Obama Affordable Care Act ACA and its downfall are covered by two experienced authors over 2 book written over 2 decades. The authors are James Morone and David Blumenthal followed the healthcare issue over 25-30 years through the Clinton, Edward Kennedy and Obama efforts and wrote two books. The first was "The Heart of Power" on the healthcare situation from FDR to 2008. The last titled "Whiplash" in 2026, for which the authors are interviewed in Harvard Medicine magazine. C-SPAN has a book program on this book at a Washington DC bookstore. From the discussion on C-SPAN between Senator Michael Blumenthal, borther of one of the authors, James Morone and David Blumenthal physician, couple of conclusions are seen that may be new to readers. Q. What was the one single factor that doomed the Affordable Care Act? A. The deep antipathy towards the Obama administration influenced the response to the Obama handling of healthcare. The likelihood of Republicans accepting healthcare from a black person was simply not there say the book's authors in the discussion and Q&A on C-SPAN. Yet there were other reasons for the ACA failing. Obama had not gauged the mood of the nation well. UK Labour's Starmer won by a big majority in 2024 yet that does not reflect the mood of the British nation just 2 years later- by election year 2012 Obama's campaign was faltering and had to be rescued with Hispanic votes and a weak candidate in Utah's Mitt Romney. Obama lacked maturity and came in the way Bush came in when the list of candidates were mediocre in the US, similar to the period in the UK with David Cameron and Boris Johnson. To take on the health care issue required someone with the experience and caliber of LBJ, which Obama clearly lacked, coming from the minority community was not going to help in credibility. Obama's presidency was thus premature and to gain experience he would have done better in a key cabinet position such as at Department of State where an intellectual could have influenced world opinion in favor of emerging countries, a doable and necessary. Obama's lack of experience showed when he told Republicans two words in the first months in 2008- "We Won," perceiving arrogance it would set Republicans against him. The years 2008-2016 cost the US dearly in that the US needed a withdrawal from all of the Middle East which would require a strong president  with deep roots of support in all parts of the country including the south, to avoid recriminations. In the end by continuing the wars Obama weakened the US and let China move ahead. Q. Did Obama consider Medicare for All? A. Obama told Congressmen of his party according to Morone- if you can get 60 votes in the Senate for Medicare for All we can try.  Q. Would it take a major upheaval for Medicare for All to be accepted now that the health system is failing all Americans in 2026? A. It will take a world war or a economic depression- some major disaster for Medicare for All to be accepted in the US, say the authors. A pandemic happened in 1918 and again in 2019 the results were not positive, as the authors believe it unleashed the war on science after the vaccination for and against camps, leading to the culture wars in America seen today. Q  Obama's analytical mind thought he learned from the Clinton efforts in healthcare that failed. But he did not see things from the heart. There is good reason to think that the lessons learned of moving fast, letting Congress write the legislation, settling for what can be done not what needs to be done, were exactly the wrong lessons to be learned as opposed to writing off the Clinton experience entirely as Clinton's, and starting from scratch without preconceptions. In the end Obama if he was older, had more experience, and listened to the mood of the country would have realized that healthcare was for another day, and got right down to the most difficult challenge, to end the wars in the Middle East. Even small steps in the right direction would still have earned appreciation him today. Instead Bush and Obama, the most inexperienced of presidents will be remembered for wars they continued that weakened America.       ...

Tim Davie starts his new job as director general of the BBC. He wants the BBC to go back to its core a universal broadcaster for the whole nation. BBC has dealt with competition from Netflix by using its strengths in developing new drama. Work on programs such as The Normal People has shown BBC capabilities in this field. There is much discomfort with the bigger problem its loose standards letting people do a second job such as taking on advertising or other lucrative assignments outside their main job. Tim Davie wants to end this practice. Making it the universal broadcaster of the whole nation means the new BBC has to avoid being "politically correct." Too much attention to being politically correct and the BBC ended up not reflecting popular sentiment the way it should have on Brexit and the European Union. Davie is less concerned about the license fee that BBC has to negotiate with the government than with these issues because they go to the heart of what the BBC is- a service that speaks for the whole nation. It is also a service that represents the British Commonwealth spirit because of how widely people in countries in Africa and Asia depend on the service in English speaking countries. ...

This report in The Guardian is about fears the world's leading soft power agency, which is more than that a transmitter of ideas that shape the Modern World and all our democracies in Europe and America, Asia, other parts of the world, will disappear in a decade. The Madrid building which houses the British Council in Madrid at 13 Paseo del Martinez Campos in Madrid's Chamberi district, has been put up for sale to pay Covid era debt. About 5000 Spanish students attend classes in English and prepare for exams in 35 classrooms. Over the years hundreds of thousands of Spanish people passed through this building. 320 jobs will be lost, employees with passionate dedication who it will be difficult to replace. Another center in Barcelona also is expected to close. This comes at the wrong time when Britain needs to make its voice heard in the world, when a mediocre level of British parliamentarians and leaders since Blair and David Cameron have allowed this to happen. English language classes in Italy at the British Council are also being shut down. Paris building may also be sold, and shrinking operations in the Baltic Republics, Croatia and Austria. This will be a major blow to helping spread knowledge of British parliamentary traditions, its history and participation in shaping the Modern World we know today.  It is now hoped and this is a message to Labour's Andy Burnham who studied English at Cambridge, to restore Britain's image and the value of its parliamentary and other lasting contributions to the Modern World, to the benefit of all nations, to cancel this debt and give the British Council new leadership for the next 2 decades. Neil Kinnock, a Labour leader, and a chair of the British Council says- “The British Council does not want to make these cuts. They are being forced into it by the conditions required by the Treasury." “I sympathise very much with the staff, so does the leadership,” he said. The British Council had “camped out” in the Foreign Office for last three or four years and put up a “hell of a fight”. Kinnock said: “What the government should do is either find a way of cancelling the debt, or even rescheduling the debt. Because it’s to absolutely nobody’s advantage to lose the British Council.” A desperate effort to pay an outstanding £197m debt from a Covid-era Conservative government emergency loan on commercial terms, with interest to be repaid by September, is what is causing this massive destruction of a century old institution that belongs to Europeans, to Asians, and to the world at large for better societies through knowledge. David Stockman, director of the Office of Management and Budget under Reagan, is interviewed by Tom Keene. Stockman says the US has $52 trillion of debt on a $14.5 trillion economy, a ratio of 3.6 times GDP. Historically, before 1980, it has been around 1.6. This debtification of the US, he says, is the major problem facing the US today. Stockman sees little or no economic growth in the next 5 to 10 years, as debt reduction progresses.

David Stockman, Director of the Office of Management and Budget under President Reagan tells Tom Keene that the first step to deficit reduction is to means test the 2 milllion to 5 million or 10 million people who are very affluent, and have the benefits of some part of this population eliminated entirely. The next step he suggests is for spending much less on defense. A defense budget at $800 billion he says does not make sense today, because it is 35% larger in real terms than the budget when Reagan was President and the U.S. faced the Soviet Union. David Muir and Linsey Davis maybe remembered in history for setting the record straight for the first time in 9 long years as they corrected every false statement or exaggeration in the Pittsburgh Harris Trump television debate. NYT reports Trump stated that a governor had supported killing of babies. Linsey Davis- “There is no state in this country where it is legal to kill a baby after it’s born.”  Trump painted a portrait of an America besieged by migrant crime. David Muir- “As you know, the F.B.I. says overall violent crime is coming down in this country.” Time and again during the debate Linsey Davis and David Muir corrected misstatement of facts. Something amazingly- and a huge comment on the way reporting has been practiced in America on its very real problems and opportunity, on its frustrations and its possibilities- that amazingly had never happened till September 10 in Pittsburgh. Global literacy, cultural literacy in America, can only grow and thrive when statements are made by correct observation as in a society based on science and technology. ...

The Economist magazine says the difficult process of Brexit is now being put by Theresa May into the hands of the pro-Brexit ministers, Liam Fox, David Davis and Boris Johnson. Just staffing the Department for Exiting the EU under Davis, and the Department for International Trade under Liam Fox is taking a lot of time. And the differences between Fox and Davis also figure into the time it will take to invoke Article 50. It says the points put forward by Brexiters that Britain could revert to WTO rules do not work so well in practice, and it takes years to negotiate new trade agreements with other countries. It sees many problems, and says it is no wonder that Theresa May has told the Brexiter ministers to come up with answers as they are the ones who have sold this idea to the country.

There is serious lack of depth in leadership in the Tory party today. Names proposed in The Guardian for Tory leaders after the July 4 election should Rishi Sunak have to resign are clearly short of what Britain needs in leadership. It depends on which Tory MP can hold on to his seat. Suella Braverman, Priti Patel, Kim Badennoch, James Cleverly, Tom Tugendhat, Penny Mordaunt, all lack what is needed to lead the Conservatives on July 5, 2024. This has been true all through the last two decades.  David Cameron, Boris Johnson, Theresa May, Liz Truss who preceded Sunak for most of the last decade were also lacking in leadership. The decade wasted with Nigel Farage and David Cameron, Boris Johnson trying to get Britain out of the European Union has hurt Britain. Today most Britons want to go back to a Britain that is growing as part of the EU and Europe.

He is critical of the way the BBC has tended to narrow in its views and its failure to reflect the sentiment in the whole country for Brexit, attitudes towards the European Union, and also in its failure to reflect the sentiment in favor of Boris Johnson's "Get Brexit Done" stance. In recent coverage Mosey says the BBC has not covered both sides of the story in the taking down of statues of Robert Clive to try to educate readers of who he was what happened and why there are different views on this in Britain, opting instead for following what is popular at the moment. He sees BBC as patronizing ordinary Britons who have views that may not coincide with that of people in London who have views on the hard right or hard left. In his view the best way to lose the rationale for BBC license fee is not to educate people on both sides of the story every time. ...

If the other side is telling lies prolifically, make it clear vigorously yet with it not changing your demeanor and your focus on housing, cost of living, experience for NATO "from the same old playbook" and a warning about the lies to come to prepare the audience very early. Save the time responding to insult to use every moment constructively to define your message for the question at hand which is in addition to the questions put to you which are merely for organization immigration, crime, economy, cost of living, chips and science competition, Ukraine, Afghanistan. Harris said nothing about "Marxist economic professor father, other personal insults just acknowledged "It is a tragedy," don't you think fellow citizens? What would 4 years be like under Harris? One key point came in early Harris said she had a Plan for the economy, for an Opportunity Economy, Trump she said had none. Trump did not offer a plan. Harris spelled out a plan to tackle housing costs including a $6000 child tax credit and building 3 million new homes. Harris called higher tariffs, double than exist today, a way to increase costs for each family by $4000. She also pointed out that economists had confirmed that Trump tariff policies would lead to higher costs for Americans as they would be passed on by importers. Harris also offered a position of all of the above that included fracking where appropriate to increase oil supplies to bring down prices for American families, a key issue in Pennsylvania. On immigration and crime it was David Muir who reminded Trump that the FBI had stated crime was down in the country. On Ukraine, Afghanistan Harris clearly explained that US was not at war for the first time in one hundred years and was saving the US $300 million a day it cost for the war in Afghanistan. On Ukraine she said Biden-Harris had strengthened NATO and ties with allies, in an answer to David Muir's repeated question to Trump "Is it in the US interest for Russia to win the war in Ukraine?" To which Trump offered only a reply that suggested this was not important for him, disavowing US policy from 1900 to preserve the rule of law in international relations that no country should violate sovereignty of other nations through invasion. Among Republicans this is an issue with Mitch McConnell and others supporting Biden-Harris. ...

David Brooks who has covered Joe Biden for decades from his time in the U.S. Senate to Vice President under president Obama, says he comes not from an elite tradition of Democrats such as Adlai Stevenson, but that of Harry Truman, for and of the common man- the "average Joe" in American slang.  Strengths Brooks finds in Joe Biden are his emotional transparency, knowing at any time in interactions what Biden is thinking and feeling. The candour in his conversations. Biden is also like Truman in how spirited he is in defending the common man and his interests in the true Democratic tradition of being for the working class and ordinary people, something lost in recent years. Having lost his wife and daughter in a traffic accident when he was first elected to the Senate, also gives Joe Biden a sense of how it feels to go through this experience. He later lost a son to cancer.  Biden is now the front runner for president. Like Truman Biden has faced criticism for speaking his mind, sometimes awkwardly. Yet as David Brooks points out Biden brings some of the qualities of a Harry Truman, at a time when the mood of the nation has changed and the Democratic Party is returning to its roots fighting for the common man. Harry Truman is thought of highly as American president because of the qualities of simplicity, courage, tenacity, and hard work that he brought to the presidency during the war and during the recovery after 1945. Few people are aware of the fact that Harry Truman returned to the small town of Independence, Missouri, after retiring, at a time when there was no presidential pension, and lived a simple life accepting no favors, without any of the trappings of a former president. ...

American Enterprise Institute, conservative think tank, supports Kiel Institute of the World Economy figures that say European Union aid is about double that of the US to Ukraine. Quite the reverse was stated in casual seemingly reckless fashion to 67 million viewers by former president Trump. Moderator David Muir should have had the facts right before him to correct this as this was a much anticipated topic and perennial Trump gripe. The US is not getting creamed- no way, the Europeans are paying up and keen on doing so $187 billion to the US $98 billion. Even with the best of intentions on fact checking this is not good enough from ABC News, or for that matter the rest of the television media - the CBS's, Fox's, NBC's, CNN's, not to mention the internet media, a disservice to democratic process that is built on facts not delusion.  To someone working 2 or 3 part time jobs, or the less literate who can't do quick fact checks that can be time consuming, or educated viewers who hav little inclination to check so much that is being thrown at them- what does it mean to have grievance and grudge thrown at them leaving the impression that the US is incapable when it is in fact greatly strengthening NATO alliance including Sweden and Finland and ties with Western Europe that were damaged over time since the Reagan period in the 1980's.   ...

Coronavirus testing is taking off in the U.S. for the first time after the U.S. Federal Drug Administration relaxed testing regulations on February 29, and as more universities and hospitals develop their own testing technology and apply it. The FDA has approved more than 15 tests and many more are awaiting approval. 

This includes UC Davis, Washington University School of Medicine, Brigham and Women's, Harvard Medical School, Mount Sinai Medical Center in New York City, centers that are running the tests limited only by the shortage of reagents supplies.

As David Calhoun steps down from Boeing following the stepping down of the previous CEO Muilenberg, both for quality issues at Boeing this report in Yahoo Finance by Allan Sloan shows the effects of the accounting training and lack of awareness and conviction to put Quality uppermost. Calhoun joined GE at the time when Jack Welch was running the company. The book by David Gelles looked at Welch's period at GE with concern because of the use of accounting methods and finance businesses to make results look better- "How Jack Welch Gutted the Heartland, and Crushed the Soul of Corporate America." Over the decades in which one sees American manufacturing neglected one also sees the rise of executives in finance who ran companies in America that showed little interest in the hard work of manufacturing and surrendered leadership to first Japan and then China. Boeing CEO Calhoun is shown as another of the CEO's from GE who trained  under Welch who joined Boeing and other companies.The adjoining video in WSJ points this out after the Alaska Airlines incident and other incidents of flawed plane design and manufacturing- the basic problem being a lack of Quality and Worker and Quality practices Friendly Culture at Boeing. WSJ says three layers of quality checks are essentially worthless without a emphasis on worker training, on quality culture, cost cutting to get planes out the door, and lack of investment in Quality Control and Inspection. ...

The complete Transcript of the Harris Trump television debate on ABC Television that went on for 90 minutes. As expected Harris remained organized, thoughtful and precise in her answers to questions of cost of living, the economy, and never wavered in her focus on her plan for an Opportunity Economy that lifts all boats where she said Trump had none. Trump raised the immigration issue in questions about the economy and cost of living failing to tackle one issue at a time and do it well and convincingly. Harris brought up Trump's focus on himself and billionaires, and on Project 2025, when Trump talked about immigration. Trump's response on Project 2025 was long and rambling and failed to register losing critical minutes and spreading himself thin leaving behind the idea that he had no Plan for America, for if he had one would he not have offered it when the question was raised. This set the pattern for the rest of the debate. The next issue Trump hoped to focus on was migrant crime after immigration. This is where his exaggeration that migrant crime was rampant came under the first fact check of the evening by David Muir. Something that other moderators had amazing as it sounds neglected their duty to do - all of them failed to do this with rigor and on the spot- till David Muir. “As you know, the F.B.I. says overall violent crime is coming down in this country.” ...

Brooks cites John Steinbeck's classic book East of Eden."Humans are caught in their lives and in their thoughts, in their hungers and in their ambitions- in a net of good and evil.  A man after he has brushed off the dust and chips of his life will ask only the hard clean questions, was it good or was it evil? Have I done well or have I done ill?"
