Ursula Von der Leyen is actually a nickname of the new European Commission president from Germany. Her father was Ernst Albrecht, a top CDU politician and state premier for Lower Saxony. She adopted the name when she switched studies from the University of Gottingen in the late 1970's to study at the London School of Economics and changed her name to avoid the attention of the Red Army faction, a terrorist group at that time. Ursula studied at the European School in Uccle, during a time when her father was atop European civil servant in Brussels. Of her time in London she says: "I lived more than I studied...In 1978 I immersed myself for one year in this seething, international, colorful city. For me coming from the rather monotonousm white Germany, that was fascinating. For me London was the epitome of modernity: freedom, the joy of life, trying everything. This gae me an inner freedom that I have kept till today. And another thing I have kept the realisation that different cultures can get along together very well." She switched to medicine, and married a physician. In 1990 she joined the CDU like her father. She held posts related to the family and work ministries, and Merkel promoted her to defense where she did not do as well as at family related ministries, and then to the head of the European Commission, knowing full well the value of an internationalist with outlook broader than Germany's in the European Union of today. ...

Today Leyen is one of the prominent leaders in the European Union, and leads the fight against the Russian invasion of Ukraine. Leyen has visited places destroyed in the Russian invasion such as Bucha and talked to refugees, mostly women and children She has stated on Twitter after proposing a complete ban on Russian crude oil to Europe- "we want Ukraine to win this war." After a mediocre performance as Minister of Defense Leyen took the position at the EU headquarters in Brussels, where her father had served as a civil servant. Her father was  elected as Minister President of Lower Saxony province after working at EU in Brussels. Leyen went to secondary school in Brussels. Studying economics at London School of Economics before shifting to medicine, getting her degree in 1991. She followed her husband to Stanford University, and after her return to Hanover in 1996 was elected to the state parliament in Lower Saxony in 2003. A big win for the US and a win-win for the European Union in the sense that it brings stability to the trade relationship. For the US it brings a level playing field in world trade that had suffered fo far too long from unfair advantages taken by Japan, Canada, European Union and other nations, in addition to the serious distortions of the world trade system with China's state version of capitalism financing an export model. So the first step was to straighten out the situation with partners and allies the US has supported in the past 75 years. US European Union Trade Agreement is reached July 27, 2025, at meeting between Von Der Leyen of Eu and DJT of the US in Scotland. It includes $750 billion EU purchases over 3 years of US oil and gas, LNG, nuclear fuel, semiconductors, etc and $650 billion in investments in US, including military purchases. It puts a 15% tariff on all products from the EU entering the US, replaces the tariff of about 5% under Biden. On Pharmaceuticals it is what the US president decides says Leyen, though for now it is included.  The EU Trade Commissioner Maros Sefovic says- “I think that what was most important for us was to make sure we would have this predictability and we would have stability for our businesses." ...

DJT will meet EU's Von der Leyen in Scotland to iron out differences remaining to get to a US EU Trade Deal. Following the one with the UK and Japan this would be a signifcant win for the president and show that his tariff policies are working when flexibility is added and negotiations are speeded up. It also benefits European relations with the US on many fronts, not just in talk as has happened before but in real improvements in sharing of responsibilities.

In new developments German chancellor Scholz visits London and European Union president Von der Leyen visits Bucha and Kviv in Ukraine. Von Der Leyen is accompanied by Joseph Borell, the EU commissioner for foreign and security affairs. For the first time the European Union offers membership in the EU to Ukraine. In handing a document with a questionnairre to Ukraine president Zelensky she says- "This is where your path towards the European Union begins." Adding "It will not be, as usual, a matter of years, but rather a matter of weeks" to complete this step. The questionairre forms the basis of an opionion she said that gets passed on to the European Council this summer. Ukraine now becomes the first country in Europe to have fought a war and suffered from millions of refugees just to join the European Union. It also shows how much has changed since Angela Merkel left office with her policies that offered Ukraine no such prospect even as it integrated the German economy with the Russian economy and China's economy during 4 terms in office. Leyen said "Ukraine is marching towards a European future." Chancellor Scholz addressed the German parliament after the invasion and hundreds of thousands of people turned out in Berlin that day.  Europe is voting with its emotions having been completely shaken by this experience. EC Council president Michel apologizes for not responding when EC Commission president von der Leyen was left without a seat at a meeting with Erdogan, Turkey's president, in Ankara April 6, 2021. Michel could easily have offered his seat to Ms.  Ursula von der Leyen and taken a seat on the nearby sofa instead, as a form of courtesy. This would have prompted the Turkish side to arrange for another chair next to Erdogan for face to face discussions on improving ties with Turkey during the pandemic.

Presenting the ReARM package in Brussels the European Union president Von der Leyen says- “This is a moment for Europe and we are ready to step up.” The proposals Leyen said “could mobilise close to €800bn of defence expenditures for a safe and resilient Europe." About $650 billion comes from increasing the European spending on defense by 1.5% of GDP from numbers below 2% that reflected underspending on defense. The EU will loosen strict deficit rules. The CDU coalition government in Germany with SPD under Merz that is being setup will remove the debt brake in the German Constitution that limits defense spending to 1%.  Another $150 billion in loans can be generated from joint EU borrowing that could be given to countries. That will Leyen says- “It will help member states to pool demand and to buy together. This will reduce costs, reduce fragmentation, increase interoperability and strengthen our defence industrial base.” The European Investment Bank will participate in the lending. ...

European has a completely different perception of events in Europe than the US which has distanced itself. The 28 Point Peace Plan offers a basis for further work to arrive at an agreement acceptable to Ukraine and to the European Union, is the view emerging at the G20 talks in Johannesburg, South Africa. The leaders of Finland, Ireland, Netherlands, Norway, Italy and Spain met on Saturday, November 22 2025. Separately Leyen and the EU council president Costa meet with Meloni of Italy and Macron of France on Saturday after conversations with Zelensky on Friday.  British prime minister Starmer has this view of the 28 Point US plan negotiated with Russia-  “There is only one country around the G20 table that is not calling for a cease-fire, and one country that is deploying a barrage of drones and missiles to destroy livelihoods and murder innocent civilians.” Ms. Von der Leyen, president of the European Commission, says-  “Ukraine can count on us because this is not only an aggression against Ukraine, but it is an aggression against the principles of the U.N. charter." “It’s on European soil. Therefore, we will support Ukraine for as long as it takes.” Macron of France commended American efforts to reach a peace deal but said EU nations would work with Ukraine to map out a plan for way forward in 48 hours.  "What is at stake is Ukrainian sovereignty and European security.” It is this aspect of European security that may be the reason the EU and Germany may decide to modify the plan to offer a counter proposal on several points. One on limits to the size of Ukraine's defense forces to ensure its defense. Another on the stationing of forces by NATO in a peacekeeping role in Ukraine as proposed earlier. Third on the ceding of territory now in the hands of Ukraine so that these parts of Ukraine can remain independent after 4 years of ragged defense. Germany under CDU Merz and with Pistorius of SPD at Defense in a strong coalition government may be the deciding factor as Merz has already set the goal for the Bundeswehr to become the strongest army in Europe, with plans and action to prepare for this transition to defend European interests. It is true that Ukraine is at a difficult point yet if the Europeans see this as a "capitulation" and a US DJT deadline of one week to push this through Europeans may come up with a counter offer that includes these points that would make it clear that they are not an obstacle for peaceful resolution of this conflict. The history of Europe shows that in such situations with most of Europe on one side and Russia or some other major European power on the other side, eventual settlement ends up with all sides making some concessions, and in no way seen as "capitulation." Asian powers China and India have been pulled out of the conflict to a large degree in 2024-2025, with US shifting to a neutral position. Making this a purely European conflict with the Russian economy mobilized for wartime yet facing all the nations of Europe led by Germany, France and the UK in a transition towards military preparedness and unwilling to see any form of capitulation. In such a situation the larger economies and resources of the EU could effectively counter a Russian threat leading to a settlement that is better for all parties to the conflict.   ...

Britain's prime minister spent 3 nights in intensive care for coronavirus. He said the "development of a vaccine is the most urgent shared endeavor of our lifetimes." He will confirm Britain's pledge of 388 million pounds for vaccine research, tests and treatments, part of 744 million pounds to the the global effort against coronavirus. "The more we pull together and share our research the faster our scientists will succeed."

An online pledging conference will take place on Monday as part of the vaccine fundraising drive of the European Union and other countries. The initiative from the EU and president of the EU Ursula von der Leyen, is to raise 7.5 billion euros for vaccine research and development of a vaccine for coronavirus. It has the support of Britain, Germany, France, Spain, Italy, Norway, Japan, Canada, and other countries. The month long investment drive will go on till the Global Vaccine Summit on June 4.

US president Biden says efforts are being made to provide emergency assistance to India for vaccine making supplies, as well as therapeutics, ventilators and other equipment. The White House says "The United States has identified sources of specific raw material urgently required for Indian manufacture of the Covishield vaccine that will be immediately be made available for India." Joe Biden said that "Just as India sent assistance to the United States as our hospitals were strained early in the pandemic, we are determined to help India in its time of need." This assistance is now being coordinated at the highest levels and being done round the clock. Chancellor Merkel of Germany - "The fight against the pandemic is our common fight. Germany stands in solidarity with India and is urgently preparing a mission of support."  The European Union's von der Leyen said "The EU is pooling resources to respond rapidly to India's request for assistance via the EU Civil Protection Mechanism. President Macron of France tests positive for coronavirus on the morning of Dec. 17. He will now self isolate for 7 days. Leaders who he has met recently are the prime ministers of Spain Pedro Sanchez and Portugal Antonio Costa. He was seen embracing Antonio Costa. Mr. Macron was part of the tough negotiations for the European trillion dollar stimulus, for a recent all night EU negotiation, and involved in Brexit talks. He met with Charles Michel of the European Council and Ursula Leyen, head of the European Union. All or most of these leaders will now have to self isolate. Mr. Macron wore a mask during the entire period and was careful not to shake hands.

Britain's prime minister Boris Johnson and his negotiating team meet EU president Ursula Leyen for dinner in Brussels on December 8, 2020, to get over fundamental differences for a Brexit deal. This report in The Guardian describes the details of that dinner meeting.  Boris Johnson told parliament that the European Union was asking Britain to be the only country in the world not to have sovereign control over its own fishing waters. He said the EU was also asking that if the EU were to pass a new law that Britain does not comply with they would have the right to  automatically punish Britain or retaliate. On the issue of environmental and other laws that relate to the EU and Britain they are both at the same level today. The EU is worried that in future competition between Britain and the EU in trade and business Britain could relax environmental or other laws to gain an unfair advantage. Boris Johnson and his Conservative party back benchers insist that Britain should have sole right to make its own laws. France's Macron introduced the idea of automatic retaliation as a way to get Britain to keep a level playing field. Both sides see this as a negotiating tactic, hence the dinner meeting as a way to let top negotiators including the leaders to set an informal tone to the final stage of tough negotiating. Merkel made her own remarks to the German parliament saying she was willing to let the negotiations collapse if Britain rejected the EU approach. Merkel stated that if Britain insisted on certain conditions EU could not accept she was willing to let Britain leave without an exit agreement. This way if something went wrong Merkel would not take the blame.   ...

Germany's leading candidate for chancellor Merz gets an exemption for Germany to EU Common European Asylum System (CEAS) asylum laws for National Security reasons. The goal is to tight Schengen border controls to keep out illegal migrants.  EU president Von der Leyen calls Merz action on CEAS  asylum laws "innovative solutions." Germany takes U turn on asylum law as public opinion shifts with a series of crimes committed by illegal migrants allowed to stay in Germany including car rampages through crowds on streets, most recently in Munich. A sense of fatigue in EU with illegal migrants and a desire for normalcy, the old way of life, and secure neighborhoods and urban spaces. It is now seen in CDU as Merkel's policy errors and failure of judgement in letting in a flood of illegal migration.

Financial markets and investors now see the uncertainties emanating from tariffs negotiations as temporary and unlikely to affect corporate profits and the US economy says this report in WSJ. When the EU requested an extension with EU president Leyen calling DJT on May 27th, Trump who had said the EU was dragging its feet on trade negotiations with the US, granted her request. Leyen promised to speed up the negotiations with the new deadline of Juy 9, 2025. Trump had called for an across the board 50% tariff on all EU products if the EU continued the lack of response. In this way DJT called the bluff the Europeans were playing seeking to portray the American tariffs negotiations in an unfavorable way.  How did markets respond? The S&P 500 increased by 2% on May 27th when it became clear that a trade settlement was likely to be reached in 6 weeks. Earlier DJT had met with Mark Carney of Canada another key trading partner and come up with an understanding on moving forward. DJT has shown flexibility with advice from Treasury Secretary Scott Bessent who has experience with and carefully followed financial markets. ...

The Labour party's support for not withdrawing from the European Medicines Agency is the subject of an argument after Prime Minister's Questions in the British parliament. Labour leader Keir Starmer confronts prime minister Boris Johnson in parliament after Johnson reminds Labour that it had on repeated occasions called for the UK not to withdraw from the European Medicines Agency.  The UK vaccination drive is far ahead of the vaccination drive in European Union countries including France and Germany, because of British initiative in boldly betting money on vaccine supplies with pharmaceutical companies, and earlier approval by the UK health regulatory authority. Here is the comment in the House of Commons by Boris Johnson- "If we had listened to (Starmer), we would still be at the starting blocks because he wanted to stay in the European Medicines Agency and said so four times from that dispatch box." Starmer disputes the statement. The Times cites Hansard, the official record of the House of Commons. It records that Starmer questioned why Britain would want to withdraw from the Medicines Agency in Jan. 2017. In 2018 Labour party supported an Amendment to the Trade Bill that called for the UK to seek participation in the European Medicines Agency. Germany, Spain and France are hit hard by the second wave of the coronavirus and the lack of adequate vaccine supplies is causing grief in European Union. Forget Macron who is simply following French policy in the manner of De Gaulle, says Greg Ip in WSJ. The European Union has already set its policy to decouple its relationships in the supply chain from China, it just calls it something else -"de-risking." The EU he says is even tougher about this than the US. The EU's Leyen has stated: "The Chinese Communist Party's clear goal is a systemic change of the international order with China at its center... We need to ensure that our companies capital, expertise and knowledge are not used to enhance the military and intelligence capabilities of those who are also systemic rivals."  Mikko Huotari, the head of the Berlin based think tank Mercator Institute for Chinese Studies says that the US and the EU arrived at this through a process that went on in parallel. In fact the Scandinavian countries such as Sweden and Denmark, and the Baltic countries came across this much earlier before Biden became president because of acrimonious relations with China. This is also true of countries in Eastern Europe such as Czech Republic.  Germany's position is based on finding a transitional period for decoupling to reduce the impact on its economy. And even China is aware of this situation and looking for a transitional period for decoupling. More significant is the attitude of companies says Greg Ip- companies such as Tesla, Apple and even Airbus that have continued investments in China with little change. And it is this that president Biden is seeking to change with US policy positions. Another less observed aspect of this is the realization of both the US and EU, that the clear and obvious mistake of overconcentration of the supply chain in China was made under Merkel and the Bush-Obama adminstrations. China too realizes that it would have been better off - less recrimination from workers in the US,  and less costly damaging growth that led to climate change- if there was not this much overconcentration of the supply chain in China. In short it benefitted no one, and happened simply because companies sought to take advantage of attractive offers of building in China offered by local governments in China with subsidies from the Chinese government, and the manufacturing capabilities that kept expanding in a virtuous circle as better infrastructure and logistics were built over time. It goes to show that unless governments are vigilant and aware of these risks the unintended can happen with different consequences including destabilizing the social fabric and the political structure of western democracies.  ...

The chief political reporter for the German daily The Bild, says Ursula Von der Leyen EU Commission president's performance on ensuring vaccine supplies is a disgrace for the EU and Germany. For once Brexiteers are proved right he says with having negotiated a better deal with vaccine suppliers, not being stingy like the EU officials, paying good money and securing supplies as early as April.  He says the EU's bureaucracy, its sluggish response, miserly attitude is now being confirmed in this health crisis and Germany is not looking good at all. Tiede says Leyen failed at the German Defense ministry and like other ministers in this situation was shifted into the EU Commission bureaucracy,only to fail again. He suggests Merkel and the heads of France, and Italy, Spain take over negotiating directly from now on with pharmaceutical companies. The EU officials are under severe criticism in Europe, shown here for different EU countries. Leyen is shown to have blundered further by creating a spat with Astra Zeneca- either she did not read the contract or was ignorant of what it meant, say critics. The EU's deal with Astra Zeneca was not with binding provisions, making EU officials at fault. Der Tiegesspiegel called EU's failure to admit its mistakes "jaw dropping" and bordered on "shamelessness." Der Spiegel calls it the worst catastrophe of Leyen's career. This now means Germany will have only 70% of its population vaccinated by September 2021, say experts. ...

Anton Harder in this Wilson Center publication of research uses correspondence between Jawaharlal Nehru and his sister Vijaylakshmi Pandit ambassador to the US in 1950, to show that the US made an offer for India to take a permanent seat at the UN Security Council. India had supported two resolutions on June 25, and June 27, first condemning the invasion by North Korea and second the organizing of a UN force of 29 countries to push back the North Korean invasion. Even though the US is not seen as actively engaging with India during that period and seeing through British eyes the colonial policies of encouraging  different powers in South Asia, that may not be true.  Who was India's foreign minister in 1950? Jawaharlal Nehru was both prime minister and foreign minister till 1964, which means there was less discussion of foreign policy than happens today during the Ukraine invasion with Jaishankar a career diplomat with 30 years experience, Rajnath Singh, and Mr. Modi, in talks with president Biden recently, and in further discussions Modi had with EU's Von der Leyen and UK's Boris Johnson, Kishida of Japan. Who was India's defense minister in 1950? Baldev Singh, a Sikh independence struggle leader was Minister of Defense for 1947-52 and tackled partition of Punjab and Kashmir issues. The rest of the years to 1957 when India faced the Chinese invasion of Tibet India's defense minister was also for most of the period Mr. Nehru, except Ayynagar in 1953, and Kailash Katju in 1955 and 1956. The controversial V.K. Krishna Menon was Defense Minister from 1957 to 1962, when Indian defenses were further neglected leading to the Chinese invasion of India in 1962, and his replacement by Yashwantrao Chavan. The purpose of this is to look back at what happened in earlier periods to understand where India stands today- and what choices it makes today. Clearly the US was looking for allies then and now. Nehru saw things from his own reading of history seeing China and India as both suffering from western invasion, not realizing that China's experience under Mao was different- that of Japanese invasion and bombing of China's major cities not just colonization of Hong Kong and other ports for trade under British trade based policies in 1850-1900. Thus a Communist Chinese version of China's defense involved taking over border regions such as Tibet putting China in direct and open opposition to India. Nehru never really grasped what was happening in Tibet and the war China fought against the Nationalists. American general Stilwell loved China deeply and had an understanding of its people as shown in Tuchman's account in her book Stilwell and the American Experience in China 1911-1945. Stilwell during that war had a better understanding of China, the strengths and weaknesses of Mao's China and of the Nationalists under Chiang, than Nehru. Some of these errors post 1950's and a concentration of foreign, defense and embassy positions in the person of Mr. Nehru and of Nehru family member such as Mrs. Pandit led to the Indian failure to act on Tibet and see it as see it for what it was -facing a Communist Mao led China that had fought the Japanese invasion as different from Bodhidharma's China of the history books. Bodhidharma's China will outlast Mao's China, yet it is Mao's China that India faces today. This also tells us that India has to think in new ways- as Lincoln said during a period when America was also making its own progress as an industrial nation in the 1860's. "The dogmas of the quiet past are not adequate to the stormy present. The occasion is piled high with difficulty, and we must rise to the occasion. As our case is new, we must think anew, we must act anew. We must disenthrall ourselves, and we shall save our country." India's values are values of democracy heightened not just by Mohandas Gandhi's ideas with Hind Swaraj written in 1910 just as powerful in 2022, but also by the heights of Ladakh where elections are held in remote regions of the Himalayas. India's values are values that are also shared in the best that America has in its values and culture and in the defense of freedom.    ...
