WSJ Editorial Board on Andy Burnham "wish him well,"  yet  this editorial says "he has wrong instincts." Calls Burnham as being "cipher on immigration," "want government to take lead on housing construction" and "wants greater state control of utilities," are unfounded criticism as shown below- "Cipher on immigration" - Burnham has supported Shabana Mahmood, as Home Secretary, on new action for strict immigration rules, tight control over migration, similar to Denmark.  He "wants greater control over utilities."  WSJ says nothing about how utilities were privatized under the Conservatives for basic services that are necessities for a basic quality of life- water, energy and transportation. It is widely accepted across Britain that the private entities have dismally failed the British people in ways not thought possible. Handing basic services to for profit companies was a fundamental error in Britain as it deteriorated the quality of life of the British people. As Burnham pointed out yesterday in speech to Labour and the British people if one cannot get something as basic as a bus service right how on earth can one fix the larger problems facing Britain? He "wants government to take the lead on housing construction."  When there are shortage of housing affecting the standard of living and quality of life as in the US and Britain the government can make a difference, and its stepping in and doing things correctly can improve the quality of life of the British people. He has "the wrong instincts on economy" with suffocating net zero policies. It is reported in The Guardian that Burnham will support drilling for oil to help bring down cost of energy. The focus now is not net zero goals but making life better, improving the quality of life, achieving some balance which now is leaning towards cost of living affecting the people. In fact on July 19 DJT said people will be dancing in the streets of Aberdeen as Burnham is supporting drilling for oil in the North Sea. Much of the criticism of the Sky News and WSJ continues to follow a pattern of failed coverage of the past with no faith in Britain's future and potential. Every new effort is met with "it can't be done." He has the wrong instincts for business. In modern economies business is part of and the main driver of the economy. In Burnham's work in Manchester business was part of his plan for the economy, and successfully implemented. For far too long in Britain there has not been an honest reckoning on how policies that were reckless with the quality of basic services that affect the quality of life of the British people, would let Britain down, would fail to deliver for the people of Britain. The country that led the Industrial Revolution deserves something better and should get it in this one bold effort by Burnham. ...

These 2 steel plants date back to Scunthorpe 1861, and Port Talbot 1905, when they were first built, when Britain led the world's industrial revolution. The two plants were modernized in the 1950's. British Steel and Tata Steel Port Talbot only two remaining steel plants in UK- retaking the UK steel supply chain move taken Labour in July 2026 as Andy Burnham takes the premiership. British Steel was privatized in 1988. In Asia British Steel and US Steel were revered during the colonial period to the 1950's and 1960's. In the US and UK strangely economic theories took hold that did not see the importance of steel and other basic industries in the life of a nation and its people. About 40 years later the lessons of outsourcing your main supply chains has been learned at great cost to the US and the UK. Note that in today's WSJ an Exclusive report shows the success US steel has become with government help and American tariff protection agiainst dumped steel from China and India. US Steel has grown till it is now the third largest steelmaker in the world. The UK government is nationalizing Scunthorpe plant now given name British Steel under the Steel Industry Nationalization Act. UK has set aside 2.5 million pounds for subsidies to the Scunthorpe and Port Talbot plants for modernization of old pre-1960's plants. This is the right move, if US Steel is a success story with DJT tariffs and government support, British Steel will be a success story with the same kind of support. And contrary to bad economic theory purveyed by some economists the US and UK can now have their own modern steel industries and supply chains at home. ...

Harry Kane and coaches Tuchel and Scaloni Explaining England's defeat against Argentina with only 5 minutes left and England leading 1-0 World Cup Soccer July 15, 2026. All agree England just stepped back and defended after fighting hard the first 60 minutes of the game following the English goal by Gordon to make it 1-0. That led to wave after wave of unrelenting attacks from Argentina till the ball went through. Between the time Gordfon scored the goal in the 75th minute and the end of the game England possession was only 12%. It had never been more than 40% for most of the game. This caused a serious imbalance in the play. In the last 15 minutes of the game Tuchel pulled out Declan Rice and James, two of England's outstanding players, within minutes Argentina scored its 2 goals. This substitution appears to be an error that Tuchel himself says he accepts having made. Harvey Kane says- “Just gutted, gutted for the boys, gutted for everyone: the team, the staff, the fans.” “We played well for the vast majority of it. Once we went 1-0 up we just seemed to try to hold on which, at this level, is not enough. After the goal, whether it was them putting more men forward or us being able to match them man for man, it just was wave after wave and we were just trying to hold on, put the blocks in, but in the end it wasn’t enough.” England coach Thomas Tuchel says- “We decided to go to a back five because the gaps were far too open.”  “Argentina played with more risk, played with more rhythm and played with the feeling maybe that they had nothing to lose any more, which freed them up and pulled us back. Internal Bank of England data showing Britain inside European Union 6-8% higher GDP and 75 billion pounds of higher exports of goods in 2025. This is the only objective assessment one can accept in judging what would be best for British workers and their families.  Also lost on the 2014 -2016 period that led to referendum on Brexit in 2016 just three years later is that it came after the 2009-2011 period for recovery from the financial crisis, the first entry of Conservatives and sharp austerity cuts in public spending by 2012, and the period of Covid that followed just 3 years after 2016 in 2019. The process of improving productivity and increasing competitiveness that could have happened, is a cost Britain suffered from Brexit becoming topic No.1, skewing priorities from reindustrializing to debate on a non priority item Brexit- with a lost decade as a result in addition to the 8% of GDP and 75 billion pounds that could add to these numbers. In this way UK lost about 10% of its GDP and 100 billion pounds of exports that without the that  additional public investment  did not happen from 2009 financial crisis, from Brexit divisiveness, followed by Covid. The result is 1.5% growth in GDP in UK compared to closer to 3% in the US. The lower growth alone can mean additional losses in exports in 2025 than are seen in numbers, and additional losses in GDP. This is the economic weakness  that hangs over Britain as it tries out a new leader in 2026. Only a bold action plan under a bold leader can reverse this decline. As shown elsewhere on these pages in Lyrarc, this is why a new leader needs to articulate a bold and well thought out plan to execute with the support of the British people. Andy Burnham has the potential to make this happen starting in 2026 over the next 5-7 years. He has to build on the work he did in the Greater Manchester region, and like Modi in India applying the lessons learned in his home state of Gujarat, step by step, year by year, build the industrial and economic capacity of Britain by 2035. It is not a feat for the timid, struggles will abound, yet it can be done with one step following the previous step in a continuous stride. In fact Burnham can now work with India to add about 1% of GDP because of the close trading relationship and centuries long synergies with India to get closer to 3% growth in GDP per year. At that point public spending and investment would rise to propel further growth. It is in the interest of every sector in Britain to pull together, the same in India, to lift these two main countries of the Commonwealth by the bootstraps. ...

The US faces a shortage of hydroelectric power in western states as the runoff of water from the mountains is only 25% of its normal level. The drought in California and the lack of hydroelectric power will lead to blackouts in the state. Normally Hoover dam provides electricity to power 1.3 million homes with 23% going to Nevada, 13% to Arizona, and the rest to Southern California. With the water levels low in Lake Mead, Hoover Dam will provide only a small fraction of the electricity it normally does to California. Colorado river's Lake Powell which feeds into Lake Mead has only 25% of its normal water levels.

The dry winter and spring led to less snowpack to feed rivers and streams in California, with loss of enough water to produce electricity for about 1 million homes for a year. This means more blackouts will hit California and western states.

Industrial profits are down, but lending by banks is up dramatically for the stimulus. China's banks made $757 billion in new loans in just 4 months of 2009, more than in all of 2008. With corporate profits decliningthere will be more bad loans in the future. After the recapitalization of banks with about $475 billion at the time between 1998-2006, according to the Bank of International Settlements, Chinese banks are in better shape. Nonperforming loans account for about 2% of the loans. ANd China's deputy central bank governor Yi Gang says- " in a situation of financial crisis, rapid growth in leding does more good than harm. We should also consider the sustainability of the rapid growth of credit and the possible adverse impact." Banks for their part say they are not loosening their standards for lending.

NYT's Simon Romero looks at Cumano in Venezuela, and the breakdown of water, electricity,  industry, and education systems in this city. How efforts to solve inequality without a grasp of how a modern economy works can lead to something worse. And how good intentions are not enough, lack of understanding and knowledge of of a government (Chavez and successors), on how industry, infrastructure for water and electricity, education and healthcare works is dangerous. Immersion in the rhetoric (Chavismo) makes things worse. Appeals to Simon Bolivar (history), mass communication (Alo Presidente), religious symbolism (socialist motherland and victory) and us vs them, (the marginalized poor and the established elites), mean little and take an entire nation backwards for making industrial progress and infrastructure building,  creating a strong modern economy. It in fact turns out to be dangerous and counterproductive, breaking up the very productive forces that are needed to build a modern economy. The Japanese visited and carefully studied the US transformation into an industrial advanced economy in the 1890's Meiji era, the Chinese visited and studied the Japanese plus the US transformation into industrial advanced economies in the 1990's, and Indians visited and studied the Japanese, Chinese, and American transformation into industrial advanced economies by 2014 in Gujarat State, to spread that model to all states to achieve the goal of building infrastructure, manufacturing, and modernization. America made some careful choices under Lincoln, TR, FDR, Truman and Eisenhower to achieve this transformation. Bringing factory labor, farmers, professional classes, and factory owners together under FDR with his first experiment in New York state building modern institutions with Secretary of Labor Frances Perkins, and industrial interests, then repeating this across 51 states in the Union as president of the US. Frances Perkins documents this in her book "The Roosevelt I Know." ...

Dangers from lead exposure during the Notre Dame cathedral fire when dust of toxic lead from the fire spread through Paris. This report in FR24 says not much was done about this in the first days of the fire. When the spire was rebuilt during renovation there was strong support for not using lead in the renovation instead shifting to copper or some other metal that was not toxic. Yet this report says the authorites used lead in the renovation of the spire and there is much concern about any lead getting into the air or water.

Parmeswaran Iyer takes over India's development planning body Niti Aayog from Amitabh Kant on June 30. Iyer joined the Indian Administrative Service in 1981. He led the Swachh Bharat or Clean India Mission in 2016, and headed the national drinking water and sanitation department. In 2009 he left IAS to join the World Bank as Global Lead for Water Global Practice initiatives. He has also served as Professor of Management Practice at the Indian Institute of Management at Ahmedabad. 

The Modi administration has selected a person in the right field of water resources with IAS background from Uttar Pradesh, and proven management ability to deliver results, for the critical task of leading India's development to 2030.

Parmeswaran Iyer's unique background in water and sanitation at the World Bank led to his work as Secretary of Water and Sanitation in the Government of India. At that point he was chosen to head prime minister Modi's campaign for Clean India called Swachh Bharat Abhiyan. It was an effort to provide clean neighborhoods and tackle a problem that had eluded earlier efforts including Gandhiji- open defecation. Iyer was instrumental in making it work by having 90 million toilets built in India.

From that mission he was selected to head India's overall development plan as CEO, NITI Aayog. In a piece in the Times of India Feb 14, Iyer puts forward the  mulltipronged effort for development in India based on ensuring financial strength, controlling inflation, supporting microenterprises, housing, health and education efforts, and technology advancement through digitalization including 5G.

California says Arizona should cut back on its use of water. Arizona says it needs water for Pheonix and Tucson. About 80% of the water goes into agricultural use where there are ways to make it more efficient. The Interior Department suggests each state cut back use by the same percentage. Aridification in the region has caused concern about the levels of water in Lake Mead which is fed through the Hoover Dam by the Colorado river.

The Biden administration's har ghar jal effort, clean drinking water in every home. The Modi administration has made its mark by har ghar jal, drinking water from taps for every home in a country of 1.3 billion people. The US Biden administration will be ensuring the same for clean drinking water free of harmful disease causing chemicals including PFAS contamination. PFAS chemicals are forever chemicals that take a long period to break down. Even lower levels of toxic chemicals can be seriously harmful, says the Biden administration.The head of the Environmental Protection Agency leads this effort by putting 1 billion dollars from last years approved spending into the plan for clean drinking water. 2021 approved spending for Workers and Families plan of Biden has $10 billion for preventing PFAS contamination. Of this the first $1 billion will be made available to affected and most hard hit communities for clean drinking water. Money would go to water quality testing, contractor training and new water treatment systems. In addition Food and Drug Administration agency will tackle testing for food and packaging, Agriculture Department for livestock contamination. Defense Department for checking contamination in military installations. It is a sort of Gati Shakti Master plan that brings in all agencies of government, an approach the Modi administration has adopted for India. One does not have to look far to understand the priorities of the world's two greatest democracies. This is the common struggle in the world's two great democracies to bring a better life for all the people.  "People on the frontline have suffered far too long. That is why Biden is taking aggressive action," says Biden/s man at the EPA Michael Regan.  Mr.Modi says the same thing for har ghar jal campaign for drinking water for 1.3 billion people. ...

The effects of drought on the Colorado river and the dams in the arid west of the US which support 40 million people. This is also part of the fastest growing region in the US. The seven states along the river must negotiate major cuts in water use by mid-August or the federal government has to step in an make the cuts, says this NYT report. Years of overuse of water and climate change have led to this situation.  Lake Mead the US's largest water reservoir is two thirds empty. It is fed by the Colorado river. The upstream states or Upper basin states are Colorado, Wyoming, New Mexico, Utah. The downstream states or Lower Basin states are Nevada, California, and Arizona. Downstream and upstream states have to figure out how the water cuts will be made. Agriculture use makes up 70-80% of the water use. Then there are the sprawling cities such as Los Angeles and Denver and Salt Lake City. Affected are the Imperial Irrigation District in Southern California, a major agricultural area. Las Vegas has come up with solutions for its 1.6 miillion metro area population by conserving water and staying under its 1.8% of the river allocation even as the population grows. Converting lawns and turf to desert and growing only arid zone vegetation to conserve water is being applied. This is a reality check for climate change and a reversal from the earlier effort in the 1930's to impose brute will on the landscape to build huge sprawling cities and agriculture zones. Now all that has to go into adapting to the landscape and fitting into it, limiting the use of water, recycling it, and conserving water in every way possible. It means adapting in every way, not acting in crisis solution mode but shifting to a whole new way of adapting to the environment that should have been there in the first place with some respect for Nature. ...

This report in the Washington Post points out that more than half, about 12,000 homes, needing lead free pipes in Flint, Michigan, are still waiting. This 4 years after lead contamination in Flint water was shown to be over 800 times more than the approved levels. In parts per billion 13,000 compared to 15 ppb upper allowable level. 

About 12,000 children in Flint from the poorest families were exposed to lead contaminated water when this was discovered in 2014.

Ken Adelman, who headed arms control negotiations under Reagan with Russia under Gorbachev, says the Reykjavik summit in October 1986 between Reagan and Gorbachev was a failure because Reagan refused to give up the U.S. Strategic Defense Initiative. Months later Russia restarted arms control talks that led to 80% reduction in nuclear missiles and weapons. He says like Reykjavik the failed Trump Kim Jong-Un summit could lead to new talks with important results in denuclearization and normalization in the Korean peninsula. Both leaders Trump and Kim adore being in the spotlight and could return to continue talks he says. Failed talks are not always dead ends is the view expressed by Adelman.

Scientists say the drought in the western region of the US is the worst in hundreds of years. At Lake Mead the reservoir is only 28% full. The other reservoirs on the Colorado river are in similar shape. Lake Mead is a reservoir from the Hoover Dam on the Colorado River and stretches for 120 miles in the states of Arizona and Nevada. It is the largest reservoir in the US and the water depletion in this and other reservoirs all the way into Oregon is affecting agriculture in the western US and the access to water for cities in the region.
