Declan Walsh's article published on May 19, 2013 in the NYT, was written and reported before his expulsion by the Interior Ministry of Pakistan. It surely must rank as an exceptional piece of journalism and possibly the best that has been done on Pakistan in the U.S. media for decades. Walsh focusses on the Pakistan Railways once part of the British Indian Railways which pulled together all of South Asia from Burma and the Afghan border to Ceylon, an engineering feat accomplished by the British which integrated India (and Pakistan) into nation states. He takes a cue from the India patriot Gokhale's advice to the the young Mohandas Gandhi to travel by rail to see India, its agricultural interior and small towns. Walsh rides the Awami Express from Peshawar near the Afghan border to Karachi, in Sindh province. Along the way the train passes Sukkur, crosses the Indus river, reaches Lahore in the Punjab province, and makes its way to Hyderabad in Sindh province near the Thar desert and India. Walsh stops at each point to talk with railway personnel, describes passengers, and the changing terrain. The strains on the society from extremist violence, the lack of investment in the railways, corruption, and railway ministry officials who diverted resources away from the railways, are described in detail, showing how conditions have deteriorated in the railways to this point. It also focusses attention on the need to modernize and rebuild Pakistan's railways. In China and in India railways play a huge role in the life of the common man, providing the major means of transportation and freight links for these large developing countries. By pulling freight business away from the railways and shifting it to businesses outside railways, a critical source of revenue was take away by a rail minister in the Musharraf government, which needs to be reversed. In the U.S., China and India rail freight business is a key part of the railway companies. There is a sense of despair in the railway people Walsh talks to, but his account also spells hope by bringing this to the attention of the outside world, to the public in the U.S. and Europe, even Japan, that what Pakistan needs is new investment, help with infrastructure. It sends a message to the new government to gird itself for the difficult tasks ahead to win the confidence of the people of Pakistan in a way that has not been done in the past. Falling behind is then both problem and opportunity in a modernizing world with new technologies that can transform the landscape....

Ashwani Lohani, head of the Railway Board for Indian Railways says the bullet train is creating a paradigm shift in how people travel in India. That the distance from the city where Mahatma Gandhi had his Ashram to Mumbai is covered in less time than it takes to travel by air is a huge shift for India. Some media reports have incorrectly stated that the money used for the bullet train could have been used for improvements to the railway system. Lohani says it is important that people understand that the money for the bullet train is coming from Japan and would not be available if the bullet train was not built. It is also at interest rates of 0.1% and a moratorium period of 15 years making the loans almost free. The advantage of the project is also that it has a demonstrative effect showing that a lot can be done in bringing Indian Railways into the pattern of rapid rail travel prevalent in Europe and now in China. China has shown the way by developing its rail system and also developing the technology for bullet trains using Kawasaki technology from Japan and building on this. It is imperative that India do this and modernize its own system. This is an aspect of infrastructure also that has a massive impact on people's lives. When trains can travel at bullet speed between city centres in India it also creates a new energy for bringing the rest of the system to higher technology standards.     ...

Prime minister Modi's 5 commitments to get closer to net zero by 2030 will require making ambitious efforts starting from 2021. Modi cited Indian Railways as an example to be followed by the rest of industry and transportation, and homes, for the conversion to clean energy. Indian Railways, he told the COP26 conference, had set ambitious goals to achieve net zero emissions by 2030, cutting carbon emissions by 60 million tons from the 1 billion tons reduction of carbon emission Modi promised by 2030. The ambitious 2030 target of 500 gigawatts of renewable energy, mostly solar using new technologies, is another promise.  This Bloomberg report looks at India's energy mix today which is 44% coal, 25% oil, 6% natural gas, for a total of 75% fossil fuels, and the promise of 50% fossil, 50% renewable and other non fossil fuels hydroelectric, nuclear, that Modi made at COP26 Glasgow. Just as US and Europe, Japan, China have huge challenges ahead to make a massive transformation in record time, India faces the equal need to think clearly and embrace new technologies with speed and scale, and make the investments early for transformation. This is good for India to take on the challenge and venture out to seize the opportunities in new technologies that transform whole industries and a way of living that must be left behind. ...

The Indian prime minister's choice for heading Indian Railways and the IT Ministry is similar to his choice of Mr. Jaishankar for the Ministry of External Affairs. He selected a person with the drive and conviction as well as the experience to tackle the important job of modernizing Indian Railways so that it provides the convenience and access that is seen in Europe with new investment and advances in technology. The 50 year old Vaishnaw is from Orissa, yet grew up in Jodhpur where he attended engineering school, before doing M Tech from IIT Kanpur. He had an all India rank of 27 in the Indian Civil Services exam. In 2003 he worked as Deputy Secretary in the prime minister's office when Atal Bihari Vajpayee was prime minister. He was private secretary to Mr. Vajpayee in 2004. He then studied for a Masters degree at the Wharton School of Business, University of Pennsylvania, and worked for General Electric and Siemens in India in transportation related projects. By 2019 Ashwini Vaishnaw had caught the attention of the Indian prime minister as a capable administrator with a can do attitude in India's modernization efforts. He was nominated for the upper house of parliament. In 2021 July he was appointed to lead 2 important ministries - railways and IT. His first action in the first 48 hours was to ask senior officers in the rail ministry and IT ministry to work two shifts alternately from 7am to 3pm, and 3 pm to 12 midnight so that work can be pushed forward that needed to be done in great speed for modernization. Delivering on the vision of the prime minister for modernizing the country is now the task of this ministry and Mr. Vaishnaw. ...

A 7 year redevelopment project is taken up for the Dharavi slum part of Mumbai between the Dharavi Redevelopment Authority and the Indian Railways. The Deputy CM of Maharashtra Devendra Fadnavis and Union Minister of Railways Ashwini Vaishnaw signed the agreement for handing over by Indian Railways of 47.5 acres of land in Dadar for the Redevelopment. Dharavi is Asia's largest slum cluster home to 58,000 families and 12,000 commercial businesses. Cost of project keeps going up from 4000 crore in 2004, to 28,000 crore in 2022. The State government is looking at a joint venture where the lead bidder for the projects- with Maharashtra government inviting global tenders- will take 80% of the stake and 20% will go to the state government. The bidding ends October 31, 2022, and the Adani Group is one of 8 bidders.

Arvind Panagriya, Prof. of Economics at Columbia University, points out the key initiatives of the Modi government in its first four years which will show results in future years for development of the country.  He mentions the Swachh Bharat Mission and cites results that show rural households with toilets are now 84% up from 38%.  By 2019 the whole country will be defecation zone free on the 100th anniversary of the birth of Mahatma Gandhi. The Dhan Jan Yojana DJY accounts opened for rural households are up to 316 million. Aadhar cards for identification are up from 650 million to 1.2 billion. The Aadhar and DJY work together to enable direct transfer of benefits to poor households, eliminating the leaks in benefits transfer and ghost accounts of the period since independence in 1947. Not mentioned by Panagriya is the Health Insurance scheme for lower income households that enable families to survive a sudden medical expense that could put them in dire straits.  These efforts work in a way to change India from the ground up from its villages and rural areas as envisioned by Mahatma Gandhi in the struggle for independence. The land acquisition law amendments were put on hold till farmers concerns could be better accomodated, an area of concern for industrial development cited in an editorial in the Hindu newspaper. Fiscal consolidation and inflation targeting have resulted in an average inflation rate of 4.3% for the 4 years of the Modi government. Inflation was over 9% in the last 2 years of the previous Congress UPA government with GDP growth dropping to 5.9% for the last two years. Average GDP growth for four years for the Modi government is 7.3%, even after the changes to implement GST taxation for one national tax eliminating state barriers in interstate commerce and demonetization to fight corruption and black money. Rate of GDP growth should be higher after the gains from the initiatives and the new GST integration of the country are felt, with increase in investment and FDI, after infrastructure improvements and land acquisition arrangements are made. Transportation infrastructure modernization initiative pushes ahead with the first bullet train in the pilot project for Ahmedabad- Mumbai set to start in 2022. This is a $17 billion project financed for $13 billion by the Japanese government at 0.1% loan for 50 years, moratorium on repayments for 20 years, using E5 Shinkansen series technology. Implementation of this project on a sound financial basis should lead to transformation of the Indian rail network, raising the level of technology implementation across the entire Indian rail system. Such an achievement would rival the first introduction of railways into India in the nineteenth century under the British. A new bankruptcy law is intended to free up capital for investment by putting behind the large number of non performing loans in the Indian banking system. Changes made by the central bank RBI are designed to speed up this process so that loss making enterprises are absorbed, consolidated or shut down, a legacy from the earlier period.     ...

The Indian prime minister has ordered that a million job vacancies be filled in the next 18 months. About 21% of job openings in the Central government have not been filled says this report in The Indian Express. According to the Annual Report of the Department of Expenditure 21.75% of the 4.1 million sanctioned posts were vacant as of March 1, 2020. It is these and other additional jobs that will be filled in mission mode. Jobs are vacant at all levels of the different departments and ministries and regions.  About 92% of the positions are in the departments of Railways with 40%, Home Affairs with 30%, Civil Defense 11%, Postal 6% and Revenue 3%. Of the employees Indian Railways had 1.25 million on March 1, 2020, and 1.20 employees on March 1, 2022. The pandemic had the effect of restricting hiring of people needed. With the expansion of the economy the hiring for government has not kept pace. In the Armed Forces, for the Army no hiring took place in 2020 and 2021 recruitment years says this report in Indian Express.  There are calls at public meetings including at Defense Minister Rajnath Singh's rallies for "sena bharti chalu karo" to start recruitment drives for the army, navy and air force. The government is responding to the public's demand for recruitment to begin as the needs of the government grow and the economy grows, to keep pace with it. ...

Nothing like this change has been seen in centuries of history where 100 million women from poor households and their families have been thrust into the modern age. The two videos shown here show the outlines of the Ujjwala Scheme for cooking gas launched in 2016. The prime minister visits the home of the recipient of the 100 millionth cooking gas connection at her home built under loans for new homes under another scheme. This is taking place as Indian Railways has increased its investment in India's largest state of Uttar Pradesh to Rs.17,000 crores, $2 billion for 2023, with complete electrification of rail lines.

Food, medicine, cash, pensions, delivered on a massive scale by India Post's 400,000 workers in the world's largest lockdown of 1.4 billion people. Indian Railways 1 million employees are active in delivering essential supplies and transporting food, essential cargo. With over 150,000 branches and reaching out into every corner of the country, India Post is the largest postal network in the world. The post office has started a special service to deliver medicine. As a bank India Post has over 500 million accounts, many of these accounts having direct payments deposited by the government. Postal workers wearing masks and rubber gloves and with multiple hand sanitizers are shown on Indian television helping citizens in inspirational video of India Post. India has another advantage in being able to get money to the tens of millions in each state, and directing it to areas of the economy that have the largest need- 60% of the banking system is state owned. During the first term the government of prime minister Modi launched an effort to get every Indian a bank account in every part of the country, so that money could be directly deposited in each account. India's Foreign Minister S. Jaishankar said at an Atlantic Council event in Washington D.C. that estimates have been made of what the British took out of India over two centuries and this has come to $45 trillion in today's value. India suffered humiliation for two centuries from 1756 to 1947 with British rule. The country was "bled" and this was first documented by a member of parliament Dadabhai Naoroji in 1901 in London in his book explaining the causes of India's deep poverty in his book with the title- Poverty and Un-British Rule in India. For the first time detailed financial figures were put together on what Britain took out of India and India's Mohandas Gandhi says this was how he learned about how much India suffered economically under British rule with the neglect of agriculture, the peasants and landless laborers making up the vast population of India. Taxation was burdensome on a poor population during most of the period. Railways and mass communication only helped keep the vast region together under British rule and most of the budget went into security and policing for the Empire. Investment in industry or agriculture was neglected for most of the nineteenth century and half of the twentieth. Strangely the first Indian edition of Naoroji's book was only in 1962 with most Indians unaware of what had happened and where this was first documented. Even Cambridge educated Nehru looked at the railways and mass communication as British contributions to india when in actual fact this was of a strategic security aspect for the British in a vast region, and little was done to improve the standard of living of the people in the villages who worked in subsistence agriculture. Gandhi's task was to increase awareness at the grassroots level of the condition of the country. Something he never hesitated to do even writing to the Viceroy who was in charge directly showing how the budget in the 1920's was entirely lacking in any funds for India's development. This letter can be seen today in the Sabarmati Ashram in Ahmedabad, the museum for Gandhi in his home state of Gujarat. One of the lesser known facts about the independence struggle is that Gandhi wrote a little book in 1910 with title "Hind Swaraj" on a steamship making its way back to South Africa from Britain where Gandhi led a deputation for rights of Indian coolie laborers in South Africa. I picked up this book at the original home of Gandhi and his parents in Porbandar, India, recently. In this book "Hind Swaraj" written in 1910 we find astonishingly all the details of the planned struggle for independence that were to happen over the next 20 years. In 1930 with a new edition Gandhi wrote that he had followed this unchanged for 20 years and would change nothing except one line in the book. The book in 1910 was promptly banned by the government of Bombay, yet Indian editions appeared soon afterward. It is written in question and answer format with Gandhi himself posing the questions which he answers, some challenging his view of India, Britain, Indians and the British. He did not blame the British, and called for Indians to take responsibility for letting the British rule in India happen and what was the best way out.  ...

Two thirds of India's population of 900 million live in villages. A large number of people about 40 to 50 million are migrant workers who have gone to cities to look for work. After strict lockdown in India to stop the coronavirus from spreading many of these workers lost their jobs. As they drifted back to the villages on their own, many were sent back to their villages by the government by using the Indian Railways. In Indian states like Bihar many migrant workers sent back remittances to their villages from cities such as Mumbai and Delhi. This money helped the rural economy. Till such time as the coronavirus comes under control and these migrant workers return to the cities they will be looking for other forms of employment in the rural areas. The villages are also feeling the impact from a lack of the remittances from the cities, and the government has stepped in to help. It helps with other types of employment, and help for farmers to store and sell their produce directly to buyers without middlemen, and the government also acted to support prices for farmers. ...

India's economy has overcome the challenges posed by demonetization and the implementation of the GST tax that slowed growth to 5.7% for much of 2017. The growth rate increased to 7.2% in the last quarter of 2017. The GST tax change that created a single market is likely to increase growth. Growth of 8-10% matching China's growth rate in the last two decades is possible. Faster economic growth is needed to meet the need for more jobs, as 1 million new job entrants enter the job market each month. Indian Railways received 20 million applications for 100,000 new jobs showing the need for new jobs cannot be met at current growth rates. A major problem is the condition of the banking sector with bad loans affecting ability of banks to lend. A planned bailout of the banking sector and a new bankruptcy code are efforts to address this problem. Governance in the banking sector is also a problem that needs to be addressed. The price of oil is now up to $65 a barrel, increasing the cost to India which now faces a larger oil import cost.   ...

For the first time since independence in 1947 India gets a Master Plan for infrastructure development in the whole country.  All federal government ministries are pulled together under one roof. Ministries will coordinate their plans for infrastructure development. Specific investments, specific delivery times, real time monitoring will be done through digital technologies under a single master plan. Railways, highways and roads, waterways transport, energy, telecom broadband and other modal connectivity will now be done in one plan with all federal and state ministries pulled into the master plan. This will produce network effects with today's digital technologies as this has never been tried before in the world. Logistics costs of 14% of product cost will be cut by 6% to 8% under the new logistics frameworks set through this plan and the investments to be made of 100,000 crore rupees. This will boost exports and manufacturing as the new supply chains restructured after the pandemic attract foreign investment to India. For this Indian industry, universities, and federal plus state governments have to act in a coordinated way under a single plan, which will happed for the first time under Gati Shakti.   ...

WSJ's reporters Meichtry, L, Pokharel, and Soon look at the extraordinary rise of Gautam Adani through his efforts to develop reclaimed land at Mundra port in the state of Gujarat. Adani who started with a small family owned plastics maker in Ahmedabad developed Mundra port around 2001 with the help of the Modi administration. Modi saw the electricity shortages in Gujarat as an opportunity to tackle India's chronic electricity shortages. Adani's early development of a deep water port at Mundra offered both Modi and Adani the opportunity to tackle the electricity shortages by bringing coal in large ships to Mundra in the way that China was already doing by 2005 in its own efforts at industrialization. So deeply immersed was India under the Congress Raj of licenses and closed economy that India's established business failed to see what China was doing to break into the ranks of industrialized nations. India's first prime minister Nehru had build a command economy where not much happened without government licenses and approval often riddled unwittingly with corruption. Modi needed someone outside the established companies operating under the Congress Raj command economy and with a vision of an India with abundant electricity to take the risks Chinese companies were taking to build an entirely new economy. By 2005 Guangzhou was importing coal with large ships from Indonesia and Australia. State owned companies moved slowly and would take years to develop the port capacity. Using China's example Modi pushed ahead with Adani on a rapid time delivery making Mundra a Special economic Zone and helping to connect Indian Railways to the port of Mundra for coal deliveries. Adani Enterprises built the thermal power plants near Mundra and build electricity transmission lines on a rapid mission mode giving Gujarat abundant electricity supplies and giving Gujarat state in northwestern India a great leap forward in the way China was already doing right in front of everyone's eyes by 2005 with world class ports built at Guangzhou, Shanghai, Shenzen, Hong Kong and logistics connections set with the help of Maersk.  Maersk is now doing the same for modern logistics in India in collaboration with the Modi administration.  Modi and the younger generation of aspirational youth in India see a New India that can break into the ranks of the largest industrialized nations with world class infrastructure in the way China has done, and use new technologies with innovation that will speed up the process in a way that the world has never seen. A quick look at Mundra Port in Wikipedia shows the timeline, It starts in 1998 when Adani Port Ltd was setup and Mundra port work began, 2002 the port integrated with Indian Railways, 2003 when it was made a Special Economic Zone by the Modi government in Gujarat, 2007 when IPO of 40 million shares at price band of around Rs 400 was done.  The Biden administration and the Trump administration support India's efforts to build a new modern economy with a rapid shift to renewable energy. As India is building the ports and logistics with the help of Maersk and other companies in the European Union, president Biden is working with prime minister Modi to build a new supply chain that removes the overconcentration of manufacturing and supply chain logistics in China. This means new ports with the latest technologies in India to handle shipment to the US and the EU. Jake Sullivan set out the goals for president Biden to accomplish this task in meetings with his Indian counterpart Ajit Doval this week on iCERT. President Biden and Republicans, Germany and the EU, see India as a critical part of the Initiative on Critical and Emerging Technologies, and the new supply chain. For the Adani Group the IPO pause offers an opportunity to do what Nirmala Sitharman has done in the Indian Budget this week- build a stable growth path ahead for the long term in line with India's Amrit Kal the next 25 years to centenary of freedom in 2047. Nirmala Sitharaman set a goal of rapid capital spending and investment increasing capital spending in 2023 by 33% in 2023 over 2022, yet maintaining a stable fiscal path by keeping the deficit below 6%. ...

PM Modi described the infrastructure laid for the Udhampur-Srinagar-Baramulla Rail Link USBRL, the Anji Khad cable-stayed bridge, and the Chenab Rail Bridge in Jammu and Kashmir.

PM Modi says-

“I was watching a video of the new sleeper version of the Vande Bharat train running at the speed of 180 km per hour in trial. It makes me feel good. The introduction of high-speed Vande Bharat trains and the expansion of metro networks demonstrate India’s commitment to world class transport systems,” the PM said.

“This is just the beginning as the time is not far when the first bullet train will run in the country.”

It took 75 years for a British prime minister to visit Gandhi Ashram on the banks of the Sabarmati river in Ahmedabad. George Bernard Shaw, the English writer, in a handwritten note at the Nehru museum in Allahabad after meeting Gandhi says "ask somebody 100 years hence" about Gandhi's contribution to the world. Today it is more clearer than ever. Mohandas Gandhi wrote Hind Swaraj on a ship from South Africa to London in 1910 after negotiating with the British government on behalf of Indians in South Africa. In 1915 Gandhi returned to India and used his savings to buy 110 acres of land for the ashram on the banks of the river Sabarmati in Ahmedabad. By 1923 Gandhi was questioning the expenditures of the British government that did little for the development of the country and a budget that was focused on military expenditures, in his magazine Young India, with nothing for developing the country except for railways and transport. Gandhi launched his non cooperation movement for self-rule or Swaraj from the Ashram. By 1937 elections were held and the first provincial assemblies were set up in an experiment for self-rule. In 1930 the Salt March for noncooperation in the British salt monopoly, salt seen as the common man's right, was launched from the Ashram. In 1942 the Quit India movement was launched in the middle of World War II. In 1945 after Labour party's Clement Atlee won the election in a landslide against Winston Churchill the path opened for Britain to start negotiations with Gandhi for independence. In 1947 India was free. Why 75 years for a British prime minister? Much of the period after 1950's was lost in the recovery from partition, wars on Kashmir, China's entry into Tibet and the invasion of India. The non aligned movement under Nehru and Indira Gandhi and successor governments to 2000 appearing more as voicing a grievance for being left out led to an ambivalence of the US and UK towards India, and reflected a period when India was small in economic terms and lacked the opportunity to find its place in the world as a country with the largest population in the world. Which today with with Bangladesh and Indonesia sharing a common history of Hinduism and Buddhism represents 1.6 billion people. In the Nehru home museum in Allahabad there is a hand written note by British writer George Bernard Shaw who visited India and the Nehru home. India lags behind in the number of tourists visiting the country. Part of the reason was the lack of good infrastructure in the country. Indian Railways and new highways, modern river transport has opened up remote parts of the country from the jungles of Assam to deserts of Rajasthan, the mountainous regions of Kashmir, Sikkim, Bhutan and Ladakh, Arunachal, and the river regions of the Brahmaputra river and Ganges to tourism. Compared to France with 100 million tourists a year India has about a tenth of that.  Tourism is now seen as an engine for job growth as small handicraft industries can tap into the tourist market, hotels and restaurants can add to employment. The new budget for 2025-26 recognizes this by almost tripling the 95 million euros budget for 2024 to 283 million euros in 2025. Delhi with images of pollution is a distraction yet the tourist from Europe or America can find much to see in smaller towns and metros in the country from Buddhist and Vedic civilizations thousands of years old and recent history after invasions from Western Asia and Europe since 1600, and interesting cuisine, culture, language and regional influences. ...

Do you ever wonder how Japan keeps it streets so clean. There are no litter bins or street sweepers to be seen. This report in the BBC News looks at Japan's cleanliness ethic starting from school days for children growing up with the idea that clean is what you make happen with your own two hands and a broom. That is all it takes and a sense of personal responsibility infused into the culture from school days as children.  For 12 years of school life from elementary school to high school cleaning the school is part of the school routine for students. The social consciousness was developed in this way and children as they grow up learn to take pride in their cleanliness and in the cleanliness of their surroundings. This carries over to cleaning up the neighborhood.  In India's Swachh Clean India campaign their are street clean sweepers in addition to people themselves taking on the job of cleaning. This is ok for public facilities like railway stations underbridges and other public facilities, but for neighborhoods and schools making cleaning a part of the routine in schools is a good idea that needs to be universally adopted as part of Swachh India, Clean India campaign. This also holds true for all Asian and Latin American, African nations which could learn from the keeping the country clean efforts of Japan and more recently India. As India shows not having done this well before is no reason for discouragement, getting started and keeping it going, building public awareness and support is the key. This is particularly true for developing countries because it is easier to prevent illness and disease by increasing levels of hygiene and sanitation, saving hundreds of millions of dollars for large countries like India and Brazil, Mexico, Nigeria, for days and productivity lost. It also pushes countries to the next stage of development faster through infrastructure development and quality of public services, quality of life.    ...
