The results of a Wall Street Journal analysis of 11 countries shows the risk of a stretched out period of stagnation in the economies of the USA, the UK and Japan. Jobs is a critical area in which this is apparent. In Japan employment is down 3.3% from December 2007, in the UK 2% lower, and in the USA 4.8% lower from December 2007. U.S. household debt is down from 131% in early 2008 to 122%, and poses a big burden. In the UK the household debt is larger than in the USA. And Japan's deficits are over 200% of GDP, creating an overhang that depresses jobs and growth. S. Korea, Taiwan and Australia have benefitted from the recovery since 2008 in China, India and the rest of Asia.

The U.S. government has spent $18 billion on training and job-search programs, with 47 programs offering training for the year ending Sept. 2009, according to the Government Accountability Office. President Obama proposed spending $8 billion more over 3 years to train 2 million people for new jobs. In addition there are state and local programs which get federal funding. Lawrence Katz, a Harvard labor professor says the money is given out on a haphazard basis and does not have a good track record of matching the training to the job openings. Part of the problem is that the government leaves it to state unemployment offices to evaluate labor markets and help trainees decide on professions to prepare for. A better approach is now being take by getting employers to offer on-the-job training. This approach is being adopted by community colleges and the Labor Department to improve matching of skills training to job openings.

What was once seen as a debacle on CNBC and Wall Street in 2015- the decision of CEO McMillon at Walmart to raise wages from 7.25 an hour to $9.00 an hour with share price drop of 10% turns into a big win by 2025. Mcmillon did not hestitate to show slides at NYSE for Earnings per share drop of 12% instead of 6%, $2.7 billion investment. Pay is now about $18 an hour in 2025 and this is only one metric as the benefits include free college and technical education, parental leave, more job training, job promotions, cleaner better stores. The pandemic exposed Germany's digitization infrastructure weaknesses. A lot will need to change in education in Germany to meet new upheavals as digitization changes the nature of work in the job market. Digitization, automation, and rise of electromobility, knowledge economy will change how the world and Germany works. More and more knowledge work means Germany will need to change its education in many fields. Some experts say it is the political failing of the state that digital education is not a subject in schools. In the car industry alone the rise of electromobility could cost 200,000 jobs a result of a study by Ifo for car industry association VDA. The Agnipath scheme for Indian Army, Navy and Air Force is explained here in The Indian Express. The scheme is for 45,000 to 50,000 people between about 18 and 21 years to be hired each year. These trainees will be kept for 4 years, and only 25% of those in training will be selected to continue for another 15 years. The recruits will receive between Rs 30,000 and 40,000 a month. 30% of this will be retained for benefits trainees will receive.  The idea behind it is to lower the average of soldiers in the armed services from 32 years to 26 years to reflect India's youthful population and to help those returning to the job market to find jobs in business or as entrepreneurs starting new business with government help. The experience gained in the armed services is seen as also becoming attractive to businesses that are hiring good disciplined employees. The circulation of people joining the services also makes the army a leaner force of about 1.3 million and keeps the cost of pensions at reasonable levels. With India's rapid growth in coming years the trainees leaving after 4 years will have better job opportunities and can contribute to the economic development of the country in many ways. Upon leaving the armed services the trainees will get about Rs. 1.2 million as a package to make a new start in the economy. If there was a death then Rs 1 crore would be given by the government. The government will offer skill certificates and bridge courses so that the quality of trainees remains high and this would provide a skilled workforce for the economy during a period of high growth. A modern armed services like that of India constantly being filled with next generation technology should be able to offer these new recruits the skills and training in advanced electronics, computers, and other technical fields with field training to supplement courses, and the motivation to excel, that would be valuable to many companies. This is the idea behind Agnipath. It is also a tested path as the US armed services also provides this kind of training and many people who have joined and left the US armed services have performed at high levels in American companies in technical and managerial positions. Another feature is "All India All Class" which will make it open to all caste, all region, all religion, and free up the armed services from the current situation of regiments having a caste and region bias. This is a constructive and well thought through aspect of the plan. ...

Rachel Bernhardt 28 years, is from Drexel University. She started swimming competitively late- at Drexel University and missed a lot of the early training Olympic athletes get. She is now training under longtime Northwestern University swim coach Bob Groseth who is at Queen's University in Charlotte, North Carolina. Part of the training is to focus on the technique that she did not get to develop in the early years. She has persevered through it all including a knee surgery and rehab. Bayer AG CEO Marijn Dekkers talks to the Journal's Geoffrey Rogow about the company's pharmaceuticals business and job retention. Dekkers says profits are reduced by the tight budgets of European governments and the pressure on pricing. He cites the 16% mandatory rebate in Germany on prescriptions. For Bayer diversification through the chemicals business offers a way to handle the ups and downs in the pharmaceuical business with patent expiration. He is not interested in acquisitions because of the high premium involved and the difficulty of recovering this for investors. Bayer like other drug companies has extensive operations in China. Bayer is training salespersons in top and second tier Chinese cities. It has a program to train 10,000 physicians in rural areas of China working with the local government. Dekkers makes an interesting point about jobs and job retention in the U.S. He says a lot of jobs were outsourced in the 1990's and its difficult to bring them back. Germany has done a better job with job retention with "kurzarbeit" and other programs working in partnership with industry. In his view this could have been managed better in the U.S. with active programs such as this in the last two decades....

Several experts point to a dangerous change in the nature of unemployment in this downturn. Heidi Shierholz of the Economic Policy Institute, says people are more likely to get stuck with unemployment now than at any time in the post war period. Andrew Stettner, deputy Director of the National Employment Law Project, says a larger share of the unemployed are not going to be able to go to the same line of work. They will need new skills, just like an auto worker in a permanently downsized industry would have to find new skills to make a product in the renewable energy field or health care. And the law as it currently stands does not help either. Because if an unmeployed worker looks for training or goes back to school he loses his unemployment benefits, something the Obama administration proposes to change. What this means is that many of the unemployed will end up as permanent job losers. Rob Valetta, an economist at the San Francisco Federal Reserve Bank says that throughout the the last 3 decades including good times, the unemployment pool is shifting towards permanent job losers. Lawrence Katz, a Harvard University economist, points out that once workers exhaust their unemployment benefits and don't get new training, they become disconnected to the labor market, and bascially end up on disability or become permanently unemployed. The statistics bear this out. In April 2009, 47.1% of the people collecting state unemployment insurance exhausted the usual 26 weeks of benefits without finding work, according to the Bureau of Laor Statistics, that is the highest rate on record. In December 2007, there were about 2 unemployed workers for every job opening, according to Labor Department data. In March 2009 there were five unemployed workers for every opening. Mark Beaupre, 49, of Providence, R.I. lost his $8 an hour manufacturing job an year ago, one of many manufacturing jobs he has held since the 1980's. His wife Cathy lost her customer service job a year ago. This couple who together made $50,000 a year, are now behind on their mortgage payments and have applied for food assistance. At a recent job fair in Providence he says three thousand people turned up and he could not even get into the parking lot. ...

Many Italian university graduates lack proficiency in foreign languages or computer skills. Lack of on adequate on the job training programs compounds the problems as graduates are not able to pick up the skills at work. This discourages hiring of new graduates, especially graduates outside of engineering and technical areas. Technical graduates face another problem- the slow level of technological improvement and application in Italian business relative to Germany or the UK. R&D spending in Italy is only 0.7% compared to 1.4% in France and 2% in Germany, according to the OECD. Only 41% of Italian university graduates work in specialized areas, 44% in Spain, compared to 60% in the UK and Germany. Being overqualified is common for young people, or lacking other business type skills with a overemphasis on the humanities.

Lawrence Katz, Harvard labor economist, talks to Friedman about the jobs crisis in the U.S.. Katz identifies three jobs crises occurring at the same time today. One is the drop in the demand for goods and services that resulted from the longer term effects of the financial crisis of 2008, with rising foreclosures, weak housing markets, bad debt on the balance sheets of banks, and interest rates at close to zero reducing the scope of action by the Federal Reserve bank. The second, is the widespread long term unemployment with workers dropping out of the labor market. The third, is the nature of new factories and hiring. Work in new factories is done through increased automation, information technology and fewer workers. As a result job creation is a fraction of what it was in the past. Not mentioned here is the shrinking of the public sector under the strain of budget deficits for local, state and federal government. This leads to the question of how America will create jobs in the future. Katz believes the answer is creating more "hubs," networked urban areas like Austin, Silicon Valley, and Raleigh-Durham, by bringing together universities, high-tech manufacturers, software providers, and startup companies, to cooperate in creating new products that enhance people's lives worldwide. This has to be done by the private sector and government working together to build the infrastructure and make the investments in education, training of workers, and equipment for new job creation....

Wages in U.S. manufacturing are declining as the U.S. regains competitivness with Mexico, China and other emerging market countries in manufacturing, through a combination of productivity from new machinery and lower wages. At the same time as this revives U.S. manufacturing this is lowering wages in manufacturing based economies in the midwest and other parts of the country. This can be seen in cities like Dayton, Ohio, where in the past good paying jobs could be found in manufacturing without a college diploma. Many of these jobs paying $15-$20 an hour are being replaced by lower paying jobs paying $10 an hour. With the cost of college education already spiralling beyond the reach of ordinary incomes, and college debt reaching $1 trillion and harder to payoff, the move to lower wages increases the probabilities that college will remain elusive to children in these families. The automated plants and lower number of workers needed to operate machinery in new and modernized plants means unemployment in manufacturing will see slow growth. This is likely to lead to continued high unemployment in cities that lag behind in college education for opportunties outside of manufacturing and in manufacturing jobs. This is also why more experts are calling for government, college and private sector support for vocational training to improve job and income opportunties....

Unemployment in the U.S. will be hard to bring down with the mismatch in skills for new jobs created. The National Skills Coalition, which works to promote job training, says in a report that 46% of the jobs in New York state in 2009 were in the middle skills category, and only 39% of New York workers had the skills for these jobs. Mid-skilled workers are workers with a high school diploma and training, an associates degree or vocational training. The problem is that students from public schools and community colleges who are not prepared with mid-skills and training, or lack a two year degree, are not prepared for these mid-skilled jobs in health care, transportation and other fields. This report says 40% of new jobs created in New York state will be for mid-skilled workers. In the low skilled workers category there is downward pressure on wages because there are more workers than jobs- 21% of new jobs are low-skilled and 23% of New York workers are low-skilled, according to the report. The problem is serious because funding for training programs has been cut over the years, and at the same time government policy- including that of the Obama administration- has focussed on getting people to college. Less attention has gone to training programs and vocational education. This at a time when a college education has become costly and difficult for families....

Samulelson points to the problems of pushing college-for-all. He compares it to the misguided housing policy that sought to promote housing access to all Americans including those who could not afford it by lowering requirements on credit and downpayments. Problems include student debt without job prospects, inadequate vocational training, and lowering educational standards at all levels including high school and college. Compared to Germany and other European countries the U.S. does poorly in providing vocational training and relating education in college to jobs through apprenticeship and other training in companies. Combining classroom and on-the-job training is more advanced in Europe. As sociologist Rehman of Northwestern University points out its important to set different pathways to rewarding careers. In 2008 the U.S. had only 480,000 workers or 0.3% of the labor force who were apprentices, according to Robert Lerman of American University. Useful to note is also that only 69% of U.S. jobs in 2010, required a post-high school degree, according to the Labor Department. Putting everybody on the college track, belittles those who do not finish college, ignores the need for vocational skills and technical skills in jobs, and puts the diploma above skills and knowledge gained.. Taking the approach to an extreme hurts young people in the job market and reduces America's competitiveness. This is similiar to what happened in housing policies that sounded good but actually devastated the financial condition of minorities that it was supposedly intended to help, as seen in high foreclosure rates....

The issue of high youth unemployment. The bulge in demographics and the emphasis on increasing the number of college graduates without increasing the jobs available, or providing apprenticeship type training and degrees in areas where jobs can be created, has created a major problem in the Middle East. High youth unemployment in the US, Spain and the UK also poses serious problems. Former primer Minister Giuliano Amato of Italy recently told Corriere della Serra: "The older generations have eaten the future of the younger ones." Older workers tend to hold onto their jobs as long as possible as retirement ages are being raised, and they have negotiated higher retirement pensions. In Spain the younger part time workers and immigrant workers are the first to be laid off and unemployment is highest in this group, which is also why the high unemployment has not attracted as much attention there. Younger workers will eventually have to support a higher proportion of these workers in retirement because of the demographics. The shift to higher parttime employment and employment at low wages has also created a class of workers who have no future, as their incomes are low, and are easily laid off. This shift has been taking place in the US, Europe and Japan over the last decade. Germany has fared better because of its long tradition of apprenticeship training, and employers working directly with young students at universities to provide on the job training. The financial crisis of 2008 in the US slowed down many industries and created a shift in industries creating jobs, the result was a larger mismatch of skills of job seekers and new jobs created. One way to address this is more on the job training and working directly with employers, and assistance to community colleges to fill education gaps. ...

Everyone over 50 years is to be given the vaccine in just a few months of 2021 by the NHS. A massive logistics and training effort is underway. The government changed the law to let student doctors, physiotherapists, and dental workers to give the vaccine. Retired doctors and nurses are called in. Britain has a war effort to counter antivaccine propaganda unlike other countries such as France and Germany. Compare that 79% of Britons are seeking the vaccine, 54% in France and 64% in the U.S. showing that the UK is doing a much better job. Vaccination starts next week for over 80 year old people. Brazil suffers from a severe shortage of engineers as it expects to grow at 5% through 2010 and at 3-4% after that. Because Brazilian Universities do not turn out enough engineers Brazilan companies in oil, mining and aviation and other sectors are having their own training programs. Brazil's education system is not doing the job. The average Brazilian worker has 6 years of schooling compared to 10 years in S. Korea, 11 in Japan and 12 in the USA, according to the National Confederation of Industry study. Of the few that make it to the university only one in five take up engineering, science math or computing according to a recent World Bank study of links between education and economic growth. Most of the growth in university education is at private universities and these universities find it easier to provide programs in the social sciences and not enough engineering programs exist at these universities. President Biden is setting up a New Deal style American Climate Corps that is a green jobs training program. It will employ 20,000 young people who will build trails, plant trees, help instal solar panels, and do conservation work, and help prevent wildfires. It is modeled on the Civilian Conservation Corps setup by president Franklin Delano Roosevelt as part of the New Deal. The Corps program will work with federal agencies and 10 states that have already setup similar programs-California, Washington, Maine, Utah, Colorado and Michigan, Arizona and North Carolina.

The unemployment rate of 5.9% in the US in June 2021 is still higher than the pre-pandemic rate of 3.5%. It is also different in other ways that are not so apparent. There are 9 million Americans looking for jobs. They are also looking for jobs outside industries that were hit hard during the pandemic, or pursuing better jobs with less commute and more remote work, and jobs outside of warehousing which requires less of the skills and training they have or in remote locations far from where they live. Economists like to use terms such as "mismatch" to describe this as in this report in WSJ. This does not bring home to us the enormous human toll of the pandemic. A recent survey of US workers for April by the Federal Reserve Bank of Dallas found that 31% of people do not want to return to their old jobs up from 20% in July 2020. One in three from one in five last year are looking for something different than the the jobs that were hit hard in each successive wave of the coronavirus pandemic. Other surveys have found that 70% of workers who last worked for the leisure and hospitality industries are looking for something in a different industry. Leisure and hospitality that includes restaurants and hotels, airports, were hammered in this pandemic. And 55% of job applicants in one survey were found to be looking for remote work. Economists also see the macroeconomy in terms of supply and demand for labor, in terms of interest rates with low interest rates as a way to tackle unemployment, yet this has limited value in real life situations in the economy when it is affected by a number of factors, including some unusual factors such as the pandemic and man made events such as the global financial crisis of 2009 from banking missteps. The federal government has to take steps of its own to support Americans as these changes take place in the economic situation and Americans are in need of help with adjustments. ...

The persistence and devotion to excellence on the field at the beginners level in under 19 created under Rahul Dravid helped India overcome injuries and other problems to win the Test series against Australia. Rahul Dravid achieved this with a knock of 180 runs in the Test match against Australia at Eden Gardens Kolkata. Gill and Pant batted well for India to beat Australia in the fourth Test at Brisbane. The example set in 2001 by Laxman and Dravid was followed by Gill and Pant, by concentrating with determination on the work at hand.
