The shift is to electric cars, renewable energy, and advanced technology industries to support growth after decades of construction based growth. As China shifts away from construction to support the economy no government support is given to real estate company Evergrande to reorganize it operations. Evergrande has $300 billion in debt and its sprawling operations all over China will now be dismantled. The decision is made in an Hong Kong courtroom on the 12th floor of the Hong Kong Court Building as reported by Alexandra Stevenson of the NYT. China is now moving away from the economic support of internet companies such as Tencent and Alibaba and construction firms such as Evergrande. More investment is going into renewable energy and companies that are leading in technologies such as BYD in electric cars worldwide. Investment is also being made in funding improvement in standards of living in the rural interior of the country that was neglected during the boom years and in tackling climate change. This is a very different China as president Jinping looks for other ways for economic development that fulfill the Sustainable Development Goals of the UN and the goals of building a better China for all its people in less developed rural areas and in urban areas.  ...

Chinese government and China's Securities Regulatory Commission issues a scathing criticism of pwc accounting firm's audits of Evergrande real estate company. Evergrande went into bankruptcy on a huge scale and pwc's audits failed to disclose what was happening at the company when apartments that were not built or not completed were considered as revenue. This disguised the problems at the company  leading to huge losses and affecting the entire Chinese economy that depended too much on construction for GDP growth.

Now China's largest housing developers Evergrande and Country Garden together have a staggering $500 billion in debt and in serious financial trouble in or near default. How will China's government respond? It let Evergrande who had defaulted on debt payments build 300,000 apartments last year, just to protect home buyers. Now it's founder Mr. Xu is taken in for questioning and "illegal crimes." Making sure that the apartments on which people made deposits are built would cost another $72 billion, says Nomura. Yet suppliers, painters, builders and brokers are owed another $390 billion, in one estimate. And foreign creditors are getting together for complicated restructurings. Evergrande had entered wealth management promising 8 or 9% returns and has stopped making payments. All this is affecting public confidence in the future and China's growth story. For decades China depended on housing construction for high growth rates. Now the process is unwinding with both in financial difficulties. Evergrande is China's second largest developer with $300 billion in debt. This report in the WSJ says about Evergrande and China's housing boom that it was a risky race against time in which developers took in billions of dollars of borrowed money from buyers in cash to launch project after project in every Chinese province. The 25 year old company founded by 37 year old Hui Ka Yan in Guangzhou was setup in 1996. Its name stands for "constant" and "big" in Chinese and during the rapid expansion of the Chinese economy after 2000 it played a part in meeting dream of home ownership. It did this by taking in full cash payment for apartments that were delivered years later. It is the largest symbol of debt for housing developers in China $89 billion in outstanding debt and millions of unfinished properties, 42% of debt due in less than 1 year. Today Evergrande is collapsing, unable to pay creditors, and paying creditors in construction with unfinished properties, says this WSJ Report. Capital Economics estimates that Evergrande has presold 1.4 million apartments valued at $200 billion that are not yet finished. Typical is a woman in retail sales in Shenzen who invested 1.4 million yuan or about $217,000 in 2018 for one 400 square foot apartment in a high rise building.  The Chinese government is unlikely to stop Evergrande from collapsing. This report in the WSJ from Singapore says Chinese authorites are asking local governments to prepare for the potential downfall of housing developer Evergrande which was built on ever growing debt. This was described as getting ready for a possible storm in the event there is a disorderly collapse. Beijing is unwilling to bail out the developer. For years the Chinese government has discouraged speculative investment in housing saying "housing is for living not for speculation." This had little effect on housing developers and housing prices in China making housing smaller and smaller in size and beyond the reach of average households.

To get some idea of the magnitude of Evergrande's expansion it has 800 projects in progress spread over 200 cities in China. It is unable to complete many of these projects, now that it is unable to pay contractors and suppliers.

For the last decade restrictions on sale or purchase of apartments in new buildings were being put in place by the Chinese government to make sure that buildings were for living not for speculation. With the current downturn in construction after collapse of Evergrande and other construction companies, and China depending on construction for one third of economic growth, this policy has changed. Previously couples who divorced just to buy a second apartment were not allowed to buy one for three years. People had to move to Chengdu and pay local taxes for three yeas before they could buy an apartment in the city. These restrictions are now lifted to promote new construction that had fallen quickly after some big bankruptcies and homeowner protests over incomplete buildings in 2022-2023.

Workers send money home to rural areas and work upto 90 hours a week to make about $1 per delivery in China and strive to make about $1220 a month with excessive hours and little in benefits. This sector acts as a backup to absorb labour when companies close such as the bankruptcy of big property construction companies such as Evergrande. In 2024 the government set rules to regulate abuses in this sector. As China shifts from dependence on construction, and as exports to the US face resistance and tariffs, laid off sorkers end up in this sector with few benefits. NYT Shanghai bureau chief Alexandra Stevenson sends this report on the magnitude of the problems facing Country Garden, China's largest housing developer, Country Garden has $200 billion in unpaid bills, has missed interest payments on debt. It lost $7.6 billion in the last 6 months. A million apartments remain unfinished. The government's first concern is that buyers are made whole, it is less committed to housing as a driver of economic growth. And the numbers are just way too large for the government to tackle. By one estimate the unpaid bills goes as high as $370 billion in unpaid bills. What happens to all those construction workers, carpenters and other workers who remain unpaid. Country Garden follows failure of Evergrande another huge Chinese real estate developer in 2021. Experts say even if people buy Country Garden's apartments the losses are too large to make up.

Country Garden is turning into a worse problem than Evergrande. Both housing developer companies are in serious financial problems in China affecting the larger economy. Consider that Country Garden has $286 billion in liabilities and $7 billion in first half losses for 2023. Two years earlier Evergrande went into insolvency over extravagant projects and spending. Country Garden's problems come from a shift away from housing in the country a retreat by investors and buyers. Yet 25% of the economy and the savings of ordinary Chinese are tied up in housing. Local government finances are also strained adding to the debt burden. In the boom years housing created hyper growth, now it is in reverse acting as a drag on the economy.

Zero covid lockdowns have added to the sentiment seeing China as a less attractive location for foreign investment. American companies are seeing staff resign due the lockdowns and zero covid policy. About a fourth of companies in a US Chamber of Commerce survey see a 20% drop in sales in 2022. A similar situation is being seen for European companies in China. The other area of growth from property sector is not working anymore as there is a 59% drop in demand for new property units. Investors in the property sector fear  another situation like that of property developer Evergrande's collapse.  Similar to Japan by 2000 a lot of the government infrastructure for roads and rail and automobiles has already been built leaving less room for this sector to kick in. Investments are possible in AI, renewables, electric cars, and advanced technologies, with limited potential to tackle loss of jobs in other sectors such as construction and government financed infrastructure spending and in retail stores. Retail sales are hit by inflation and high gas prices. The result is that China's GDP may fall by 1% according to one estimate for this quarter from the previous year. For growth and foreign investment look to India where a surge in government financed infrastructure in construction of roads and rapid transit, fast rail, construction of housing, and rapid increase in use of mobile phones, automobiles, and appliances is taking place. A new logistics system is being built with a Master plan for the whole economy under Gati Shakti creating a whole new place for foreign investment in a country of 1.3 billion. With Indonesia and Bangladesh closely related to India this is a market of 1.8 billion people far surpassing China and built on values of democracy ingrained over 100 years since the experiments under the British of elected state assemblies. This happened under limited Hind Swaraj since 1930's when India was led by Mohandas Gandhi in these early experiments with democracy. Germany, France and the US have a lot in common with India and the ground is being prepared with improvements for extensive German, US foreign investment by the Modi administration.  ...
