Thousands of other IAS officers run the effort to transform the country. Before 2006 only 20% of women entered the IAS, today as this report in Indian Express shows 34% of persons entering the IAS through the UPSC exams are women, and the top scoring women candidates are women, setting the ground for the work in the decades ahead.

Parmeswaran Iyer headed two of prime minister Modi's favorite projects, one for ODI free India through the Swachh Bharat Clean India Mission, and second the Jal Jeeven Drinking Water for All mission. In both he has performed admirably. He is an IAS officer from 1981 from Uttar Pradesh batch and worked with the World Bank water initiatives from 2009 when Modi brought him back to India for Swacch Bharat Mission. Har Ghar Jal to bring water by tap to every family in India is an exceptional achievement of Modi and Iyer.  This report in Hindustan Times shows how hands on Iyer is, as it says Iyer cleaned a toilet pit during one visit to Telengana state in 2017. The behavioural transformation India experienced under people like Modi and Iyer takes India back to the days of the Gandhi Ashram on the Sabarmati river in Ahmedabad. Gandhi's activity there including a form of Swachh Bharat Mission in its pioneering days in the 1920's setting the form of activity that was not forgotten and brought back by Modi and Iyer one hundred years later. This has touched the lives of hundreds of millions of Indians today in the way Gandhi's ideas touched the lives of hundreds of millions in the 1920's, bringing dignity and grace to the faces of 1.4 billion people and providing an example for the extended neighborhood to Indonesia for close to 2 billion people. ...

For the largest electorate in the world India is relying entirely on electronic voting machines. It is massive - 970 million voters over several phases in different regions taking place in May 2024. The Election Commission is monitoring the election and India's Supreme Court gives it's ruling to protect the democratic process. It is unlike anything in the world. It all started in 1945 with the negotiations begun by Labour's Attlee government - the most successful British government of the 20th century, Clement Attlee's government created the Bank of England and the NHS, and brought freedom to India and started decolonization in European empires. A new Constitution was written by 1947 with the guidance of Gandhiji (Mohandas Gandhi) who led the struggle for Hind Swaraj in 1905. The democratic process was established with elections that elected Nehru, a series of coaltiion governments and since 2014 a government focused on Vikshit Bharat, modernization similar to Japan and China that is taking place in India. Already 250 million people have been lifted out of poverty. And free food rations have ended hunger in India, Swacch Bharat has made sanitation modern and available everywhere, water and gas connections are now down to the last household to fulfill Gandhi's dream of reaching the last person in the line. Solar and renewable energy are being undertaken, along with fast modern transportation and cost effective digital connections. A target is set for 2047 for Vikshit Bharat. ...

Under different state ministries since the time of Jawaharlal Nehru who was from the Allahabad region in the state, Uttar Pradesh has lacked in effective rule of law. The title is misplaced- it is Vivekananda as Modi's mentor and hero that is central to the ideas he has put forth for Swacch Bharat, Jal Jeevan, to bring education, water and electricity to the common man. Vivekananda was also the inspiration for AatmaNirbhar Bharat. Mohandas Gandhi said that he had read Vivekananda thoroughly and through that reading he had come to be in touch with the common man in India a thousand fold. Modi has also read Vivekananda thoroughly and felt the same way. Vivekananda has said- "Loko ke shiksit karo ke ve atmannirbhar hona sikhe."  If the common man could not get to education, education had to be delivered to the common man. Vivekananda's vision was for an exchange with America and Europe in which he would bring Vedanta and Yoga to these countries in exchange for technology and capital. This is not Modi's project, it is Vivekananda's project, simply brought forward by Modi as service to the nation and the world. It also comes at a time 125 years after Vivekananda expressed these ideas when US and European Union are looking for fresh ideas to restructure their supply chain, and taking a new look at the potential of India and Indians. It is a different America that India faces, not that of the past, after this pandemic and the social plus economic ills that have affected the country. Biden is different, America is different. So is the European Union as it takes on new leadership after the German and French elections, just as America has done. Both look to the future for a partnership with India and Indians to realize India's potential.   ...

The title is misplaced- does India have an edge with development in Uttar Pradesh after many administrations since Jawaharlal Nehru's time in his home city of Allahabad. Is development for all impartially given, funds impartially allocated indifference shown to caste and religious lines for delivery of services by the state and federal governments? India and China were at about the same place in 1990 as both countries opened up- can India close the gap. Can Indians stretch the imagination to set stretch goals like China has done. Most of the Indians who fail to stretch the imagination fail to remember that Beijing was mostly filled with bicycles for transport during 1990. China remained undaunted in 1990, she persevered against all the odds. So must India. In the US and European Union competition with China it looks to India for restructuring the supply chain. Is Uttar Pradesh a good place for domestic and foreign investment? Water and electricity goals are being achieved in Uttar Pradesh. Fundamental to development is the rule of law, as this sets the basis for development. Adequate infrastructure, a clean India, is what creates a good climate for investment from outside the state and from other countries such as Japan, the US and Germany. Uttar Pradesh now has the potential to lead the way.    ...

Sadanand Dhume in WSJ reflects opinion in the US that is wary of handout politics that has been carried to an extreme in India's election. In Venezuela the bad turn for the oil rich economy was when Chavez's successor Maduro ignorant of the problems it would create decided to give oil at almost no cost to all Venezuelans. In India the leading opposition party offered $1 lakh rupees to every woman in the state of Uttar Pradesh. India's federal government under Modi has given free food to about 800 million people and renewed the pledge this year because of the pandemic's devastating the rural economy- about 60% of India is still rural. This is essential for India to advance to build a broad based growth model for India similar to China 1990-2010 and Japan 1890-1915 and 1950-1970 during the transformation of their economies, similar also to the US under FDR/Truman/Eisenhower/Kennedy 1940-1965.  Clean environments Swacch Bharat was essential for basic sanitation and toilets to reduce health risks, cooking gas to shift rural women from firewood and health risks, direct deposit bank accounts for 300 million rural households essential to eliminate leakages, solar energy is planned to cut energy cost  This has brought and will bring the level of income and consumption power of the lower and middle classes to create a 500 million strong consumer base for industry. It is a carefully planned effort based on the success in states such as Gujarat, and looking at the way this was done in China and the US for learning lessons. It is not a reckless effort to win votes such as the offer of 1 lakh rupees to every woman in Uttar Pradesh state with no plan for industrialization and modernization of the Indian economy to make it the third largest ahead of the EU by 2035. Dhume is right to point this out and it is apparent to any outsider who looks at Sab Ka Vikas Sab Ke Saath- prosperity for all, including all parts of society irrespective of caste and religion.  ...

The state of India's fight against Tuberculosis is shown here by AID's Atul Gawande in NYT. He visits a homeless shelter in New Delhi and asks what can be done to prevent the number one infectious disease in India and globally. The disease affects 1 in 38000 in the US and 1 in 500 in India a huge contrast as poverty and poor health conditions increase spread of TB. It grows with depleted immune systems and poor food intake. This alone shows how important it was and continues to be that prime minister Modi put forward no cost (free) allocation of foodgrains, lentils and vegetables during the pandemic to hundreds of millions of needy households. This and Clean India campaign Swacch Bharat + Har Ghar Jal Clean Water Every Household  play a critical role in providing the basic environment for health in India at the ground level for nutrition+ clean water, and sanitation. India has allocated $1.7 billion for TB prevention and treatment. 4-5 TB vaccines are in test stages.  Nearly 90 percent of estimated TB cases are now being diagnosed with treatment success rates high, says Gawande. It has 17 colors for the 17 Sustainable Development goals set by the UN- ending poverty, reducing inequality, improving education, other aspirations of the people of the world. It is something India, the US, Canada, Britain ,Germany, France and other nations should adopt in the way Japan has done. India has taken up specific goals, clean India, clean water, electrification, and made it available to all 1.2 billion people, in its own version of SDG. Introduced into Japan by 2016, this badge is now so popular that there it is everywhere says this report in NYT. In children's playgrounds, in comic books, on NHK broadcaster's video with about 1 million views, on Buddhist temple websites, and used by businesses. In 2016 it was made official national policy by Mr Abe's government and a task force established on them by the government. In 2017 it was adopted to its charter by Keidanren, the business federation.  In the US very few know about S.D.G.'s but in community oriented Japan it has been taken up with zeal. It is part of the conversation and one survey shows 40% of Japanese business were working towards the goals in 2021. It has been adopted by Education Canada Network and it is a good way to bring this idea in education to schools and colleges in North America, Britain, EU, India and China, as well as Africa and Latin America, other parts of Asia. In India some of the SDG's are already the focus of campaigns by the Modi government Goal 0  Clean Nation one that has not been coined yet one that is called Clean India or Swacch Bharat Goal 1 Zero Hunger was taken up during the vaccination for covid campaign to get free foodgrains and vegetables to all 1.2 billion people. Goal 2  Clean Water and Sanitation or Har Ghar Jal getting clean tap water to all rural homes by 2024. Goal 3 Infrastructure, Industry, Exports Goal 4 Renewable Energy The sequence is different from the UN SDG's. The difference is it is a goal set for universal meaning everyone and delivery meaning by a specific date, and the priorities are set in the numbering. The Indian SDG campaigns under the Modi government and at federal and state levels are unprecedented in history for a population of this size, and now present a model for all nations in Asia, Africa, Latin America on how to go about doing the SDG's in practice. ...

Greg Ip tells India's story, piped water for hundreds of millions of Indians, massive increases in road and rail, rapid development of infrastructure, aviation, ports logistics. WSJ graph shows country growth of economies for Japan, China, India, Germany in 2000 and 2020. By 2000 Japan had grown its economy to become about half the size of the US economy with two decades of rapid growth since 1980. China repeated this process with two decades of hyper growth since 2000 to become about 75% of the US economy by 2020. The graphs also show Japanese growth tailing off so rapidly after 2000 in relation to the US economy that it is now only about 25% of the US economy. China is likely to follow the same path as growth slows and with an aging population to become about 35-40% of the US economy by 2040 from 75%. India following the process that happened in Japan and in China is likely to become close to 35-40% of the US economy by 2040 from about 18% today, with the fastest growth over the next two decades for the most populous country in the world. Greg Ip points out what has been achieved since 2014 with the Modi government. Good governance without leakages of public funds dedicated to infrastructure, ease of living, GST one India one tax so that growing pool of funds from taxes fund rapid development with no leakages to corrupt officials,  Swacch Bharat or Clean India, clean water from taps, electricity and cooking gas for the whole population of India with dates for completion. All this Ip calls removal of the shackles that existed for far too long even past 2000 and 2010 when China had vastly surpassed India from its low point in 1980 after Mao and the Great Proletarian Cultural Revolution. India today is in as much a pace of development as China in the 1990's and Japan in the 1960's, except that it now has the benefit of grasping how development can be done in a way that does not affect climate and health in adverse ways as happened with China's hyper growth -which also led to the tragic loss of manufacturing for workers and communities in the US and Europe due to the economic theories of laissez faire of the Reagan era. Reagan theory for governments not working with industry that were applied indiscriminately during the Clinton, Bush, Obama and Trump presidencies for three decades led to shipping manufacturing overseas with no regard for the risks and dangers. What Greg Ip fails to mention is the uniqueness of India that is united by Vedanta, Hinduism and Buddhism for thousands of years, and which keeps the fabric of society together when it is divided by 13 language groups. These 13 language groups are: Hindi 43% of the population, Bengali 8%, Marathi 7%, Telugu 7%, Tamil 6%, Gujarati 5%, Urdu 4%, Kannada 4%, Odia 3%, Malayalam 3%, Punjabi 3%, Assamese 1%, English 1%. It was the vision of the early leaders Vivekananda, Gokhale, Mohandas Gandhi, Nehru, Sardar Patel, that united a diverse country with many languages and cultural variation. And it is this vision of Vivekananda that is creating the Good Governance under Sab ka Vikas, Sab ka Viswas, Sab ke Saath, Sab ka Prayas of today- development for all, with the confidence of all, with the support of all, the efforts of all. Without a disciplined direction based on hard work India could not make it this far or fulfill the aspirations of its youthful population by 2040. ...

The Financial Times interview with the PM of India as posted on the PM's site. It makes no mention of the efforts for Clean India Swacch Bharat, cooking gas for tens of millions of women, tap water for every household in India, access to the internet and 4G and transition to 5G at data rates that bring access to all, and the modernization of Indian Rail with new technology making transport fast and with comfort. It shows gaps in understanding that are mind boggling. The PM talks in language that the financial community understands- startups, economic achievements, and leaves out the material above that he talks to in every speech in parliament about the transformative effects in the life of India's 1.4 billion people that the financial community does not see as its first concern.  The financial community today is shortsighted and lacks a sense of history and transformations that have already happened. Japan's from the Meiji period and its phases of modernization by 1900, 1900 to 1930's, and 1950 to 1960's. China's after 1990 and between 2000-2019. And India's now underway with Indonesia following India is the largest such change in history for upwards of 1.7 billion people. It is the third phase of Asia's transformation and India is in the early phase of a massive transformation to give standards of living similar or better than the other advanced economies. It is hard for anyone to imagine what this means for upwards of a billion people in Asia. The first phase was to address the centuries old neglect of the vast base of the population at the bottom that was neglected and without hope and at the same time invigorating the drivers of industrialization in the middle class. The financial community today also lacks an understanding of the importance of not letting the infrastructure of the US and European economies deteriorate. This plays the same role as the infrastructure of India that is being built from scratch around the major cities and the second tier group of cities under a Master Plan or Gati Shakti. The financial communtiy has allowed the infrastructure of the US and EU to deteriorate when it plays a role similar to what it does in India and Indonesia. There is not even a mention of infrastructure in this interview. Gati Shakti  India's Infrastructure Plan is a main driver of India's transformation, yet it barely got mentioned in this interview of the Financial Times. At a time when president Biden with bipartisan support in Congress built from years of his hard work in the Senate has launched the biggest infrastructure building effort since the 1960's with investment in trillions of dollars in the US, it is the same effort in India that is beginning to accelerate, that is the biggest reason for hope for the people of the American continent and for the people of Asia.   ...
