Google dominates the online ad business in every aspect and segment of the business in the way Standard Oil dominated the oil business more than a century ago. Under Theodore Roosevelt that monopoly was broken up. Today Google operates in an environment where foundational anti-monopoly legislation has not been written for about 100 years says this report in WSJ. The Sherman Act of 1896, and the Clayton Act of 1914 form the foundations of anti-monopoly legislation. The Clayton Act was last updated in the 1970's. For 50 years no update has been done leaving the ground open for unfair advantage and conditions that are harmful to the American people say members of Congress sponsoring new legislation.  The Cruz-Lee-Klobuchar-Blumenthal bill would prohibit companies processing more than $20 billion in online ads from participating in more than one part of the online ad ecosystem. European Travel Information and Authorization System  ETIAS fee $24. ETIAS for travel to Europe starts late 2026. Visa free countries will still need visitors to get ETIAS a form of travel clearance. This means US, Japanese, Canadian and UK visitors to Europe will need to apply online before entering European countries. The authorization will be valid for 3 years or until the passport expires whatever comes first. Travelers may not stay more than 90 days in a 180 day period. Children under 18 and adults over 70 years will be exempt from the fee. Once one enters personal details the authorization is digital and received in minutes.

One in every 12 women or 2 million will be a victim of some form of sexual violence in England and Wales every year a police chiefs  report says. One in 20 adults or 2.3 million will be perpetrators.The alarming scale of violence against women and girls is shown in the national analysis for England and Wales of the National Police Chiefs Council. Violence against women has grown 37% over 5 years. Two million women are affected, says NPCC, from stalking, harrassment, sexual assault and domestic violence. And people involved are getting younger. Police chiefs are demanding that tech companies take down extreme material and warning about the influencers who are "radicalizing" men online. The attitude and culture towards violence in general has deteriorated in the UK and the US, and the violence against women of this magnitude shows that a lot of work will be needed to change this attitude and culture. The second lockdown in France that begins October 29 for 4 weeks is very different from the first. It incorporates many of the lessons learned during the first lockdown.  The construction industry will remain open after this made a large dent in the French economy during the first lockdown. Schools K-12 will now remain open, with children required to wear masks at age six, and stricter rules for masks and visiting parents. The universities will remain open with classes online, but physically closed. Buses metro and other transport will remain open. Churches will remain open but be limited to very small gatherings. Parks forests, gardens and beaches will remain open this time but one has to live within 1 kilometre to access them and limited to 1 hour. People are prohibited from travelling outside the region in which they are registered. People can exercize for 1 hour within 1 kilometre of their home. All are required to carry a signed form for any type of activity, including shopping, work, accessing essential services, or for their one hour exercize. Not having the signed form would lead to a fine of 135 euros. Because bars, restaurants will be closed people in these hard hit industries will get 100% of their pay from the government. In other industries companies will contribute 15% and the government 85% so that these people are covered. ...

Farmer resisting a land grab in Zhejiang province is runover by a truck. The gruesome scene of the accident appears on the internet in China and thousands of people viewing the picture accuse local government officials of silencing Qian Yunhui. In 2004, the city government approved construction of a power plant in Zhaiqiao Village. The company building the plant was given most of the best land in the village, with the 4000 villagers receiving no compensation, according to a blog post on Tianya, a popular online forum for discussing Chinese social issues. Mr Qian, the former communist party representative in the village went to Beijing to file a petition with the central authorites. Mr Qian was arrested and imprisoned twice. The incident ocurred after he was released from prison. The significance of the incident lies in the fact that land grabs have become common in China.

In this excellent piece Brooks of the NYT says anti-Trump people are doing a great disservice to the task of restoring civility, dialogue and a dedication to telling the truth by engaging in lowbrowism. He says lowbrowism is imitating the other side in its lack of respect for truth and facts.  This follows the release of the book by Michael Wolff which is critical of president Trump, but is more concerned about engagement than facts and lacks a journalist's ethical adherence to the truth.  Brooks says there is a Invisible White House that is functioning normally with the new Pakistan policy, the changes in immigration policy, nominations to the judiciary, actions on North Korea and trade. That is if one takes out the incessant noise coming in on television and online in the form of Twitter comments by president Trump. In a separate piece the same day Krugman of the NYT says cabinet positions are filled by inferior subordinates, which is not an opinion held by Brooks who believes many members of the administration including Commerce Secretary Wilbur Ross, Tillerson at State, and Kelly as White House Chief of Staff are no less qualified than Weinberger, Shultz and other leading Cabinet members or White House staff in the Reagan administration. By taking on the same tone and tendency to be light on the facts and truth, enabling people to think less and less, switching to an incoherent social media, people seeing this presidency taking the country in the wrong direction are weakening the essential message, says Brooks. ...

A new West Coast Model is emerging with ballot measures in the states of Washington, California and Oregon. The model is to make up for decades of faulty income distribution which favored tech communities in west coast states leaving behind people from minority communities and the working class outside tech hubs such as San Francisco, San Jose and Seattle. During this period budgets for education and healthcare, social services and essential infrastructure suffered as budgets were squeezed for local governments. Minimum wage also lagged behind and communities struggled to keep up. Washington votes for a ballot measure that raises the minimum wage to $13.25 statewide and mandate paid sick leave for workers. In California a ballot measure makes permanent an income tax surcharge on millionaires to use these funds for education. In Oregon measure 97 places a gross receipts tax on corporations with annual sales in Oregon over $25 million, raising $3 billion a year for schools, health care and other programs. The California and Washington measures are likely to pass, Oregon uncertain, say experts. And even in Oregon supporters have learned from the experience to put forward new proposals on the ballot. The Washington measure is supported by Nick Hanauer, and Zach Silk, president of Civic Ventures in Seattle, who say it is essential to put more money in workers wages to increase growth and to bring better lives outside the tech hub areas. Most of the tech booms of the last two decades have not touched the areas outside tech hub metropolitan areas. The conservative approach adopted in Louisiana and Kansas of reducing taxes first and then when holes in state budgets developed to cut education, health and other service expenditures has not worked, and it has led to the backlash in the form of the new West Coast Model, which is expected to be brought up in other states in the east and midwest. The tech hub areas have grown with the boom in tech but this has largely ignored the rural areas, communities just outside of the tech cities, and led to uneven and distorted growth shortchanging the working class and the middle class, and hurting investment in education and healthcare across each state. Bill Whalen, a research fellow at Stanford University's Hoover Institution conservative think tank ,says that its hard to deny that the balanced growth for all communities across the state has lagged far behind as the tech booms boosted growth in the economies of California, Oregon and Washington. An article in the German online site Zeit on Silicon Valley described this vividly showing how this can happen in communities sitting side by side in the San Jose area, with minority Hispanic communities and working class communties seeing very little of the benefits of growth. ...

What can be guessed easily the less forunate or poorer sections of society are way more likely to be charged high interest rates or exorbitant interest rates by credit card companies is confiremed by a research report. Demos, a nonpartisan public policy research and advocacy group, says in areport, that low-uincome and lower-middle class income cardholders were about five times more likely than the wealthiest cardholders to pay more than 20% interest. It breaks down users into 4 categories, with the last two being late payers and people with revolving balances. If this graphed out the picture would show practically the entire profit of the credit card companies coming from these two. The reason being that the other two categories are those who have cards and don't use them so don't get billed, and those who pay before the due date so they pay no charges except what the credit card companies make from the business from whom the purchase is made. This means says Singletary of the WPost that the better off well to do sections of society are actually having their annual fees subsidized by the poorer sections of society, or the lower middle class. Singletary says to a online discussion person who though his cards without annual fees were free, they were never really free, and few people think of this. As a society its like hitting oneself in the foot, because by impacting students, minorities, the lower middle class and other sections of society- which form amajority of the people in the country- at a time when they are deeply in debt, is to make for another hurdle to economic recovery. Its going to impact consumption, foreclosures and worsen the cycle that creates more unemployment. ...

The shift in Pakistan towards a democratic state shows the limits of the military's role in politics. Throughout Asia and Latin America, beyond just the Arab world, S. Korea, Brazil, Chile, Argentina, Colombia, the movement is towards democratic processes of government. As political parties mature a more centrist position was adopted in Chile, Brazil, Argentina, and Islamist parties in Turkey, a similar trend is likely in the rest of the Muslim world as political parties are able to mature and deliver in economic terms and improving living conditions. The Saudis and UAE may be able to deliver in economic terms because of oil prices and supplies, each country and the people in the region has to determine how it will tackle its economic problems and move forward or fall behind in a rapidly developing global economy. Krugman points out that the federal tax rate for the top 1% is 34% in 2013, according to the Congressional Budget Office, because president Obama let the high end Bush tax cuts to expire. It is the number to remember says Krugman- 34. In 2008 the figure was 28.2. Under Hillary Clinton the average tax rate for the top 1% would go up by 3.4 percentage points, according to the Tax Policy Center. Some of this would help pay for the tution plan to provide access to the middle class to public universities. Under populist Trump, Krugman points to the elimination of the inheritance tax and tax rates going down substantially, and no such programs to promote the upward mobility that everyone is talking about, and no way to pay for a big infrastructure building effort for growth and jobs- upward mobility that is the focus of every candidate's election campaign including Sanders, Trump in appealing to older white working class families, Clinton, Ryan, Bush, and others in both parties.   ...

Von Mark Schieritz of Germany's Zeit Online describes the changes underway following the election campaigns in the U.S., and France, and the Brexit vote in Britain, all signalling the discontent of people left behind by the tech, capitalism, trade and globalization changes of the last two decades. The appeal of one time fringe politicians using racist slogans and divisive rhetoric to appeal to those left behind, appealing to people lacking intergenerational mobility, and without much hope for a better future, is a serious concern. People who are gullible enough, lack college education, or racially isolated so that they are not likely to look carefully at what is being offered in terms of programs and change of competing parties, and likely to overlook the hard and difficult road for corrective course of action, because of anger and pentup fears. Schieritz cites as part of this change the unanimously approved conclusion in its final declaration at the G-20 meeting in Chengdu, China- "The benefits of growth need to be shared more broadly within and among countries to promote inclusiveness." Yet this can be a sort of "too little, too late."  Bankers who are cited in an email going around Wall Street lack credibility with groups on Main Street, to people adversely affected by tech, trade and globalization changes that have been persistently ignored for over a decade, close to two decades. More convincing is the tone of Theresa May, the British prime minister's first statement outside 10 Downing Street- who spoke of the "burning injustices" and her determination to make this a top priority of her government. Still more convincing are the programs to invest $275 billion over 10 years in infrastructure put forward by the leading candidate in the U.S. presidential election of 2016, to provide easier access to public universities and colleges to those left behind, as a sure way to create new jobs and address intergenerational mobility. In fact every leading candidate had made the loss of upward mobility their central plank already in 2015, long before Trump and Sanders started their campaign. The real hope lies in western leaders Merkel, May, and Clinton, all keenly aware students of changes, all women by the way who have sensed the injustice and have the ability to come up with something new and promising for the future, after learning the lessons of the past. ...
