US president Biden visits the southern border with Mexico where there is a surge of migrants mostly from Nicaragua. He meets Texas Governor Abbott and visits the El Paso border area and El Paso county Migrant Support Center. He will then meet Lopez Obrador of Mexico and Justin Trudeau of Canada in a summit meeting in Mexico. This report in the WSJ says Mr. Biden is pursuing policy that will send back migrants including Title 42 used by the Trump administration. Republicans have made the border a top priority. Trump era policy requires Mexico to take back 30,000 migrants a month from Cuba, Haiti, Nicaragua and Venezuela. Biden plans to continue these policies for illegal entry to stem the surge.

In this desolate isolated border region America's future is being decided- Biden being the only Democrat since Harry Truman in 1948 to take Arizona and by just 10,000 votes. There near Nogales the border wall Trump built ends abruptly at the Kelly ranch in a picture shown in this report. Rural Santa Cruz County is except for migrants a solitary and quiet place along the border. Mr. Kelly moved here in 2002 and runs more of a hobby ranch unlike the bigger cattle ranches in the area. Migrants make their way through this part of the border and the Kelly ranch. In the most recent episode a migrant is shot and Mr. Kelly reports the shooting to police. Healy looks at the lives of the rancher and the migrant to give a snapshot picture of what life is really like on the border. And the different sides of the story seen from the rancher's and migrant's situation.  A border area where in a vast dry mesquite region ranchers on the Arizona side live alongside Mexico with people facing high unemployment where people are looking for work and choose to take the risks of crossing the border illegally. Crossings that are made at points on the border wall that end in canyons and riverbeds where migrants and their smugglers make their way. It affects the lives of the ranchers and the migrants in many ways. Ranchers who are in isolated areas- the Kelley ranch is 170 acres- feel isolated and vulnerable as they see a threat in the network of smugglers sending migrants across the border. This is also where the future of America is being decided. After the overconcentration of manufacturing in China, there is the border with Mexico, two regions that have little to do with each other but determine politics and emotions in the US about workers, about migrants and about borders. By understanding both sides of the story president Biden became the first president since Harry Truman to win Arizona in the presidential election of 2021. He won it by just 10,000 votes with a recount showing about 360 more votes. Without Arizona and Georgia both won by Harry Truman in 1948 Biden could not have begun the process of tackling the major issues facing America in 2021. Lopez Obrador agrees to commit 6000 National guard troops to police Mexico's border with Guatemala in a deal with president Trump. Trump uses tariffs on Mexican imports as tool to change Mexico's position that allowed the flow of increasing numbers of migrants fleeing Guatemala through Mexican territory. Trump insisted that Mexico should change its laws to accept these migrants as lawful residents in Mexico saying in effect that a developing country is just as responsible to take in migrants on a humanitarian basis as a developed country like the U.S. with its own issues of poverty and lack of funding for social services.

Mexico then accepted a compromise solution with vigorous border policing to reduce the flow of migrants. This reversed the earlier policy of Mr. Obrador that welcomed migrants without giving these migrants residence in Mexico.

Of the 104 deportees on the C-17 military aircraft to Amritsar in the Punjab state one third are from Punjab, another one third from Haryana, and one third from Gujarat. India's rapid development towards Vikshit Bharat 2047 means it does not support such illegal migration. How seriously are the Border Crossing encounters with migrants being taken by the Biden administration compared to the Trump administration, or earlier administrations Republican and Democrats. Pew Research Center provides these 7 charts and other data. In 2021 border crossing encounters with migrants were shown as 1.6 million. Of this 27% were repeat crossings a number much lower in previous years. It had fallen to just 400,000 in 2020 as the policy of expulsion put in place by the Trump administration was continued by the Biden administration. In 2019 the border crossing encounters with migrants after three years of the Border Wall construction under president Trump were 851,000. The Biden adminstration in 2021 had 52% expulsions compared to Trump administration 66% in April 2020 after invoking public health Title 42 which Biden continued. About 33% said the Trump administration was doing a good or somewhat good job in 2019 compared to 29% for Biden in 2021. But a much lower percentage of Republicans were saying Trump was doing a bad job than the 56% of Democrats saying that for Biden today. The previous surge in 2021 was mainly from Guatemala and Central America. The current surge is from about 400,000 migrants from Venezuela where expulsion does not work as well because the US has cut off relations with the government of Mr. Maduro in Venezuela, There are 7.1 million refugees from that country in Latin America. The Trump administration would have faced similar problems with the Venezuelan surge that the Biden administration is facing. The largest jump in 2021 is in Yuma Arizona 12 fold, two fold in Tucson and San Diego, three fold in El Paso, the Del Rio and Rio Grande up 5 times.    ...

When Whitmer in Michigan said "FIx the Damn Roads" that is exactly the kind of language people wanted to hear. Harris and Walz should do the same. They should take up Border Security in a big way face the issue head on. President Biden has already used executive action to cut migrant flow at the border. Unintended effects of Title 42 law introduced by president Trump which quickly returns migrants crossing the US border with Mexico leading to repeated crossings by the same persons. This leads to a more complicated picture at the border.  About 2 million will have attempted to cross the southern border in 2022 fiscal year. About 22% of crossings involve repeat border crossers.Two thirds of the 182,000 migrants crossing in July 2022 were single individuals. The pandemic hit Mexico and Central America hard and the quicker economic rebound in the US is leading to a surge in migrants looking for work. In addition to Central America asylum seekers come from Cuba and Venezuela with repressive action by regimes. Mexico only takes some of these migrants back. There is also a flow of illegal drugs across the border from Mexico which continues to this day even after the Trump Wall at the border, as most of it comes through official entry points. US law now supports turning back migrants at the border. Under public health policy Title 42 migrants are denied asylum, a federal appeals court ruling supporting this. It can be a bit overwhelming, time for a pause, to close the Borders in Europe and in US, to do it together as a Nation. Republican Senator Lankford and senior members of Congress   negotiated the legislation to restrict immigration and close the southern border. It would be signed into law in January 2024 by Biden says Lankford in NYT after 30 years of inaction. The negotiated bill came up 2 months later in March by which time it was stopped by Trump Republicans as an issue for the election. Harris promise is to sign it into law, close the Border. Meanwhile in Springfield Ohio, population of 80,000 in 1960 declined to 59,000 in 2020 dropping 25% over the 60 year period with the decline of the Rust belt towns in the midwestern region of the US. A program that protects people from gang related violence in home country legally allowed 15,000 Haitian immigrants to settle in the city, people who now drive Amazon delivery vehicles and work in nursing occupations and in restaurants, in towns that have severe staff shortages. WIth the influx of refugees from Venezuela at the southern border, this has created anti-immigration sentiment in some parts of America, even as some of the refugees work to fill shortages in traditionally Republican states such as Kansas, as shown in the WSJ, that have decline in population and face severe staff shortages for bus drivers, restaurant workers, and hospital workers. Streams of refugees in earlier eras the Irish, followed by the Germans, followed by Blacks from the South, all followed this path, yet it was also a bit overwhelming, and at these times the nation took a pause. Europe is taking a pause- across Denmark, Sweden, France, the UK- and in the US there is sentiment on all sides for a long pause, to regroup, to reflect and focus on the national goals of binging up the middle class, the lower income classes, and the nation as a whole after the distortions from tech and economic theory induced distortions hurt the working people and families, and hurt rural areas. ...

The Biden administration policy is similar to the Trump administration. The response is to send migrants back to their home countries. One of the lessons for the European Union and for the US of the last few years is that the US and EU cannot have migrants issue create discord within public opinion, when so much needs to be done for infrastructure, competition with Asian countries such as China, and the needs for recovery from the pandemic. With wars, natural disasters, smuggling of migrants, new waves of migrants required a different approach. Promoting development and providing help to the economies of these countries is seen as a more effective approach, and the best way to do this is to help strengthen America and the European Union by building a consensus on development and infrastructure investment.

Trump takes action against Mexico, China and Canada for illegal flows of fentanyl and migrants across US borders. It is specific targeted and excludes EU, India, Japan, South Korea trading partners. For a decade some countries acted with impunity and American leaders did not respond to protect the people from illegal flows across borders. This action did not come in the first DJT term in 2016-2020 though tariffs were placed. Free trade has to be clean trade where such illegal flows are not in the picture or acceptable.
