2 years for the offer by the state owned electricity company and electricity purchases would depend on daily needs. The huge increase has brightened the prospects for solar energy in this part of Asia.    Most of the solar energy comes from the southern part of Vietnam and the government is expanding the capacity of the power grid to handle the solar energy production. Vietnam is growing at 5-7% a year for two decades and power capacity is expected to double by 2030. The share of coal in the enrgy mix planned is 43%. The unexpected surge in solar energy production means the 10% fo solar energy in the energy mix was achieved ten years ahead of the schedule. This means fewer coal plants will be needed. In five years solar energy is expected to become cheaper to produce than energy from coal, according to energy consultancy Wood Mackenzie. Coal plants are also meeting public resistance, and regulatory hurdles. Coal plants take ten years to become operation. Solar energy projects can be completed in 2 years. This means solar can take a much larger share of energy production in the future .  ...

After 3 decades the US is finally offering the scale and scope of infrastructure investment overseas that is needed. President Biden says $200 billion will be invested in infrastructure overseas over 5 years at meetings of the G-7 in the Alps south of Munich in Germany. Along with its partners and with government and private investments the size of the investment will reach $600 billion over 5 years to 2027. This will include projects such as $2 billion for solar energy in Angola, and a $600 million submarine telecommunications cable connecting France to Singapore.

It is a combination of direct government aid and private investment. President Biden sees Build Back Better World as the overseas version of his Build Back Better America for workers and families in the US for which Congress has authorized $1 trillion in infrastructure and climate change initiatives in the US.

Tax credits also for new technologies that capture and bury carbon dioxide from natural gas plants and industrial facilities before it escapes into the atmosphere and heats the planet. This technology is rarely used because of high costs. Incentives for electric vehicles- It extends a tax credit of $7500 for new electric vehicles. It adds a $4000 tax credit for used electric vehicles. Tax credit goes only to people earning $150,000 a year (300,000 for joint filers) for new EV's and $75,000 (150,000 for joint filers) for used EV's. Help for people to lower energy costs - $9 billion in rebates for Americans installing energy efficient electrical appliances. And a decade of tax credits for Americans installing rooftop solar, heat pumps, water heaters and electric HVAC, or electric heating, air conditioning and ventilation technologies. Investments in Domestic Manufacturing- $60 billion for investments in clean energy manufacturing in the US. This includes $30 billion for production tax credits for solar panels, wind turbines, batteries and critical minerals processing. $10 billion in investment tax credits to build manufacturing facilities for electric cars and renewable energy technologies. This action is to halt the shifting of clean energy manufacturing overseas to China. $27 billion towards a green bank that would finance clean energy projects in disadvantaged communities. Cracking down on Methane- the bill places a fine on methane gas emissions from oil and gas wells and pipelines and other infrastructure. Fees of $900 per metric ton in 2024 and $1500 a metric ton in 2026 when it exceeds federally set limits.    ...

The needs of AI where the energy to power a city the size of Manhattan is needed leaves America short of meeting such supply with renewable solar, wind and natural gas. Nuclear had become dormant as the cost of natural gas and solar produced energy declined. With increasing need for clean energy the Biden administration considered reviving nuclear energy and included funds for this in its legislation.  In the last year Constellation which owns the Three Mile Plant in decommissioning status changed its plans under CEO Dominguez after attending AI meetings realizing that this was an opportunity. Dominguez had research done to match energy projects in the US with the demand including AI data centers to be convinced it made sense to invest, and meetings with Governor Shapiro. It is moving forward with $1.6 billion investment after a deal with Microsoft for energy from Three Mile Nuclear plant, delivery in 2028, at $115 per megawatt hour. It costs $142 per megawatt hour for new nuclear energy construction.  State and federal regulatory approvals are needed, and the risk of underestimating the cost of restoring nuclear at decommissioned plants are high. ...

Prince Salman's efforts to launch an IPO of Saudi Arabian National Oil Company faces resistance from Saudi bureaucrats. Prince Salman wants to reduce the country's dependence on oil revenue, and hoped to use the IPO generated $100 billion to make investments in other industries. Saudi technocrats see risks in the plan- as costing consumers billions of dollars in higher gasoline prices, legal risks and public scrutiny. The IPO has been pushed back to 2021. Large new investments such as solar generation hub also face passive resistance in the bureaucracy. New investments policies have led to a Saudi recession in 2017, and reduced investment and consumer spending. Prince Salman sees it differently, once telling Theresa May of Britain that even if he got 50 of the 100 things he wanted done, that would be 50 not done otherwise. Salman has a disdain for the bureaucracy and has tight control over the country. He has led popular social changes such as letting women drive and taking away the power of religious police to make arrests. The Economy Minister has slowed down a plan to sell state assets such as government owned hospitals,airports, because conditions are not ideal. A plan to invest $7 billion in Uber was shelved. Aramco chairman Mr. Falih has reduced the size of investmetns including for the solar energy generation project. A plan to have ARAMCO listed on the New York Stock Exchange preferred by Prince Salman has been changed with advisers suggesting the London Stock Exchange as a place with lower risks of law suits under U.S. tort laws. Saudi executives at ARAMCO also pointed out that to reach the $2 trillion valuation that the Prince has in mind for ARAMCO the company would have to sell gasoline to Saudis at market rates, tripling oil prices in the kingdom -costing consumers $98 billion. The advisers believe it is more prudent financially to raise debt. Under that plan ARAMCO could raise debt to buy the Public Investment Fund's (PIF) 70% stake in state owned chemicals company Saudi Basic Industries Corp. which would infuse PIF with $70 billion, almost as much as generated by a IPO for ARAMCO. On solar energy Mr. Falih lowered the plan from 1500 gigawatts to 200 at a cost of $200 billion. Under a new plan this is at 60 gigawatts from solar and wind with 70% produced by the Public Investment Fund, the state's investment fund.   ...

Ausra using Australian David Mills technology and research has come up with soar mirrors that focus the intense heat of the suns rays in desert climates onto water that is directly turned into steam that then runs the turbines that generate electricity. With PG&E for distribution and Vinod Khosla's venture capital investment solar energy for about 10 cents per kilowatthour (kwh) is within reach using Ausra's technology and compettitve with cola based energy. Carbon is also going to be about 20% more expensive with higher environmental costs of coal based energy factored into the price as governments restrict its use. The plan is to go from a initial $47 million investment to a $400 million investment for a 100 megawatt plant. This technology could bring a promising future for solar energy and cut dependence on oil and coal, and help bring down oil prices and spur growth with cheaper and clean energy.

Shares of Adani Enterprises went up by 3000% over 5 years putting valuations at extreme levels, says this report in the WSJ. This has created a disconnect between valuations and fundamentals say some experts. Hindenburg Research is a American forensic financial research firm started in 2017 by Nathan Anderson in New York City with 5 employees. It has issued a critical report of the Adani Group companies leading to a loss of 18.5% of its valuation. Adani Group companies make up 5% of the Bombay Stock Exchange and are a big part of its renewable energy effort even though the company had major interests in coal in Australia. Adani is trying to make the switch to renewable solar and wind energy and at the same time meet India's continuing need for coal because of its large population. The situation is similar to China and is poorly understood in the US and Europe, the effort to make large investments in renewable energy even as the company provides energy from fossil fuels. Adani set up the Mundra port in Gujarat helping Gujarat become energy sufficient and making it the most industrialized part of India. The London based Financial Times took a look at the Adani Group long before Hindenburg Research in the last 2 years and concluded that Adani Group companies have grown rapidly because India's effort for industrialization requires aggressive investment and risk taking which none of the other companies including India's Tata and Reliance Group are able to do in infrastructure and energy in the same way that Adani has. Reliance Group has invested in 4G and 5G and setup Jio to create low cost access to fast internet in India. When it comes to roads, airports, coal and renewable energy Adani has invested aggressively. This has created the perception that the Adani Group has benefited from its relations with the government. As the Financial Times put it Adani Group was the only private investor willing to take up the challenge of super sized goals needed for India's rapid growth. In this sense a forensic research company based on short selling is up against a company that has already faced skepticism about its rapid emergence as a renewable energy focused company shifting from fossil fuels, a transition neither Exxon or Chevron in the US have been able to do. ...

China has built the world's larges solar panel manufacturing industry by exporting 95% of the product to Europe and the USA. WHen CHina built its first solar power plant in 2009 it required 80% of the parts to come from domestic manufacturers. The $369 billion climate and tax package that is coming out of a deal arranged by Schumer in the US Senate could be a path breaking action. It would enable president Biden to get close to the climate goals he promised last year of cutting US carbon emissions by 50% by 2030 over 2005 levels to combat effects of climate change. The $369 billion package would get the US to reduce carbon emissions by 40% in 2030 over 2005 levels.  Severe effects of climate change with fires and floods in the US, Europe, and Asia have brought a new spotlight to the issues facing the world and the fact that something needs to be done quickly with the US leading the way. Senator Manchin a holdout because he comes from a coal mining state was a holdout. He was persuaded to join as the new legislation provides for support for transmission lines and other investment during a transition period so that it does not affect the economy in his state. The transition period is now accepted as Europe now looks at gas and coal as a temporary resource following the cutoff of Russian supplies and the US will be shipping more LNG to Europe during this period. The vote for this legislation is planned under reconciliation so that the vice president MS. Harris can cast the deciding vote for Democrats in a 50-50 split Senate. Republicans oppose the legislation. Manchin now says it will reduce inflation. Briefly it will give $7500 to every buyer of an electric vehicle EV, and $4000 for a used EV. It would give rebates for heat pumps that increase home energy efficiency. Billions of dollars would be spent for clean energy industries, and for solar, wind, geothermal, other renewable energy projects. Democrats want to get the legislation through the Senate quickly by next week, and so secret were Schumer's negotiations that most Democrats did not know about it. Yi says it is more important to focus on what actions are to be taken between now and 2030. He called attention to western nations failure to provide climate finance to China, India and developing countries. And he called attention to the the plans that by 2030 Chinese investment is to have 1200 gigawatts of installed solar and wind energy, more than the entire installed electricity capacity of the US. China's production of 300 gigawatts of soalr and other renewable energy in 2023 makes it possible for the country to achieve earlier emissions reduction than planned, says this report in WSJ. Of this 217 gigawatts are solar and 77 gigawatts are wind. Such is the investment China is making that it showed an increase in solar energy of 55%. The increase was itself more the solar energy installed in the US, for 500 million solar panels. At this rate China can meet its entire increase in electricity demand each year from solar and wind, other renewables. This is the kind of story that should be given prominence because it puts the fight against climate change in the right direction with aggressive climate change action coming from China, the largest user of coal.

The Yucatan Rail Project being moved forward by Lopez Obrador in Mexico is shown here in the WSJ. It moved forward during the pandemic years 2020 and 2021 and connects the Yucatan cities by rail. Yucatan cities  including Campeche and Merida bring about 8% of the country's exports and 10% of the country's GDP. Modern rail at 99 mph would connect the cities in the Yucatan to increase industry and tourism to develop the south east of the country. This is similar to the projects on the Brahmaputra river in the northeastern parts of India that are being opened up by new infrastructure rail and bridges for industry and tourism. Both the Yucatan and India's northeast are parts of the country that have much potential and have investment needs that were not realized in the past by previous administrations. The environmental impact in the northeast part of India and for the bullet train in the western region from Mumbai to Ahmedabad were held up by environmental concerns. A similar situation has happened for the Yucatan Rail Project. Even when enough trees were to be planted to help Mumbai residents for its Metro construction also shown in WSJ, he project was held up for political reasons. The bullet train project after its delay for political reasons will now cost nearly double that it would have cost before. It is supported by Japanese aid at very favourable financial terms that pay for the project, including direct government aid and Japan's rail technology. It is now moving ahead in 2022.  Infrastructure plays a key role in developing economies such as India and Mexico, yet it requires resolute conviction and perseverance as much of the political setup as shown in Mexico leads to leakage of funds meant for infrastructure and very little being done at great cost to the ease of living of ordinary people. In Mumbai and other cities in India. The same is true for Mexico which at this time of the pandemic needs to bolster its spirits and move ahead with much needed development work to help people in all parts of the country. With the Yucatan Rail Project Mexico can move to the next phase with wind farms on the Yucatan out to sea, and solar energy projects that could with new technology be transmitted to other parts of Mexico and to the US. It is important to keep trying and persevere on these new projects and look to a brighter future. For Mexico US relations better living conditions in Mexico also relieves the burden of illegal immigration and problems related to it in neighborly relations. Mexican officials should increase contacts with Indian officials working on the projects in the Assam region and  along the Brahmaputra river, in Indian states in the northeast, to exchange ideas and notes to gain from each other's experiences in integrating regions that were previously not integrated into the Indian and Mexican economies. This is a topic to be added to the G-20 topics to be discussed at the next meeting in Bali, Indonesia, on November 15-16, 2022. For Mexico it is an opportunity to also widen its infrastructure work to learn from what India is doing in solar and wind energy and build collaborative efforts. ...
