Public service jobs grew by three times the rate of increase inthe private sector jobs. The plan is to bring it down to 55,000 by 2029 about the same percentage as it was of the population in 2017. It would be achieved by productivity and AI, closing offices, simplifying operations, attrition in the first 3 years.

French colonial rule and suppression of independence protests at Setif, Algeria, 1945, which led to much of the Arab liberation writings that were to lead to 5 decades of wars in the region. Many of the coups in Iraq and Syria and in Egypt by military men were a result of this period of colonial rule in the Arab world in Iraq, Syria, and other Middle Eastern countries of the French and the British. The anti-colonial writings of this period had one bad aspect the fervor led to an uncritical acceptance of the idea that achieving political independence would be enough for better standards of living, education healthcare and infrastructure. Economic freedoms would require a very different approach from the political aspect. These wars destroyed much of the resources, wealth and human other potential in the Middle East leading to economic stagnation by 2026. Gulf kingdoms with small populations pursued grandiose schemes, with the rest of the Middle East stuck in poverty and lack of industrialization, lack of infrastructure development, sience and technological education, that happened in China and South Korea, and is happening now in India. Iraq and Syria, Lebanon are artificial states by the French and British colonial rulers out of the collapsed Arab part of the Ottoman Empire which with their mix of peoples from different Islamic sects are impossible to manage to this day, and the world (China, US, EU, India, Brazil, other nations) has other priorities of their own than getting sucked into these wars. ...

West Bengal gets a new start after 50 years of mismanagement, corruption and breakdown of law and order, and economic failures, with a new BJP Modi led administration. The speed of the changes are simply astonishing as a state of close to 100 million people -where industrialization never took off as it has in other states, and rural poverty exists in ways thought to belong to the colonial days under the British- gets an administration at the federal level under Modi committed to industrialization, modernization of the economy, on the same rapid scale as that launched in the rest of eastern India. This is a territory half the size of the European Union, once called the Bengal Presidency under the British Empire, comprised of states of Bihar, Orissa, West Bengal, Assam, and Andhra Pradesh, a region where the Ganges and Brahmaputra rivers from the mighty Himalayas flow into the sea. It is a low moment for India similar to the period after the Proleterian Cultural Revolution of Mao in China by 1970 and the few remaining leaders under premier Chou-en-lai making a resolute effort under Deng Xiaoping to make a new effort to modernize and industrialize China working with the US and the European Union. That effort went through the initial phase to 1990 to familiarize Communist China with the US and European market systems, and a new phase to 2010 by which time most of these goals had been achieved. India is poised to make that scale of change today over the next two decades as it is already familiarized with the US and European market systems and its net step is in technological advancement and rapid industrialization at scale something that alone can meet the aspirations of the South Asian region. ...

President Xi's struggle to bring 43 million people out of extreme poverty in China in 3 years as shown in this BBC video. Xi Jinping's focus is on the people left out in the boom years in which the wealth gap expanded to astounding levels and many were left behind. Communist era society under Mao went for leveling up after the 20's and 30' capitalism under the Nationalists. Then came the Japanese invasion in 1931 and chaos out of which Mao built Communist China by 1947. The years with the Nixon opening in 1971 led to another experiment with capitalism to modernize China under Deng and Jiang Zemin in the 80's and 90's to this day after the experiment under Mao had collapsed by 1976. This led to a fading away of the Communist Party's ethos and reason for existence till its revival under Xi Jinping. For Jinping the efforts to guide China's progress started by Deng appeared to derail with the widening wealth and inequality gaps in China, the sense of corruption and misuse of power at local levels that people could see, and the gradual sense in America that the experiment of outsourcing manufacturing and jobs to China was failing for Americans. From 2013 to 2017 a complete rethinking was underway which shaped Jinping's ideas for the future for China. Some of it may be still underway after the realization that Russia and China had diverging views of the world also, following China's sense that the prolonged war in Ukraine affecting its relations with the European Union does not help a country such as China as a middle income country with large pockets of poverty. Russia was seen as a non colonial power in the Soviet era yet it was a major part of the western colonial powers that suppressed the first revolution for an independent China in 1901.   ...

About 15% of Americans are below the official poverty line of $23,492 for family of four. In 1975 3.7% of Americans were in deep poverty, defined as being 50% below the offical poverty line. In 2012 the Census Bureau Population Survey shows 6.6% of Americans in deep poverty, close to doubling the percentage of people in deep poverty. States in the southern U.S. and midwest have some of the largest increase in deep poverty- Georgia's going from 5.3% in 2000 to 8.8% in 2012. Mississippi and Indiana show similiar increases. And in D.C. with high income levels the deep poverty rate is at 10.4%, affluent communities have high deep poverty rates in their midst, higher than rates in 2009.

About 14 million people are in poverty or slipping below the poverty line according to Paritatische Wohlfahrtsverband, umbrella organization for welfare organizations. German per capita wealth is about 52,000 euros but there is growing inequality in wealth and incomes.  A household with 2 parents and 2 children is at the poverty line at 2410 euros a month or about 29000 euros a year. Social safety net under Hartz IV does little to help because it is set at 449 euros a month with 285 to 376 euros for each child. This is expected to go up to 503 euros a month per person in 2023. Even though experts say at least 650 euros are needed per month to live  with dignity. Under this system only 5 euros per day is set by Hartz IV for food, says DW.com, which is shocking. It means food of lesser quality or less food goes to the less well off. About 2 million people use food banks. Prices are up 12% in 2022 for basics such as bread, vegetables, milk and cheese. One study shows old age poverty is likely to affect 20% of Germans by 2036. The situation is bad for elderly, students and women. Women have worked part time reducing their income.  A student with federal funding gets 934 euros a month which is well below the poverty line. A new program for 200 billion euros is planned by German government to protect against inflation for households. Minimum wage is 12 euros per hour so that someone who works 40 hours a week makes 1480 per month in net income. After inflation this is close to the poverty line. Such is the situation for Germans today even after decades of growth and being seen as an export powerhouse. Compare this to the situation in India where the food program of the Modi administration continues to support food supplies that are adequate for feeding a family right through the pandemic for 800 million people and one sees that the idea of what is a rich or poor country is turned on its head. It is simply the will of the culture of a people and a country and its leadership that makes its limited or larger national wealth available to all its citizens, for the basics to fulfill the idea that "all men are created equal and they are endowed by their Creator with some inalienable rights to life, liberty and the pursuit of happiness," enshrined in the minds of Asia borrowed from America. ...

A 5.75% increase in government support is lost in inflation. Melissa is a 23 year old student at the University of Bonn with just 25 euros a week for shopping on food in this story in Dw.com. This means living on potatoes, cottage cheese and vegetarian schnitzel. She gets  about 1000 euros a month, 750 euros from the government and 219 euros from her parents. Of this 400 euros go to rent, 300 for semester fees, 

A person is considered risking poverty living on 1251 euros a month. Government support is set at a maximum of 934 euros a month for students not living with parents.

The Guardian sends its reporters along with UN special envoy on poverty Australian Prof. Alston as he spends two weeks in the world's richest country looking at poverty in urban areas.  They look at some of the 55,000 homeless people in Los Angeles, homelessness exacerbated by the tech boom in California that has sent housing costs skyrocketing. LA saw homeless people increase by 25% in 2017. The safety net is not being reinforced as the Trump administration cuts many social safety net programs. Next they visit the Tenderloin district in San Francisco where homeless people can be found at St Boniface Church sleeping in the pews. As the Guardian points out the cuts to social programs disproportionately hurt people of color who make up 39% of the homeless in the U.S. This report looks at the incongruity between the tax cuts that are likely to hurt poor whites who supported the Trump administration, as well as hurt the social protections that are part of today's democracies across the western world. This is most evident when one looks at the European Union. They were put in there in Europe for a reason- fairness is good for all classes, and most of all it protects democracies. Authoritarian regimes arise out of social dislocation from wars, or from lack of social protections and ineptitude of elites. Which is why a Lincoln or a Theodore Roosevelt from the Republican party supported fairness and social protections as much as FDR and Truman from the Democratic Party. The view expressed in this report in the Guardian is that the U.S. may have moved in the wrong direction under the Reagan and Clinton administrations creating the "me first" culture that prevails in the U.S. today. ...

This WSJ editorial points to the median income levels for 2014 being 6.5% below the level in 2007, median income level declining in 2011 and 2012, stagnant in 2014, according to the Census Bureau, as a reason why there is so much economic anxiety for average Americans. The appeal of Sanders and Trump reflects this anxiety and anti-establishment feeling. The official poverty rate at 14.8%, means 46.7 million Americans are below the poverty line. About Brazil's Bolsa Familia program to help the very poor by having requirements that they send their children to school and get them vaccinated. President Lula who comes from a poor background himself introduced this program to reduce poverty. This is done in a way that requires families to send their children to school and improve the chances of reducing both hunger and malnutrition as well as help bring improvements through education and health care, so that poverty is not passed on from generation to generation. It is unique in the developing world and making a real difference in Brazil. Brazilian advisors are helping India with its program, which merely provides food subsidies but does not have the requirements of Bolsa Familia, which help the next generation build better lives.

Perpignan, France, is a small town at the foothills of the Pyrenees, near Spain. It was called Perpignan Catalan. Its mayor is Aliot who is from the RN National Rally party. It is one of the poorest regions in France. The RN was elected after several tries in which the other parties banded together against RN till it did not work anymore. This report in The Guardian looks a the change the RN brought and says it was about more police, cleanliness, and television. No structural changes have happened that would reduce poverty or bring more jobs and opportunity to the area, or improve the infrastructure and public services. As a result it is more visual but as one resident says I kept my doors open anyway, so that no real change happened. This change for the better has not happened under Macron and it is this frustration that led voters to give Aliot and RN a chance in Perpignan. Yet this report shows it has not changed much, that the poverty and lack of opportunity is real and other solutions than RN are needed. And still the LR and Macron's Renaissance party keep making derogatory remarks and labelling the alternatives from the Socialist parties as unrealistic even though the Socialist Alliance calls for investing $140 billion in infrastructure, public services and cost of living action to improve the lives of ordinary working people and families. ...

Without government aid about 12 million more people would have fallen into poverty in the US during the pandemic in 2020-2021. This is evident from census figures analyzed in the WSJ and NYT. The Supplemental Poverty Measure -which takes into account a broader range of income and expenses including hundreds of billions of dollars of pandemic aid -shows that poverty actually declined, dropping by 2.9% to 9.1%, as a result of government taking action in the US under the Trump and Biden administrations. The $400 billion  dollars of stimulus checks and aid during the Trump and Biden administrations in 2021 have made a real difference in the lives of not just poor Americans but Americans in the middle class and all sections of society. Similar aid was delivered in the European Union and Britain. In India government aid was distributed by depositing money directly into hundreds of millions of bank accounts of poor and marginal income people. Aid included food aid in grains, lentils and vegetables directly provided at subsidized prices or free by the government. Right wing or left wing government designations were meaningless as governments of different persuasions acted decisively to provide direct and timely help in US, Europe, and India. ...

"Before 2014 there were headlines in the newspapers, debates were taking place on TV channels regarding loot corruption and scams. But time has changed, now the talk is about benefit of government schemes. The World Bank too talks about ease of doing business in India. The Government prior to 2014 regarded corruption as a necessary part of the system. That government succumbed to corruption instead of fighting it. The country then was watching money for schemes being looted instead of going to the needy." With the combination of Jan Dhan, Aadhar and Mobile Modi said money was directly reaching the beneficiary account. Previous governments had accepted that money would not reach the beneficiary and development would be looted. "We have taken the initiative to make 100% benefits reach 100% of the beneficiaries. The government has taken the pledge for reaching the saturation of beneficiaries. 100% empowerment means ending the discrimination, every poor person gets the full benefit of government schemes." "Earlier there was compulsion to suffer because of smoke from the kitchen, today there is the facility to get LPG cylinders from the Ujjwala scheme. Earlier there was the shame of open defecation, today the poor have dignity of toilets. Earlier there was helplessness to raise money for treatment and hospitalization, today the poor have the benefit of Ayushman Bharat." PM Modi talked about how the Northeast was alienated before 2014, and now it was connected by heart and by infrastructure. During the pandemic India sent medicine and vaccines to 150 countries. Philip Alston, UN expert on extreme poverty and professor at New York University School of Law, says most of the progress on poverty that the UN agencies  and elites talk about is based on one country China. In the rest of the world, in Latin America, in Africa, and in other countries in Asia the situation is not any better than it was in 1990. About half of the world's population 3.4 billion people live on less than $5.50 a day, and this is not much changed since 1990. The improvements in China could also mean that the situation has worsened in other parts of the world. The pandemic has taken the lid off the situation in Latin America with Mexico, Brazil, Colombia and other places there showing extreme weakness.  Alston studied this as UN's representative for looking at extreme poverty 2014-2020. He is clear in describing what happened. The World Bank he says set $1.90 a day for poverty line, artificially low and what will not pay for housing or food even. He calls it "scandalously unambitious as a benchmark" what would pay for "a mere miserable subsistence." By using this he says a devastating effect is being allowed to happen as more of the investment is drawn into a pro-growth narrative which pushes allocation of capital in the direction where it profits short term speculative capital and profits rather than the long term investments in health, education and public services that are vital for any country. The improvements in China have also come at the expense of communities in Europe and the U.S. as industries were being shifted with their jobs overseas since 1990, first imperceptibly and then in waves after 2000, which leaves millions exposed to poverty and social decay for the first time in history in the advanced countries. It is an unhealthy and destabilizing situation. Alston's other points are that the so called progress narrative has been used to drown out the appalling effects of policies that misallocate capital away from the vast numbers of people. And in doing this he says it has entirely upended or turned upside down the social contract with the people. From Carl Sandburg's "The People Yes" in the 1950's after the tragedies of war we have come to "The People No." Nothing could be more reprehensible than capital being allocated for dog walking apps and other speculative investments by investment funds pooling hundreds of billions of dollars when basic sanitation services, health care investments are neglected in countries like Brazil, and smaller towns and communities are being systematically uprooted for jobs and social services over three decades in advanced countries in parts of Europe and the U.S.   ...
