Reggio Emilia and support for early childhood education attracts Princess Kate to make a visit to Italy in May 2026.  "Ciao Kate," nice public greeting for Kate in Reggio Emilia, Italy, welcoming her after cancer diagnosis and recovery.  This is the town where the Italian tricolor flag originated. It is also a town with a strong tradition of support for public services and education. Kate wants to create a global conversation on early childhood education. This is an important idea and part of the concepts behind the Movement for Global Literacy in Lyrarc. Literacy for a child in China is not much different in its basic idea from that of a child in Britain, India, Italy or America. And reading, knowledge of the outside world forms a critical part of this early education, little concepts that are built into larger concepts of the world.

Coal is making a comeback as many countries in Asia are bringing back coal units following LNG shortages. Impact of Hormuz shutdown- 40% increased use of coal in Korea, coal units reactivated in India, and put on standby in Italy. Italy delays phaseout of coal to 2038. Coal is a reliable fuel in this period of Hormuz Straits shutdown. Much of Asia's LNG comes through Hormuz. Use of coal in the US shown here in graphs which in a second explain why the DJT administration and Republicans say it makes so little difference what the US does in coal for climate change when China and India make up 90% of the use of coal. Consider what these charts show- use of coal in 2027 in the US is 331 million metric tons vs 1422 million metric tons for India, almost 5 times the US coal use happening in India. EU is 244 million metric tons. But wait the Chinese number is much much larger than India's - 5005 million metric tons used in China in 2027. India's coal use alone is 3 times that of the EU and the US combined.  China's coal use is about 10 times the coal used in the US and EU combined. And when one compares US+EU use of coal to India + China coal use - India and China used in 2027 13 times as much as the US and European Union.  Which is why because cutting coal use also impacts communities hit hardest by the Elites of America (Bush+ Obama) shipping out its whole manufacturing base to China. These communities get some relief from these same Elites policies that shut down all coal plants, instead of using a carefully structured wind down that allows some selective use of coal plants which are cleaned up for emissions, and pushes China to do more. Small cuts in coal use in China which has benefitted from our Elites shipping out the national manufacturing base of the US to China, would make a bigger difference than large cuts or total shutdown of coal plants in the US, where the communities impacted are in the rural parts of America that have lost factories and jobs such as in Pennsylvania due to Bush and Obama policies of looking the other way to deindustrialization of America. ...

World War II with Tom Hanks review- good for new generation of young people who have not seen Saving Private Ryan or documentaries made in ,the 70's. There are too many talking heads and not like in the 70's when survivors could give live accounts of what they saw, as they are dead by now. There is good new video footage.  Yet the war is of epic proportions on so many fronts, 20 episodes barely touch the major events of WWII, not to mention the events in Asia and Japan, the events in North Africa and Italy. Each of these areas has separate books in the work of Rick Atkinson who worked on it for a decade. Atkinson is interviewed by Rubinstein on C-SPAN showing that there is new interest in what happened in World War II. For the Asian side of the story the story does not start in 1939, the Japanese invasion and occupation of China is shown from the days after 1914 through the story of Gen. Joe Stilwell who is the American who for half a century to 1945 was America's main representative in China, and Franklin Roosevelt's and America's commanding general in China in the fight against the Imperial Japanese Army. The empathy of Stilwell for the Chinese people and his willingness to risk his life to help is simply amazing- and is something to take away from this book by Barbara Tuchman. There is a lot that America can be proud of in creating a rising tide in Asia that has lifted all boats. ...

Italy is investing the $225 billion of EU funds to modernize its economy under Mario Draghi. Draghi has shown in his first year that he can spend the funds wisely and invest in areas of the economy that need investments most. In the past year he has tackled problems including the slowness of the judicial system, modernizing an inefficient bureaucracy, and liberalizing wide parts of of the services sector. Draghi plans to invest EU grants in digital and physical infrastructure, education, environmental protection, and other needs for the long term. Before being chosen to lead the government Draghi was head of the Italian Treasury and central bank. He then headed the European Central Bank helping southern European countries tackle the debt crisis at a difficult time when Germany under Merkel pursued strict austerity policies and insisted on these policies for all eurozone countries. This report in WSJ shows the prevailing opinion in Italy is strongly in favor of Draghi staying on as prime minister till 2023 because of the confidence people inside Italy and in the European Union have in his leadership and discipline for making the investments to modernize Italy. Draghi told school children in Rome that "the most important thing is what you are doing right now," showing he understands the importance of providing Italy with the leadership it needs today.  ...

The lessons from Italy, the epicenter now of the coronavirus pandemic, are clear- act early and decisively, impose quarantines and lockdown quickly to prevent intermingling. These steps need to be put early, with absolute clarity, and strictly enforced. This report in the NYT shows how decisive action early is the only way to prevent the crisis from becoming a large one that threatens the health system and millions. German states such as Bavaria and others now have a $25,000 euro and some have jail time. Singapore has jail time and fines for violating the stay home quarantine orders which it imposes after contact tracing. Taiwan has similar measures. Enforcement and strict control are part of the tools that have worked in these places and in China, South Korea.  Britain has still to close flights from Iran, Italy, which The Times reports on March 20 are still landing at Heathrow. This is after the U.S. weeks earlier banned flights from China, Iran, Italy, and last week from Europe after EU nations failed to take action early.  ...

This sets up a clash with the European Union over rules for deficit after the European debt crisis. Her Brothers of Italy party has links to 1930's Italy, which Meloni is attempting to transform into a modern version that speaks for mothers, the Catholics and Italy. The analysis in BBC says this government could last only as long as it retains the support of people as governments have changed so quickly in Italy. Federico Chiesa scored by improvising in a brilliant way for Italy to help Italy win 2-1 in overtime against Austria. His father scored at Anfield in Euro 96 against the Czech Republic. The other goal was scored by Matteo Pessina with an assist from Andrea Belotti. Italy continued to "hang in there, and have self-belief" as they faced difficulty throughout the second half. Both goals were scored in the first overtime of fifteen minutes, with both sides scoreless in the first 90 minutes. Chiesa's goal was similar to Gosen's for Germany, one in which younger players stepped up their game.

How quickly things can change - Italy is now growing faster than Germany or France. The construction industry is booming with energy efficient home renovation. The superbonus 110 is a payment by the Italian government for energy efficient housing improvements. The government pays 65% of the cost to homeowners making better energy efficient renovations plus 10%. As introduced by the Five Star movement government it was 100% plus additional 10%. Giorgia Meloni's government lowered it to 65% from 75% in 2023. This has boosted the construction industry in Italy and revived Italy's growth where it is growing faster than France and Germany. Germany is seeing about 0.3% growth compared to 0.7% predicted by OECD for Italy in 2024. Giorgia Meloni the new Italian prime minister, after Mario Draghi a central banking official, has continued Draghi's policies and provided a measure of stability and leadership to the government.  Much of the capital comes from the $216 billion or $200 billion euros that will be given to Italy from the COVID Recovery Fund. France and Italy are imposing strict rules for their lockdown and tougher enforcement to control spread of coronavirus. India has imposed a quarantine, a total ban on leaving the home with a televised address by prime minister Modi that set a 21 day lockdown period. Modi said "if the pandemic cannot be managed in 21 days it would set India back by 21 years." 

Fines of $3000 euros are imposed in Italy and cars seized by the police. A special form has to filled out in Italy showing where one is going and checked by police if leaving the home. In France one needs an Affidavit of Movement by Special Dispensation is a filled form required for everyone outside the home. All open air markets are closed in France and drones are used to warn people outside.

All domestic and international flights in India are stopped. All domestic passenger trains and bus services in India are also stopped.

Italy's political scene is fragmented with two far right parties one the League under Matteo Salvini with a base in the north and the other called Brothers of Italy, under Giorgia Meloni with a base in the south. In Italian politics of the last decade popularity of a party lasts on the right or the left remains for 3-4 years before fading. In sequence after the fading away of Berluconi's party, voters swung to the socialist party, then the party of Beppe Grillo a comedian called Five Star Movement, followed by the League and Salvini on the far right, and now Brothers of Italy. At no time is any such party having at the height of its popularity having more than 20-25% support. Brothers of Italy under Meloni is the newcomer with 23% support mostly in the south, Rome, Palermo, Sardinia.    Brothers of Italy is different from Salvini's party as Meloni is staunchly pro-EU and supports Italy taking a strong stand on Ukraine. The withdrawal of Salvini from the national unity government led by Mr. Draghi, former head of the European Central Bank, and formed during the pandemic, led to its collapse last week. Meloni benefited by being the main party in the opposition during that time, so that it is not clear that if she forms a government after the September election whether Italy will still have a stable government. The difference between Salvini's League with connections to Russia and Meloni's EU positions means far right politics is itself fragmented and the socialist parties are within a point of the Brothers of Italy. Mr. Berluconi's Forza remains a fringe player with 8%. With 200 million euros of EU assistance Italy decided to form a government under Mr. Draghi in a kind of national unity government during the pandemic so that these funds could be managed effectively, and to tackle pandemic related problems. Some of Meloni's appeal may come from broadening her appeal by policies that support nurseries and mothers, the family, and from her working class background in Rome at a time when the pandemic has created serious economic problems for families. Like France Italy is divided with Meloni playing the kind of role Le Pen has in France of being for working class yet facing competition for working class votes from the socialist parties that are close rivals for support. The Five Star and League parties in northern Italy have their own local support base. ...
