Considering the 15 comments on the Penn Station Rebuild the public has lost interest in forever building project for the dinghy building that is the home of transportation in New York City. The latest is that the federal government has taken over at the urging of NY Governor Kathy Hochul who persuaded DJT to do it. This means state funds of $1.3 billion will be saved and DJT asserted federal authority over the project with Amtrak as owner of the Penn Station planning this out. Construction will begin in 18 months at a cost of $7 billion. The previous estimate was $6 billion. A similar situation is seen for the dilapidated bridge in Baltimore that took years to get the project off the ground as one plan was ditched for another 3 years after the bridge disaster. At this rate the bullet train projects between Ahmedabad and Mumbai will be repeated across many Indian cities before Penn Station is rebuilt, before Baltimore Bridge is rebuilt.

Why no new infrastructure building plan is in place in the US for decades as China, now India build new infrastructure every day with a Master Plan. The Francis Scott Key Bridge collapsed in March 2024 in the Baltimore, Maryland area. There was much hand wringing at the time and president Biden also stepped in with help. The Washington Post says 2 years later no plan is in place to build a new bridge. The cost keeps going up from $1 billion to $1.9 billion and up again to $5.2 billion, with the dates shifting 2028 to 2030. Maryland received $2.6 billion insurance payments for the damage to the bridge by a ship, yet the project is stalled in disagreements with different parties involved. Even in the streets of New York, the pedestrian pavements in Brooklyn and other places are so dilapidated but no one seems to care. Suggesting that New Yorkers are also numb to infrastructure being bad as it is, just as Mumbai residents were in the old days before infrastructure became a daily priority in India in recent years, following China's example. ...

Local government elections in the Mumbai region show a strong win for the BJP party running the Federal Government  under PM Modi in City of Mumbai and cities of Nagpur, Pune and Pimpri, with about half of the seats contested won by the BJP Party. Key to winning the election is the voter trust in the Vikshit Bharat goal for a Modernized India by 2036 and 2047 in two phases. This is likely to influence the elections in West Bengal State that are coming up in April 2026 with the city of Kolkata. PM Modi opened several Rail projects for West Bengal and conducted rallies in the state which is governed by a party that has not worked to industrialize the state for two decades using a local linguistic and regional identity to win elections. Vikshit Bharat is likely to come to West Bengal as it has to the Mumbai region, giving the Federal Government run by the BJP Party an opportunity to form local governments and state governments that cooperate with the Federal Government of PM Modi. These 2 regions the Mumbai and Kolkata regions are the last regions that have fought central modernization efforts and promoted politics that are conducive to mismanagement and corruption, clanish arrangements for the 2 states Maharashtra and West Bengal. For India to compete with China, to catch up with China, and fulfill the hopes and aspirations of 1.4 billion people this is one more of the missing pieces that is being put in place for Vikshit Bharat. Seen from Europe and the US it shows how big the visit of Merz and the Modi Merz Kite Flying effort in Ahmedabad recently means for India as well as US and Europe. Merz has chose India as its leading partner, Germany has chosen this road, with lasting confidence in Modi's Vikshit Bharat effort for 2036 and 2047. ...

The project is being expedited with the federal and state governments completing land acquisition and covering extra costs of the project. This was one of the projects coming out of meetings and close collaboration .between Modi and Shinzo Abe of Japan. The cost estimated at 1.1 lakh crore is financed for 81% of cost by Japan's JICA through along term loan. Some of the engineering work may be completed by Indian engineering firms to reduce the cost. Delays mean the project cost will increase and some of the cost can be adjusted by doing some of the work through Indian firms under Make in India. The speed with which GST revenues grow in India will determine the pace of industrial development, infrastructure building, and exports growth in India. It is the main source of government revenues and plays a role similar to what land sales played in China's rapid development over two decades.  States that generate the maximum GST reflect the industrial and commercial activity of the state in the overall context of India's growth. This is why Maharashtra with the commercial capital Mumbai plays an important role with Gujarat and its commercial capital Ahmedabad. Both states formed the industrial core of the country under the British Empire as one state called Bombay state. Maharashtra today makes up 15% of the country's GST revenue with Gujarat coming in close to Karnataka at third. Maharashtra at 2.7 lakh crores for 2022-2023, Gujarat at 1.1 lakh crores and Karnataka at 1.2 lakh crores. Karnataka has the IT capital of India in Bangalore now called Bengaluru. The compound annual growth rate of Maharashtra is 12.3% for the five years to 2022-2023 and for Gujarat 11.8%, Karnataka 11.7%. During the last year Maharashtra GST grew at 24%. National compound annual growth rate for GST tax collections is 11.3%. These states all have state and federal governments aligned for maximum effort in infrastructure and logistics development through allocation of capital, land, human resources, and other inputs. Tamilnadu comes next with 11% growth with the state capital of Madras or Chennai. These were the main commercial centres under the British. Bangalore emerged after independence in 1947 as the center for IT industries. To repeat the kind of development acceleration seen one after another in Japan, South Korea and China, and learning from their experience particularly the climate change and pollution negative aspects of the Chinese experience, India needs the accelerated growth at these rates for GST to finance growth in investments. It also needs to increase the quality of these investments by paying attention to negatives such as pollution and climate change through government regulation of activities that create these negative aspects.  ...
