US tariffs under Section 301 of Trade Act as lasting and approved by the US Supreme Court, would make tariffs at average of 17% from 11% under temporary steps today after Supreme Court's decision on tariffs. Many countries like Japan, S. Korea, made deals accepting the 15% in taxes.  Under Section 301 Jamieson Greer USTR opened investigations on 60 economies not prohibiting use of forced labour in supply chains. USTR made its preliminary finding this month and proposed 10% tariff on closest trading partners, including Canada, Mexico and the European Union. And proposing 12.5% tariff on 40 nations including China, Japan, India, S. Korea and others, covering 99% of US trade. So that tariffs are back, and now permanent under Section 301 of the Trade Act. US Supreme Court had not rejected government power to impose tariffs, only that is was using the wrong method. All along DJT administration knew about Section 301, and did not use it earlier because it requires investigations of unfair trade and public discussion which takes time compared to other tools. Now Jamieson Greer has prepared the Section 302 route through his agency's investigations, and tariffs are here to stay. They are superseded only when the US signs a trade agreement with a nation, and there it set a rate of 10% or 15% depending o the country. ...

Sanae Takaichi press conference with DJT at White House March 19 2026- there is no mention of Japanese help with clearing Straits of Hormuz. US Japan relations after the meeting of Takaichi and DJT at the White House appear to be in good shape. Japan will invest $73 billion in US investment projects in 2026 as part of the $550 billion commitment made at the time of the US Japan trade deal in 2025 under the previous LDP prime minister. Takaichi is coming with strong support in Japan after winning a landslide victory in the general election. Japan's main concern is the belligerent North Korea and China's posture in Asia as it relates to Taiwan. Agreements were reached on critical issues- to develop alternative supplies of critical minerals, to rebuild the shipbuilding industry which US and Japan had given up after dominating it for most of the 20th century. This is critical to ensure open navigation on the oceans of the world. Agreements on high tech and AI, and agreement to purchase Alaskan oil to cut Japan's 90% dependence on volatile Middle East supplies. Japan has managed Middle East supply by keeping over 254 days of inventory but this looks to be very risky as Germany learned from its dependence on Russian oil which went in the wrong direction under Merkel. Japan has released about 18% of its total reserve amount of the 254 days inventory (146 days in national reserves and 101 days in private mandated reserves). It uses 3.14 million barrels a day in 2026 down from 5.8 million barrels a day in 1996, using about half today through conservation and using renewable energy showing the potential for the US and Europe. Germany has cut oil consumption by a third in comparison from 2.9 mbd in 1996 to 2.0 in 2026. And the US remains stagnant with oil demand highest in 2005 at 20.5 mbd and 20 years later at 20.5 mbd mainly because 14mbd or 70% goes to cars and trucks on the road for 347 million people over continental spaces (compared to 297 million in 2005) for a reduction of oil use of 15%. ...

For instance under tariffs increase India actually increased its exports by diversifying its economy and signing a trade agreement with Germany and the EU, followed by the trade agreement with the US, so that it remains an enven stronger economic partner. The same is true for Japan where elections are leading to a parliamentary majority for PM Sanae Takaichi who wants to work with the US and build a strong economic partnership, and make the large investments in the US it has promised.  Japan and India are two of the five largest economies in the world (US, China, Japan, India, Germany). German Foreign Minister Wadephul for the CDU welcomed Marco Rubio's call for a "new Western Century" and for strengthening western civilization common heritage of the US and Europe.  President DJT has several options after SC Tariffs decision -Sections 122 Trade Act of 1972 has 150 day limit and 15% maximum tariff rate, and Sections 232 and 301 of the Trade Expansion Act of 1962 is specifically designed for China and countries with high trade deficits. DJT pointed out at the press conference following the Supreme Court decision pointed out that he had these options at the beginning in April for tariffs. He chose IEEPA instead because the other options required work that would take several months showing the unfair treatment of the US by other nations. It is likely that the president used IEEPA for speed yet kept open the options to replace it with the option that would work best. The new studies will have been started much earlier in 2025 so that the president can introduce all his tariffs under new arrangements. Another aspect of this is that the president has negotiated Free Trade Agreements with most of the nations that are large trade partners from India, China, Vietnam, South Korea, Japan to UK, EU, Germany, France with the idea of boosting the US economy with tariffs of 10-15%. ...

Walter Mead of WSJ offers this view- expect more action from DJT in 2026 not less, than 2025. The president took the US Supreme Court's decision in stride, noting that it lets him do the same thing on tariffs- charge tariffs on countries doing unfair trade with the US- with other tools in trade legislation, just not IIEP rules. On the practical side every country wants to keep its trade agreement with the US said the president- Britain, Japan, South Korea, Germany, China, India. China and India have increased exports in 2025 even with tariffs rules that allow some exemptions. Large trading nations do not want the uncertainty that comes with renegotiating agreements arrived at with much difficulty with the US. This is not mentioned much in the media such as WSJ and NYT which instead  focus on the tariff revenue already collected of $130 billion and its use or refunding. What is relevant is that the purpose of splitting powers beteen the executive branch and the Supreme Court and Congress is preceded to a great extent by the public's ideas about what is fair, of rights of the US to fair trade, and preventing the deindustrialization of US and Europe. Which is why the Supreme Court has tried to tread warily on issue of illegal migrants by millions entering the country, and is trying to tread warily on issue of rebuilding American industry and infrastructure using tariffs to reduce concentration in China and act to restore a fair trading system for the US and the world. ...

US actions to conduct investigations on 18 countries under Section 301 of the Trade Act of 1974 - March 12 2026 after the Supreme Court asks DJT to use another law for tariffs. A key focus of the investigation is to show how industrial overcapacity is deliberately built through subsidies to push product into US markets and destroy American competition. US Trade Representative Jamieson Greer said March 11- "Our view is that key trading partners have developed production capacity that is really untethered from the market incentives of domestic and global demand." The US and DJT have repeatedly shown how this has been done over two decades to destroy the US industrial base. Another focus is on the used of forced or underpaid labor working in substandard working conditions and excessive hours. Greer says he will have the investigations results ready by mid-July when the presidents new tariff of 15% (after the SC ruling) expires. Other probes or investigations will also be conducted. All trade agreements signed with Germany, EU, Japan, UK, India, China, and other countries will remain in place. The world today is in a much better position to complete the transition to zero dependence on the volatile Middle East for oil. Today in 2026 the world's largest nations 1. US   2. China  3. India  4. Germany are all free of Middle East oil (India through waivers for Russian sources). European Union and UK is at about 12% which can be quickly substituted from the US+ Venezuela and other sources. US is self sufficient in oil and gas and exports oil to the UK, India, Germany and the European Union. Canada is self sufficient. Germany gets only 6% of its oil from the Middle East, the UK 12%, Spain 13% and Italy 14%. The Iran war is likely to shift more of the needs of UK, Spain and Italy to other more stable sources including oil from the US and Venezuela managed by the US, and other sources. This means that US policymakers can act in the best interests of all the nations of the world for preventing the spread of nuclear weapons and long range ballistic missiles. Germany is moving rapidly to renewable energy and this could bring its dependence on the Middle East to zero. India will meet its needs from Russia for the time being till it also shifts to oil from US+ Venezuela. India get 55% of its oil from the Middle East or about 2.7 million b/d. Russia was an important source of oil for India till the US trade agreement called for it to shift- a 30 day waiver and extension means India can get this oil from Russia without sanctions for the duration of the war. Reducing European demand and Indian demand frees up oil for Japan and South Korea on the world market the other 2 countries dependent on Middle East oil- Japan importing 95% of its oil consumption with imports of 2.5 million b/d and South Korea importing about 2 million b/d or 70% of its consumption. This means Japan and South Korea need a new strategy as they are overexposed to one source just as Germany was and learned a difficult lesson to diversify its sources. Japan has learned to reduce consumption for the same level of GDP and some of this can be through conservation, also tried in Germany in the last 4 years. During the 4 years. of Ukraine war Germany had to find ways to diversify sources Japan and South Korea will need rapidly to do the same in the Iran War. This means that only Japan and South Korea because of their lack of policy direction and vigilance have allowed this overdependence on the Gulf region,  (even as Germany diversified its sources, DJT and Israel were firm on nuclear weapons policy) they failed to see signs that they should diversify. Instead of a jinx much to the contrary the US economy outlook for 2030 in Feb 2026- a surge in investment spending in 2026-2030, new manufacturing investments and lower energy costs, moderating inflation, are likely to propel the US economy ahead to 2030.The effect of tariffs as a policy making tool has been muted because of exemptions, reversal of tariff rates once key objectives were secure for tariffs as a way to get action on foreign policy as with Indian purchases of Russian oil, deals with Japan, South Korea and China, India, UK and the EU. Some sources such as the Philadelphia Fed see price rises reaching 3% in some inflation guages more than the moderate 2.5% in the consumer price index for January 2026. These sources see the hiring slowing down just as layoffs begin to happen in the latter part of the year which is a possibility but less likely. At this point in Feb 2026 there is a tendency not to layoff and to hang onto employees, and hiring has been slow in 2025. January's report of 130,000 jobs added is the first sign of strengthening of the jobs market. Overall a cautious view would be to call it a soft landing after the inflation surge of the covid period. Another way of looking at is is more in line with the strategic direction of the US economy- freeing up the economy with investments in energy,  reducing the key costs of production, tax policy of Bessent's complete one shot depreciation of equipment increasing business investment, tariff policy making the world trading system fairer and now more attuned to US interests, all creating an investment and jobs surge in 2026-2027. There is an added benefit from US efforts to free up the world trading system from the stranglehold placed on it by China with its control over world manufacturing. A dominance and unwise concentration gained from the serious mistakes of the Bush-Clinton period of not putting in safeguards for US factories and jobs (that form the backbone for families in neighborhoods towns and regions across the US), and US business interests growing indifference to the very communities they were based in by outshoring to China destroying whole regions in America. Even where it is criticized or seen as negative there are huge benefits when the US acted. Tariff increase on India is a clear example- it built Indian resilient attitude in June-Feb 2026, and during this period it cut funding Russia's war in Ukraine by sourcing energy from other sources, the US policy led to India and EU+ Germany signing trade agreements to double their effort and double trade and scientific cooperation ( a goal secured for the US as it reduces concentration in China), was followed by US signing its own trade agreement with India within days, and increases world trade of US and EU and Germany in ways that will bring 2.5 billion people into a strong partnership that overshadows anything that happened in China in the Clinton-Bush-Obama years of failure. ...

This report in the NYT says South Korea is putting itself at a disadvantage by investing in the US and with its commitments for buying LNG from the US. It like other articles in the NYT sells America short. The goodwill earned by Japan and South Korea by the approach to trade agreements that acknowledges the unfair treatment the US put up with from both partners for decades is something that will be remembered by the American people. Any agreement South Korea and Japan make with the US will be to the lasting benefit of the two Asian nations as it is built on shared goodwill of the American people and the people of Japan and Korea. Agreements with China are largely temporary adjustments in a larger situation of competition between the US and Europe with China and are transient arrangements.

US and UK complete a trade agreement, the first of its kind with major trading partners. US has a $11 billion surplus in $148 billion two way trade with UK which is just ahead of India and behind Vietnam in trade with the US. In fact the first translation of the Bhagavad Gita was done by Charles Wilkins in 1765 taking it out of the hands of the Brahmins in Varanasi similar to how William Tyndale translated the New testament into English from Greek in 1534.  The Bhagavad Gita was then translated by German philosopher Frederick Schlegel into German from Sanskrit, spreading learning of Asian languages throughout Europe. India owes a lot to Europe and Europe to India, for two civilizations that speak the same human language of spiritual aspirations. ...

Let sleeping tariffs lie is the approach of S. Korea, Taiwan, Japan, China, India, European Union, Germany, UK-  expect all trade agreements with the US to remain in place after Supreme Court decision as no country wants to go through the intensely difficult process of renegotiating on tariffs. It is also the case that DJT can replace these same tariffs using other tools and different legislation passed by Congress to stop unfair trading practices by other nations. The president is also appealing to the public, some of the tariffs are about fentanyl flows into the US, the unfair trade practices and subsidies were a problem for the Biden administration and rebuilding manufacturing was the goal of both DJT and Biden, and will be for future administrations.  When the media NYT, Washington Post respond they are following the editorial line taken that opposes the DJT administration on all issues, when WSJ respond it takes the textbook approach of economists and finance people that free markets are best without considering the real life issues. This is why the president said at his press conference after the Supreme Court decision that 22 Nobel Prize economists had said the economy could not be turned around for growth and low inflation in 1 year, and were proved wrong after the experience of 2025 with low inflation at 2.8%, low unemployment 4.3%, and growth of 2.2% in real GDP (with strong growth in quarters 2&3 of 3.8% and 4.4%). Expect all tariffs to be in place under other legislation to be in place in coming months. ...

The U.S. Mexico, Canada trade agreement USMCA is now seen as a model for future trade agreements with China, Japan, Germany, the EU, and Britain as it leaves the EU. It is based on a pro-growth, labor protections, higher wages in America model. The USMCA provisions to raise American wages for workers, improve labor protections in developing countries, pro-growth, and level playing field, are portable and can be transferred to other trade agreements. The USMCA now has support from all parties and is expected to become law when it passes Congress next week. This report in The South China Morning Post in Hong Kong, gives insights into the Chinese position in trade war with the U.S.  China has its own internal groups which support China being able to take a leadership role in world affairs. Xi Jinping made giving China a prominent role in the world a feature of his presidency. China  has this internal audience and its own sense that China's resurgence was won with hard work and cooperation, plus dedication of the Chinese people. In the past Japan and South Korea also used state subsidized industries, and subsidies to gain leadership in key business sectors involving high technology. China would see this state subsidies model as its own model of development. From this standpoint the U.S. demands on subsidies as unfair competition could be seen as changing a key part of its economic model.  Asking China to put everything in writing and show tangible proof of enforcement as the U.S. insisted in talks, was too much for the Chinese side. China said trust us to do this, and lift the tariffs based on our verbal assurances. The U.S. having seen decades of no progress on this point, wanted tangible proof before tariffs were lifted. Added to the demands on subsidies were the demands for no more of what the U.S. calls stealing of U.S. technology through forced transfer of technology by U.S. firms as a condition to operate in Chinese markets. With the U.S. lagging in 5G technology and Huawei ahead the issue resonates on the U.S. side. Add to this Mr. Trump's key voter base includes the former Democratic party supporting workers who have shifted to him because of trade agreements and policies of Clinton and Obama that hurt American workers through seemingly endless closure of manufacturing plants from Chinese competition.   ...

Biden is skeptical about the Trans Pacific Trade Agreement negotiated by president Obama and has concerns for the protection of American labor. There is a sense that such trade agreements are not in the American interest of reviving its manufacturing base. Trade negotiations with China are to be conducted from a position of strength. To do this president Biden wants to consult closely with Australia, Europe, and Japan before proceeding with trade talks. For these reasons trade talks are a lesser priority for the Biden administration.

The US central bank the Fed's Powell leaves interest rates unchanged July 30, 2025- as he waits to see what happens with inflation following tariffs action by DJT to level playing field with EU, Japan, China. A tariff of 15% is set in US Trade Agreements with Japan, EU and South Korea. Powell says the impact on US consumers will be minimal but not zero, with some effects expected even though EU, Japan and South Korea will not attempt to pass through the tariffs and risk the other benefits of trade access to the US market.

This type of agreement lets EU and separately Japan benefit from subsidies offered to EV manufacturers in the US. 11 Pacific Rim nations form the Trans-Pacific Partnership in 2018. The Obama administration supported the trade pact alienating supporters in its union base particularly in the midwestern states. Mr. Trump opposed the TPP in his election campaign and made it a significant issue for swing voters in midwestern states after job losses in the auto industry. With the opposition of president Trump the U.S. decided to withdraw from TPP.  The 11 nations agreeing to join a revised agreement are Japan, Canada, Mexico, Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore and Vietnam. So far six countries have formally approved the deal, Australia, Canada, Mexico, Singapore, New Zealand and Japan, setting the stage for two rounds of tariff reductions starting December 30, 2018. Agricultural products duties will be duty free within 3 to 7 years including for Japan and Mexico. Australia, New Zealand, Canada are major agricultural exporters. Japan supported the deal as a way to counter China's influence in the region. In the U.S. the gains would be in intellectual property rights but losses for workers in the auto and manufacturing industries, a point Mr. Trump recognized in his election campaign as he campaigned in the midwestern states. Mr. Obama pursued TPP over objections of workers organizations and unions including auto workers union, with his advisors suggesting this as a way to counter China's influence in the region. By 2018 the Democratic party support base fractured on this as one of the major issues.   ...

The fears within Mexico's auto industry that the TPP will allow imports of cheap Chinese auto parts hurting its auto industry, and reversing years of gains made under NAFTA. Canada also has fears about the TPP for its auto industry. Japan uses China and Thailand as part of its supply chain. China is not part of the TPP. Add to this the UAW and Detroit's suspicion of TPP concessions to Japan. This has stalled U.S. negotiations with Japan on the TPP trade agreement in 2015.
