Gen. Christopher Neve of 82nd Airborne and Eighth Army to be new US Army chief of staff in May 2026. He is known for restoring traditional army discipline to the 82nd Airborne Division. This has brought him to the attention of Defense Secretary Hegseth and the US president. This is similar to Eisenhower who after West Point gained from his relationship with Gen. Pershing in 1920's and later by 1940 with General Marshall who appointed him to Commander in the North African and European campaigns in WWII. One difference is that Neve came up through the Army's Reserve Officer Training Corps program at Arizona University. Lt. Gen. Keith Kellogg says this about Neve- "What he did which I admired, he brought the 82nd—it had drifted away a bit—back to traditional training and traditional values.”  Kellogg a former 82nd Airborne Division commander himself. He was brought to Hegseth's attention for a future appointment by Kellogg. He was then appointed to assistant to the Defense Secretary. Eisenhower was assistant to Pershing who mentored him in the interwar years in the 20's for the Battlefield Monuments Commission and for Pershing's Memoirs on WWI. The 82nd Airborne is a paratrooper unit that saw action in closing days of WW1 and in WWII in Normandy Sicily, throughout the war. Based in Fort Liberty, North Carolina. US Defense Spending charts as percentage of GDP since 1929 startling fact seen in this chart of Federal Reserve Bank of St Louis- that in 2026 we are seeing 1929-1937 levels of military spending to GDP ratio of 2-3% just before it jumped to 45% in 1940 in World War II. It is a cautionary tale not to spend too little (2-4% is a danger point), as lack of military modernization means a lot more spending soon after, almost 10 times that- 10 times 4% or 40%. Message to the US is not what Starmer and company are saying in Europe- it is that don't invite the existential crisis of 1940 again for western (US, EU, Canada, UK) and eastern democracies (India, Japan, Indonesia, Australia) by ignoring costs of military modernization. And 2-4% of GDP for military spending is not going to do this.

Cordoba and Gurman cover the Justice Department case against Raul Castro, 94 years, of Cuba who runs the country. Jim Ratcliffe of the US government visited Cuba recently to let the Cuban government know that it had to make changes and there was a limited window. Raul Castro was defense minister, and is brother of Fidel Castro, the revolutionary who fought to overthrow the government of dictator Batista, made some short term improvements, but failed badly for the Cuban people with a policy that confronted the US and brought foreign powers to the western hemisphere. China could remain communist, keep Mao's memory, and adopt the market system, to develop the modern economy it has because of adopting western ideas, science and technology. And build what is otherwise a free market economy, and became a key trade partner, briefly an ally of the US as the Soviet Union collapsed- nothing like this happened in Cuba. Tourism was used simply as a way to protect the rest of the completely centralized economy and a state within a state built through an elite that ran a separate section of the armed forces under Raul Castro, kept a regimented society. Even that has failed. Nowhere in Latin America is there so many signs of failure, and it has also brought down societies that copied the rhetoric and nationalist slogans such as Venezuela and Colombia. In some parts of Mexico the Cuban rhetoric still sounds good but the reality is starkly different, Mexico itself is run on a model closer to that in the US, and Mexico has serious problems in civil society relating to immigration and drugs in its relationship with the US. ...

Presenting the ReARM package in Brussels the European Union president Von der Leyen says- “This is a moment for Europe and we are ready to step up.” The proposals Leyen said “could mobilise close to €800bn of defence expenditures for a safe and resilient Europe." About $650 billion comes from increasing the European spending on defense by 1.5% of GDP from numbers below 2% that reflected underspending on defense. The EU will loosen strict deficit rules. The CDU coalition government in Germany with SPD under Merz that is being setup will remove the debt brake in the German Constitution that limits defense spending to 1%.  Another $150 billion in loans can be generated from joint EU borrowing that could be given to countries. That will Leyen says- “It will help member states to pool demand and to buy together. This will reduce costs, reduce fragmentation, increase interoperability and strengthen our defence industrial base.” The European Investment Bank will participate in the lending. ...

Denmark joins the European Union's common defense policy. Prime minister Mette Frederiksen had called a referendum on the issue. 67% of Danes voted to join EU defense policy in the referendum. Mette Frederiksen said- "With the decision we have made, we show that when Putin invades a free and independent country and threatens peace and stability, we will move closer together." Norway is part of the NATO alliance. Sweden and Finland have asked to join NATO. Retired General James Mattis headed Central Command under the Obama administration. He is the new U.S. Defense Secretary. Mattis is critical but has said "there is no going back" on the Iran nuclear agreement. Mattis also has said any U.S. president regarding allies as "freeloaders" is nuts. This is different from Trump's campaign speeches, Yet the trait of Mattis in Afghanistan and Iraq duty is that of aggressively following the enemy, he has been called "Mad Dog,"  and the 66 year old officer brings deep battlefield experience, is highly regarded in the military ranks, and had friction with the Obama administration- traits for which he is well regarded by Trump.

NATO members except Spain agree to spend 5% on defense, 3.5% on military and 1.5% on defense industry. Germany makes purchase of 35 F-35 fighter aircraft from the US for $8.2 billion in 2025 to be fitted with cruise missiles from Norway. Defense minister Pistorius says Germany has moved with "supersonic speed" on defense capabilities. This a big change from Scholz. New CDU chancellor in coalition with the SPD is Friedrich Merz who with a popular former defense minister Pistorius from the Scholz coalition and the new SPD finance minister in the Merz coalition Lars Kingbeil, is changing the way Germany looks at investing for the future. It has embraced defense of Europe and modernization of German infrastructure. German federal elections gives the coalition of Merz the 28.6 votes percentage of CDU/CSU in addition the SPD's 16.4% for governing with 45% of the vote, and additional 11.6% of SPD's ally the Green Party which supports it outside the coalition for total 57%. For this reason it is a coalition government with real clout to get things done for Germany's modernization. Much of the media focus is on AfD's far right 20.8% but this has been offset by the Left Parties gaining 14% of the vote in the formerly communist East (GDR) where the AfD is based. Thus about 60% of German voters support Merz/Lingbeil/Pistorius for some far reaching action by Merz well into 2030, for the first time since reunification in 1990. To add to this most of Europe including Germany under Merz has embraced a tough line on illegal migration similar to DJT in US so that far right AfD gains from discontent have reached their high point at 20.8%.   ...
