Der Spiegel has this interview with Robert Habeck, Economy Minister of Germany, on how Germany will cope with a step by step cutoff of oil and gas supplies from Russia in winter 2022. Habeck says this is likely to happen. Der Spiegel ask Habeck questions about the various actions Habeck is taking to get Germany through this winter. This includes bringing back coal plants that were being phased out, plans for industry to pass on gas that it is not using, setting priorities for homes over industry where possible, providing aid to people with low incomes who cannot afford to heat their homes this winter. Habeck calls for greater efforts for conservation that can reduce gas consumption by 10% with simple steps such as shorter time in the shower,  setting the thermostat down by 1 or 2 degrees in winter, using air conditioning less often, cooking in a way that uses gas efficiently, increasing insulation in the home, better distribution of air in the home, and so on. How much time does Habeck spend in the shower- less than 5 minutes. He leaves home by 7 and gets back late at night after work. Does he think Germans have the grit and determination to meet the challenge Putin is posing of creating disaffectionmnin German society through first gas prices and then gas shortages this winter? Habeck believes Germans can and will respond in a way that takes Germany through this winter and through all the threats Russia under Putin is posing. ...

Germany's Economy Minister Robert Habeck says Germany has plans to almost completely end Russian energy imports by the end of the year. For this to happen Germany has to make extensive progress in cutting oil imports in a short time. By the end of summer the Russian energy imports will be cut by half. The effort is significant because before the invasion of Ukraine Germany received 50% of its coal, 55% of its gas, and 35% of its oil from Moscow. Coal deliveries will end by the end of autumn. 

Habeck confirmed that current contracts with Russian companies to import energy will not be renewed. He also confirmed that Russian gas deliveries will take longer to be stopped- not till mid-2024.

Robert Habeck Economy Minister proposed a plan for putting a cap on domestic heating and a gas incentivizing scheme for industry. Under the scheme industrial customers who reduce gas consumption get paid by the government. Under the new government of Chancellor Scholz in Germany, Robert Habeck of the Greens will head a new expanded Economy ministry that also covers climate and energy policy, his ally Annalena Baerbock will head the Foreign Ministry. FDP leader Christian Lindner will head the Finance Ministry. Mr Scholz favors closer fiscal support for Europe as he plans to modernize the German economy and continue major support to European economies.

A partner in his own law firm, Scholz was mayor of Hamburg between two jobs working as first minister of labor and social affairs in 2007-2009 and vice chancellor, finance minister in 2018. It is as finance minister that Scholz pioneered the new approach of Germany to help massively other countries in the European Union in facing the pandemic with shared debt and public finances.

On foreign policy the new German government of Olaf Scholz seeks to build a stronger European Union. Scholz will also follow a policy of close ties with the US. On relations with China Scholz has not stated much. Greens party foreign minister Baerbock's views and Scholz's views suggest a close relationship with the US - a call with president Biden will follow visits to Paris and Brussels. Scholz says "It is now clear what binds us together," referring to democratic values.

This BBC report shows how much has changed with Germany's erstwhile leaders. From 1998 to 2005 Mr. Gerhard Schroeder was head of the German government. His ties with Russian leaders and Gazprom have led to severe criticism in Germany. He survived an effort this week to remove him from the local chapter of the Social Democrat Party. He now faces a loss of his office and staff and other privileges in the German parliament. The Budget committee of parliament says "he no longer upholds the continuing obligations of his office," says this report. Mr. Schroeder has filed a suit against the German parliament in the Berlin Administrative Court. This BBC report shows how things are changed in 2022- Merkel, Schroeder, Steinmeier and other politicians of the Christian Democrats and Social Democrats face intense public skepticism of their role in a situation where Germany faces a cold winter with gas rationing. It is the Greens with Robert Habeck who are faced with the hard work of finding the energy to meet the shortfall and to build back on renewable energy to fight climate change. In the winter of 2019 she was supported by a huge 97% of delegates at the party conference, with Habeck getting 90%. She has an advantage in foreign policy issues with her education in England at the London School of Economics, where she studied for her Masters degree in International Law. She speaks fluent English, rare in German politics. Baerbock spent 1 year in the US when she was only 16 years old. Very useful now with changes in Europe, the US and India. Boris Johnson in Britain, Biden in the US, and Modi in India, all speaking English.  She has spoken up against xenophobia, and being from Potsdam in the east is able to understand issues facing East Germany. A big change Baerbock says happened in 2019. Then she and Habeck decided to open up the Greens to become a big tent party that welcomes people from all sides. This was a smart choice at the time as Germans moved away from the two main parties- the SPD and the CDU. Dismay from the Schroder years when working class issues were ignored, and dissatisfaction with the Merkel years when investments in infrastructure, social care, health, education were neglected.  AfD support has stalled with the end of the migrant crisis and immigration no longer an issue. Baerbock says today of that 2019 party conference- "What we knew then was that we wanted to open our party up, that we wanted to make policies for a broad society: inviting and with clear objectives. Here today I want to make an offer, for the whole of society, as an invitation to lead our diverse, strong, rich country into a good future." Key changes that could happen in Germany in 2022- Phase out of coal powered energy by earlier date than 2038. No support for increased defense spending. Yet this is not likely to be an issue with the new American Biden administration. Infrastructure and vital investments in health and education would become a top priority similar to the US, UK and India. Careful policy coordination by Germany with the US, UK, France, India and Japan, and other EU nations, as the world shifts into a period in which lessons learned from the pandemic and the last three decades lead to renewal of supply channels and renewal of societies.   ...

Annalena Baerbock, 44 years, of the Greens is Germany's nominee for president of UN General Assembly in 2025. She was nominated by chancellor Scholz. As a leader of the Greens and in the coalition government of chancellor Scholz she has tried to show that Germany is a modernizing nation and innovative more than is seen in its political class. As one of the youngest politicians she has presented Germany in a new way as a young face for Europe. DW.com shows the evolution of the Greens as a party since the 1980's. Baerbock joined the Greens at age 25, four years later in 2010 she was head of the Brandenburg state section of the party, becoming a board member of the European Green party. She is still only 44 years old. She studied public law and political science in Hamburg, and gained a Masters degree in international law at the London School of Economics, one of Germany's first leading politicians to study in Britain. She started studies for a Doctorate at the Free University of Berlin, which she left in 2013 as she was elected to the Bundestag. By 2021 Annalena Baerbock was with Robert Habeck co-leader of the party heading into the general election. At one point the Greens were polling 5 months before the 2021 election at 27% with Annalena Baerbock running for chancellor against Armin Laschet of CDU and ahead of the CDU by 3 points in Sonntag poll. The emergence of the Greens Party in Germany as a party that could govern at the federal level. In Baden-Wurttemburg, a western state with many large companies, the Greens emphasized foresight and pragmatism to win the election. Analysis by ARD broadcster suggests 145,000 voters from CDU migrated to the Greens after corruption scandals led to resignation of CDU members in the Bundestag. One of the problems The Greens face is the relative youth of leaders at the federal level. Robert Habeck is 51 years and Annalena Baerbock is 40 years.  For Angela Merkel who retires in the autumn, and the CDU with its new leader Armin Laschet, the results are a bit of a shock. The CDU gained about 24 to 28% of the vote in 2 state elections. The SPD socialist party was at about 16%. So that the 2 parties that governed Germany since 1950 are combined now at about 40%-42% of the vote.  New coalitions will be formed in the future that include The Greens as a major political party. SDP's Scolz clearly welcomed this idea saying that it is now possible to form a government without the CDU. For Germany the coronavirus years 2020-2021 mark the beginning of a new period that may no longer include the CDU or Merkel in government. Popular fatigue with the Christian Democrats and search for new alternatives for Germany now make a new Greens led coalition a distinct possibility. ...

Almost all parties lost points in the poll for Bild Am Sonntag and the Greeens gained. Coming at a time when the German public is weary after the eurozone financial crisis, the migrant crisis and now the coronavirus pandemic Annalena Baerbock brings a fresh approach to issues in Germany. Her call for a broad tent and the solidarity in the party with co-leader Robert Habeck are getting a good response from the German people.  Greens are ahead by 2 percentage points to 28%, CDU/CSU down by 2 points to 27%, SDU down by 2 points to 13%, AfD and Left Party both down by 1 point, AfD at 10% and Left Party at 7%. The direction Germany is moving is now clear. The Greens polling as the second largest party in Germany have a good chance of forming the next government in a coalition with one of the other parties the CDU or the SPD. Policy will shift to invest in the environment, health, education, social care, digitization as the Greens will have a leadership role. This was neglected in the Merkel years with the financial crisis in the eurozone limiting investment and only shifting public perceptions with the pandemic. Annalena Baerbock, MP from the eastern city of Potsdam, is elected as the new leader of the Greens party. She could be the next chancellor to succeed Merkel in elections on September 21, 2021. Baerbock and co-leader Robert Habeck 51, are together the leaders in the Green party going into this election. Baerbock has a masters degree in International law from the London School of Economics. She is respected by German business leaders and chancellor Merkel. By contrast the CDU/CSU is divided today with no clear direction for the future. The SPD, the party of Willy Brandt, still comes in third with only about  fifth of the voters favoring it. Years of neglect of its working class base during the Schroeder administration has led to the SPD playing a less significant role. This leaves the Greens in a favorable position with climate change becoming a major issue in Germany and the shift to renewable energy underway. Neglect of digitization, education, healthcare and social care under Merkel now offer German voters an opportunity to vote in a government that cares about this. ...

NATO's new guiding document and security concept now includes China for the first time as a shared security challenge. In the past there were concerns about China yet Germany and France continued economic engagement with China as before. The clearly worded statement by Xi Jinping and Putin expressing strong disapproval of a world in which the US and the EU play a prominent leadership role, made just before Russia launched its attack on Ukraine, has changed the sentiment in Europe. It is now becoming clear to Germany that the world has changed.Under Merkel Germany expanded trade ties with Russia on energy and with China as a major trading partner. The first steps are now being taken to decouple the trading relationship with China and restructure Germany's trade away from China towards other parts of the world including India, Vietnam and other Asian countries. Mr Scholz pointed to this needed shift during the Trade Fair in Hannover. As part of this shift NATO now sees cooperation with Indo-Pacific partners Australia, Japan, and South Korea and India essential for meeting the challenge of Russia today and of China over the long term. The NATO document says about China that "its stated ambitions and coercive policies, challenge our interests, security and values." Here are some of the ways the world has changed today. There are new administrations and newly elected leaders in the US, Japan, South Korea, and Germany. The new administrations are led by leaders in Japan and South Korea that are keen on working hand in hand with the US to meet the challenge from China. In the US president Biden seems determined to build up America's strength to meet any challenges China can pose. In Germany the administration is run by the SPD socialists with the Greens and the Free Democrats coalition. The Greens led by Robert Habeck and Annalena Baerbock have taken a strong position to face up to Russia's invasion in Ukraine, and Mr. Scholz is following step by step and has distanced himself from old SPD and CDU policies of  Angela Merkel of close commercial ties with Russia and China.  Indian prime minster Modi was a close partner at the G7 conference in Munich, Germany.
