The plans for 20 liquefied natural gas projects are being launched or sped up in the EU which would give about 83% of the natural gas imported by the EU from Russia in 2021. LNG produces half of the carbon dioxide emissions of coal and Europe sees it as a transitional fuel. The EU plans a 14% reduction in greenhouse gas emissions by 2030 compared to 2020, and a lot of this will come from a massive expansion of wind and solar energy, and using energy more efficiently.

Doubling down on LNG means the EU will find itself into many long term commitments to LNG that would hurt the effort to meet climate change action goals say experts.

The US is supplying Europe with liquified natural gas so that Europe can cope with a threatened cutoff or slowdown from Russian gas supplies. Much of the LNG that normally would go to Japan, Taiwan and other Asian countries is being diverted to Europe with a threat of Russian invasion of Ukraine. The US, is with Qatar and Australia a major LNG producer. This WSJ report shows LNG tankers entering and unloading at the Gate Terminal in Netherlands, a key point for sending liquified natural gas to Germany. Italy has its own entry terminals for LNG tankers. This will help Europe deal with its winter needs, even though things will be very tight if a Russian cutoff happens. One aspect of this supply of LNG will cause economic hardship in Germany and this is the price of LNG gas which has soared to five times when delivered in the Netherlands compared to US prices. LNG in gas forms shrinks to one six hundredth its size in volume as a liquid, making it possible for one LNG tanker that is about the size of 4 football fields to hold enough gas to power 70,000 homes for one year. Most LNG tankers can be unloaded in one day and go straight into port because some LNG is lost as ships wait. Most of the bottlenecks are further upstream in the reconversion into gas of the LNG liquid and in connecting to the gas grid.  ...

A Berlin based think tank, German Institute for Economic Research, says Germany could end its dependence on energy imports by winter of 2022. That is much sooner than mid-2024 as Economy Minister Habeck has stated.The issue has serious urgency as the war continues in April in Ukraine entering a new and more dangerous phase in the east. And every day oil and gas imports by European Union gives Russia $16 million for coal, $434 million for natural gas, and $489 million for oil, a total of close to $1 billion every day.  With new missile attacks on civilian buildings this is one way for European Union to shoulder some of the burden that it has not done so far. DIW think tank says this could be done with decreased industry and household consumption that could generate about 18-26% savings of the demand for Russian natural gas, suggesting that households turn down thermostats and use less warm water, and industry turn to alternative fuels such as coal and biomass. Another saving is from increased supplies from Norway and the Netherlands of liquefied natural gas (LNG). Increased supplies from Norway alone says DIW could cover 20% of current annual imports of gas from Russia. Instead of waiting to build new infrastructure, the new LNG terminals on the coast which face long construction times and eventually falling demand for natural gas which make them financially untenable, the best approach is to use existing infrastructure in LNG terminals in the Netherlands, Belgium and France to increase volume in EU pipelines. Such action would cover 25% of demand for Russian natural gas. Other action is get more efficient use of the European pipeline system to increase German gas imports from Algeria, Libya and other North African nations vis southern EU nations. ...

Europe is importing natural gas for heating homes and industry like never before as it shifts imports from Russia to the US, says this report in WSJ. Shown here is the import of LNG from tankers at the LNG terminal in Cherniere, France. Between 2021 and 2022 imports of US LNG to Europe more than doubled. The WSJ shows how drilling for gas takes place in Texas and Louisiana. That gas finds its way through pipelines to places where it is converted into LNG by freezing and transported by tankers across the high seas to European LNG terminals like Cherniere in France. The shale gas comes from the Permian Basin in Texas and New Mexico and a basin in Texas and Louisiana. Technological advances enable drilling 2 miles vertically and then two miles horizontally to reach into shale rock containing gas. Impurities are taken out to get gas that can be sent through pipelines to liquefied natural gas storage locations on the Gulf coast of America. Tankers take the LNG to LNG terminals in Europe that distribute the gas to homes. ...

European Union plans are for cutting by two thirds current imports of oil and gas from Russia in 2022. The EU's plan is to take down the imports of Russian natural gas from 155 billion cubic meters which represent 40% dependence on natural gas from Russia, the import figure for 2021, down to 100 billion cubic meters. James Henderson, chairman of the gas program and the energy transition research initiative at Oxford Insititute for Energy Studies, looks at how the EU will get this done.  The European Commission's plan is to get 50 billion cubic meters of liquefied natural gas. New projects for LNG and return to market for supplies that were disrupted earlier would generate 40 billion cubic meters of LNG. Of this 30 billion cubic meters could go to Europe. Another 10 billion cubic meters is expected from Norway, Algeria and Azerbaijan. Some of this by delaying maintenance. Conservation and reduced consumption could deliver savings of 38 billion cubic meters of gas. Of this 20 billion cubic meters would come from new solar and wind energy. Roof top solar and installing new wind energy can save about 4 billion cubic meters of natural gas. This does not include energy saving from industry, particularly Germany, which makes up a significant part of the use of oil and gas. Increased temporary use of coal may be considered and nuclear energy is an option in some countries. These are first step, additional action will be needed to reduce dependence on Russia from the current EU plan of one third reduction in 2022 to two third reduction by the end of the year to demonstrate the EU's resolve in the war in Ukraine. ...

As part of the trade deal with the Trump administration China agreed to buy $54 billion of oil and liquified natural gas from the U.S. by the end of 2021. This is showing up in U.S. oil making up 7% of China's imports by mid September 2020 from 0.4% in January. By the endo of October forecasts show U.S. exporting 700,000 barrels a day to China. The U.S. is displacing Saudi and Middle East oil as Saudi exports now make up 15% of China's oil imports from 19%. This also shows that president Trump's trade deals are working to help balance trade with China and remove the disadvantageous position the U.S. was placed in by three previous administrations.

Natural gas production starts 90 miles off the northern coast of Norway near Hammerfest, on the Artic Ocean area. A most difficult area to operate in, Statoil Hydro, the Norwegian oil company has addressed this challenge with natural gas production to feed the eastern coast of the USA using liquefied natural gas ships for transportation. Costs for such production are much higher and higher oil and natural gas prices and increasing global demand are expected to support such difficult discovery and exploration in the years to come.

Mitsui, Mitsubishi, and GDF Suez each take a 16.6% interest in a liquefied natural gas (LNG) gas export plant being built in Hackberry, Louisiana. The investment by these companies totals $7 billion. The project is being built by Sempra Energy, based in San Diego. The project forecast to produce 12 million metric tons of LNG annually for 20 years awaits approval from the U.S. Energy Department. Low prices for natural gas in the U.S. -with the abundant shale gas supplies- of about $4 per millon BTU's compared to $10 in Europe and $15 in Asia are creating opportunities for investment. After the Fukushima nuclear disaster Japan has increased its imports of LNG to the point where it takes in about one third of the world's LNG market supples, according to Bernstein Research. Other companies which are active investors are Kogas of Korea, Sumitomo and BG Group of Britain.

Russian and China sign a contract for Russian natural gas from undeveloped fields in Siberia during Putin's visit to Beijing in May 2014. The 30 year contract is for about $400 billion. China gets natural gas at prices about 25-40% below the current cost of importing liquefied natural gas from Australia, Qatar, Malaysia and other countries, according to RBC Capital Markets. For the last decade China and Russia have failed to agree on a price. In these negotiations a price was reached but is being kept a commercial secret. China imports large amounts of natural gas by pipeline from Turkmenistan at about $10 per million British Thermal Units (BTU's). Gazprom needs about $12 per million BTU's to break even. The two Siberian fields are the Kovykta field and Chayanda field which would remain undeveloped without the deal to supply China. Russia will spend about $55 billion for pipelines and infrastructure on its side, and China $20 billion. China's needs for natural gas were 170 billion cubic metres in 2013, growing to about six times consumption of about 30 billion cubic metres in 2000, according to China's NDRC. This is expected to reach 420 billion cubic metres by 2020. Currently 17.7 million metric tons come by pipeline mostly from Turkmenistan and 15.5 million metric tons of LNG mostly from Qatar and Australia, according to China General Customs Administration. The deal will put on hold higher cost LNG projects for Asian countries and make mores gas available at reduced prices in Asia, according to analysts....

Europe ten years ago invested heavily in gas fired electricity plants thinking that natural gas will be plentiful in the future. Now with global demand rising with the emergence of China and Russia. and Western Europe's own reserves, such as Norway's depleting, Europe is in a bind. Alexei Miller told shareholders: "The Natural Gas Market is now a seller's market." Western Europe's share of global gas consumption rose to 17.4 % in 2004 from 14.9% ten years ago. Now countries like Italy and Germany are scrambling to secure supplies and build long term relationships with Gazprom while Poland and other Eastern European countries are facing uncertainty about reliability of Russian gas supplies. Italian oil company Eni is negotiating a long term relationship to cooperate with Gazprom to recover gas from the Russian North and to supply the Italian market. Eni's CEO Paolo Scaroni addressing an industry conference in Amsterdam in June 2006, provided estimates that by 2012 Europe will need 220 billion cubic metres or nearly 2 and half times Italy's annual consumption. Scaroni said: "Where are we going to find all that gas?" Like other countries in Europe Scaroni does not see Gazprom as the whole answer, but sees few other ways to solve supply problems. Italy will invest in liquefied natural gas to have flexibility of sourcing. In the end though Scaroni is relying on Gazprom and says : "This gives them a responsibility to the Italian market .. and it strengthens our relationship."...

“Getting gas from America is always a good thing.” Alaska's governor Dunleavy tells Japanese and South Korean, Taiwanese investors. Japanese PM Shigeru Ishiba says the LNG from Alaska is "wonderful for us." It takes just 7 days to get this LNG to South Korea or Japan.  Mike Dunleavy's plan, called Alaska LNG, is for a 800-mile pipeline from Prudhoe Bay that would feed gas to a to be built liquefied natural gas terminal at Nikiski near Anchorage. What was once just a hope as investors pulled out is now a reality with DJT telling Dunleavy, "lets get it done, let's not just talk about it." Note that something similar is likely to happen for car investments by Japanese and South Korean companies. Already Hyundia Kia has announced a $21 billion investment. For Alaska LNG pipeline South Korea has said this has "infinite possibilities for growth." US Navy is rebuilding for protecting the Asia-Pacific, Japan and South Korea know the importance of the actions of the new Republican administration for Asia-Pacific and the Indian Ocean region, and tariffs can be a time to invest more in American manufacturing and show restraint in pricing. ...

Empty storage tanks and empty supertankers and idle storage terminals are to be seen in the area of Cameron Parish, in coastal Louisiana. This is where Cheniere Energy opened a $1.4 billion liquefied natural gas terminal recently. This was part of a $7 billion construction of 8 new LNG terminals over the last 5 years around the Gulf of Mexico and the Atlantic coast. Only a year ago this seemed like an attractive investment as LNG supplies to the USA appeared to be on the rise. But that is not the way it turned out. By October its estimated that the USA will have in storage 3.1 trillion cubic feet of gas, about 1 trillion less than the full storage capacity.This is after the summer use and reduced LNG imports. This is 1 trillion feet of idle unused capacity or about 25% idle capacity. What has happened is that with a nuclear plant down in Japan because of an earthquake and drought conditions in Spain limiting hydroelectric dam electricity prices these countries pay has jumped and LNG tankers have been diverted to these places instead of the USA. Because natural gas prices unlike oil prices are set on a regional basis, prices in other regions and countries are several dollars higher than the US price of $11.80 per thousand cubic feet, which is itself up from $7.50 per thousand cubic feet at the beginning of 2008. The reason for all this unused capacity is that imports are 40% of what they were for last year and capacity has been doubled. Producers have also put more supplies on the spot market and less on long term contracts to make higher profits thus raising prices even higher. Some analysts believe that it was a bad thing for the US not to import more as 3.1 trillion cubic feet of gas in storage will not meet expected demand in the winter heating season of 2008-2009. And with global demand up and global supplies not coming up fast enough gas prices may increase still further. Demand is growing at about 7% in the developing world, and about 2.6% worldwide so demand in the USA is not increasing at this time. The new refineries and petrochemical plants going up in the Middle East and Asia will increase demand further for natural gas. The whole issue has not been prominent because the US meets only 3% of its natural gas needs through LNG. ...

How Sonatrach of Algeria is working in joint relationships with Statoil-Hydro of Norway, both national oil companies, who are creating a new pattern in bringing capital and technology resources of national oil companies together to tackle projects throughout the world. Statoil for example, has been invited to work with Gazprom on Shtokman gas field project in the Barents Sea. This alliance has taken may forms including Statol taking a 10% ownership in the Algerian Petroleum Institute and setting up a training program which has already trained 6000 Algerian Sonatrach employees in western health and safety standards. This Institute trains Algerian engineers. As Statoil and Sonatrach look outside for new exploration as their reserves are declining, they are working together in different parts of the world. Sonatrach and Statoil-Hydro launched a successful joint bid for 2 offshore gas deposits in Egypt. And Statoil has given Sonatrach equity in one of its North Sea gas fields and given it capacity at a liquefied natural-gas import terminal in Cove Point, Maryland. Algeria has set goals of having international reserves account for 30% of its production by 2015 by taking exploration tracts in places like Libya. Note that this type of collaboration is increasing. PFC Energy a consulting firm says that were 2 such deals for technical cooperaton and sharing access to resources and markets in 2000, in 2006 there were 16. So expect more of this type of collaboration and joint work....

Alex Frangos and Sudeep Jain's interview with Duvvuri Subbarao, the governor of the Reserve Bank of India, India's central bank. India's economy is slowing with higher inflation, higher interest rates, inability of the government to make firm decisions on foreign investment, a declining currency, and a growing deficit. Subbarao has come under criticism for keeping interest rates low for too long after the 2008 financial crisis, and then as higher inflation persisted making a number of interest rate increases in 2011, which reduced the credit flows in the Indian economy. Subbarao's defense of his policy of not acting earlier on interest rates and then raising interest rates repeatedly, is that the economy need stimulus in the years after the global financial crisis. He says the inflation in the early stages was a result of a supply shock in food prices and would not have responded to interest rate adjustments. Inflation declined from 9.1% in November 2011 to 7.5% in December. Subbarao says the interest rate increases are over and he is looking for the right time to increase credit flows in the economy. His remaining concerns are with the fiscal deficit, and he called on the finance minister to map out what he plans to do for the fiscal deficit. He expects the deficit for the current fiscal year to increase from 4.6% to 5.5%, as the cost of fuel subisides rises and tax receipts decline. He calls for the removal of subsidies on liquified natural gas and electricity, but concedes that this will be difficult in an election year. Looking back Subbarao sense is that the central bank's policy actions were well calibrated....

With funding from the International Finance Corporation, Bangladesh, Pakistan, and other developing countries with shortfall in energy supplies are building offshore LNG terminals. The demand for LNG in these countries is expected to surpass the demand in developed countries.  IEA estimates show 90% of global LNG demand growth by 2022 coming from these emerging economies. Shortages of electricity in places such as Karachi and Dacca are the reason for the growth. Putting LNG terminals offshore is a viable and economical alternative. Petrobangla is completing a offshore LNG terminal by 2018 with IFC funding. Pakistan completed a floating LNG terminal at Port Qasim in 2015 for importing LNG from Qatar. This terminal alone covers 30% of the needs not met from domestic supplies in Pakistan for gas, according to Engro Elengy data.
