This Editorial Board opinion in the WSJ says Guantanamo Bay detention was an option, yet there were controversies about Guantanamo Bay and rulings by different judges. Pew Research shows 85% of the US public supports action to free US neighborhoods of illegal gangs and crime in 2025.

Action was not taken by the judicial system or Congress, or the importance needed by the press over a decade as this problem surged under different administrations since the Obama administration. And it was not given the absolute priority needed. This left the DJT administration to come up with solutions in very little time.

Omar Ashmawy was an Air Force officer and a war crimes prosecutor at Guantanamo Bay. He moans the fact that 10 years after 9/11 there is the same lack of knowledge and understanding of the Arab world, its language, culture and history. This showed in the surprise with which the movement for democracy and self-expression in Arab countries was received in the U.S. He points to the lack of language and cultural training in the military 10 years after America fought 2 wars in the Arab world and now finds itself thrust into the events of the Arab Spring. He says this is a weakness that really hurts America in coming up with productive interaction and partnership with people in the Arab and Muslim world. That productive interaction requires an insightful understanding of their needs and aspirations, and their own unique problems and history.

NYT reporter Neuman takes a17 hour road trip across the island of Cuba in a 1956 Ford Fairlane. He heads west from Havana near the west end of the island to Guantanamo on the east end. He sees a changing Cuba with houses for sale, little sign of ideological signs in the countryside, old cars, oxcarts, horsecarts, a Cuba that looked like it was stuck in the past. In the five years that Raul Castro took over from Fidel Castro, money and business have gradually taken the place of politics. The average salary of $20 a month is not enough for most workers even with free healthcare and education, and most people dream of making more money to enjoy a better life. Many rely on relatives abroad for additional funds, or buying and selling on the black market, or a second job.

Bush's last news conference, or exit interview as he called it. He thinks about Katrina hurricane relief failure but says 30,000 people were lifted off rooftops. Iraq, the security council resolution 1441 did make it clear- disclose, disarm or face serious consequences. He thinks the "Mission Accomplished" banner on an aircraft carrier after liberating Iraq was a bad idea, and "Abu Ghraib", a big disappointment". But regarding Guantanamo Bay and Iraq he thinks it may be that the elite and some some countries in Europe find it unpopular. Some say that the moral standing of the US is damaged in the world. But he says go to Africa, go to India, and ask about their view of America. Go to China and ask. "But people still understand that America stands for freedom, that America is a country that provides such great hope."

Barrack Obama's speech on closing Guantanomo, on the constitution and its abiding values and principles by which he would like to live by and be guided by, in making the decisions on various issues related to national security. " I stand here today as someone whose own life was made possible by these documents. My father came to these shores in search of the promise that they offered. My mother made me rise before dawn to learn their thruths when I lived as achild in aforeign land. My own American journey was paved by gernerations of citizens who gave meaning to those simple words-- "to form a more perfect union." WIth that Obama in his characteristic style addressed the fears, the passions, and dangers presented by the response America makes to global terrorism. And tries to find in the founding documents,- to which he refers again and again- and inside his own inner sense of what it takes to honor those documents and the principles enshrined in them, the guidance of how he should lead the country....

In his foreign policy address following the northeast state primaries Donald Trump outlines a policy with less foreign engagement in trouble spots, and greater reliance on partners in Europe and Asia contributing to joint defense. It also includes building up the military and nuclear arsenal. It criticizes the Bush administration for intervention in Iraq that benefitted Iran, and the Obama administration for policies that led to the rise of Islamic State. Because Trump is not for supporting foreign engagements in trouble spots the difference in Trump's policies is not announcing or signalling in advance what U.S. response would be, instead keeping it unpredictable. It is not clear how much this would work given that any president would inherit the situation before him, and also the complexity of the situation would not change, such as the need to have Iranian cooperation and Saudi cooperation to tackle Islamic State. The Bush administration started with a similiar intention to focus on domestic policy, till the 9/11 surprise attack steered it away towards nationbuilding overseas. The pendulum swung in the latter years of the Bush adminstration to the Iraq intervention, Abu Ghraib and Guantanamo, followed by a swing in the other direction to allowing Libya and Syria disntegrate leading to millions of refugees. Complexity, surprises, and swings of popular opinion, are unlikely to go away, even as caution is exercized and military capabilities enhanced....
