US- China trade relations 2025 and XI's rare earth minerals export restrictions response to US tariffs. DJT resonse was 100% tariff on China from 57%. After meeting Xi in Busan, South Korea, after the APEC meetings, US settled on 10% reduction in tariffs from the 57% tariffs on Chinese products down now to 47%. The 100% tariff was withdrawn by DJT and China's Xi settled on withdrawing restrictions on exports of rare earth minerals. The fentanyl tariffs are still in place and the WSJ editorial says not much is likely to happen on fentanyl action by China to stop exports of fentanyl that reach the US through Mexico. China says it will take in soyabeans exports. US signs agreement with Australia to develop alternative supplies of rare earth minerals. The WSJ says for tariffs action to work US should not tariff allies. Yet broad tariffs action was necessary as partners Japan, South Korea, Taiwan and the EU, Canada and Mexico were also nations that created an unfair trade situation for the US. The US took action on all nations that take unfair advantage of free trade concepts to benefit them which also add to the credibility of tariffs as effort to restore fairness in world trade.  ...

Much of the growth in 2022-2024 was a result of Biden administration government spending on infrastructure supported by private sector spending. With efforts to cut waste and set new priorities in government spending, growth in 2025-2026 has to come from private sector spending with the DJT administration. US Supreme Court hears arguments from D. John Sauer Solicitor General of the US on DJT Tariffs Wednesday, November 5, 2025. The Supreme Court will hear about a case brought by a small wine importing company with 19 employees. The US president used the 1977 International Emergency Economic Powers Act (IEEPA) that allows the president to impose tariffs. The IEEPA was introduced by president Jimmy Carter in 1977. It was used during the Iran hostage crisis. It has been used for the Venezuelan regime after elections were rigged with human rights violations, on Belarus as early as 2006, and on Mexico for drug cartels. This increases the responsibilities of the Justices of the Court as these sanctions have broad support of the American people. Tariffs were imposed on China for illicit fentanyl flows and a 25% tariff was imposed on Canada and Mexico under Executive Orders 14193, 14194, and 20% on China under Executive Order 14195 in 2025 for illicit drug traffic flows across their borders into the US. Illicit flows that has taken the lives in the case of fentanyl of more young people than were killed in the Vietnam, Korean and First World Wars combined.  For the reason that the economic aspect of tariffs now overlaps with trading partners abuse of basic rights of their largest trading partner the US in the case of Canada, Mexico and China not stopping such flows, the issue before the Supreme Court is basic to the US as a Nation to protect its citizens under these Executive Orders and IEEPA- not the kind of interpretation of the law the USC does for most or almost all of its cases. In 2025 a lot of the discourse is distorted and does not reflect the way citizens of the Nation should show concern for the welfare and safety of their fellow citizens in communities around them severely hurt by the scourge of fentanyl and other opioids making their way from other countries conducted by drug trafficking gangs outside the US.  Also relevant is that the tariffs are correcting trade deficits of $1 trillion of the world with China that threaten the economic security of the US, EU, India and other countries. Larger companies are moving their supply chains out of China to reduce concentration in China, impact on inflation is slight with 3.0 % inflation in September 2025. Smaller companies such as the wine company in this lawsuit are unable to do so. Most of the smaller businesses affected can be compensated with a fund from the tariffs revenue of $500 billion in 2025-2026. In this way the goals of the US as a Nation can be achieved of reducing the supply channels concentration in China, cutting supply chain concentration in China, for fair trade with trading partners EU/Japan, and for action on fentanyl and drug trafficking. Justice Roberts and his team have a lot to think about in this effort by the Nation to correct abuses that should never been allowed to happen. ...

It took action by DJT for what Canada and Mexico could have done from common sense. This is an unconventional use of tariffs by the US. Yet this was an unconventional situation in which the US under several administrations Republican and Democrat Clinton-Bush-Obama, allowed the situation at the Border leave the US in a deteriorating situation with its neighbors to the north and south. Canada and Mexico could have acted before the 25% yet they did not act till the tariff was imposed. A situation such as this cannot be found in the history of the United States of America from its founding in 1776, not in 225 years has the US seen such loss of life from fentanyl and drugs crossing its borders, or the constant flow of illegal migration, neglect of its auto industry and jobs in the US. Trump takes action against Mexico, China and Canada for illegal flows of fentanyl and migrants across US borders. It is specific targeted and excludes EU, India, Japan, South Korea trading partners. For a decade some countries acted with impunity and American leaders did not respond to protect the people from illegal flows across borders. This action did not come in the first DJT term in 2016-2020 though tariffs were placed. Free trade has to be clean trade where such illegal flows are not in the picture or acceptable.

The WSJ is still calling the president's stop fentanyl flows tariffs on CMC Canada Mexico and China economic tariffs in this editorial board opinion. It is incomprehensible that little or no mention is made in most of the media of the magnitude of injury to the US, the 490,000 deaths in America over 12 years as the result of Canada, Mexico and China not taking the needed action to stop fentanyl flows into the US. There is also the added factor of lack of a level playing field in trade which has resulted in the same communities in many cases having suffered from in the case of China loss of 25 million jobs over the last 10 years and loss of $250 billion in infrastructure and public services for schools, libraries, childcare, and health care clinics that were lost from losses in taxes for local communities in the US. This has decimated life in these communities and in small towns across America.  In the case of Mexico the illegal migrant flows that were not stopped at the border have put an added burden on already underfunded and strained public services in local communities in the US. This is the reason for much of the frustration and anger that has built up over time in these communities with the response from the DJT administration to find solutions. CMC countries could have taken action on their own, yet the US had waited too long for this action. Reciprocal in reciprocal tariffs is about fairness, a level playing field, something that China had agreed to in the spirit of the WTO entry in 1994 and American desire to aid China industrialize build a modern economy. Instead US business was coopted by China during the industrialization process 1995-2010, 2010-2020, including in the first term of the DJT administration even when tariffs were imposed. This happened with transfer of technologies happening late into the first term of the DJT administration 2016-2020, which has led to a much of the pent up frustration and action in the first 100 days of DJT in 2025.  ...

The main lines of the Message to Congress by the US president in 2025 related to flood of illegal immigration, and illegal fentanyl flows with deaths of Americans in the most vulnerable neighborhoods across 51 states over 12 years, 490,000 deaths, more than Vietnam. "The media and our friends in the Democrat Party kept saying we needed new legislation to secure the border—but it turned out that all we really needed was a new president.” As it turns out the legislation Biden with Republicans led by Senator Lankford negotiated in Feb 2024 did not have the strong action taken in the first 100 days to deter illegal immigration and remove illegal immigrants endangering safety in American neighborhoods. That legislation did not have provisions to bring illegal fentanyl flows into the US to an end with strong action including tariffs on CMC countries Canada, Mexico and China responsible for the fentanyl flows into the US. Transgender was another issue addressed in the speech with DJT clearly stating that their only two genders and against mutilation of bodies, with trust in God about the gender God placed us in as best for us. Other issues were about tariffs action going into effect on reciprocal tariffs on April 2 with all nations including India, Europe, China, Japan, South Korea. DJT cited India for high tariffs, South Korea with 4 times American tariffs, and European nations. The goal was to ensure a level playing field for the US to compete- "what they charge us, we charge them." As explained in an earlier article in the WSJ reciprocal tariffs in the world context mean commodities products would not have price increases for the US consumer, smartphones autos would increase but this would be temporary as these nations play fairly and create a level playing field, and these products manufacturing is shifted to the US. This would mean growth for US auto industry and smartphones coming from inside the US and from India offsetting concentration of production in China. The Guardian's Greenhouse says the UAW sees the tariff action with 25% tariff on cars imported into the US starting April 2 2025, as a positive step.  Shawn Fain of the UAW who had the support of president Biden during his term 2020-2024 says DJT's actions match those taken by Biden to help working class Americans and the middle class. Supporting the president “for stepping up to end the free trade disaster that has devastated working-class communities for decades”. “Ending the race to the bottom in the auto industry starts with fixing our broken trade deals, and the Trump administration has made history with today’s actions.” Greenhouse is concerned that the way it is being implemented can create problems with tariffs on one day and off the next. The reason for the on again off again action was to give Mexico, Canada, and China time to respond with action they have not taken on fentanyl flows into the US, and Mexico time to address migrant trafficking across its borders. The US International Trade Commission study in 2024 on the 25% tariff on US auto imports cited by BBC shows it would reduce imports by 75%, increase prices by a modest 5%, and increase revenues of auto makers in the US by 5%. What a change DJT's first 100 Days and actions on immigration and tariffs , Ukraine and Russia, have made in China's and World relations in Asia, and in Europe - all for the better, significantly better relations worldwide.  China has worked out a peace settlement in Ladakh frontier with India. It has come together in Tokyo with Japanese prime minister Ishiba and China's Foreign Minister Wang Yi holding hands, and South Korea joining, all three nations vowing to remember history and work together. In Europe Russia is being brought back into the community of nations for big power cooperation with the US after 3 years of war in Ukraine. And Germany has removed its constitutional brake on spending that frees up $1 trillion in funding for infrastructure to replace much of its rail and other infrastructure built in 1900. One would not know this reading the NYT on democracy or the WSJ on tariffs or the Washington Post on assault on federal workforce, or the Atlantic, Politico, DW.com or FR24, Der Spiegel, nor Le Monde, much of the world media slanted on way or another. One does not hear about military exercises so often as the world realizes that so called large economies China, Germany, Japan and India all depend on American goodwill and willingness to give rather than take for most of the post war period since 1950. For the last 6 years in the latter half of the Trump administration and the 4 years of the Biden administration during the pandemic relations between China and the US deteriorated and China first retreated into its own then opened up a bit. The initial idea that it could manage the DJT trade actions evaporated as Biden continued the DJT first round of tariffs. Now Navarro, Lighhizer, and his deputy Jamieson are all back advising DJT for anew round of reciprocal tariffs and tariffs on Canada, Mexico and China for not stopping fentanyl flows.  In 2022 in eastern Ladakh China's PLA had a big standoff with Indian forces in eastern Ladakh at Galwan and Pangong Lake. The Quad was active with Australia India and the US in Indo Pacific and China conducted military exercises close to Taiwan.      ...

Over the short run Europe presents some opportunities after Germany's Merz gets the constitutional brake on spending removed and plans $1 trillion in spending on infrastructure and defense. The US is busy with immigration and other challenges, and tariffs are part of the effort to stop fentanyl on Canada, Mexico and China. This poses uncertainty for business in 2025 which should gain clarity as most tariffs are meant to ensure a level playing field and India, China, EU, Mexico, Canada cannot argue with the idea of we charge them what they charge us, as reciprocal tariffs, as fairness in trade. These countries have reason to cooperate as it is basically fair trade DJT administration is after. Japan cooperated so history shows it can be done and Lighthizer was Deputy Trade Representative under Reagan when he got the Japanese to cooperate and be fair. His deputy is Jameson, now US Trade Representative in 2025. They are no ideologues, just fed up with the way things are and US carrying the trade imbalances and shipping manufacturing overseas that hurts ordinary Americans. US exceptionalism is seen as prevailing after a period in which American companies gain a footing in a level playing field and unfair advantages China, EU other nations had are corrected for investors in the UK, Australia, India and many European countries. It also gives American companies a chance to retool for a new business environment that can offer more opportunities and markets including in India and Europe. ...

Mexico sends 80% of its exports to the US, and China a significant $439 billion in additional exports to US, which makes it incredible that for so long it did not take effective action to stop fentanyl flows, and Mexico allowed migrant trafficking across it's borders through 2016-2024. Even in the face of this becoming an explosive issue in the US with DJT elected in 2016 and the Border Wall being built. A silent but still existing in plain sight idea that the US would tolerate such flows became part of the culture in media outlets in the US and Europe and China and other parts of the world, even when there was a storm of discontent building about manufacturing shipped overseas hurting communities in the US since 2010, with added burden of safety endangered in these neighborhoods from fentanyl, drugs and illegal migrants. What worsened this situation and pain in the US was the idea that somehow it was the US's fault, an incomprehensible disdain for the US, US that enabled the modernization of China, Mexico, and Canada's economies. China sends $439 billion in exports more than the US does to China (US exports $143 billion China $582 billion in 2024). It is only surface presentation of indignation of face saving that these trading partners are showing when the real facts point to an extraordinary and incomprehensible disdain for the US as a nation in decline. There is a feeling in parts of Europe of American disdain for  Europe, without mention of the disdain for the US in Europe, China, Mexico and Canada and other parts of the world. Particularly disdain for neglected communities in the US that have suffered for far too long under previous administrations of Clinton-Bush-Obama with shipping of manufacturing and jobs overseas and inaction on drugs and illegal migrant flows. The EU Canada retaliatory approach has not worked. When DJT proposed doubling the tariffs imposed by US in the face of Canada EU retaliatory steps, the EU and Canada pulled back. Part of the reason is that in the case of Canada it is an economy one tenth the size of the US. The other is that there are real concerns on the US side that Canada EU are not playing fairly in trade. And Canada, Mexico, China, have not stopped the flow of fentanyl into the US.  ...

The pent up energy from 4 years in the Opposition and the preparation made in the months before the election for the first days in office are reasons cited for the speed in which executive orders were issued on the first day. Another reason is that the president's popularity is high following the election in November and it is likely to slip in the months ahead leading to possible loss of one or both the Senate and the House of Representatives in the midterms of 2026. The president signed executive orders to declare a national emergency at the US Border, to designate gangs and drug traffickers as terrorist organizations, end birthright citizenship, as actions to deliver for the 87% of people in the Pew Research poll and similar numbers in NYT poll who want the US Border and immigration under control. Other actions were about the fentanyl flows from China, Mexico and Canada, not enough is being done by these countries causing 105,000 deaths in 2023 and 107,000 deaths in 2022 alone. When the Vietnam War led to 60,000 deaths there was a huge outcry, nowadays heads of responding agencies have no serious answers, the nation is not in a uproar as it should be. This is what the tariffs are about and this is why the American people do not see tariffs in the way they were used in beggar thy neighbor policy during the Hoover administration of the 1930's. Cities such as Baltimore are hardest hit. DJT plans for 25% tariff on all imported cars goes into effect April 2, 2025. It is intended to promote additional investment in the US auto industry, boosting jobs and wages in the US. These countries have now wrapped their behavior around national sentiment even though they very well know how the US has looked out for Europe, and especially China throughout cataclysmic events in the 20th century and the 21st century such as foreign occupation and failures in modernization. By 2015 the US which had given Europe the Marshall Plan and helped Japan rebuild from the ashes of World War II, South Korea rebuild from the devastation of the Korean war, and China rebuild after the failed industrialization experiments of the 1960's and 1970's, was now facing nations that only saw this as a One Way Street, making the US look stupid and showing a degree of irresponsible behaviour on fentanyl, drug and migrant trafficking  by Canada Mexico and China that has few parallels in history. The narrative from the US is that the US allowed Europe, Japan and South Korea, and Mexico as a manufacturing base for these countries 25 years since the 1970's when Japanese Toyota vehicles made inroads into the US market to help these countries recover, a post Marshall Plan benefit given to Europe and Asia. During 1995-2015 a series of weak administrations Clinton-Bush-Obama allowed the US manufacturing base to decline under a falsely premised globalization that served US financial interests but hurt US manufacturing towns and communities across the country.  This means BMW, VW cars imported from Germany, Subaru, Toyota, Nissan, Honda cars from Japan, Hyundai and Kia cars from South Korea, Chinese EV vehicles, and cars made in Mexico for Asian and European makers, all will face this tariff. ...

No less than the Editorial Board of the NYT says  Democrats have their heads in the sand when it comes to reflecting honestly about transgender -with the Cass Commission of Britain's NHS advising serious caution- and social issues. Lack of acceptance about the need for strong action on issues of trade that have hurt ordinary Americans with the destruction of manufacturing and the middle class. Some of this was done with Biden taking a stand on trade by keeping the DJT tariffs on China, and supporting US manufacturing. But this was not enough- stronger action was needed especially with strong tariffs action as the last resort needed to get Canada, Mexico and China to stop fentanyl flows to the US in 2025 and protect the middle and working class in the US in their neighborhoods.  Yet on immigration the NYT does not come flat out and say that opening up the border was the single biggest error of the Biden administration. And a failure to talk openly to the American people in a fireside chat reminiscent of FDR about Venezuela and Mexico. Part of the reason was a misconception about American power when it could be used to good purposes and has been in history. The Monroe doctrine of the 1820's asserted American right to prevent colonial powers returning to the American continent north and south. This was a good idea and helped this continent develop freely and independently. The US has a right to prevent migrant trafficking and fentanyl flows in its backyard in the American continent, including taking economic action, when it causes serious disruption leading to 7 million refugees and millions of migrants crossing borders. It also has a right to create an even playing field for trade, that not DJT alone but advisers with great experience, Robert Lighthizer, Deputy Trade Representative under Reagan- who negotiated with 1980's Japan on the same grounds as we do with China today- strongly advise the president to do.   ...
