For National Governance Day the Library of Congress has recordings of the poetry and talks given by Atal Bihari Vajpayee in an audio page. These recordings were made by Vajpayee himself at his prime minister's residence in Delhi in 2001 and are in his own voice. As poet, philosopher, foreign minister, Leader of the Opposition and prime minister in India, Atal Bihari Vajpayee embodied the vision of the generation that started with Mohandas Gandhi in the 1920's through Govind Vallabh Pant and Lal Bahadur Shastri in the Hindi speaking heartland. A vision that is the basis of the sab ka vikas, sab ka viswas, sab ka prayas development drive of today based on good governance.  Ao phira se diya jalaem- come let us light the candle again, the sun dims, come let us light the candle again-  is one of the classics from Vajpayee as India looks to 2025 and ahead for National Governance Years. For National Governance Day- Praveen Siddharth, private secretary to the president, writes about the way Atal Bihari Vajpayee handled the difficult situations he faced in parliament after his government faced no confidence motions and his government collapsed for lack of one vote, leading to a government that lasted 13 days, before finally winning the 1999 elections for a first full term in office. This opened the way for a post independence modernizing India based on good governance, "sab ka vikas sab ke sath, sab ka prayas." National governance day is observed on the day of the birth of Atal Bihari Vajpayee.

Muhammadu Buhari wins the March 2015 presidential election in Nigeria winning 54% of the vote compared to 45% for incumbent president Goodluck Jonathan. The peaceful transition is another first for Africa for the size of a country like Nigeria. Buhari was a military ruler for 20 months following a 1983 coup. This is his fourth try running for president. This time he campaigned on an anti-corruption platform, and anti-terrorism campaign as Boko Haram insurgency is affecting the northeast of the country. He also campaigned for economic development and jobs, as Nigeria is sorely lacking infrastructure development such as road, water, electricity, especially in the Muslim north of the country where Buhari is from. Incumbent president Goodluck Jonathan failed to tackle the problems, and the situation deteriorated in 2014-2015 with the lack of security in the country, as the Boko Haram insurgency affected the northeast. In 2015 oil prices collapsed leading to a sharp depreciation in the value of the Naira, Nigeria's currency, and lower oil revenues, a significant setback....

Jan 22, 2003 in New Delhi, Atal Bihari Vajpayee, who revived Gandhiji's Indian vision for the 21st century, said on the Golden Jubilee of India's Parliament-  "If the 20th century saw the global growth of democracy, the new century should see its further expansion and enrichment. Especially, we should develop democracy as an effective instrument for fulfilling people's aspirations and resolving conflicts and contentious issues. History has proved time and again that free and democratic societies are the ones that are creative, self-corrective and self-regenerative. The holding of regular elections, the victories and defeats of individuals and parties, and the periodic change of governments have many benefits. These make elected representatives accountable; keep the rulers in check if they develop hunger for power; prevent rigidity in governance; and dislocate social and economic interests that would otherwise get vested."   "At the same time, we cannot overlook the many ways in which the Parliamentary system, including ours, needs to be strengthened. All democracies, especially in developing countries that have considerable diversities and carry the burden of developmental imbalances, have had to grapple with one paramount challenge. And that is: how to harmonise the legitimate self-assertion of communities that suffered deprivation and disempowerment in the past with the imperatives of good governance?"   "One obvious answer lies in the need to protect and further strengthen the institutions of democracy. As Nigeria's president Buhari returns from 100 days of receiving treatment for an unknown illness in London, the situation in Nigeria has deteriorated further. For most of 2017 Buhari was absent from Nigeria. In his place Vice president Obisanjo was running the administration. The situation in Nigeria has deteriorated under Buhari- in the northeast that attacks by the Boko Haram group, and discontent in the south from the lack of investment in that region with oil revenues leading to corruption. One of the dominant themes in Nigeria has been that oil revenues have led to corruption with little change under the administration of Buhari's predecessor, Goodluck Jonathan, who came in as "Mr. Clean." Again and again the hope for a clean administration and good governance are not being met in countries with much of Africa's population. This You Tube video in The Indian Express shows Indian leaders Modi, Sitharaman, president Murmu, vice president Dhankar, Chandrabbu Naidu and party leaders paying homage to the leadership of Atal Bihari Vajpayee who led the formation of the first non Congress coalition government in 1996 followed by one in 1998 and 2000-2006. Music played on this occasion were favorites of Mahatma Gandhi- Vaishna Vajana thene re kayiye- he who we call a true Vaishnava- the qualities of a true Vaishnawa. This is the classic of the 30's and 40's that won independence for India by bringing forward a new generation of leaders that would bring India forward in the 20th century. These hopes rested on the shoulders of Congress and Jawaharlal Nehru yet fell by the wayside after the early 1960's with China's invasion in 1962, India faltered with socialist ideologies and the License Raj, stymying the energies of the people, corrupt political life leading to stagnation. By late Atal Bihari Vajpayee offered an alternative and hope following the models set by Mahatma Gandhi and Vallabhbhai Patel in word and deeds with the first non Congress governments setting the stage for Modi in 2014. ...

The low voter turnout of 35% in Nigeria's presidential election should worry all political parties says this report in the BBC. Buhari faces a range of problems including reining in corruption that has drained money from the treasury, economic slowdown, and security threats. The report says that the president's personal integrity has never been questioned but he has been seen as being too slow. Fortunately it says his vice president was able to stabilize the currency and the economy when Buhari was in Britain for medical treatment. With half the population being young people Nigeria has a long way to go to meet the aspirations of these young people.

The former Chief Election Commissioner of India, Mr. S.Y Quraishi, looks at the 2019 Nigerian elections. Nigeria has about 47% of the population of West Africa. Muslims and Christians are almost equal in numbers and there are 300 ethnic groups. About 82.3 million voters were registered to vote. Quraishi sees the 41% registered voters to be disproportionate to the total population. In India about 62% of the total population is registered to vote. The Independent National Election Commission (INEC) chairman, Mr. Mahmood Yakubu, says security, fake news, hate  speech, and expenditure control are the top issues. Postponement, delays and chaos at polling stations contributed to a historic low turnout, 35.6% compared to 44% in 2015. Police presence was discreet and needed for the elections. A coalition of 70 civic organizations monitored the elections and contributed to its credibility. In Lagos there were 1.1 million valid votes. India has strong interest in Nigeria's democracy. Over 135 Indian companies have operations in Nigeria, including  State Bank of India, Bharti Airtel, Tata, Bajaj, Birla, Kirloskar, Mahindra. The election commissions of the two countries have met yet there is need for more engagement. About 50,000 Indians live in Nigeria. By continuing the process established by the two earlier elections including a peaceful transition from Mr. Goodfellow to Mr. Buhari, Nigeria is strengthening the democratic process. In continuing the fight against corruption, building infrastructure, the difficult process of modernization and development is taking place even with difficult economic conditions. ...

Nigeria's president Buhari is reelected with a margin of 4 million votes. Delays, accusations of fraud and bits of violence marred the election but not to the extent of previous elections. Despite the accusations of manipulation independent observers say the problems were not so frequent that they would affect the outcome. The 76 year old president won with a large margin even though Nigeria faced a deep recession which increased unemployment and the northeast faced insurgency of Islamic militants. 

Buhari campaigned on spending for large infrastructure projects, social welfare programs and fight against corruption. The 2015 election provided a peaceful transition from president Goodfellow to Mr. Buhari from a different party. The competing candidate Mr. Abubakar was a wealthy businessman in the logistics sector. Voters preferred the continuity and Mr. Buhari mobilized effectively with the governing All Progressives Party.

The 2019 election recorded the lowest turnout in Nigeria's history. Voting was especially low in the south where opposition candidate Abubakar was ahead, and much higher in the north and northeast which has consistently supported president Buhari. This BBC report says voter apathy seems to have set in. In the north Buhari is seen as a principled man of the people helping him get a lead of 4 million votes. Even though security concerns have affected about 2 million people in the north from Boko Haram militants the INEC made provision for 400,000 displaced people to vote.

Elections in Nigeria on February 16 are seen as a referendum on president Buhari's first term. 84 million voters will chose who will lead Nigeria, Africa's largest democracy. The choice is between Mr. Buhari and Mr. Atiku Abubakar, Mr. Buhari won office in 2015 with his All Progressive's Party on three promises of ridding Nigeria of endemic corruption, fixing the economy, and tackling security issues. The economy entered a recession and then climbed out of recession under Buhari. Mr. Atiku plans to privatize parts of the state owned oil company, a plan which has been received with some skepticism considering problems with privatization around the world. A remarkable aspect of this election is that half of registered voters are aged 18-35, who see their leaders as out of touch. In fact many are supporting a "Not Too Young to Run" campaign to encourage younger people to run. 2015 was the only time Nigeria had a peaceful transfer of power since civilian government was installed in 1999. The candidate with the most votes is declared winner if they have at least one quarter of the votes in two thirds of Nigeria's 36 states and the capital Abuja. Nigerians look for someone who will unite the country as the  democratic process is only now being popularized and planted in Nigeria. This is not an overstatement as Nigeria has Muslim North and Christian South, and 200 ethnic groups.  ...

India's economy growth rate was 8.2% in the third quarter 2025 up from 7.8% in second quarter of 2025. GDP reached $4.18 trillion, projected to reach $7.3 trillion in 2030. This make it the fourth largest economy in the world ahead of Japan, and projected to overtake Germany for third position by 2028. A quarter of the population of 1.4 billion people or 350 million people are between 10 years and 26 years age. GDP per capita is at $2700 lower than Japan at $32,000 and Germany at $56,000. India suffered from lack of ambitious targets, leaks in development budget from corrupt practices, a weak governance during the early period after independence in 1947-2000. Over a 15 year period starting with the first government of Atal Bihari Vajpayee in 1999-2004 and with the Modi government in 2014-2026  the political system has evolved for stable responsible governance and no leaks in the development budget, ambitious targets. When the first Modi government took office the country was ready for a surge in deveopment and modernization following the example of the Modi state government in Gujarat which started in 2001. After the failures of the Congress government 2004-2014, Modi took office in the midst of a wave of support for rapid modernization. The first decade has laid the foundations 2014-2025 and the second decade 2025-2035 is a period of rapid growth that should enable India to catch up with China. ...

PM Modi attends the 125th anniversary of Founders day of the Scindia School of Gwalior which was founded in 1897 at the turn of the century when India was going through an awakening. Gwalior in Madhya Pradesh played a part in the War of Independence in 1857. More recently it was the home of former prime minister Atal Bihari Vajpayee in the large Hindi speaking region at the heart of India. India's Minister of Civil Aviation and Steel is Jyotiraditya Scindia whose royal family founded the school during the British Empire.

Problems President Buhari of Nigeria faces problems with the Avenger group in the Niger Delta and disruptions by the group in the flow of oil. As a result Nigeria now lags behind Angola in oil exports. The decline is about 25% in oil production compared to a year earlier.  Years of neglect and frustration in the south are fueling the movement- the Niger Delta people feel oil resources do not benefit their region and benefits going to politicians and people in the government. Buhari has not visited the Niger Delta and a recent trip was postponed leading to a a sense of alienation. The south is Christian and feels discriminated against by Buhari, a Muslim from the north.  Separatist sentiment is growing in Biafra. And the Boko Haram movement has led to 2 million refugees in the north of the country. The result is that Nigeria faces a crisis.

President Goodluck Jonathan as "Mr. Clean" aroused many of the same hopes now aroused by the election of Buhari as president of Nigeria. Under Goodluck Jonathan Nigeria's foreign reserves declined from $50 billion to $33 billion, and there is $1 billion in the sovereign wealth fund. About $20 billion in pilfering of state funds was reported by the Central Bank of Nigeria, but no action was taken by Jonathan. Indians may pride themselves on a better performance, yet prime minister Singh of India, seen as "Mr. Clean," allowed auctioning of telecom licenses in the second term, that had to be cancelled because of corruption. Throughout emerging markets not just in oil producing countries, poverty remains entrenched, because funds that should go into infrastructure and services are misused, which creates a disincentive for foreign investment, further adding to the problems in these countries. India and Nigeria are the two fastest growing countries in the planet, and the unspoken fear is that the demographic dividend with so many young people will be wasted by corrupt and inefficient management of the economy and resources of the two countries. The time lost in the last years of the Singh administration and the four years of the Jonathan administration will never be regained, the hopes of millions of young people are dashed again and again, and the goodwill of Europe and the U.S. eager to participate with the latest technologies in the development of the two countries, as they have done in China, is wasted....

This means Lal Bahadur Shastri as much as Jawaharlal Nehru, Indira Gandhi in her own way, other prime ministers such as Atal Bihari Vajpayee till today. In a way this would include all of the leaders such as Govind Vallabh Pant and Sardar Vallabhai Patel, Subhas Bose and presidents Rajagopalchari, Rajendra Prasad, and Sarvapalli Radhakrishnan, southerners and northerners alike, westerners like Babasaheb Ambedkar and northeasterners like Syama Prasad Mukherjee. And above all Mohandas Gandhi and his mentors Tilak, Gokhale. It all started with Dadabhai Naoroji, a member of the British parliament in the Victorian period of prime minister Gladstone, who wrote the classic "Poverty and UnBritish Rule in India" which inspired Gandhi to write his own Hind Swaraj in 1910 on a ship from South Africa to London to negotiate for the rights of overseas Indians. Naoroji and Gokhale provided the tactical approach for Gandhi to learn and combine with his own ideas for Swaraj.
