In a glut market for potatoes in Europe this is what happens. From $600 euros a ton in 2023 to zero for the price of potatoes in the spot market  in Belgium in 2026. Europe has asurplus f 5 million metric tons of potatoes of the kind used to make french fries. In the past it could be shipped as exports to the US. Not anymore US has tariffs to protect US farmers in Idaho and other states. An Idaho potato maker financed Micron in the 1960's which now is a major chip maker nearing valuation of 1 trillion dollars in the stock markets. You have this situation where a thousand tons of potatoes stacked 15 feet high in a Belgian warehouse is dumped back into the ground. The Belgian farmer D'haeyere took a loss of $160,000 euros on soil, seedlings, fertilizer and labor. He is planting only 17 acres for 2027 down from 170 acres he planted  this year. Belgium is the largest exporter of french fries in the world.

After 16 months of talks political leaders from Dutch language Flanders, French speaking Wallonia, and multilingual Brussels, historically at odds with each other, come up with a new arrangement for running the country in 2011. Belgium will move closer to being a confederation like Switzerland, with powers and funds shifted to the regions. Of particular significance is the resentment by the Flemish people in the north of an administrative arrangement that was setup along French lines. The new devolution of powers gives autonomy to the Flemish region. In the past frequent coalition governments have added to the political instability.

The US, Belgium and Italy oppose use of Russian assets in Belgium of $200 billion as collateral for loans to Ukraine. Ukraine is facing budget shortfall of $135 billion for the next 2 years 2026-2027. TheUk supports it use, and Germany and France are leaning in this direction with the EU's Leyen. US intention is to do this so that a peace settlement can be reached to end the war in Ukraine. Closing the plant at Genk in Belgium cost Ford an estimated $750 million and years of difficulty with workers and the community. The plant employs 4300 workers and the cost comes to about $190,000 per worker. Many auto plants in Europe are operating at about 60% of capacity in 2013, and about 7-8 million units of car and light truck capacity remains idle, by some estimates. Ford was compelled to take this action because of billions of dollars of losses for Ford Europe as sales declined because of the eurozone financial crisis and austerity measures.

Daily cases average 7900 for the week of October 9-15.  Shops, museums and schools remain open. Many restaurants are closed with restrictions on restaurants.

The French national assembly votes 551 to 6 with one abstention to extend for 3 months a national state of emergency imposed after the day of the Paris attacks in November 2015. Prime minister Manuel Valls says "the state of emergency, it's true, justifies certain temporary restrictions on liberties, but resorting to this gives us every chance to fully restore these liberties." Belgium is also taking strong action. The director of Carnegie Europe voices popular opinion when he says this is intended to regain some trust after the lax approach of Begian authorites, and lack of strong action in France in the past.

The shares of Belgium's Dexia bank dropped 22% on October 4, 2011, to 1.01 euros. Dexia has large holdings of sovereign debt- 21 billion euros of debt from troubled eurozone countries. Of this 3.8 billion euros is in Greek bonds, 13.4 billion euros in Italian bonds. The total Dexia holdings of Greek, Portuguese, Italian, Spanish, and Irish debt is about 3 times the book value of its equity. After the 2008 crisis Dexia attempted to change to a retail bank based in Belgium and Turkey. But customer deposits are only 25% of its liabilities, making Dexia heavily dependent on issuing covered bonds which are difficult to issue because of the large debt from troubled countries. The response of the Belgian and French governments on October 4-5 is to breakup Dexia. The breakup plan includes selling off the asset management business and DenizBank, its retail bank in Turkey. Other actions include selling Paris based public finance Dexia Municipal Agency to French savings banks Caisse des Depots & Consignations, and La Banque Postale. The 21 billion euros of bonds from troubled eurozone countries will be placed in a "bad bank" with guarantees from Belgian and French governments. ...

Belgium has one of the worst sick leave problems. Some Belgian government departments average 35 days of sick leave per year compared to 17 for Belgium and 5 for the USA.
