Coal is making a comeback as many countries in Asia are bringing back coal units following LNG shortages. Impact of Hormuz shutdown- 40% increased use of coal in Korea, coal units reactivated in India, and put on standby in Italy. Italy delays phaseout of coal to 2038. Coal is a reliable fuel in this period of Hormuz Straits shutdown. Much of Asia's LNG comes through Hormuz. Use of coal in the US shown here in graphs which in a second explain why the DJT administration and Republicans say it makes so little difference what the US does in coal for climate change when China and India make up 90% of the use of coal. Consider what these charts show- use of coal in 2027 in the US is 331 million metric tons vs 1422 million metric tons for India, almost 5 times the US coal use happening in India. EU is 244 million metric tons. But wait the Chinese number is much much larger than India's - 5005 million metric tons used in China in 2027. India's coal use alone is 3 times that of the EU and the US combined.  China's coal use is about 10 times the coal used in the US and EU combined. And when one compares US+EU use of coal to India + China coal use - India and China used in 2027 13 times as much as the US and European Union.  Which is why because cutting coal use also impacts communities hit hardest by the Elites of America (Bush+ Obama) shipping out its whole manufacturing base to China. These communities get some relief from these same Elites policies that shut down all coal plants, instead of using a carefully structured wind down that allows some selective use of coal plants which are cleaned up for emissions, and pushes China to do more. Small cuts in coal use in China which has benefitted from our Elites shipping out the national manufacturing base of the US to China, would make a bigger difference than large cuts or total shutdown of coal plants in the US, where the communities impacted are in the rural parts of America that have lost factories and jobs such as in Pennsylvania due to Bush and Obama policies of looking the other way to deindustrialization of America. ...

After energy shortages in 2021 the Chinese government decided to increase coal power projects. In 2023 these coal power projects are increasingly seen as backup sources of power with rapid increases in the production of renewable solar, wind and nuclear energy. China has nearly reached the point where half its energy is coming from renewable energy sources. Coal power companies are not profitable compared to renewable power companies. The result is that China's total emissions of carbon are declined in 2022 by 1.5%. China's power demand is growing by 6% each year, yet more of the increase in demand is being met through renewable energy expansion with coal being set as a backup source. Soon many of the power projects started after 2021 may be cancelled because they are losing money.

Prakash and Ghosh in the Hindusthan Times remind readers that even though India has ambitious plans for renewable energy much remains to be done in shifting to clean coal technologies. An estimated 80% of India's coal plants use obsolete technologies, making this an obvious area for improvement. India plans to make solar the source of 100GW of 175GW it plans to generate in renewable energy by 2022. Yet it must not be forgotten that coal is a dominant source for the foreseeable future and shifting to clean coal technologies is an area that should get top priority from the government. Today India is the third largest in terms of carbon emissions after the U.S and China.

China’s 15th Five-Year Plan recommendations set out China’s energy and climate priorities - from the Sino-German Cooperation on Climate Change. It says in its Conclusion as it relates to China's Energy Initiative working with German cooperation. It shows China is committed to cutting its reliance on fossil fuels from the Middle East particularly now with the situation in the Iran War and cutoff of such supplies. It is a broad comprehensive approach to industry, business and society's needs and how to best make the transition to low carbon emissions and renewable energy similar to what Germany is accomplishing on its own. "In essence, the recommendations for the 15th Five-Year Plan point to three main priorities: further expanding renewable energy and modernising the power system to reduce reliance on fossil fuels; shifting policy focus from controlling energy use to directly controlling carbon emissions, including plans to peak coal and oil consumption and expand carbon markets; and integrating climate and low-carbon goals across industry, finance and consumer policies, making green development a central pillar of China’s long-term economic strategy." ...

U.S. president Trump signs an executive order on March 28, 2017, reversing the American commitment to the Paris climate change agreement. The executive order also lifts a moratorium on the sale of coalmining leases on federal lands. The Obama administration 2015 clean power plan was designed to restrict greenhouse gas emissions from power plants. It was blocked by courts in 2016. Trump says he is reversing president Obama's war on coal. Earlier he approved the Keystone pipeline for bringing oil from oil sands in Canada to the U.S.. Under the Paris agreement the U.S. agreed to cut greenhouse gas emissions 26-28% by 2025 from 2005 levels. Market changes including the availability of cheap natural gas from technology advances fracking and hydraulic fracturing is leading a shift away from coal, apart from Obama administration regulations. Another factor is the long term trend towards cleaner energy, with large energy producers such as American Electric Power and other companies planning for the long term which is likely to be in the direction of cleaner energy. These companies see the Trump administration changes as a situation that may not be for the long term. ...

Climate policy changes lead to $1.3 trillion savings according to analysis from DJT administration and EPA's Zeldin, with $1.1 trillion in savings from lower vehicle prices which addresses unaffordability of cars. Using the average price of a new basic Toyota Corolla the price in 2020 was $19,000 which has gone up to $23,000 a price increase of 21% by 2025 over a 5 year period. The cost in 2026 of operating a Gas powered vehicle is on average about $2500, for EV car about $1000 with $1500 in savings per year for EV's that need to be figured into the equation at gas prices that prevailed in 2024 of $4-$5 per gallon . At prices of $3 per gallon the gas costs come down to $1200 when driven 12,000 miles at 30 mpg for 400 gallons of gasoline consumed. This makes the difference between gas and EV yearly savings on gasoline costs down to about $200 from $1500. This makes gasoline powered cars attractive as car companies can reduce EV investments and pass on some of these savings in lower car prices in 2027 in exchange for favorable rules on emissions and EV transition dates.  Are there losses through the emissions and climate change? The DJT/Zeldin EPA analysis points to global climate emissions from China and India (the coal powered plants) continuing at a pace that would determine the overall change in climate for 2026-2027. In this kind of approach the goal is to make cars affordable over a 2-3 year period for US and European carmakers who would be expected to cut prices. It is about flexibility in fighting the Cost of Cars a big component in the Cost of living with housing as the next large component. It is not a long term strategy, simply one that offers a flexible approach. Will the US, Europe and Japan fall behind in EV's technology? Hybrids a focus of Japanese cars will continue to advance that technology which is becoming a preference where it is affordable for customers. Toyota for instance will have a wide lead in hybrids technology by 2030. Much of the Chinese market will have EV's and the EV's technology will advance in China in 2026-2027, and tariffs will be needed to protect European and American carmakers for 2026-2028. It is a strategy tradeoff to deal with the cost of living crisis in US, Europe and Japan answering call for a flexible approach that was also heeded by the Biden administration in relaxing carbon emissions rule changes. It will require automakers to step up and cut prices for gasoline models for buyers at the entry and lower range for affordability by 2026-2027. What about climate action? The strategy is based on the idea that climate action requires India and China (coal powered plants) on board to make a real difference so that over 2-3 years to 2027 the US, Europe and Japan need to address affordability for the lower end entry cars. There is an element of denial of climate change in parts of the DJT administration in the US but not in Europe and Japan. It is also true that leading DJT administration officials Secretary Bessent see the problem of climate as real and one that needs to be addressed yet leaving room for flexibility to tackle affordability crisis for ordinary workers with low incomes struggling to make a living. Bessent and others in the DJT administration are calling for using all of the resources to address needs of people struggling to make a living, and for a strategy for the US to get back its manufacturing capacity from China and for rebuilding the US economy after deindustrialization (caused by Clinton's huge US economy shattering failure to provide safeguards for abuse of the trading system by China in signing a poorly drafted agreement for China's entry into WTO at the end of his term in 1999-2000 just when he had fought impeachment.  ...

To limit global warming to increase in temperatures by 1.5 degree centigrade by 2030 requires 2019 global emissions of 52 billion metric tons to come down to 25 billion by 2030. If China continues to use coal the way it now does till 2030 as is expected today it will continue to have the 2019 carbon emissions of 14 million metric tons or more than half of global carbon emissions from about 27% today. Vice premier Han Zheng China's top climate and energy official has reversed course from his earlier admonition in September to "curb resolutely the blind development" of high emissions coal projects. After wide blackouts in Chinese cities and power cuts to factories in the past couple of weeks the new priority Zheng says is "increase coal supplies by any means necessary." Coal provides power to 56% of China's heavy industry. Chinese localities have 104 gigawatts of top priority coal power capacity planned more than what is installed in Japan and Russia. ...

Reducing transport emissions is a big challenge. London has Ultra low Emission Zone which encourages people to switch to low emission vehicles.  Paris is creating 650 kilometres of cycling paths and plans to open up the whole city to bicycles by 2026. Buildings have a large carbon footprint - producing 38% of global carbon emissions. Of this 11% are in the construction materials of steel and concrete, Wood is an alternative material that is being tried in buildings. Passive heating is a way to heat or cool buildings by building underground canals around a building and using the natural temperatures of the earth to cool or heat the air above. This is seen in the Energon building in Ulm, Germany.

The motive being financial and also an awareness that there is intense focus on greenhouse emissions. Banks do not want their loans to go bad, because new coal fired plants have to buy pollution allowances as they have not used technologies to cut CO2 emisssions.

Australia's Traralgon coal plant will close in 2035 instead of 2048. Leadership changes at AGL energy company which owns the plant made this possible. It produced a large part of energy for the state of Victoria which includes Melbourne, and 3% of the country's emissions. This report in BBC shows the stubborn nature of coal emissions in Australia. Mr. Albanese the newly elected Labor party leader has promised to cut emissions- a 43% reduction of 2005 emissions by 2030. Australia is a big exporter of coal with $40 billion in coal exports to China, India and other countries, and cheap abundant coal supplies are part of the reason for its reliance on coal. Only in 2021 with the raging wild fires and floods in parts of Australia has awareness of the cost of its reliance on coal become evident to Australians.

Remember that the wealthiest House districts are now in the Democratic party and the working class, rural and poorer districts are now in the Republican party as shown in the recent WSJ analysis.  In this situation after  30-40 increase in the price of groceries, new and used cars, and housing costs 2019-2024 the argument is that American working families need relief. Another factor was the grasp of the fact that for climate change action to work China could not be allowed to build one coal plant a week (95GW of coal electricity capacity in 2024). In 2024 US represented only 12% of global emissions and EU only 6%, China, Russia, India, Brazil etc emitting the rest of 82%.

To make a dent in carbon emissions governments in Europe and North America need to support the use of low carbon solar panels in solar facilities installed there. This would enhance solar energy panel production in the US and Europe, India, other countries. Experts say the use of solar panels made using electricity from coal use in China creates more emissions in China while reducing emissions in the West. The result is that global emissions remain the same as if no solar panels were installed.  The global solar panel production is mostly concentrated in China because of the lower cost of electricity from coal used in production of panels- a critical factor in the lower prices of Chinese made solar panels. This allowed China to gain a monopoly in production of  world's polysilicon, an essential component in solar panel production, that consumes large amounts of electricity in the manufacturing process.  This use of coal generates twice the amount of carbon emissions in China than the solar panels made in Europe, say experts. EV makers in US offer about $5000 in discounts to replace $7500 lost in government EV tax credits. The hurdle for electric vehicles is the lack of charging infrastructure and the cost of home chargers, in addition to the limited range in miles. The big jump in inflation centered not just on groceries in 2019-2024, there was a 34% increase in the cost of new cars and 50% increase for used cars, and a jump in maintenance costs. Reducing affordability for young people and making car ownership costlier. This turned into a cost of living crisis with groceries up 31%, that affected people's enthusiasm for climate change action when China was building one coal plant a week (adding 95 GW in 2024)- underlying the need to provide immediate relief to American working families and elderly through tax cuts, benefits and shifting tax dollars from climate change action to working families in the next 4 years. This is the approach taken under the DJT One Big Beautiful Act of 2025. Basically what the DJT side of the story is on emissions- US has only 12% of global greenhouse gas emissions, cut this by half to 6% and assuming the EU which has 6% of gas emissions also cuts by half to 3%, the saving just 9%  while the 82% of emitters China, India, Russia and Brazil etc not making the cuts needed the impact on climate change is not significant. If China and India want relief US working families also need relief.  ...

India's leading energy official, Anil Swarup, the Coal Secretary, says India has to depend on what is available, with slow progress on nuclear power there is not much else. As India increases its growth rate to 7-8% India will increasingly be dependent on coal. The Modi government plans to double coal production. About 300 million people in India have no access to electricity. The country faces energy shortages in other areas. Even with a push for renewable solar and wind energy, coal is expected to provide 60% of energy needs in India in 2030. One government model shows solar and wind increasing from 6% to 18% by 2030. India points to per capita emissions which are 1.7 for India, 6.2 for China, and 17.6 for the U.S., according to the Carbon Dioxide Information Analysis Center.

Prime minister Modi's 5 commitments to get closer to net zero by 2030 will require making ambitious efforts starting from 2021. Modi cited Indian Railways as an example to be followed by the rest of industry and transportation, and homes, for the conversion to clean energy. Indian Railways, he told the COP26 conference, had set ambitious goals to achieve net zero emissions by 2030, cutting carbon emissions by 60 million tons from the 1 billion tons reduction of carbon emission Modi promised by 2030. The ambitious 2030 target of 500 gigawatts of renewable energy, mostly solar using new technologies, is another promise.  This Bloomberg report looks at India's energy mix today which is 44% coal, 25% oil, 6% natural gas, for a total of 75% fossil fuels, and the promise of 50% fossil, 50% renewable and other non fossil fuels hydroelectric, nuclear, that Modi made at COP26 Glasgow. Just as US and Europe, Japan, China have huge challenges ahead to make a massive transformation in record time, India faces the equal need to think clearly and embrace new technologies with speed and scale, and make the investments early for transformation. Scientists have determined that formaldehyde emissions from chemical and oil refineries and vehicles play a significant role in creating the smog and haze in China. After recent improvements in air quality by limiting use of coal, the focus now shifts to other sources. 

Scientists say the formaldehyde emissions combine in a chemical reaction with the sulfur dioxide released from burning coal to create substances that create the smog and haze over Beijing and other cities.

Shortages of urea from China used for fertilizer in India and urea solution used for reducing diesel emissions in South Korea is affecting farmers in India, and cargo truck drivers in South Korea. Prices of urea increased 10 fold in 2021. Urea is extracted from coal and coal shortages in China are worsening. China makes 40% of world urea supply and India takes half of China's exports. This is one more example of how the supply chain is affected by coal shortages in China.

China's government takes the first steps to create a market where credits can be traded on rights to emit carbon, burn fossil fuel and create emissions harmful to the environment and health. Big emissions come from chemical plants, steel and cement factories, and burning of coal by power plants. China is the world's largest user of coal for energy. The credits are a way for this sector of the economy to participate in cutting emissions. The provincial level program run on a pilot basis with only $400 million in credits will now transition to a larger program covering entire sectors of the Chinese economy that are responsible for carbon emissions. Experts say this program takes time to structure and the Chinese government is moving forward even though this takes time.

The demand for electricity in US electricity power markets shows the demand growth for electricity doubled in 2024 forecasts compared to 2023 forecasts. Increased electricity demand was shown for Texas and the western US. The outlook for carbon emissions in 2024 is for higher energy demand and meeting of the extra demand by keeping coal plants running for longer and not retiring as many coal plants as predicted in 2023 outlook for carbon emissions. This is a major concern from the point of view of climate change action. According to the Department of energy since beginning of 2022 547 fossil fuel powered generators were predicted to be retiring. 36% of these had their retirement dates pushed back to keep the grid's reliability.

India's 135 thermal power plants ahve just 4 days of coal stocks as of October 1, says the Financial Times, citing the power ministry. The power ministry has instructed plants to build up stocks. China is already facing a power shortage after coal fired plants were asked to cut down the use of coal to meet emissions targets. In early August coal fired plants in India had 13 days of stocks. With coal prices rising India did not buy enough coal to build up inventories. The manufacturing sector suffered a contraction in China for the first time since the pandemic started in 2020. China has instructed state owned energy companies to secure supplies of fossil fuel to prevent winter shortages. This further increased price of coal. Coal from Indonesia went up from $60 a ton in March to $200 a ton in September discouraging imports. The result is that with limited supplies and rising prices of coal India faces a perfect storm and power cutbacks as in China. ...

The German government's committee on the future of transport has proposals that call for fuel price hikes and electric vehicle quotas as Germany faces heavy European fines for not reducing transport emissions since 1990. This means the stretches of unlimited speed on the Autobahn roadways in Germany may now have speed limits. The proposals include limits of 80 mph on roadways and fuel tax rises from 2023, abolition of tax breaks for diesel cars, quotas for electric and hybrid cars that could get half of the emission cuts needed.

A series of diesel emissions cheating scandals have damaged confidence in diesel, and the lack of progress in climate change through less coal use has damaged confidence in Germany's climate change efforts. A new climate change law is planned.
