Joint Statement: 3rd India-Nordic Summit, Oslo, 19 May 2026 Published 19 May 2026 1.  Today in Oslo, the Prime Minister of India, Shri Narendra Modi, the Acting Prime Minister of Denmark, Ms. Mette Frederiksen, the Prime Minister of Norway, Mr. Jonas Gahr Støre, the Prime Minister of Finland, Mr. Petteri Orpo, the Prime Minister of Iceland Ms. Kristrún Mjöll Frostadóttir, and the Prime Minister of Sweden, Mr. Ulf Kristersson, held the 3rd India-Nordic Summit hosted by the Norwegian Prime Minister. This Summit builds upon the previous two Summits held in Copenhagen in 2022 and Stockholm in 2018. 2. The Prime Ministers noted that they are meeting at a time of global geopolitical flux and rapid economic and technological transformation and agreed on the need to deepen the partnership between India and the Nordics for mutual benefit based upon shared interests and values and to cooperate in addressing global challenges. In this context, they decided to elevate the India-Nordic relationship to a trusted Green Technology and Innovation Strategic Partnership. 3.  As leaders of vibrant democracies and large open market economies, they underscored their shared interest in fostering a robust and resilient global order based on international law that promotes peace, stability, inclusive economic growth and sustainable development.  4. They reaffirmed their commitment to upholding international law, shared values and obligations including democracy, freedom, human rights, gender equality, rule of law, respect for sovereignty and territorial integrity and international peace and security in accordance with international law, including the United Nations Charter. 5.  The Leaders discussed international peace and security including the conflicts in Europe and the West Asia/Middle East. 6. They discussed opportunities for collaboration in trade and investment, blue economy, circular economy, digital infrastructure, digitalisation and artificial intelligence, climate action and energy security, fighting pollution, water, research and education, talent mobility, healthcare, space & geospatial sectors and defence. UN, multilateralism and international cooperation 7.   The leaders reiterated the importance of an effective multilateral system, with the United Nations at its core. They confirmed their commitment to work towards reforming the UN, including the UN Security Council, to make it more representative, inclusive, transparent, efficient, accountable, effective and reflective of the contemporary geopolitical realities. The Nordic Prime Ministers reiterated the support of the Nordic countries for permanent membership for India in a reformed and expanded UN Security Council. The Nordic leaders welcomed India’s application to the Nuclear Suppliers’ Group (NSG), and emphasized the importance of the international multilateral export control regimes in upholding non-proliferation and international peace and security. Trade, investment and economic cooperation 8.  The leaders emphasised the importance of a continued central role for the World Trade Organization in the multilateral trading system and global trade governance. They underscored the importance of a fair, open, transparent, equitable, non-discriminatory, inclusive and rules-based multilateral trading system, with WTO at its core. 9.   They acknowledged the significant economic exchanges in the form of trade and investments between India and the Nordic countries in promoting sustainable economic growth, prosperity, circular economy, bioeconomy, sustainable development and supply chain resilience. 10. To facilitate trade and investments and contribute to the objective of sustainable development, they particularly welcomed the entry into force of the India-EFTA Trade and Economic Partnership agreement and the conclusion of the India-EU Free Trade Agreement. The leaders also welcomed the active business exchanges in the margins of the Summit and highlighted the need of continued business exchanges to identify opportunities. The leaders stressed that in addition to the economic benefits by enhancing market access and removing trade barriers, the India-EU FTA and India-EFTA TEPA could support economic security and resilience through diversifying critical value chains and opening new markets. For this reason the closing of the British Council facilities around the world to pay a loan it had taken years ago under the Conservatives during Covid, is to be seen as a major blow. This report in The Guardian is about fears the world's leading soft power agency, which is more than that a transmitter of ideas that shape the Modern World and all our democracies in Europe and America, Asia, other parts of the world, will disappear in a decade. The Madrid building which houses the British Council in Madrid at 13 Paseo del Martinez Campos in Madrid's Chamberi district, has been put up for sale to pay Covid era debt. About 5000 Spanish students attend classes in English and prepare for exams in 35 classrooms. Over the years hundreds of thousands of Spanish people passed through this building. 320 jobs will be lost, employees with passionate dedication who it will be difficult to replace. Another center in Barcelona also is expected to close. This comes at the wrong time when Britain needs to make its voice heard in the world, when a mediocre level of British parliamentarians and leaders since Blair and David Cameron have allowed this to happen. English language classes in Italy at the British Council are also being shut down. Paris building may also be sold, and shrinking operations in the Baltic Republics, Croatia and Austria. This will be a major blow to helping spread knowledge of British parliamentary traditions, its history and participation in shaping the Modern World we know today.  It is now hoped and this is a message to Labour's Andy Burnham who studied English at Cambridge, to restore Britain's image and the value of its parliamentary and other lasting contributions to the Modern World, to the benefit of all nations, to cancel this debt and give the British Council new leadership for the next 2 decades. Neil Kinnock, a Labour leader, and a chair of the British Council says- “The British Council does not want to make these cuts. They are being forced into it by the conditions required by the Treasury." “I sympathise very much with the staff, so does the leadership,” he said. The British Council had “camped out” in the Foreign Office for last three or four years and put up a “hell of a fight”. Kinnock said: “What the government should do is either find a way of cancelling the debt, or even rescheduling the debt. Because it’s to absolutely nobody’s advantage to lose the British Council.” A desperate effort to pay an outstanding £197m debt from a Covid-era Conservative government emergency loan on commercial terms, with interest to be repaid by September, is what is causing this massive destruction of a century old institution that belongs to Europeans, to Asians, and to the world at large for better societies through knowledge. Who runs Treasury in Britain? Rachel Reeves, who has no concept of the role constructive Britons have played for two hundred years from the time the British agent at Rajkot encouraged Mohandas Gandhi (Gandhiji) to study in London in 1888, a role that the British Council has played since its founding. His name Sir Frederick Souter, who wrote the letter of recommendation for Gandhi to enter the University College, London. India's robust debate as a democracy is of an astonishing size and diversity of opinion. The debate did not diminish when there was one federal party in many states under Indira Gandhi (1970's). It actually increased many times during this period compared to the period under Jawaharlal Nehru (1950's) taking the example of one state Gujarat as an example of what was going on in 18 states of that time. Newspapers in Gujarati such as Jansatta, Gujarat Samachar and others carried on a vigorous debate with opposing points of view to the Indira Gandhi government at the state and federal level of the 1970's. Most people in places like New York and London fail to understand or see the local language newspapers or are totally unaware of their existence, and the debate carried on in their pages. So that they falsely assume what a small group of English language newspapers tell them about the vigor of Indian democratic debate that is truly unmatched anywhere in the world. And in terms of its 22 languages in one nation one could say in the entire history of the world. Swapan Dasgupta in the Times of India gives the staggering number of publications today in 2023- 144,520 publications reaching 386 million people every day. And 392 television news channels . All in 22 languages. To ignore the local languages as if they did not exist is to ignore India as if a billion people did not exist. Or as it is for China to say that everything written in Chinese papers and Chinese news channels did not exist. Dasgupta also points out that one should take Mr. Modi and the BJP out of this as at the national level its a 10 year old phenomenon. Look back from 2010 for the sixty years from 1950 to 2010 and India was as badly misconceived, misrepresented, and misperceived back then. India he says fell from 105th place in Freedom House rankings in 2006 to 140th place in 2013. Mr. Modi only enters the picture after that. Dasgupta points out the small sample for these ratings 150 respondents and the methodology having missed much if not everything that is needed in a robust democratic debate. There is another aspect which is present which is prominent in New York and London and Washington D.C. and that is that non-alignment is not popular.  One has to see the way Adlai Stevenson running against Eisenhower twice in the 1950's very warmly received Jawaharlal Nehru on his visit to the US and compare it with the way the US perceived India under John Foster Dulles after Dwight Eisenhower was elected in 1952 to understand this aspect of American perception. Dulles was facing the Soviet Union and the British under Churchill then Macmillan had an equal disdain for Nehru's non alignment and tilt towards the Soviet Union. These root perceptions did not change with the Kennedy and Johnson administrations, and continued into the 1970's when Nehru's daughter Indira Gandhi was prime minister and continued non alignment.  India's political alignment after the pandemic is anything but non-aligned. It thinks, acts and lives in a way that is similar to the people of the US and Europe. Not even because it chooses to but because of what it is, coming from being part of its ancient path of Vedanta and Buddhist civilization that is the core Asian experience. It also needs to bring 400 million out of poverty and build the next phase of industrialization and modernization that requires fossil fuels in large quantities at lower prices to sustain its rapid growth. Some of it comes from Russia purely as an economic decision during the pandemic. The Biden administration fully supports India in this task of rapidly growth to meet the aspirations of a mostly young population- sourcing fossil fuels from whichever source that makes sense. To become a key part of the US new supply chain that reverses the overconcentration of the supply chain in China. It can only be said then that Freedom House has the peculiar affliction left behind from the John Foster Dulles period, combined with a bit of arrogance in failing to grasp the central fact of India which is its 22 languages forging one nation- a task nowhere seen in the history of the world. ...

This review of Acemoglu and Robinson in the MIT News is relevant to the situation faced today. The two professors at MIT and University of Chicago, have provided two books relevant to today's crises, the first "When Nations Fail" in 2012 about the need for inclusive nations, and the second "The Narrow Corridor" about the importance of the role of individual and society in sustaining democracy. Their point in the first book "When Nations Fail" in 2012 coming after the financial crisis caused by banking excesses stated that the nations fail when they are not inclusive.  In practice it is about " the system being rigged" to favor some groups as the Republican party and Mr. Trump say has happened. The banks and lobbyists, pharmaceutical industry and lobbyists, tech industry and lobbyists, leading to a system where individual and society are pushed into a corner. Social theorist and economists fail to look at things in practice such as profit seeking behaviours and unethical behaviour that goes unchecked, which continued after the financial crisis into the election of 2016, with charges of rigged systems.  This week Germany's DW.com oped pages covered New York with the statement that treatment in New York costs $15,000 for coronavirus infection illness yet many New York residents in the worst affected neighborhoods would find a $500 expense difficult to bear. Early closing of schools to control infection rate was resisted by Mayor De Blasio of New York because many parents depended on schools for lunches for their kids. The situation had been allowed to deteriorate to that level.  In their second book the MIT authors are saying that the role of the individual and society are important to check that of the state (for example if it is perceived as being rigged by the influence of lobbying of legislators and politicians as the Republican party and Mr. Trump have maintained). It is only when it is checked and there is some tension is there the possibility of democracy and democratic processes, say the two MIT authors. In the absence of this the states and elites of politicians and business interests supporting the leaders and their common behaviours, become a perpetual state, in effect a one party rule of two parties with similar behaviours and interests in the state. A situation that allowed the outshoring of American manufacturing and European manufacturing to China including critical infrastructure, essential infrastructure over 2 decades even over the protests of Mr. Lighthizer since 2010. As the twin crises evolved in Europe of austerity policies after banking excesses in Europe, and the migration crisis of migrants coming from North Africa and the wars in the Middle East, a similar situation began to develop in Europe as the political elites entrenched in Germany, France, and Spain faced new voices. The tensions that arose were constructive bringing in the role of society and individual that the MIT authors say are so necessary for the narrow corridor of democratic process to function. New parties emerged in France with Macron's La Republique En Marche, Podemos and Ciudadanos in Spain, and in Germany with the SPD and CDU shrinking till the revival of Merkel for her handling of the pandemic. Coming from an intuitive way born from experience in East Germany, Germany's recent president Joachim Gauck, civil rights activist  came up with the same ideas. He is a Lutheran pastor in former East Germany who struggled against the government of the German Democratic Republic (former communist East Germany) for a role for individual and society against the state. We profiled and quoted him in "The Way Forward"  column in Lyrarc.com. Gauck's point was that  having diverse groups in the conversation is important, not excluding others from outside in the conversation is important. Gauck called  debate "the oxygen of democracy,"  that needed to be maintained.  Genuine democratic process is hard to sustain, it happens only when the role of individual and society is given prominence, so that only a narrow corridor exists for democracy, a narrow space in which can be sustained only if the effort is there, the goodwill is there, and the grace of Divine Providence.  It is fragile and it is critical to sustain.   In this sense the sometimes heated debate in the U.S. and Europe, Asia and Latin America about words such as- austerity, community, solidarity, migration, New York Mayor De Blasio's choice between school lunches and infections, about infrastructure, pharmaceutical prices, infrastructure, outshoring, jobs sent overseas, manufacturing locally, made in USA or made in India or made in France, Atmannirbhar Bharat, misallocation of capital starving health and public services, are all relevant and essential for democracy. This includes the discussion to avoid use of the military in protests in American cities in the middle of a pandemic which just crossed the 2 million mark in cases in the U.S., that was taken up by Defense Secretary Esper. In it lies the hope for democracy and many voices. Der Spiegel recent look at the pandemic how it happened in China, closes with the line- you need more than one voice in society. A constant reminder that many voices be heard, counseling patience, but also that wise choices be made with divine providence.           ...

South Korea may have advanced rapidly with its economy using Japan as a model, yet the political situation in South Korea and the Korean peninsula remains highly unstable. By comparison India has a long history of elected assemblies in the states and regions dating back to the 1936-37 provincial assembly elections under the British- nearing a century of democratic self government by 2036, ten years from now. Even the shorter period of elected government in South Korea was interrupted by dictatorships and the military rule. The Indian Constitution modeled on the unwritten constitution of Britain and the written one in the US, has the allegiance of a population of 1.4 billion people, unprecedented in the history of mankind. There are as many languages in India as in Europe and the media is lively in every language, so that it is an encounter that is the one of the wonders of the world to know and grow up inside India in the second half of the twentieth and the first part of the 21st century. It is also the first modernization effort in the context of Britoish and American democratic forms of government for over 1.4 billion people, almost 2 billion people counting other regions such as Malaysia, Indonesia, Vietnam and the Philippines, that use India as their role model. The economic dynamism of the region required integration of sorts with the European Union and the US for scientific and industrial cooperation at every level which is now happening. ...

Much of India's relations with Britain as a colonial power, and the US as the first real democracy (defined in a new way without colonial interests) after Britain in the modern world, were set in the period when Gandhi mentored by Gokhale and Tilak in 1900 set the independence struggle of the 1930's and 1940's. Modi merely restored the Gandhian spirit with a development focus and honest administration. This enormous contribution of Gandhi revered by all leaders including Modi is a benevolent one recognizing the important and one might say virtuous role played by the US under Wilson and Roosevelt to colonized nations such as China and India as can be seen in the personal letter to FDR written in the 1940's by Gandhi. There are two defining relations of the US, the first related to its founding as a British colony and a war of independence fought with the help of the French. And the other related to Asia, to Japan, China, and India as they modernized in 1900-2000. Of this the relationship with the most ancient of ancient civilizations in India is the dominant US relationship in 2025, because it unlocks the mysteries of westernization without the religious ethos of Buddhism in an imperialist Japan and now expanding Communist China. This religious ethos of China, Japan and Vietnam lies in Indian soil and in the ethos of the Indian people, and where Gandhi drew his inspiration. From this ethos comes the idea that India as a true friend of America and a Europe (that includes Russia) cannot ignore the devastation of Ukraine and inadvertently find itself a participant through its purchase of Russian oil at $119 billion a year (even when China under a expanding Communist government purchases Russian oil at $136 billion a year). The cost of the war is about $213 billion in a Russian wartime economy which also hurts the Russian economy and the cost of living through inflation for the Russian people. India will seek to do some soul searching and find the right path Gandhi would hold on to for Britain, America, and rest of Europe including the Russian people. ...

India in 2022 and looking at 2030 has great potential in the world. India's interests as a democracy are clearly aligned with the US and Europe. In the past when India was small in economic terms after emerging from the British Empire as an independent nation and out of the fire of the partition and wars in South Asia in 1962, 1965, 1971 policies of ambivalence in foreign affairs took place. At that time says Manmohan Singh, a former prime minister who negotiated for rouble -Indian rupee agreement in the 1970's and 1980's India was finding its way for its small but growing economy. This was in the context of the Nehru-Indira Gandhi policy of non-alignment of the early years after independence when India was never presented with an opportunity to make a difference in the world and was only a small part of the world economy. Today's situation is different. The US and European Union now see the need for a principle based economic order and while one may quibble about the small details, in the larger sense, history has intended for us, the US, the European Union, UK,  British Commonwealth of which we are a part, to stand together economically and politically with our shared parliamentary systems based on western- British and American- democracy and values.  Never has history presented such a huge opportunity for billions of people- to meet the aspirations across continents from North and South America, European Union, to Africa, Asia south and south east and Japan. All countries that aspire to the free societies that have evolved over hundreds of years. It is also the spirit in which Hind Swaraj was written in 1910 by Mohandas Gandhi and which was turned into reality only 37 years later under his leadership and vision for India. The non-alignment period of 2 decades was more of a intervening chapter that resulted from a sense of grievance rather than in the spirit of courage and spirited effort that Mohandas Gandhi embodied and led India with. In Manmohan Singh's direct unmistakable terms and from the vast experience he brings as a respected Indian civil servant- "India as the largest peace loving democracy stands to gain enormously from this principled trade aspiration of the western block of nations of the US and European Union. It presents a tremendous opportunity for India to become a large producing nation for the world and a global economic powerhouse. However, to capitalize on these opportunities India needs free access to these markets, an accepted and global currency to trade in and seamless trade settlements." Manmohan Singh sees millions of factories manned by hundreds of millions of people of all castes, creeds and religions of India. This is a pivotal moment of change for India and India must grasp it firmly. It is also the Mohandas Gandhi of Hind Swaraj taken to a new level from 1910 to 2050, and today's young people's aspiration for India.  ...

India like China is more interested in modernization that brings equality with Europe and America so that the period of misfortunes that struck India and China- as a result of the vastly superior technology and force of Europe as it found a passage to the East around the Cape of Good Hope- is over.  Think about this. If anything happened to democracy and pluralism in the US Indian democracy and pluralism would still be standing a hundred years down the road or the next hundred years after that. What does that say about India? Why? Because India has learnt its lessons under Vivekananda, Tilak, Gandhiji, Modiji, and understands the need for technology, trade and modernization, which is what Modi as a Gujarati with the trading mentality like the British is really after. The so called Hinduism as it is really about the Upanishads and the Gita and the Buddha, and Communism, are really not the driving force in India or China.The Upanishads and Bhagavad Gita like the Bible offer a way an ethos to resolutely fight the corruption and leakages of funds that take the investments out of modernization leaving everyone poor. And India also benefits when democracy works and acts as an enabling force for a modern economy that creates "a rising tide that lifts all boats" (people). Democracy is the tool for development and to tackle diversity of 1.4 billion people. Adam Smith was right writing then in the 1780's around the French revolutionary period and American independence - "Hereafter perhaps the natives of these countries (India, China, Indonesia) may grow stronger, or those of Europe grow weaker, and the inhabitants of all the different quarters of the world may arrive at the equality of courage and force, which by inspiring mutual fear, can alone overawe the injustice of independent nations into respect for one another." India's leaders fought hard after the 1700's for preserving independence from the Portuguese, the Dutch and the British, only they were divided. Ranjit Singh in the north fought the Mughals and the British in the Punjab. The Marathas on the western front fought the Mughals and the British. The result as Gandhi points out in Hind Swaraj in his question "who made the British Company Bahadur?" It was Indian princely kingdoms vying for support from the armies of the British East India Company interested in profits from seizing Indian princely treasuries and trade. Note that Sri Lanka or Ceylon fell to the Portuguese in 1505. The technology gap between Europe and Asia had opened up even that early by 1500's in ship building, in warships and use of maritime navigation technologies. Consider that in 1534 Jacques Cartier was out on his first trips from St Malo, France across Atlantic to explore past Newfoundland to the mouth of the St Lawrence river. The Portuguese and then the Dutch had already beaten the British and the French by 100 years- Britain's exploration of India through East India settlements in Bengal began much later in the 1600's. India like China built around river based civilizations as Adam Smith points out in his Wealth of Nations, Chapter 7, Part 3, America and East Indies-of the natives of India and China Smith says their struck "a dreadful misfortune" that arisen more by accident, that "the superiority of force seemed to be so great on the side of the Europeans, that they were able to commit with impunity every sort of injustice in these remote countries." Every Indian or Chinese will agree with this so great was the misfortune for India and China from the injustice of European nations in the 19th century so much so that Cordell Hull speaking for Franklin Roosevelt and all Americans broadcast to the world in the throes of World War II in 1942 America's call to the world for a new world order based on freedom and development for all nations of Asia, Africa and Latin America. America's Secretary of State Cordell Hull said: "In this vast struggle, we, Americans, stand united with those who, like ourselves, are fighting for the preservation of their freedom; with those who are fighting to regain the freedom of which they have been brutally deprived; with those who are fighting for the opportunity to achieve freedom."     ...

Within the people he said is about democracy becoming a part of the culture of the country. This happens with the concerted effort of many generations. In India this effort started under the British with Dadabhai Naoroji elected to the British parliament as a Liberal and continued into the 1910 period with 1 million people given the vote in India, and into the 1930's with 5 million, leading to the elections in the 1950's under Nehru and Sardar Patel with woman having the right to vote, and to today's 900 million large voter base. A lot of the work was done under Mohandas Gandhi and the leaders around him such as Govind Vallabh Pant and Ambedkar, with respect for the rule of law, for rights of citizens, and parliamentary institutions, and learning from the British system of democracy even after feeling the effects of colonial rule, looking for the best in all nations. Gandhi's genius lies in his willingness to take British ideals as a starting point and start building from that, leading to Clement Atlee's decision to withdraw and help setup the basis for the first Constituent Assembly to write India's Constitution by 1950. ...
