Guy Scott, a Britisher from Livingston on the Zambezi river in what was then Northern Rhodesia, was a leading white member of Zambia's government. He served in Zambia as Agriculture Minister under Kaunda and Vice President under Sata. Guy Scott helped tackle a drought in Zambia to prevent famine. He died at 82 in Lusaka where he has a farm for strawberries. Guy Scott studied Economics at Cambridge in 1965. In 1986 he studied for doctorate in cognitive sciences at the University of Sussex. His father was a Scottish born physician, lawmaker and newspaper publisher, his mother a English nurse. For a 90 day period in 2024 after the death of Sata he was president of Zambia. Guy Scott is one of a long line of Britishers who helped people in Asia and Africa during the transition to home rule that started with the British agent in Rajkot, Gujarat, Sir Frederic Lely, who helped Mohandas Gandhi get accepted to study law in London. When India emerges as a modern industrialized economy by 2040-2047, the largest democracy in the world, and with Indonesia by far the largest country in the world given their shared heritage and modernization, it is important not to forget the role played by well meaning and good British people. Britishers who understood and respected the country and culture, that were both part of and separate in their aspirations for an independent India from the colonial establishment. Projects include saving a couple of rural hospitals and seeing to it that Department of Agriculture offices remain open in remote parts of California. He has sought out an assignment on the Senate Agriculture Committee. He now realizes that the Democrats have not done enough for Californians or for America, and had not looked for new ways to tackle tough problems-  working people voted for DJT he says “because they were struggling. They were working harder than ever. And they could barely get by. And the Democratic Party had come to be viewed as the party of a status quo. They found the status quo was deeply unsatisfactory.”  Like Ruben Gallego in Arizona there is a sense that a lot has to change in the Democratic party down to grassroots work and efforts which is why Schiff now attends farm bureau meetings up and down the state. ...

Argentina's 25% export tax on soyabeans exports  has led to a mere 8% increase in soyabean acreage since 2009 compared to 118% in Brazil that has no such tax. Productivity in agriculture is restricted because lower profits mean less is invested in patented seeds and agricultural equipment. Agriculture becomes less profitable. There is also a 10% tax on wheat exports. These taxes did not exist by 2000 in Latin American countries. Under Nestor Kirchner Argentina reintroduced the export tax after repudiating the debt, devaluing the peso, and shifting the economy to diverting more agricultural production for domestic use. This worked for a while during the crisis. It is now a problem limiting growth of agricultural exports and limiting economic growth. Even under Xavier Milei, the new president who is discarding many parts of the old regime, the export tax is not discarded as it is needed to balance the budget to fight high inflation.

Cem Ozdemir, Baden-Wurttemberg State Premier, with roots in Turkey born in Stuttgart area (parents came to Germany in the 1960's). Cem Ozdemir is exceptional in his popularity in an affluent German state. The 2026 state election campaign was run with focus on Ozdemir, and he did well in his debate with the CDU leader in the state. He led his party to over 30% of the vote. A third of working class voters gave the AfD their vote and it made it to 19% of the vote. The CDU came in second with a half percentage point below the Greens at 29.5%. Ozdemir was pre school educator and has a degree in psychology before he joined the Greens party. Under Chancellor Schroeder he was domestic spokesperson, and under Chancellor Scholz in 2024 he was Agriculture Minister.

China's agriculture based on small farms is undergoing a change as the government pushes automated farming and large farms in the face of limited imports from the U.S. China put tariffs on agricultural imports from the U.S. in retaliation for U.S. tariffs on Chinese imports. China's Agriculture Ministry says it will build 254 "strong agricultural industrial towns" as models for the country. President Xi stated on a visit to northeastern province Heilongjiang, that "unilateralism and trade protectionism are rising, forcing us to take the road of self reliance." The yield per hectare in the U.S. for soybeans is about twice that in China. Mechanized farming is limited in China because it would eliminate many jobs in rural areas. As the state has ownership of land and farmers merely use land, farmers are less likely to take risks with large long term investments. It can be risky for farmers to rent their land use rights to others, which would lead to consolidation.  Now a separate "Made in 2025" plan makes upgrading farm machinery and equipment one of the 10 goals. China may lift ban on genetically modified seeds now that ChemChina has acquired Swiss seed company Syngenta. China plans to partner with Asian Development Bank to provide $6 billion of loans, grants and investment to fund a list of development projects in rural areas, to modernize agriculture. WSJ cites a project of consolidation into an 8200 acre farm in Shandong province that  has increased yields 43% by investing in new farm equipment and planting machines, pesticide spraying drones. This report by Jia Lynn Yang in NYT covers only the Coolidge period and the JFK period ignoring the wider trend since the 1850's when immigration from Asia to the US was discouraged. The laws limiting Japanese, Chinese and Indian immigrants were put in place long before 1924 by the 1890's. Japan agreed to limit immigration to the US under an agreement with the US after 1900. China was undergoing a transition under the Boxer Rebellion and upheaval in government in the period after 1900, India was part of Britain's colonial Empire.It does not mention that Chinese laborers helped do the dangerous work to build the railroads east to west. It also ignores the immigration from Mexico which was a special case in immigration because of Mexico's relationship along the border, first with the Mexican American War that achieved Jefferson's idea of a continental nation coast to coast. Mexico was a source of labor for US agriculture in the 1930's and 1940's when Asian immigration was severely constrained. When Gen. Eisenhower won the election in 1952 immigration policy was on the agenda, in fact Truman had a commission look at it by 1950. Operation Wetback was launched by Eisenhower and returned millions of Mexican migrants back to Mexico. Fearing the lack of farm help for Mexican agriculture Mexican agricultural interests supported the return of migrants. All this is left out by Lynn Yang. For almost a century Asian immigration was discouraged till JFK with experience in Asia during the war looked at Asian immigration to US differently passing new legislation to support this in the JFK/LBJ terms as president. In this sense the operations under DJT at the Border  and in the US in 2025-2026 are similar to what happened under Operation Wetback under a popular president Eisenhower, after the surge in Mexican migration adding millions of migrants to the US population in the 1930's and 1940's. A greater glimpse of the US can only be imagined if after the early immigration and discovery of the continent by the Spanish, the French and the British by 1600, the continent had not been unified first by the war of 1756-1763 with the French and Indian Wars creating the original 13 British colonies before the War of Independence in 1776, and the expansion to Spanish/Mexican territory to the West and South including California, Texas and Florida in the Mexican American War of 1846-48. In that situation there would be five sectors in America- British, Spanish, French, Mexican and American. The US could not have advanced as an industrial power divided in this way and would not have attracted immigrants from Europe the away it did. If it was split into two Southern confederacy and Northern Union states it would also have led to a similar situation. There would be conflict. It is only divine intervention and the courage and ideas of Jefferson and Washington, the work of president Polk, the leadership of Lincoln, and the industrial revolution on a large scale of one Nation in peace for most of the 19th century, that it became a haven for immigrants from a troubled Europe, a struggling Asia and Mexico. ...

US $1.5 trillion budget request for 2027 fiscal year by the president for military and defense spending is about 4.7% of US GDP forecast of $31.8 trillion in 2026. In 1960 it was 9% following the Korean War. It dropped to 3.1% of GDP by 2000 and stayed around 3.4% till the current effort to modernization of the US military is thought to require about 5% of GDP.  (World Bank charts). The US spent far higher during an earlier period reaching 14% of GDP in 1953 during the Cold War with the Soviet Union. This report shows WSJ Analysis of where the $1.5 trillion request for Defense is going-  $1.1 trillion for War Department and $350 billion for critical munitions. The munitions are in short supply and war in Iran shows that it plays a critical part in defensive systems such as intercepting of missiles as missiles in short supply affect overall capabilities. An additional $200 billion for Iran War. Pay raises for Defense personnel. $66 billion for shipbuilding- 34 ships to put the US back in the lead for shipbuilding it has lost to China, with the help of Japan which is also ramping up the shipbuilding it has lost to China. US and Japan were leading shipbuilders in the  1930's and in the 1960's, then lost it to South Korea and China. About a 12% decrease in other Department's budgets including Health and Human Services, Treasury, Commerce, Interior, Housing and Agriculture.  These cost reductions some of it coming from more efficient functioning and from concepts such as zero based budgeting where every line item in the budget gets reviewed every year for how much is needed for the purpose, is the purpose still valid, and can it be done more efficiently costing less. $660 billion is coming from the savings. The Nation's capital will also get a facelift, a major renovation, after being ignored for years. In the new Budget is $10 billion for the Presidential Capital Stewardship Program within the National Park Service for beautification projects in Washington D.C., which will give the National Capital a much needed new look for millions of visitors from the 51 states in the Union.    ...

The U.S. Agriculture Department cuts its estimate of corn crop yield per acre in the U.S. by 15.5%, as a result of the severe drought in 2012. Agriculture Secretary Vilsack, says the situation for farmers is better this time than during the last drought in 1988. Now 85% of farmers have crop insurance compared to 25% in 1988. The Agriculture Department estimate is for a 3-4% increase in prices in 2013. Capital Economics says the impact on GDP in the U.S. will be about 0.1%. Because 40% of the corn crop goes into ethanol production there is renewed debate about the 2005/2007 Renewable Fuel Standard, which requires 13.2 billion gallons of corn based biofuel be made in 2012. Worldwide the bad weather conditions in Brazil, India and Russia are worsening the outlook for food supplies. The U.N. Food and Agriculture Organization says global food prices increased by 6% in July 2012, with corn prices up 23%.

Agriculture Secretary Tom Vilsack of Iowa is one of the key people pushing for reviving Rural America. He has served as Agricultrue Secretary under a previous Democratic administration but lacked the resources for programs to keep young, aspiring and new would be farmers attracted to rural America and to farming. He sees the loss of 544,000 farms including small family farms in America since 1981 as a loss for rural America. He is now in a position to make a difference with $60 billion in funding in the Inflation Reduction Act. Lydia Phillips of NYT shows how billions of dollars of spending is now targeted at helping small farms plant a variety of crops that have more cash value than soyabeans and getting these to the market. A lot of the $60 billion goes to large farms for conservation and renewable energy. The year over year rise in the use of food stamps shows 5,411,000 more people on food stamps. In the midwest industrial states Michigan has 19.4% of the population on food stamps, Wisconsin 13.6%, Ohio 15.4%, Illinois 13.5% In the larger states California has 9.5%, Florida 15.9%, New York 15.1%, Texas 15.6%. The year over year rise in the number of people on food stamps is largest in Texas 697,000, and in Florida with 563,000.
