Iran Ceasefire shaky May 11 2026 with no willingness on the part of IRGC Iran (Iran Revolutionary Guard Corps) to send all nuclear materials out of the country. Past experience has shaken American confidence in IRGC Iran's willingness to give up nuclear weapons development. Under president Obama some nuclear materials were sent to Russia, some left inside Iran which were after an agreement used by IRGC Iran to develop weapons grade enriched uranium, putting the situation back to where America started before the agreement. This is behind the DJT Republican administration's effort to get all nuclear materials out of Iran. This has wasted another decade for Iran, diverting resources needed for improving standards of living and cost of living to the weapons programs. The result is internal protests that were widespread in Iran including the middle class, not just students. So that today Iranian people are divided on the issue whether Iran should against all prevailing Middle Eastern and World opinion go for a nuclear weapon. The situation of clandestine development in North Korea and Pakistan of nuclear weapons is not existent today as the US is monitoring it constantly. Israel sees these weapons programs in Iran as a threat to its existence close to its borders in Lebanon and Iraq, which makes it unlikely that clandestine development is possible for nuclear weapons development anywhere in the Middle East. The UAE has also shifted its stance in favor of the US, Saudis want assurances, and India, Pakistan Egypt are in different ways seeking a denuclearized Middle East. This means the American DJT administration is NOT ALONE on this issue as the media in the US and Europe are presenting. Germany's Wadephul and Merz are closer to US thinking on this issue than the media says. Macron and Starmer are at popularity of less than 20% in France and the UK and do not reflect the opinion in France and Britain, and in Europe on this issue. In this sense the US is doing this for a safer world, for China, India, Brazil and EU, all the nations in the poorest parts of the world in Africa, Asia. These poorest nations which are bearing the brunt of this obsession with nuclear weapons development by IRGC Iran in a Middle East torn by 5 decades of wars from Kabul to Damascus, Baghdad to Tehran, by IRGC Iran (Revolutionary Guard Corps), as these poor nations confront lack of oil and fertilizer supplies. It does not come at a good time for even the largest nations about 3 billion people in China, India and Indonesia, Egypt which are suffering from the effects of oil shortages and fertilizer shortages when possibly at most about 40 of 90 million people in Iran support weapons programs, all others in Iran seeking a way out for better standards of living and living at peace with neighbors and the world. In that peacetime Middle East the Palestinian people could find solutions like the Irish people with the goodwill of all neighbors. ...

Obama deal simply pushed back till 2030 Iran's development of nuclear weapons but even that was not achieved as Iran quickly moved to nuclear weapons capabilities by 2026. The basic problem and it does not go away with wishful thinking as the Obama administration had done or not taking responsibility as the EU, China have done. The basic problem is that Iran wants a nuclear weapon. When it seeks the elimination of the Jewish state, and a Shia state that competes with the Arab states this become a problem not just for Israel but for the entire Middle East and for western civilization that the Obama administration never was able to recognize and accept. After the experience of the 1930-1945 period in Germany a traumatic period for western civilization itself-  the German nation and Europe, the US, western civilization itself is committed to a safe society and nation for the Jewish people. This includes India's 1.4 billion people and in many ways China and Russia. Which also recognizes the need for the Arab nations to live in peaceful coexistence with Israel, Christian minorities in Arab countries and with Iran, Palestinian people to be protected, and respected, as well as peaceful co-existence between the urban areas of Iran with the influence since 1800 of Russia, France and Britain and the rural religious areas of Iran that form the core of the IRGC. This is the basic problem- EU, US see a civilization issue and would never allow a nuclear weapon. Arab states are also against a rival religious Shia sectarian IRGC run Middle East, and the Iranian state is itself divided between its modern one in the major cities that do not see a nuclear weapon as essential and the rural one of the IRGC in the rural areas and the countryside that seeks a nuclear weapon. It is this situation the US, not just DJT or Republicans face today, it is one that all Americans, Europe, India, China, Japan and Russia, which have modernized and adopted western civilization's ideas of the Renaissance and Enlightenment as their own have to face up to. One that does not overlook the vital fact that the nuclear proliferation in dangerous parts of the world like the Middle East with more recent conflicts for 50 years than any other part of the world including the Balkans and Ukraine, is simply unacceptable for the people of the world. A world in Asia, Latin America, Africa, Europe, NorthAmerica which seek better standards of living and modernization in infrastructure, industry, and a better life using the ideas of the Modern World. ...

US naval blockade of Iran in Arabian Sea starts April 13 2026. US destroyed Iran's larger ships 158 of them, yet Iran also has a fleet of smaller attack boats which it plans to use in Hormuz. These are harder to detect and can be hidden in coves along the Iranian coast and used against ships. The US with its naval blockade is now prepared to do what it has done also in Venezuela, stop and interdict fast drug boats on the Venezuelan side in the Atlantic ocean. By blockading Venezuela in the ocean US is using its strengths, and stopping drug boats its ability to pinpoint traffic on the ocean. Similar capabilities are well suited to Arabian Sea and Red Sea on the open oceans and away from narrow Hormuz playing to US strengths and capabilities. Aircraft carriers and destroyers and the US Air Force is in a position to do what it does best control open seas like the British did in their heyday of the Royal Navy for most of 1750-1920. This avoids options of Hormuz itself with its narrow 15 mile gap of water between Oman and Iran too close to mountainous terrain on either side, and of the Kharg Island option which would require special forces to be backed up with more ground forces. This is the most viable option and the interlude of couple of weeks has given the president an opportunity to make a better choice for positioning the US forces where the US has its strongest points. What is lacking is the individual powers of Britain and France whose leaders Starmer and Macron have popularity below 20%. Yet the US is better off making good choices and not having these nations alongside. The posturing by European nations is limited to France and UK, as Germany and Italy are in sync with the US position. Much of the media operates as if the goal of preventing the spread of nuclear weapons to the Middle East is not important for long term peace for nations such as China and India with about 3 billion people and the billions of people of Asia, Latin America and Africa. For the first time in 400 years since 1600 as Asian civilizations began a long decline China and India have emerged in 2000-2030 into the kind of modern economies and societies that exist in Europe and the US. The last thing they need is the risk of destroying the Modern World with nuclear proliferation when it took centuries to get to the right opportunity after 1950 to modernize China and India. The Guardian gives this story of Khamanei's rule in Iran after 1989. He was made president in 1981 in a landslide win at that time just 2 years after the revolution in 1979 that toppled the Shah of Iran's monarchial regime. Khamanei comes from a the family of a modest cleric in the town of Mashaad who was immersed in the anticolonial writings coming out of Arab North Africa's liberation movements. His policy towards Israel and the US, difficult relations with Arab countries in the neighborhood, and pursuit of nuclear weapons technologies, led Iran to become isolated and face sanctions that hurt its economy and its oil industry for three decades. It created its own version of governing and in setting up proxy militias but this resulted in huge investments diverted from the economy of Iran, neglect of its oil industry and production under western sanctions, that led to economy collapsing and student protests every decade. This expanded in 2025 to broad sections of the population calling for a new direction. Protests were suppressed leading to a disconnect with the people by 2026. To truly understand Iran one has to step back to the 1900's ( as one must also do to understand China or India), as Iran was ruled by the Qajar dynasty at the time. The first Majlis parliament was set up in Iran in 1906 -with the help of "good" Britishers like the British agent in Rajkot who helped send Gandhi to London to study law- wished to see a constitutional setup similar to Britain and limit the powers of the monarchy so that reforms in agriculture and in the civil service could be made. It lasted until 1908. At the time other Britishers in the British Empire both in India and in London sought to maintain British influence and keep out Russian influence. It was not a coincidence that the Majlis lasted only till 1908. That year in 1908 the first discovery of oil in West Asia was made in Khozestan province by George Reynolds, with investor backing of William D'Arcy. The following year 1909 the Anglo-Persian Oil Company( later Anglo Iranian Oil Company and later British Petroleum) was formed. The oil concession was given by the Shah from Qajar dynasty. From that time on Iran became the scene of oil company interests, monarchial interests first under Qajar dynaasty and then under Pahlavis dynasty (which set itself up like Napoleon II in France from humble origins, after 1925 to replace the Qajar dynasty), and the emerging middle class lawyer and civil service, agricultural landowners class, all competing for power and influence in a Asian region with Shihite Islamic embedded in the fabric of the society. Power swung to different groups from 1925 onwards for 5 decades to the 1979 revolution that overthrew the Pahlavi temporary replacement monarchy that worked with British oil interests. West Asia became a meeting point for anticolonial writings emerging from Arab North Africa and other places that took the form of and led to a socialist style anticolonial Baathist influnce that overthrew a monarchy in Baghdad Iraq in the "Free Officers" coup of June 14, 1958 led by Karim Kassem. Out of that Pan Arabic Iraqi mood emerged S. Hussein who with weapons systems imported from the US and Europe initiated the war with Iran in 1980. The Iranian counterrevolutionary movement to Iraq began from that time with the leadership of Khomeni and Khameni from 1981. This is what one has seen swing back and forth in the West Asian region for about 5 decades to 2026, the regional Arab states mostly Sunni monarchies ranged against Iran with its Shiite and also modernizing population. US oil interests in Arab monarchies of the West Asian region from the time of FDR's meeting with Saudi's Faisal in the WWII period clashed with Iranian public interests competing with oil interests (US and British) allied to monarchial interests, and the emergence of Shiite Islamic authority in Iran in these clashes. Iranian public interests that started out with the Majlis and parliaments set up by the "good Britishers" never got a chance in Iran just as the modernizing effort of Sun Yat Sen in China in the 1900's never got a chance in the middle of the surviving monarchy in China by 1910, and the Japanese colonial interests in China from that time competing with the Nationalists Koumintang and the Communist Chinese workers movements emerging in the 1930's, all competing for influence during the Chinese civil war and in its aftermath the emergence of Mao and the CCP of China. This is the situation we in the world face today. ...

The 28 Point Peace Plan offers a basis for further work to arrive at an agreement acceptable to Ukraine and to the European Union, is the view emerging at the G20 talks in Johannesburg, South Africa. The leaders of Finland, Ireland, Netherlands, Norway, Italy and Spain met on Saturday, November 22 2025. Separately Leyen and the EU council president Costa meet with Meloni of Italy and Macron of France on Saturday after conversations with Zelensky on Friday.  British prime minister Starmer has this view of the 28 Point US plan negotiated with Russia-  “There is only one country around the G20 table that is not calling for a cease-fire, and one country that is deploying a barrage of drones and missiles to destroy livelihoods and murder innocent civilians.” Ms. Von der Leyen, president of the European Commission, says-  “Ukraine can count on us because this is not only an aggression against Ukraine, but it is an aggression against the principles of the U.N. charter." “It’s on European soil. Therefore, we will support Ukraine for as long as it takes.” Macron of France commended American efforts to reach a peace deal but said EU nations would work with Ukraine to map out a plan for way forward in 48 hours.  "What is at stake is Ukrainian sovereignty and European security.” It is this aspect of European security that may be the reason the EU and Germany may decide to modify the plan to offer a counter proposal on several points. One on limits to the size of Ukraine's defense forces to ensure its defense. Another on the stationing of forces by NATO in a peacekeeping role in Ukraine as proposed earlier. Third on the ceding of territory now in the hands of Ukraine so that these parts of Ukraine can remain independent after 4 years of ragged defense. Germany under CDU Merz and with Pistorius of SPD at Defense in a strong coalition government may be the deciding factor as Merz has already set the goal for the Bundeswehr to become the strongest army in Europe, with plans and action to prepare for this transition to defend European interests. It is true that Ukraine is at a difficult point yet if the Europeans see this as a "capitulation" and a US DJT deadline of one week to push this through Europeans may come up with a counter offer that includes these points that would make it clear that they are not an obstacle for peaceful resolution of this conflict. The history of Europe shows that in such situations with most of Europe on one side and Russia or some other major European power on the other side, eventual settlement ends up with all sides making some concessions, and in no way seen as "capitulation." Asian powers China and India have been pulled out of the conflict to a large degree in 2024-2025, with US shifting to a neutral position. Making this a purely European conflict with the Russian economy mobilized for wartime yet facing all the nations of Europe led by Germany, France and the UK in a transition towards military preparedness and unwilling to see any form of capitulation. In such a situation the larger economies and resources of the EU could effectively counter a Russian threat leading to a settlement that is better for all parties to the conflict.   ...

Many of the young people joining terrorist groups come from Tunisia. A security expert tells DW.com that the radicalization of youth in Tunisia began with the overthrow of Ben Ali and his government in Tunisia at the beginning of the Arab Spring in 2011. Ben Ali's regime detained many of the people in opposition groups, leading to the release from prisons during the revolution. The radicalization of Tunisia's youth began during this period, according to this report. The Benghazi attacks on American embassy from Libyans opposing Gaddafi who had crossed the border into Mali, also followed a similar pattern after the overthrow of Gaddafi in Libya. In Libya many radicalized people in opposition groups were released from detention following Gaddafi's overthrow. The current democratically elected government of Tunisian president Beji Essebsi is monitoring the situation. This report describes the experience of some Tunisians in terrorist groups who were brought back home from other countries by their families. EU countries and the U.S. supported the Arab Spring but the aftermath was not well managed leading to further upheaval, and now terrorism. Some of this happened as the governments changed in the U.S. with Obama replacing Bush in the U.S. and Hollande replacing Sarkozy in France, and showing little interest in managing the aftermath or helping the new governments in Libya, Tunisia and other countries make a smooth transition with aid, security assistance, and maintaining the basic services provided by government. A well formulated and conducted effort from the West could have prevented the worst effects that are seen in 2014-2016. The costs to contain the crisis that has ensued are far greater than what would have been needed in material resources and expert assistance from the developed countries of Europe and the U.S.- without military involvement as there was a general sense of being lifted from years of dictatorship in Arab North Africa, and general sense of goodwill towards the West during the Arab Spring.   ...

The European Union in April signed contracts for over a billion doses with Pfizer and India has plans for ramped up supply of its Covishield and Covaxin vaccines to 2 billion doses by December 2021. This shows how difficult it is for advanced countries and major pharmaceutical producing countries such as as India to vaccinate their populations quickly in the initial stages of the vaccination effort. In July the vaccine effort would be in its 7th month and vaccine supply constraints are expected to ease as a result of aggressive action by governments in EU, France, Germany and India. This will also enable addressing needs in Latin America, Africa and South East Asia. ...

A infratest survey shows 91 % of Germans support taking in refugees in the current war in Eastern Europe. 53% of Germans support German government's strong response, and 27% think it doesn't go far enough. 14% say it goes too far. A Berlin based think tank, German Institute for Economic Research, says Germany could end its dependence on energy imports by winter of 2022. That is much sooner than mid-2024 as Economy Minister Habeck has stated.The issue has serious urgency as the war continues in April in Ukraine entering a new and more dangerous phase in the east. And every day oil and gas imports by European Union gives Russia $16 million for coal, $434 million for natural gas, and $489 million for oil, a total of close to $1 billion every day.  With new missile attacks on civilian buildings this is one way for European Union to shoulder some of the burden that it has not done so far. DIW think tank says this could be done with decreased industry and household consumption that could generate about 18-26% savings of the demand for Russian natural gas, suggesting that households turn down thermostats and use less warm water, and industry turn to alternative fuels such as coal and biomass. Another saving is from increased supplies from Norway and the Netherlands of liquefied natural gas (LNG). Increased supplies from Norway alone says DIW could cover 20% of current annual imports of gas from Russia. Instead of waiting to build new infrastructure, the new LNG terminals on the coast which face long construction times and eventually falling demand for natural gas which make them financially untenable, the best approach is to use existing infrastructure in LNG terminals in the Netherlands, Belgium and France to increase volume in EU pipelines. Such action would cover 25% of demand for Russian natural gas. Other action is get more efficient use of the European pipeline system to increase German gas imports from Algeria, Libya and other North African nations vis southern EU nations. ...

FR24 gives this video of the televised national debate in France between Macron and Le Pen. Macron took up the challenge of not enough attention being given to Le Pen's ties with Russia and her position of skepticism when it comes to the European Union and climate change. "You are dependent on the Russian government and you are dependent on Mr. Putin. When you speak to Russia, you are speaking to your banker." Le Pen says she had taken that loan from a Czech-Russian bank only because French banks refused to lend to her. "I'm absolutely and totally free woman." The candidates also clashed over Le Pen's proposal for banning Muslim women from wearing headscarves. Le Pen described the veil as "a uniform imposed by Islamists." Macron sad that such a plan would violate France's secular rules and would trigger "civil war" in a country that has the largest Muslim population in western Europe. The Fench colonoized parts of North Africa during the period after 1830, with French colonies in Algeria, Morocco and other parts of the region, leading to immigration from this part of the Arab world. After a series of terrorist incidents the French public lost patience with Islamist tendencies leading to a general swing to the right in French politics including Macron. Yet mainstream parties such as Macron's continue to support France's secular values. The traditional parties from the period before Macron such as the Le Republicains of the De Gaulle period in the sixties and the Socialists from the Mitterand period (1981-1995) both failed to win more than 5% of the vote in 2022 showing the many changes happening in France.  During the Macron period as president Yellow Vest protests brought up the issues of working families having a hard time making ends meet. Macron has responded to such protests with some aloofness but also with a tendency to organize town hall meetings to listen to people express their frustrations.  France has established a stronger welfare state than the US and Britain, and for this reason issues related to the dislocation of smaller towns because of the shift of manufacturing to China are part of the general trend that had affected both the US and western Europe, requiring a more unified response. This now takes shape with the renewal of manufacturing in the US and all the western European countries. Candidates with platforms such as Le Pen's to provide relief for the current surge in the cost of living could offer temporary band aid solutions but not address the root causes that require a renewal of French manufacturing and bringing good jobs home or closer to home. The will and aspiration to bring a next generation industrial revolution to France and Europe is the kind of solution that is needed, one that would revive towns and communities across France and across Europe. Much of the technological capabilities are there in Europe, needed is the will and aspiration.  ...

About 7 million people or 10.3% of people living in France in 2021 were immigrants, says national statistics agency INSEE. Compare that with 6.5% in 1968. About one third have acquired French citizenship. What this has done to French society is to shift sentiment away from protecting workers and families struggling with a cost of living crisis by splitting the vote of traditional parties supporting working class families. Shifting some of it to the far right anti-immigration parties that have emerged since 2010. This has added to the fracturing of society that happened from neglect of manufacturing communities across France as more manufacturing was concentrated overseas in  China. Neglect of rural areas and smaller towns, the emergence of tech hubs disconnected from the larger community across France has added to this. This is true of other European countries and a similar situation happened in the US. Denmark's prime minister is very candid about this, saying immigration of this type hurts the working class families in Denmark. Mette Frederiksen of the Social Democrats is the first to have clearly stated this problem and is providing a new way of protecting Danish workers and families from these social and technological changes in society from which they have no protection. President Biden in the US has also grasped clearly the dimensions and magnitude of the problems facing workers and families in the US. The problem is not limited to worker loss of income security, it affects the whole society and the public as a whole in other ways. Opportunistic politicians using anti-immigration appeals without a true commitment to democratic principles and ideas have tendencies that threaten democracy itself. This is the real danger of concentrating manufacturing in one country such as happened with China. And of neglecting rural areas and small towns. For this reason Frederiksen in Denmark, Biden in the US, and other leaders in Europe are looking for ways to send aid and industry promoting assistance to poor countries but restricting illegal immigration. This requires handling cultural issues which have further hit society with care- "with malice towards none, with charity for all," so that the focus can be kept on the real issues affecting workers and families of the cost of living crisis and a better life, better education, health care and public services for all, to improve the quality of living. It requires a new state of mindfulness from leaders in North America and Europe, as well as from allied countries of Asia, Latin America and Africa.  ...

In 2016 it was made official national policy by Mr Abe's government and a task force established on them by the government. In 2017 it was adopted to its charter by Keidanren, the business federation.  In the US very few know about S.D.G.'s but in community oriented Japan it has been taken up with zeal. It is part of the conversation and one survey shows 40% of Japanese business were working towards the goals in 2021. It has been adopted by Education Canada Network and it is a good way to bring this idea in education to schools and colleges in North America, Britain, EU, India and China, as well as Africa and Latin America, other parts of Asia. In India some of the SDG's are already the focus of campaigns by the Modi government Goal 0  Clean Nation one that has not been coined yet one that is called Clean India or Swacch Bharat Goal 1 Zero Hunger was taken up during the vaccination for covid campaign to get free foodgrains and vegetables to all 1.2 billion people. Goal 2  Clean Water and Sanitation or Har Ghar Jal getting clean tap water to all rural homes by 2024. Goal 3 Infrastructure, Industry, Exports Goal 4 Renewable Energy The sequence is different from the UN SDG's. The difference is it is a goal set for universal meaning everyone and delivery meaning by a specific date, and the priorities are set in the numbering. The Indian SDG campaigns under the Modi government and at federal and state levels are unprecedented in history for a population of this size, and now present a model for all nations in Asia, Africa, Latin America on how to go about doing the SDG's in practice. ...

France's Macron has spent hours with Harris on her 5 day visit to France to soothe French feelings as reassure them following the US deal with Australia for nuclear submarines that excluded the French. During this trip she spent time at the Pasteur Institute where her mother Shyamala Gopalan once worked. From Mexico and South Korea one has another side of Harris where she has used official trips to hold discussions with women's groups to take notes and ask questions to understand women's issues around the world. This makes her exceptional as a choice for women in 2024, not just for reproductive rights but for a person who will listen with profound interest to what they say and relate to them. There is a saying in India that prime minister Modi also cites which says society does well only when it gives women the best place to make their own unique contribution. The countries that would be affected the most from a slowdown in China are the commodity producer countries- Australia, Brazil, S. Africa, Chile. Other countries include Thailand, Indonesia and Vietnam. Currencies such as the Australian dollar, the South African Rand, the Brazilian Real and the Chilean peso would decline in value. South Korea, Taiwan and Japan which supply large machinery for construction and manufacturing would be affected. Oversupply of steel and other products in China would mean higher exports causing a drop in steel prices and prices of other items. There would be a decline in commodity prices. Germany which provides the high tech machinery for China's industrialization will be affected. Exports growth to China from Germany increased by 44% in 2010. It has been pointed out that China is the seventh largest export market for Germany, coming after France, the U.S., the Netherlands, the U.K., Italy and Austria, exports to EU countries being the largest market for Germany. A global economic slowdown, with the Chinese slowdown as a part of this would impact German exports, leading to a slower growth in Germany. The U.S. would be affected also because exports were picking up in 2010-2011, and remain the one bright spot for the U.S. economy's recovery....

In this letter the U.S. sets out some important facts about events that happened during the coronavirus crisis during the crucial 4 month period from December 2019 to March 2020. Every week lost in this time due to reasons of a lack of transparency, openness meant hundreds of thousands of people more infected and tens of thousands of deaths worldwide. There are questions of transparency, of openness and this raises questions about the manner in which the World Health Assembly operates with hundreds of small countries in Africa and Asia having votes equal to that of the U.S., India, Brazil, Mexico with votes taken of over 200 countries. The entire election process can now be seen as questionable, when over a billion people in one country alone such as India or hundreds of millions in Brazil and Mexico would have to bear the consequences of poor decisions made by small countries that can be swayed in one direction or another based on political bias and other considerations that have nothing to do with global health.  At the conclusion of the letter by the U.S. to the current WHO shaped by a controversial election in 2017 the following is stated about the standards set by Gro Harlem Brundtland and which helped the world prevent the SARS crisis which originated in China in 2003 from spreading to the large countries of the world India, Brazil, Mexico, and other such countries in Asia and Africa, Latin America, and the U.S. European Union. "In 2003, in response to the outbreak of the Severe Acute Respiratory Syndrome (SARS) in China, Director-General Harlem Brundtland boldly declared the World Health Organization’s first emergency travel advisory in 55 years, recommending against travel to and from the disease epicenter in southern China. She also did not hesitate to criticize China for endangering global health by attempting to cover up the outbreak through its usual playbook of arresting whistleblowers and censoring media. Many lives could have been saved had you followed Dr. Brundtland’s example." Even this does not come to grips with the flawed way in which the election of WHO head is done. It can no longer be relied on when there is the danger that lack of transparency can emerge in the WHO leadership itself because of a flawed process. It risks endangering the lives and livelihoods of hundreds of millions in countries such as India, Brazil, Mexico, as well as in the relatively small countries of Africa and Latin America where even basic water supplies are at risk but which could tilt elections at the World Health Assembly. Consider that a cyclone just hit the Indian state of West Bengal and Bangladesh on May 20 just as the coronavirus pandemic is spreading. That this region of 1.5 billion people had just 2 votes out of over 200 cast at the World Health Assembly in 2017 shocking. And even these votes cast based on old geopolitical considerations not how good the candidate is, and how good the country he is coming from is in terms of its record  on public health. The irony here is that private foundations in the advanced countries in the U.S. and Europe some of whom are major donors to WHO did not think that more experienced candidates in their own countries with a better record of public health such as in France or Germany are better qualified, in a flawed NGO support mentality left from the Clinton years. Basically the people in these large countries such as India, Brazil, Mexico were disenfranchised, when the austerity policies were consuming the European Union, and the U.S. had just elected a new administration itself groping for ways to reverse years of neglect of public services and infrastructure priorities. They would trust good leaders no matter where they come from, who have a record of transparency, leadership, and all the values we cherish together no matter where we come from. ...

The former head of U.S. Homeland Security ministry, Mr. Chertoff, and the former head of NATO, Mr. Anders Rasmussen, say the U.S. and European allies are not prepared to meet Russian meddling in elections two years after the U.S. elections and elections in the last year in Germany, France, Spain and Italy. Both co-chair Transatlantic Commission on Election Integrity. They expect 20 elections between now and 2020, and see 20 opportunities for Russian meddling in these elections- suggesting the response to the recent meddling is very inadequate. They cite the shift from fake news to hyper partisan narrative used in the Italian election. This approach uses some content that is true to weave a narrative that leads to an exaggerated version of events. It was used on immigration to appeal to immigrant weary Italians to lead to a situation where the anti-immigrant party Northern League attracted a large portion of the vote. This approach is not new as it was used by pro-Brexiters with ads showing an unending wave of immigrants crossing European borders. Suggesting Britain itself was facing this wave of immigration, using pictures of immigrants from Africa crossing the borders of Hungary and Austria. Placed on buses and billboards this influenced the election, including hyper narrative stories about what how the UK was sending 350 million pounds a week to the European Union which could go to the NHS instead. Who is Nandalal Weerasinghe? This report in The Daily News gives some idea about the man chosen to help Sri Lanka negotiate a deal with the IMF.  Dr. Nandalal Weerasinghe was an alternate executive director at the International Monetary Fund before being appointed deputy governor of the Ceylon Central Bank in 2012. Before this he managed several macroeconomic departments at the central bank and was assistant governor of the central bank from 2007 to 2009, He has spent the large part of his career in economic positions at the Central Bank of Ceylon after getting his PhD in economics from the Australian National University. Weerasinghe is the leading expert in macroeconomics from Sri Lanka who has IMF experience. He says "things will get worse before they get better." He retired early from the central bank with a change in government in 2019. He was reappointed as Sri Lanka faced a debt crisis in March 2022 following the two year long pandemic, and the Ukraine war in 2022 that was bad for emerging market economies. Weerasinghe says about the crisis facing Sri Lanka- Recent decisons followed Modern Monetary Theory. This has dire consequences. In recent times the savings brought about by the low tax and interest rate regime passed savings on to the corporate sector and took away spending power from savers and pensioners. Surging inflation made things even worse for the lower income middle class and older parts of society. Years of accumulated debt have brought Ceylon to this point. In Ceylon one is seeing the effects of savings being passed on to the corporate sector in an economy dependent on tourism and remittances from overseas workers, both hit by the two year long pandemic. This is part of  a trend that has hurt emerging market economies from Argentina and Pakistan which also turned to the IMF to Turkey.  In other countries in the European Union savings also passed on to the corporate sector with low tax and low interest rate regime. With high inflation resulting in the cost of living crisis seen today in France and Germany. This type of policy that Weerasinghe calls 'Modern Monetary Theory' is not healthy for the European Union and the US, as these policies led to the neglect of much needed and vital investments in infrastructure, health and education. Only now are these effects being corrected by new administrations of Biden in the US and Scholz in Germany, with Biden's 2 trillion plan for workers and families, and a similar plan from chancellor Scholz. With this come needed investments to tackle climate change, all of which was neglected before. India has taken a different approach. By following good governance, managing vaccination effectively during the pandemic, social emphasis for food, water, electricity, cooking gas, medicine for the vast population of 1.2 billion, and a Master plan for building Made in India manufacturing,  India has avoided such crises and maintained strong economic growth. In this sense it is a model for South Asian, South East Asian, African, and Latin American emerging market economies that face a difficult situation today. Good governance is critical.   ...

Jaishankar was asked at the 2021 GLOBSEC conference in Bratislava in 2021 why he thinks anyone will help India in case of a problem with China after it did not help others for Ukraine. Chancellor Scholz of Germany cites Indian Foreign Minister Jasihankar's remarks in Bratislava, Slovakia, in 2021. Jaishankar said- "Europe has to grow out of the mindset that Europe's problems are the world's problems, but the world's problems are not Europe's problems. That is if it is you it's yours, if it is me it is ours. I see reflections of that. There is a linkage today which is being made. A linkage betwen China and India and what's happening in Ukraine. Chia and India happened way before anything happened in Ukraine. The Chinese do not need a precedent somewhere else on how to engage us or not to engage us or be difficult with us or not to be difficult with us." These are Scholz's remarks at the Munich Security Conference. Scholz says Jaishankar has "a point."  "This quote from the Indian Foreign Minister is included in this year's Munich Security Report and he has a point it would't be Europe's problem alone if the law of the strong were to assert itself in international relations." To be credible European or North American in New Delhi or Jakarta, it is not enough to emphasize shared values. "We generally have to address the interests and concerns of these countries as a basic prerequisite for joint action. And that's why it was so important to me to not merely have representatives of Asia, Africa and Latin America at the negotiating table during the G-7 Summit last June. I really wanted to work with these regions to find solutions to the main challenges they face growing poverty and hunger, partly as a consequence of Rusia's war, as well as the impact of climate change or COVID-19. There is another side to this -Scholz and Germany's president Frank Walter-Steinmeier are from the social Democrats party which has sought closer cooperation with Russia, and also carry a great deal of ambivalence for the war. America is not fighting this indirect war in its neighborhood, Germany is. And some of the roots of this conflict go back to the Napoleonic invasion of Russia in the 1800's period and the German invasion in the 1940's. Macron is even more ambivalent in his position and he has remained this way from the beginning- not committed to humiliating Russia. In a way it is the position of the Social Democrats from the historical context of Germany's invasion of Russia, and Christian Democrats eagerness to create a German recovery with low cost Russian energy that created the dependence that Russia sought to use. In what it sees as the unfairness of NATO being allowed to expand right next to its borders. Because of a sense of righteousness on both sides- Russia of the Soviet period failing to see the feelings of a Budapest in 1956, East Berlin in 1953, and Prague in 1968, sees little wrong in an invasion of Kviv. And with it all the biography of Brezhnev the last leader of the Soviet Union, describes that very struggle in the Great Patriotic War the soviets fought against Nazi Germany which was fought by Ukrainians including Leonid Brezhnev with great will and purpose against all odds.  Cambridge historian has written the history of Europe that Scholz is cited to be reading in 2021- Europe The Struggle for Supremacy 1453 to the Present.  It shows Europe since 1453 engaging in balance of power of European powers, Sweden Denmark, Russia, Austria, Germany, France, Britain, Turkey, continually for 500 years. Europe simply forgot its own history. Asia including Japan, China, Indonesia and India, simply emerging from the situation of falling behind in science, technology, and the industrial revolution and building their economies with the help of the US since the Meiji Restoration in Japan in 1868. The Balance of Power Simms says was maintained for 500 years is simply based on no country allowed to act with impunity, no country allowed to do whatever it wanted because of its position of strength at that moment or period of time. In that situation all other powers regrouped to keep the balance from being upset. The war in Ukraine is also likely to end in a way that is consistent with that which Brendan Simms writes about because this has not changed now for over 500 years. Biden knows this and it has fallen on America to shoulder the burden for this in the last 150 years, Scholz is aware of this, Modi in India sees this, and Jinping in China realizes this even with its concerns about Taiwan.   ...

During a public dialogue during the federal government's open day German Chancellor Scholz takes time to go over the origins of the war in Europe as he understands it. Of Russia acting "clearly with the intention of conquering its neighboring country," in an imperialist manner. Here is what he said- On Nato During talks before the war started in February when he met Putin in Moscow Scholz assured Putin that Ukraine would not join NATO "in the next 30 years." NATO was never a threat to Russia even though Putin says NATO's increasing eastward expansion was to the detriment of Russia's interests. On the origins of the war in Europe- Scholz says Putin launched the war for "completely absurd reasons." During his talks with Putin for example he says Putin told him that Belarus and Ukraine should not be independent states. "This is a war that Putin, Russia, started, clearly with the intention of conquering its neighboring country. I think that was the original goal." "Putin actually had the idea of swiping a felt-tip pen across the European landscape and then saying, 'This is mine and this is yours.' " Something Germany could not accept. Scholz condemns Putin's imperialism. He compares Russia's actions to the early days of imperialism. Scholz was reported to be reading Cambridge historian Brendan Simms book Europe- The Struggle for Supremacy in Europe from 1453 to the Present, before the war started. Simms shows a Europe that fought intermittent wars for supremacy between European powers Spain, Britain, Dutch, French, Germany, Austria- Hungary, Russia, Sweden over most of the period 1450 to 1950. The last part of the period was marked from 1850 to 1900 by an openly imperialist land grab for territory in Africa and Asia between Britain, France, Japan and Germany.  The period 1950 to 2000 marked by the Cold War between the US and the Soviet Union and China.    On planning for the war in advance- DW.com reports that Olaf Scholz is convinced that Putin planned this war long before the Russian invasion of Ukraine on Feb. 24. On the future of the war- Scholz says he will not end the dialogue with Putin. Scholz and Germany, Biden and the US want to show that the imperialist type of expansion into neighboring states is no longer accepted, not for Russia or China. Scholz says Russia is currently engaged in gaining territory in eastern Ukraine, but it is not certain that it will stay that way, so giving in is not a sensible strategy.  Ukraine needs the Black Sea ports and the area around Kherson on the Dnieper river to maintain its economy through exports of foodgrains. There is international consensus that these exports are essential to most of Africa and other parts of the world. The war in the remaining part of 2022 into the winter is being fought in this area. Another area of international consensus is that of the refugees mostly women and children in other parts of eastern Europe, and the displaced people within Ukraine moving from the east and south to the west. For the first time the US and Germany are providing Ukraine with the air defense systems that it needs to protect refugees, something that was missing for the many early months of the war leading to millions of refugees inside and outside Ukraine.       ...

Russia invades Ukraine on multiple fronts, across Belarus, across its western border with Ukraine, on the pre dawn hours of February 24, 2022. Russian foreign minister Lavrov says "tense and detailed discussions" with US and NATO are still taking place. In talks with the US, president Putin of Russia had demanded that Ukraine commit to not joining NATO. The US insisted that this was upto Ukraine and that the territorial integrity of Ukraine had to be respected. Interventions by Macron of France and other leaders failed to bring the two sides closer. The US and Europe with a reluctant Germany looked at sanctions as a deterrent. This proved to be wrong. Mr. Putin has a passionate view of Ukraine and Kviv's historical role in the formation of the Russian state, evident in his televised address only 48 hours before the actual invasion. Ukraine has shifted between Poland and the Baltic states, Germany on one side and Russia on the other in its thousand year old history. The shift away from Bolsheviks and Communists under the Soviet Union after 1990 changed the relationship of Ukraine with its neighbors once again as Ukraine became closer to Poland and the Baltics, and Germany. Germany remains reluctant to revert to the relationship with Russia that led to 2 World Wars. During the leadership of Willy Brandt and successive German SPD leaders, as well as with Konrad Adenauer and CDU leaders, the goal was to build a good relationship with Russia. Merkel of the CDU went as far as accepting dependence on Russia for 40% of its gas supplies, after shifted out of nuclear energy and supporting a new Nordstream undersea pipeline for gas supplies.  The early reaction on DW.com and German television was one of shock as no one really expected that this would lead to a full scale invasion. Scholz of the SPD the new chancellor in 2022 was not active in forging anew consensus allowing NATO's Stoltenberg who is a former Norwegian prime minister 2005-2013 to frame the response of Europe. Norway's role in European security was marginal for most of the twentieth century. Other events had detracted from bringing active German and American participation in coming up with a framework of dialogue to address concerns of both sides and still build a common ground for peace- Afghanistan, the pandemic in its third year, China's deteriorating one sided trade relationship with America that hurt American workers and manufacturing. As a result China and Germany were essentially absent in building the framework for peace. Afghanistan hasty withdrawal made it harder for president Biden to come up with new approaches to build a common framework. President Macron made some faltering efforts on the fringes even as president Putin focused on the US response and its intentions with NATO on European soil, and declared that it was directly US Russia negotiations that needed to work. With this the whole framework of relations since the presidency of Reagan and the relations with Russia and China come to a close. And a new framework needs to be constructed that draws in India already or soon to be the most populous nation in the world, in an effort to build an enduring new framework. The voices of Eastern Europe need to be heard, yet balanced with the voices from India, China, Germany, Russia, and other countries in Asia, Latin America and Africa that are affected by world events. ...
