About 89% say they wash hands more often. 88% say they keep a clear distance from others. And 72% say they meet friends and relatives only to a limited extent. Survey is by Infratest dimap conducted for ARD the public broadcaster. That caution has helped Germany, and is being followed in Italy and France. It is in sharp contrast to parts of the U.S. and in places such as Texas where masks became mandatory in public  spaces only on July 3, 2020.

Germany and Denmark have reopened schools with no increase in infections with schools following specific policy including mandatory masks, air circulation rules, and careful preparation of schools to ensure social distancing rules are respected. Schools in German states are reopen for about 1 month now, with a positive experience after careful preparation. Italy faces difficulty reopening its economy as people going back to work find it difficult, particularly women,with childcare provided by grandparents no longer an option, and lack of daycare. Opening of schools in Italy would help in reopening the economy, as well as provide relief to parents and children, when done carefully.

A look at countries in Europe shows different strategies for tackling coronavirus Delta variant as schools reopen in September 2021. Italy requires all teachers to carry a covid digital certificate that shows vaccination or PCR test results. France, Germany and Spain do not require vaccination for teachers to go to schools, and rely mostly on social distancing and mask requirements in schools. Britain not only does not require vaccination digital certificate, but also has not made masks and social distancing mandatory. Health experts say there are serious risks in this approach with mass return to schools and offices after August 2021, and the fall weather with more time indoors. This could lead to a surge in coronavirus as in the US where the reopening of schools and Delta variant has led to surge particularly in states such as Texas, Florida, California. In UK 65% of total population is now fully vaccinated, in Italy 62%. Teachers in Italy fully support the new rules. In Lombardy region with Milan as the capital, only 300 out of 300,000 workers returned to schools without the green pass, according to regional officials. German chancellor Merkel met with leaders of Germany's 16 federal states to come up with an exit plan for reopening the economy from the lockdown in phases. In the first phase shops with up to 800 square metres of space will reopen on April 20. Bookshops, libraries, car dealers, bicycle shops, and museums will open too. Larger retailers will wait till May 4 to reopen. On May 4 school children in primary school can attend school and teenagers can take exams. Germany has 133,000 infected cases, 3592 deaths. Merkel warned that the performance with coronavirus was "fragile and provisional success" and the need for social distancing measures. A ban on gatherings of more than 2 people from separate households will remain in place till May 1. The government will strongly recommend that face masks be worn in public and in shops, public transport. Mass events will be prohibited till September. WSJ was first to point out the dangers of holiday hotspots in Spain, Greece and Croatia in spreading the coronavirus in Europe. One story in the WSJ showed how 21 million tourists visiting Croatia in the summer were not following the basic social distancing and mask guidelines. These tourists returning to Germany, Austria and other countries were spreading the virus after becoming infected in bars and restaurants, shops in Croatia which had not followed the basic guidelines that had been followed earlier in Croatia in April. Over the summer after months of lockdown people simply used fatigue with restrictions as a reason for going the other way and ignoring them.

Mask use is one of the best ways along with social distancing as it reduces the load factor of the virus, reduces the deadly power of the virus. So that the illness even if it happens would not end up being severe, giving patients a chance to recover quickly. Study after study in Germany, in the U.S., in Britain is confirming this. It is also common sense considering that there is a load factor in the virus infection. The bigger the load of virus intake through the nose while breathing in other people's droplets that are then entering our body through receptors in the nose, the bigger the intake, the more severe the infection.

Behaviours of young people going to beaches and bars, ignoring social distancing guidelines and not wearing masks is leading to a rise in the number of daily cases in Europe. This includes an illegal rave in a Berlin park. The incidence of coronavirus is now 19.6 per 100,000 people for persons ages 20 to 29 compared to 9.7 per 100,000 for the French population as a whole. Germany has recorded 900 new cases daily, France 1000, and Spain 2000 as a result of these youth behaviours during the last week.

Studies that show coronavirus cases are just as prevalent in the younger age groups 15-34 years as with older Germans. One such study uses data from the Robert Koch Institute and published in Eurosurveillance, a journal on infectious diseases. In this study scientists conclude that relative risk (RR) for coronavirus for residents of Germany 15-34 years, and particularly 20-24 years, was noticeably higher than in all other age groups. This study also determined that similar patterns emerged in South Korea where 20-29 years old age group had the highest number of detected cases.

This DW.com report attributes this higher coronavirus cases in younger age groups to work in high contact jobs in service industries, and to greater use of public transport. Laxity early on in following social distancing guidelines is also mentioned as a cause. Other causes could be greater attendance in sports stadiums and music venues.

It says Germany's leader Merkel has not shown the leadership required by the health crisis. Germany DW.com points out recorded its first case on January 27, yet Merkel's first press conference on the subject of coronavirus came on March 11, when Italy was on lockdown quarantine for 2 days.  Germany lacks a quarantine and effective government action to mandate and require social distancing across the country to limit the spread. The steps this report points out pale in comparison with the actions taken in other neighboring countries. Spain earlier and Belgium on March 17th joined a lockdown in Italy. Merkel called on Germans to stay home, yet enforcement is lacking.  In this situation the calm and reacting with reason may be obsolete, a proactive approach being the right one. And a braver one because it would anticipate what happens a week two weeks from now based on experience of China and Italy, and act quickly with a lockdown and quarantine to prevent spread. In places where people gather and in homes it is important to let in fresh air so that there is new fresh air circulating in rooms 3-4 times for every hour. It is being used as a strategy in schools in Germany to bring in fresh air. Putting MERV 13 type air filters in central air conditioning and heating systems is important in offices, shops and other spaces. A complete redesign of the systems that are old is needed. There are 36,000 schools in the U.S. that have old failing systems of heating and cooling. It would cost $360 billion to change these systems if each system cost $10,000 which is on the low side. This shows that good intentions are not enough, new priorities need to be set and the old priorities which misallocated funds through existing capital allocation structures in the West coasts and East coast cities no longer serve the purpose of the Renewal of America.  ...

Summer tourism is helping support a second wave of the pandemic. This report says Croatia is a case study on how the opening of tourism can trigger a second wave. Because Croatia depends on tourism and Croatia had controlled coronavirus cases in May, the government decided to open its coastline areas to tourists from Europe. These tourists returned home with the infection and spread the virus. Clubs and bars were allowed to reopen for the summer season after the lockdown in April along the Adriatic coast attracting visitors. With 500 miles of coastline and Mediterranean climate, ancient towns and affordable stay, Croatia is crowded with tourists. In 2019 21 million visitors came here according to the Croatia Tourist Board. On Italian visitor from Parma cited here says she found crowded parties and bustling bars and restaurants where hardly anybody kept social distancing and wore masks. People in shops and bars she says told people they did not need to wear masks. The governments in Europe were keen on making up for the economic costs of the pandemic and opened the internal borders of the European Union in June. The opening of resorts in the sunbelt of Europe in Spain and Portugal has led to the spike in cases in Madrid and other cities in Spain. The same is happening in France. But vigilance dropped especially in Croatia where little or no restrictions were visible. Not only were bars allowed to open but the social distancing rules and mask rules were never practiced. Some Croatians call it incomprehensible. It has led to the spike in Germany, Czech Republic and Austria. The Koch Institute says 12% of all new German cases are traceable to Croatia. It is now a fact that international travel is a way the coronavirus accelerates. Governments in France, Germany, and the UK which are not especially dependent on tourism have the option to encourage people to stay in their home countries and remove this cause of acceleration while keeping shops and offices open so that business and jobs are preserved. For people hurt by lack of employment in the hospitality industry and others with lost wages from being in an occupation that acts to accelerate the virus it is a better option to offer financial assistance than to end up closing offices and shops in another partial lockdown. Opening bars helped accelerate the pandemic in California after the lockdown with steeply rising numbers of new cases. India crosses the 10 million mark in coronavirus cases for the first time on December 18, 2020. The number of deaths is at 146,000. The U.S. is the only other country with over 10 million cases. U.S. has 17 million cases and 318,000 deaths on December 18. The daily cases in India peaked in September at about 94,000 and have declined to 27,000 in December. The U.S. meanwhile is hit by a second wave that is much worse than the first. Daily cases now are close to 250,000 on December 18, 2020. The daily cases in the second wave are much more severe than the first. They have increased by a factor of 5 to 10 times. Places which got through the first wave without severe damage are hit hard in December. This includes Germany, and California. In California daily cases exceed 50,000 and in Germany 30,000. In California, France, Germany, and UK, Spain, the daily cases far exceed earlier cases in the first wave by a factor of 5 to 10 times. For this reason India needs to be wary of a resurgence in the pandemic in a second wave. With its large population, need for economic recovery, and opportunity to benefit from the vaccine developments and its strict protocols for testing, isolation and social distancing, mask wearing, India can carefully and vigilantly prepare for the second wave. ...

This ratio measures the average number of people infected by a carrier A. The natural rate of RO or reproduction ratio is considered by the European Centre for Disease Prevention and Control to be 3.86 or about 4, if no lockdown or social distancing or other prevention is practiced. This in a situation where people behaved as before unaware that the virus was around them. Governments such as New York and France, UK, Germany are including this key variable in their determination of how long a lockdown lasts, and for determining if the reopening is not going the right way or failing. In such situations the lockdown would be reinstated, or if it is a phased reopening such as in the U.S. and other countries go back to the previous phase. In Italy and Germany the RO reproduction ratio for coronavirus is estimated by official experts at 0.8. Germany's RO estimated by the Robert Koch Institute and Italy's by Franco Locatelli, scientific advisor to the government. In New York the margin is thin- with RO of 0.9, estimate from the state's governor. In France which has one of the tightest lockdowns of all with a document required to go outside it is at 0.6, the figure coming from the prime minister Mr. Philippe. In the UK it is below 1.0 but no accurate figure is reported. As Dr. Birx- leading the coordinated response in the U.S. - emphasizes over and over again this is a very contagious virus, about which not much is known. Social distancing, wearing masks, basic prevention measures such as frequent handwashing, and not gathering in large numbers of people, is essential for defeating this virus. The British government is considering effectively preventing two households from meeting indoors by limiting the number of people meeting indoors to 6 from the 30 now in place. Experts believe a second wave of infections is a distinct possibility if nothing is done especially with higher infections among younger people in Europe after reopening. People are seen as relaxing too much. Young people in Spain and other European countries are a big part of the problem today. In Germany the incidence of cases for 15-24 years is fifteen times the number of cases for 70-79 years in the first week of September, showing how completely reversed the situation has become with young people acting as spreaders of the pandemic. The incidence of new cases is 30 per 100,000 in Germany for 15-24 years compared to just 2 for the 70-79 years. In Berlin it is as high as 43 for 15-24 years and the Health Minister is concerned because in contrast to local groups these individuals can spread it throughout Berlin.  School reopenings in Europe and in America are a distinct danger so that colleges in the U.S are switching back to remote learning because of improper behaviour of young people including parties and gatherings. Tougher restrictions are seen as necessary to get people to pay attention to social distancing that was practiced earlier in April. This is true of Europe, America, and Asia.
