Francois Bayrou the new PM of France speaks a dialect of the Pyrenees mountains, is mayor of Pau, and was a school teacher before entering politics. He has a disdain for extreme positions on both sides left and right, including polarizing politics of Sarkozy. He gave key support to Macron at the right time when he needed it to run for president. He gets along well with Le Pen and has helped Marie Le Pen run for president in the past when she needed support because he felt this was essential for the democratic process. He was not the first choice of Macron and insisted on taking the job over other choices.

Pau is located 31 miles from the Spanish border with a clear view of the Pyrenees mountains. It is an ancient city with a University at Bearns, and a medieval heritage.

France's new premier Francis Bayrou says in a policy speech to parliament yellow vest protests need to be heard and the pension reform of 2023 with large protests can also be debated and renegotiated. It is an effort to bring together all parties after the alienation of the last 2 years. Macron raised the pension age from 62 years to 64 but did not first get the support nationwide that was needed. 

Bayrou raises the deficit target to 5.4% from 5% under the Barnier government that lasted only 3 months and failed to win parliamentary support.

France lacks a vaccine developed by its scientists. France was a leader in vaccine technology and the world looked up to France for new medical breakthroughs. Something has gone wrong and this is causing soul searching in France and friendly countries. 

The Pasteur Institute was a leader in medical science. It has failed to develop a vaccine. Sanofi says it will be the end of the year 2021 when a vaccine is developed.

There are now 2 Lefts in France after the failure of a no confidence motion in parliament on premier Francis Bayrou. Le Monde says the Socialist Party under Faure made a responsible choice to work with "reconciliation" in mind at a difficult time for the slowing European economy, changes in government in US and Germany in 2025, and no settlement in Ukraine. The Socialist party made certain of key changes in the government's policies for the remainder of Macron's term as president as the price of it's support and for ongoing discussions.
