China and Huawei lack the manufacturing capabilities needed to make some of the component parts that go into 5G systems. The U.S. Commerce Department in May restricted chip makers globally who use U.S. technology from supplying semiconductors to Huawei. This means Taiwan's Taiwan Semiconductor Manufacturing Company which uses U.S. technology in manufacturing 5G component parts cannot supply Huawei.

This gives the U.S. and Japan, South Korea to catch up with initiatives of their own to match China's state subsidies model that finances its semiconductor companies and 5G companies. 

U.S. Undersecretary of State Keith Krach says "We've utilized the strengths of semiconductor equipment companies and electronic design software companies to eliminate Huawei's access to the necessary sophisticated chips to build 5G systems and their most sophisticated smartphones." Huawei he says is a security threat to the U.S.

What Taiwan Semiconductor Manufacturing Company is learning from its effort to build chip plans in Phoenix, Arizona, is shown here by John Liu in NYT report. Different cultural practices about work exist between Taiwan and the US and both sides are learning to adapt to the new situation. These Chip plants are part of the effort of the efforts of the Biden administration to have Taiwanese and South Korean companies to invest in America. Following this learning curve the chip manufacturing plants will go into production in 2025.

Shown here and in the adjoining WSJ interview by Ben Cohen of Morris Chang, 1985 founder of Taiwan Semiconductor (TSMC), is the story of how as textile and other lower technology industries were shipped to China in the 1990's the advanced technology manufacturing industries that were to replace them for the American workers and their families were also taken away through the back door by companies such as TSMC- leading to the dislocation of the American worker and poorer manufacturing communities across the US. Hille and Sevastopulo in the Financial Times take an inside look at the situation of TSMC as an advanced chip manufacturer that has taken 92% of the world market for advanced chips by using Taiwan's manufacturing advantages in chip yield that was in 1985 about twice that in the US when Morris Chang founded the company. Morris Chang was an immigrant who came to the US after 1949 with the founding of the People's Republic of China. After gaining decades experience at Texas Instruments by age 52 in 1982 he felt he had reached the glass ceiling at the company. See the adjoining WSJ Ben Cohen interview with Chang on this part of his life. He was recruited  by Ki Li, a technology planner for Taiwan to  build Taiwan's first semiconductor company. Chang founded Taiwan Semiconductor Manufacturing Company in 1985 and based on his work in the US and seeing the cost advantage in engineering talent coming out of Taiwan and Chinese universities, and the willingness to work long hours in the zealous drive for modernization, he made the bet on Make in China (Taiwan + People's Republic of China.) It succeeded, and succeeded, and succeeded, just as it took advanced manufacturing away from the US, and deprived the US by replacing the cotton mills and textile factories, the less advanced industries that were being shipped to China by being replaced with modern more advanced manufacturing in new technology products, as it was how it was supposed to work. Economists and politicians and business failed to see this for two decades. It left America without both the old industrial manufacturing base and at the same time took away from the American worker the new manufacturing in advanced technology base that was supposed to give him new opportunities to replace the old. It has left America poorer in ways no economist, politician or business person could see when through the benevolent hand of friendship the US advanced a helping hand to China through WTO negotiation, WTO membership and foreign investment in China following the Great Proletarian Cultural Revolution of the 1970's that dislocated China's industry. ...

The world is too dependent on one semiconductor manufacturer, Taiwan Semiconductor Manufacturing Company, TSMC. Companies in Taiwan make 65% of the dollar value of the world's chips. How did this happen? It poses a threat to the US and to the world economy. Finally the US is making an effort to correct this. The European Union already has plans to produce 20% of the world's next generation chips in 2030. Intel plans $20 billion investment for 2 chip factories in the US. Only months earlier this report in WSJ says Intel president Bob Swan was giving more contracts to TSMC for next generation chips.  It shows how much the pandemic has changed views on supply chain security. Intel ousted Mr. Swan for missteps in relying too much on TSMC as this dangerous policy became evident during the pandemic. Such was the culture that existed before the pandemic on supply chains, on investment allocation, and related issues. As a single semiconductor factory can cost $20 billion, the Biden administration is getting involved with Congress to rebuild America's semiconductor industry and independent supply chain. TSMC is built on subsidies from Taiwan government. Morris Chang founded TSMC in 1987 after studying at MIT and working 30 years at Texas Instruments. At founding half of the investment for TSMC came from Taiwan government. The US to rebuild will require the government to support the chip industry in many ways. In this sense the US manufacturers who ceded manufacturing to TSMC were shortsighted- AMD, Intel, Qualcomm Apple. They without realizing it built the model on which TSMC would thrive and invest and grow. Take just one example- to meet Apple's first order TSMC spent $9 billion with 6000 people working round the clock to build a factory in 11 months. Yes Apple did not have to worry about chip manufacturing and quality by contracting it out. Yet over the years it was ceding the manufacture of the most important chips in its products to an exclusive supplier. It was also ceding away the technologies that went with it. Americans were told not to care by the best universities and professors, by economic departments and scientific educational institutions for two decades leading to the situating facing America today. Meanwhile Taiwan is supporting its chip industry even further as it relies on the chip industry to provide protection in its struggle to maintain its independence from China. A situation no American manufacturer understands or had planned to create, but is now left to the Biden administration and president Biden to solve. After twenty years of unchecked capital allocation and investments by the leaders of American manufacturing based on an inadequate and incomplete understanding of the role of manufacturing and manufacturing technologies in the life of America since its founding two hundred years ago, president Biden faces the task of restoring confidence in America. And this at the time of a pandemic that has taken hundreds of thousands of lives.      ...

Surges in capital value can be wildly misleading. Nvidia a rapid computing company propelled in stock value. From the growth of crypto currency that led to losses and was perceived as a danger to the financial system by central banks and governments. This is happening when capital investment is a dire need in education and schools, good teachers and good classrooms, when only a third of American students pass NAEP tests on reading comprehension. Today's capital allocation system was never designed to accomplish this even as it sends hundreds of billions of dollars in one single day to a single company. Nvidia is now seeing a surge from chatbots computing coming out of ChatGPT,  leading to $184 billion change in its market value on May 25, 2023.  Nvidia was mostly a graphics processing company setup to make graphics on PC's look better. In 2006 Jensen Huang made the decision to open it up to developers to tinker with it and develop more computing capabilities. This has led to Nvidia designing much more powerful computing chips that perform thousands of calculations at the same time.   Nvidia designs the chips and sends production out to Taiwan Semiconductor Manufacturing. Suddenly Nvidia sees its share price surge and it joins companies such as Apple, Amazon, Microsoft, and Tesla that have seen one day surge in the value of the companies by over $100 billion shown in this WSJ graph by date. Huang says he thinks that this is the beginning of a ten year period in which companies will redo their data centers to build them up with AI computing capabilities. WSJ also says China's top nuclear weapons research institute has bought these advanced chips even though it is on a US export blacklist since 1997. In 2022 the Biden administration imposed new licensing requirements on export of the most advanced chips. Since then Nvidia is following specifications for chips that allow it to export to China, says the WSJ.     ...

Intel's new CEO was the CEO of Cadence Design Systems 2008-2021 which makes software for integrated circuits and systems on chips.   Coming from Malaysia and Singapore Tan got his Masters in Nuclear Engineering from MIT and founded Walden International in 1987. Making early investments in China's chip industry when China's chip industry was just starting in the 1990's, Tan's company participated in  40% of the chip industry investments in China made from the US between 2017-2021. Some of this is covered in a WSJ report from 2021 shown alongside. He served on the boards of China's Semiconductor Manufacturing and Advanced Micro-Fabrication Equipment.  A parallel to this is Morris Chang who after degrees at MIT started the semiconductor industry in Taiwan. A period back then in which the US chip industry dependent on market forces and without hidden government subsidies was eclipsed by new ventures in first Taiwan, then South Korea and China. During a period in which technologies were freely transferred with no long term grasp of the consequences to American technological leadership, and chip industry in the US. It was allowed to decline by administrations of Bush and Obama since 2000, ceding dominance through lack of investment in manufacturing technologies. In chips and science capitalism and market forces leave American companies to the mercy of markets when government support overseas is not matched by government support in the US to create an absolutely essential level playing field.  The US then feels the lack of synergyistic energies that go from chips to other advanced industries and technologies. Textbook economics from Dartmouth or Ivy Leagues is with totally theoretical stuff about comparitive advantage no help, and created the current situation for America in chips and science where a whole industry was ceded.  ...

In this WSJ report a top American Defense Department official before resigning says- "I have no problem with feeding China or trading with China. I have a problem with arming China." Advanced or sensitive manufacturing technology is still being approved for export to China says this report in WSJ, even as the US perceives this to be a national security threat. Experts say the Commerce Department report approval process needs overhaul and the US needs close coordination with the European Union on this process. Of the total US $124 billion in exports to China in 2020 only half of one percent needed a license Commerce Department data reviewed by WSJ shows. Of that small fraction of one half percent Commerce Department approved 2562  applications or 94%. This even includes array of semiconductors, aerospace components, artificial intelligence technologies that could be added to China's military. This means that even towards the end of the Trump administration with its talk about national security threats, through the four years 2016-2020, nothing much happened in this important field.  The difficulty that the Trump administration faced and America faces is putting company and business interests first or American security interests and retaining competitive technological advantage interests first. American administrations and business have consistently failed to follow what plain ordinary Americans understand by America first. Even when it is clearly evident that America is handing over sensitive advanced technologies with very little in return, and creating out of nowhere competition that poses serious risks for the national interest, business and administrations operate indifferent to the national interest. Even right into the period when this is making the world a riskier and more dangerous place.   This is the state of affairs today, and the situation is not about Congressmen visiting Taiwan or ships going through the seas in that region, or international law. All that is American policy  and is well known and well understood. What is missing is the right action and the right determination behind other action that is sending a different message at the same time -that the US is oblivious to its own interests. That administrations, even those such as the recent Republican one under Mr. Trump, see a higher priority in following American business wherever it goes in pursuit of individual company interests alone, even if it does not accord with the national interest. Lobbying groups distort what policy should be in the public interest and in the interest of both countries, leading to a breakdown in the whole process itself whenever governments surrender their role of protecting the public interest.  Outshoring manufacturing was bad economically at the level of communities across the US, leading to divisions that weakened the country in the last decade, it was also bad for the economy of the country with loss of the best manufacturing jobs, beyond what economists in their ignorance of the big picture sought to show was the consumer- often the same person who lost a job or stopped seeking work- paying less. It was bad also for China as it created the hyper growth that rapidly contaminated land, air and water and created an inherently unstable relationship in trade with destruction of jobs at a pace that America had not faced with Japan and with which it could not cope. Could a pace that worked for both nations have worked? At the root is the notion that business knows best even if it is in plain sight to every plain American that the country's most advanced technologies are being shipped out. Governments do not fulfill their responsibilities and fail when they fail to tell business what rules are in the public interest, as it was never in the first role of business to protect the public interest. That the European Union has simply followed the US in this has created a problem for both the US and the European Union of deviating from what plain Americans or Europeans see as abundantly clear.  Even in plain dollars and cents business and economists fail to grasp the true cost for the whole country or whole people compared to the benefit for an individual or an individual company. The cost of wars even small wars can be be trillions of dollars which are borne by the whole country or people, and most of it by the middle and less economically well off classes in a country. Creating a belligerent competitor in world affairs and the risk of conflict and war is to lose trillions of dollars when the benefit to an individual, groups, or individual companies is no more but a tiny fraction of that trillion dollar cost, not including what all the plain people pay in human lives. It is not that anyone benefits as the people in the belligerent competitor country follow the same pattern of loss that would happen in the US. One should ask is it not a loss for China also? The example of Imperialist Japan is not so far off in time for Americans or Asians including the Chinese and Japanese people who suffered so greatly to forget. Business remains oblivious to the public interest not just for America but for the world, individual companies do not see it as their role beyond that of pursuing individual company interest. Is it not then for the government to set the rules. Is it alright for government to not fulfill its responsibilities? Even when this pushes the world faster to into conflicts as technologies take the place of exercise of wisdom in conflict, and even when there are unmet challenges such as climate change that affect the whole planet.  ...
