New York La Guardia Airport is totally rebuilt with $8 billion renovation. The airport is half way through renovation, Terminal B is halfway finished. It should be completed by Spring 2022. One concourse looks out over Flushing Bay. 

New York La Guardia was for a long time probably the most hated airport in America. Now passengers getting off the plane at la Guardia even think they are at the wrong airport. The pandemic actually made construction easier with more space to work in.

Whats behind the surge in delayed flights in the past year. With the New York, Newark, Philadelphia area hardest hit, especially La Guardia airport. Passengers and the airlines have become so used to the advantages of smaller planes and with Congress mandating a phase out of slot requirements which were eliminated at Kennedy airport, there has been a tremendous increase in smaller planes providing direct service to smaller towns and cities, such as La Guardia to Madison, Wisconsin. The addition of a 37 seater plane for a new American service from La Guardia to Flint, Michigan shows that this has gotten out of hand, because la Guardia is one of the worst affected airports, with chronic delays even before this. For the year 2007 ending May smaller planes flights increased 85% over the previous year into Kennedy and they are more likely to be filled. 75% of the flights between Toronto and La Guardia are on planes with less than 100 seats, with 20 such flights alone competing for runway space. When all these flights from all parts of the country enter the east coast cities its like entering a 2 lane tunnel to get to places like New York, with the additioal problem that delays in New York cascading into delays alll over the country, as these delays affect other flights....

The merger of US Airways and American Airlines moves ahead after an antitrust settlement with the U.S. government with only limited concessions by the two airlines. As part of the settlement the newly merged airline will give up slots for 17 daily round trip flights at La Guardia airport in New York (a 7% reduction in departures) and 52 round trips at Reagan National in Washington DC (a 15% reduction). This is expected to increase competition from lowcost carriers at these airports. Overall the deal is a good one for the merged airlines as it still keeps most of the profitable routes at these airports and also keeps most of its flights intact- affecting only 112 of 6500 daily flights. The two airlines conducted a strong lobbying effort winning support from 8 big city mayors, 183 members of Congress and with support from 100,000 mostly unionized employees.

The Justice Department focussed on two airports Reagan National in Washington D.C. and La Guardia in New York in its antitrust settlement for the merger of U.S. Airways and American Airlines. As Gara points out the combination does not change the situation by much at other airports letting the Justice Department reverse an earlier postiiton that the merger would limit competition and increase fares for consumers.

Southwest started flights to New York's La Guardia and Boston's Logan airports in 2009 but has cut service on other routes. It is cutting capital expenditures in half 2009 and recently cut flight capacity by 4%. It has locked in 40% of ts fuel needs in secon half 2009 capped at $71 a barrel, and 30% of its fuel needs for 2010 at $77 a barrel. The new contracts allow it to use planes as collateral withcounterparties.

Give credit to their dedication and all the hard work and the motivation and planning to Chinabut still ask the questions about what we should do here in America and what countries like India have to ask what they should do and go about doing it. China will have its own questions and problems to think about too as it has to figure out what their best allocation of capital will be, what their policies should be from the birth rate and demographic changes, to the environment, and to ways to bring the rest of the country and farmers into the picture and see that the gains from now on reflect the imbalances in growth. The country building the latest infrastructure will always have the latest infrastructure and that will be the next country around the corner with the capital and energy to do it, the USA or India or Russia or some other country. The real progress is in the quality of life, of health and the resources for living productive healthy lives for most of the inhabitants of any country or region and that goes beyond politics or nationalism or rivalries or vested interests of groups of people, as it depends on learning from the best that every productive mind anywhere in the world or any productive place anywhere in the world has to offer. And the thing about this is its never a goal only because in a true sense the road well travelled is the destination for this kind of progress. ...

The BBC's Soutik Biswas takes a look at prime minister Modi as he seeks a second term in India's general election in May 2019.  Modi's first term is marked by exceptional development schemes, efforts to provide health insurance to 500 million people who cannot afford health insurance, bringing cooking gas cylinders to hundreds of millions of Indian women especially in rural areas, efforts to jumpstart building of infrastructure projects such as airports and metro subways. A new law for GST brings together the country with one tax instead of a hodge podge of state taxes for interstate commerce, something India needed for a long time but different governments failed to implement. A failed effort to fight corruption by removing from circulation large denomination currency notes reduced economic growth briefly during the first term, though it may have accelerated the shift to formal economy needed in the long run to improve tax revenues for development needs. One of the problems for the Modi government is how do you put a value on something like Swach Bharat Mission, the achievement of the goal of defecation free India in 2019 by 100% on the 150th anniversary of the birth of Mahatma Gandhi, getting rural toilets up from 38% to 100%. Development had to start from the bottom up. Similarly in a country where middle men took up a lot of the transfer to poor families of government assistance- the delivery to hundreds of millions their own bank accounts.- how do you put a value on something like this, but it is essential for development from the ground up. More than missiles or other talk this has got to be the spirit of any development oriented administration in India. Ground up, big goals and rapid delivery and an apology for the difficulties that the people suffered earlier for lack of this infrastructure. For both China and India it is the same - moving quickly to make up for 100 years of colonial rule and stagnation. The Modi government has responded to rural farmer distress with support for guaranteed crop prices. As more young voters vote for the first time an important factor is how the new voters see the years ahead under either a government led by the BJP or by a patchwork of parties as the previous ruling Congress party depends on alliances with other parties with conflicting agendas or lack of rapid development agendas. The Modi government sees itself as setting the stage for the next phase of development that would change the economy through new infrastructure development and create jobs in construction and engineering, and other areas. The criticism is that not enough jobs were created in the first term. Yet bold infrastructure development targets such as transformed the Chinese economy could be the answer for job creation. The question then is who is better qualified to launch that effort based on its track record. The Congress party's main criticism is that it has to make alliances with parties that could stall development with conflicting agendas. The other is that in the the 2 years leading to the election of Mr. Modi the Congress led government of Manmohan Singh was stalled due to corruption charges, leading to a lack of decisionmaking at the highest levels, and stalled efforts for the rapid development that could deliver the kind of jobs India needs.  Young Indians would like to see growth first and foremost, only something rivalling China's transformation over 2 decades can do this. It should be kept in mind that China poured more concrete in the 21st century so far than all the concrete the United States poured in the 20th century, according to The Guardian report. The question then is who is best qualified and in a position to deliver this needed economic miracle.    ...
