Nuclear arms control SALT treaties expire Feb 2026 - need for new negotiations as the treaties were obsolete, did not include China, smaller nuclear weapons, and weapons from space. The SALT arms limitation treaty was first signed in 1972 by Brezhnev with Nixon. These treaties went through a second version and were renewed. The US no longer thinks this is relevant as China is not included, and smaller nuclear weapons, ones from space are not included and new negotiations are the best way to conduct true arms limitation. An accompanying video in NYT by David Sanger goes into these aspects of talks. Rafael Gross, head of IEA International Atomic Agency, says- You wouldn’t negotiate the same treaty again. There are new technologies that are not covered by the treaty — hypersonic missiles, undersea nuclear weapons, space weapons. And there are many other countries that, for one reason or another, feel now as if they may need a nuclear arsenal of their own.” This is the reason. It also happens that in 2026 US and Russia could coordinate their efforts, so that new US weapons may be needed as other risks could emerge from other places. There are smaller nuclear powers and new nations that might develop nuclear weapons as the US nuclear umbrella may be seen as not fully dependable. This new thinking would be that US and Russia may not see themselves as adversaries but work together to prevent nuclear risks from other sources. This is also why the US (and Russia) may want to wind down smaller regional conflicts, reduce their reliance on their own alliances, so that nuclear cooperation between nuclear powers US, Russia, China, and India may lead to control of nuclear weapons in a larger sense from space and from smaller countries that might develop nuclear weapons as has happened in Iran, which might create new risks that cannot be managed. A belligerent North Korea could lead to South Korea and Japan developing a nuclear weapon. This is also why the Ukraine conflict has run its course and it is in no one's interest to let the Nordics or Britain continue the conflict. The US, Russia, China, India, Brazil should not let middle or smaller powers continue regional or historical conflicts, and promote settlement through peace talks of such conflicts, as it inevitably leads to damaging the interests of billions of people around the world in peaceful cooperation and tackling challenges that affect the quality of life. ...

The New Monroe Doctrine under DJT takes America back to the days in 1900 when president Teddy Roosevelt pushed thorugh the actions neded to build the Canal connecting the Atlantic to the Pacific. It is hard to imagine that one is even writing about this, as shocking as it is- the 4 or 5 minutes between a decision to launch nuclear weapons and the end of life on this planet earth as we know it. Here Sam Nunn, a U.S. senator who was part of the negotiations for arms control and who is the leading American in this field talks about the unimaginable danger. He says the strategy from the Cold War where Russia and the U.S. put their nuclear forces in a position to be launched within minutes, 4 to 5 minutes, is outdated and needs to be changed. Hillary Clinton described the issue in the television debate. Yet this was not discussed because of the nature of the 2016 presidential election with lack of serious discussion.  And both Nunn and Clinton emphasize that once the missiles are in the air they cannot be ordered to go back. Accidental error, judgemental error, informational error in which one side thinks the other has launched a missile, a firing by mistake, are possible. In this situation Nunn says Trump is temperamentally unfit, and Clinton is fit to take on the responsibility. Yet the question this raises is as Nunn signals- is anyone but God fit to make this decision to launch nuclear weapons. Nunn says it is outdated and wrong to have only a few minutes, as such a decision cannot be made in a few hours or days, much less in 5 minutes. Nunn brings up a discussion he had in Moscow when he brought this up with Russians and president Putin. Russian president Putin told Nunn that he was fully aware of this. Putin's response was- "Senator Nunn, at some point it becomes automatic."  Nunn does not clarify what this means, or what Putin means to say. For people on the planet it is not enough to have Reagan, Gorbachev, Clinton, as Nunn mentions being responsible people for a nuclear decision. The current state of affairs is simply shocking and the lack of attention to this is also shocking. Equally dangerous is that 20 countries have weapons usable nuclear material, and sophisticated hacking of command and control processes is another danger.       ...

Compared to the Trump Putin meeting in Helsinki when Trump went in casually into the meeting and Putin was late by half an hour, this meeting had a lot of preparation. Jill Biden when asked about it said "Oh my gosh he was overprepared." The meeting with Putin also came after Biden met with the G-7 in Cornwall, UK. He was briefed by EU officials, and had preparation with Blinken and Sullivan  before going into the meeting with Putin.  One result is that the meeting lays the ground for further discussions on many issues. By talking openly and plainly about US expectations from Russia- laying out expectations on cybersecurity and hacking, on arms control, on EU and other issues, the US made it possible to get tangible results. Both sides have an incentive to work for the interests of their countries including preventing another cold war, ensuring cyber security through mutual respect and US response capabilities, and arms control. One of the economic issues related to Nordstream 2 which was settled before the meeting with US respecting the wishes of Germany to go ahead with the project bringing Russian oil and gas through the seas to Germany. ...

Ken Adelman, who headed arms control negotiations under Reagan with Russia under Gorbachev, says the Reykjavik summit in October 1986 between Reagan and Gorbachev was a failure because Reagan refused to give up the U.S. Strategic Defense Initiative. Months later Russia restarted arms control talks that led to 80% reduction in nuclear missiles and weapons. He says like Reykjavik the failed Trump Kim Jong-Un summit could lead to new talks with important results in denuclearization and normalization in the Korean peninsula. Both leaders Trump and Kim adore being in the spotlight and could return to continue talks he says. Failed talks are not always dead ends is the view expressed by Adelman.

Mass demonstrations by young people including school children on March 24, 2018, in many U.S. cities called for raising the minimum age for buying a gun from 18 to 21 years of age, and prohibiting civilian ownership of semiautomatic weapons, increasing comprehensive background checks. Former Supreme Court Justice John Paul Stevens says this is not enough. He calls for a repeal of the Second Amendment. Stevens points out that the the framers of the Second Amendment to the U.S. Constitution had the concern that a national standing army could pose a threat to the security of the separate states and therefore made the Second Amendment so that " a well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed." This is now a relic of that period. He says for 200 years this was not interpreted to mean that gun control legislation could not be enacted, till a 2008 decision by the Supreme Court.  Stevens says the decision was wrong and repeal of the Second Amendment is needed.  ...

Obama comes out with a $500 million aid plan for the Free Syrian Army but the approach is vacillating and slow, leading to a rapidly deteriorating situation, and a complete breakdown of what was a period of hope called the Arab Spring.

This editorial in the Times of India says China's new border law that goes into effect on Jan 1, 2022, aims to tighten control over border areas, with strengthening of border defenses and integration of border populations. It says this means border relations will not be affected by improvements in bilateral relations. China is rejecting the Indian position for border standoffs to be settled through improvements in bilateral relations in other areas. The Times Editorial says that an "aggressive, inflexible, belligerent China" is what India now faces.

Hubbard and Erdbrink report on U.S. president Trump's visit to Saudi Arabia to begin a new chapter in relations with the Gulf nations and the Saudis. Under president Obama the U.S. distanced itself from the Saudis and the Gulf nations, preferring to pursue a policy of closer relations with Iran and signing the Iran nuclear deal. This included a policy of staying out of Syria to the point of turning down a decision to deploy U.S. airpower to maintain no-fly zones to protect refugees. Syrian government forces fighting rebels were supported by Iran. The new policy is dictated by the new conditions in the Middle East. The U.S. has sought since the presidency of Reagan to balance the power relations in the region. With the nuclear deal signed and Iran respecting the deal according to independent reports, the U.S. allied with Iran in the battle against Islamic State in Iraq,  a shift was needed to balance the support provided to Iran by Russia which worsened the refugee crisis in Syria. The Republican party and Mr. Trump were critical of the Obama Iran policy during the nuclear deal negotiations. The safety of Israel is also a factor as non-state actors were supported by Iran threatening Israeli security. For these reasons the shift is an effort to rebalance the relations in the region. The arms deal in its size and president Trump's statement that Iran had "fueled the fires of sectarian conflict and terror," can be seen as this rebalancing. A business aspect of the large arms deal is that it will promote job growth in the defense industry in the U.S.. Other countries including Germany have seen growth in their defense industry. This is not the best way forward for the Middle East, yet it is a way the U.S. and nations in the region are adjusting to realities- the collapse of the Arab Spring from within and without the help from outside, the sectarian conflict arising from the Shiite pushback from Iran following the Baathist and Sunni control of Iraq which collapsed with the U.S.invasion, where the majority of people are Shiite yet with a strong Sunni presence. Elections brought Shiites in power, leading to a Sunni response in the form of Islami State caliphate move into Mosul, Iraq's second largest city after Baghdad. A decade of conflict and the efforts by the Bush administration ended in failure and sectarian conflict, resulting in the U.S. policy of rebalancing in favor of Iran to negotiate the nuclear deal. In this sense the arms deal does not solve anything. A similar rebalancing under Reagan by arming one side, followed by arming the other, led to involvement with ground forces under president Bush. It only leaves the region poor after years of sanctions against Iran to the point where a NYT reporter was not sure whether it was safe to fly from Tehran to Mashad with Iran Air because of the lack of spare parts for the airline. War torn, with millions of refugees in Syria and Iraq, the region remains broken in many ways, waiting for a sensible non sectarian view to prevail in the interest of the people in the region. The election of Rouhani in Iran by 57% of the vote is only a sign that young people in the region given a chance would opt for a different course in future. The rest of Asia has moved forward and shows a path that can be followed. ...

Astoundingly in America 90 percent of people support universal background checks, yet private party sellers are not required to conduct background checks when selling guns. According to a Pew Research Center poll 67 percent of people support a ban on selling assault weapons to civilians, yet no such ban exists. It has taken this long just for president Trump to come out in favor of background checks. Ironically mass shootings have led to higher stock prices for gun manufacturers such as Smith and Wesson, as DW.com points out.  The National Rifle Association, NRA, has five million members and it lobbies hard to prevent gun control measures being passed in Congress. Members of Congress are even rated A to F based on their support for the NRA. Today an estimated 42% of Americans own guns, with 265 million guns in private hands. The NRA sees gun owning rights as part of the Second Amendment of the U.S. Constitution, believing that the right to bear arms is a basic right supported by the Constitution. The NRA over many decades has shown no flexibility in its stance and fierce lobbying has brought down every gun control measure introduced. ...

Years of civil war till 2003 and the shortage of funds mean that even basic equipment such as X ray machines and blood testing equipment are lacking in Liberian hospitals. Even with a effort that includes the U.S. Army and Air Force planes, a 25 bed hospital for healthcare workers using tents will take till early November to be operational. Showing that the response is sorely inadequate here in Liberia leading to the spread of Ebola to Europe and the U.S. by December at the current pace. Liberia's head of Ebola control says the international community has failed Liberia with its inadequate response. For the U.S. and Europe an inadequate response creates new dangers as the public has lost confidence in government response.

Defense experts in Britain say the part of the Russian army that is modern is not large, and the part that is large is not modern. The Russian advance attack in Ukraine has floundered, says this report in the WSJ. About 25% of the Russian army is made up of conscripts. The hundreds of billions of dollars spent on modernization of the Russian armed forces have been spread thinly, and dissipated also because of corruption and poor management.  The Russian encrypted communications did not work as expected leading to relying on open communications that could be intercepted or jammed. The Russian government and president Putin were still stuck on 2014 and did not realize the determined resistance and the desire for independence of the Ukrainian people. Ukraine is a technologically advanced European country the size of Germany with a population of 40 million, and Russia has an economy the size of Italy, factors that also played a part. The corruption and poor economic conditions in the border Ukrainian republics setup by Russia led many Ukrainians in the eastern border region to question any advantages from Russian rule. The user of poorly motivated conscript soldiers led to many generals and other officers to have to be present on the front lines leading to Russian officer level casualties. The use of antitank weapons supplied quickly from the European Union and the US, and use of small mobile units of Ukrainian volunteer and army forces to tactically destroy the front and rear of miles long convoys of tanks and armored vehicles - leaving the rest of the convoys trapped in between. Logistics also failed to resupply deep inside Ukraine as Russian forces depend on rail based resupply which could not happen without control of cities on the rail lines. The volunteer forces in Ukraine after 8 years of war since 2014 and the immediate assistance with antitank and other military assistance from US, and EU, played a part in the western response to the Ukraine crisis and president Putin's actions.   ...

During the civil war the Libyan government of Gaddafi used mercenaries from Mali and the Shaharan region region to suppress the young people fighting for democracy. After the fall of Gaddafi, these troops with arms returned to Mali and the Sahel region and formed militias that now control the northern part of Mali. These mercenaries who linked up with Al Quaeda are suspected of the attack on the U.S. consulate in Benghazi. The U.S. with French support is only now focussing on this problem. During much of the Libyan struggle for democracy the Obama administration let France take the lead in Libya, and may have missed the volatile situation developing in the Saharan region of Niger and Mali as a result of the flow of arms into the region from people of Mali and Niger returning to their countries from Libya.

Sanger and Broad report on the move by the Trump administration to go ahead with the overhaul of the U.S. nuclear deterrent,  with programs that were started in the Obama administration. With the more aggressive posture of Russia in Europe, the Trump administration is left with little scope for further advances in nuclear arms negotiations. A new technology based cruise missile system is now being built for $25 billion with contracts given to Raytheon and Lockheed Martin. Experts at Harvard's Belfer Center say that with the North Korean nuclear threat these programs to modernize the nuclear deterrent are getting the go ahead with little resistance. Another program modernizing the land based deterrent and replacing the Minuteman missile system is also expected to push forward at a cost of $100 billion. The Pentagon under Obama had pushed for these systems, yet there was discussion about ways to limit these programs in the hope that nuclear arms control talks could take place. The North Korean missile tests and Russia's posture have changed the discussion. By the end of the Obama's second term, a president who came into office in 2008 with hopes of nuclear weapons reduction had already lost much of the momentum he had in 2008. The situation changed with Russian intervention in Ukraine in 2015, and the North Korean long range missile test in 2017, to where the modernization of the nuclear deterrent was quietly accepted, without alternatives through negotiations. ...

And the army and ISI officers are playing a double game both supporting the Taliban and using American dollars to finance it, and at the same time obtaining American financial aid to fight the Taliban. Filkins confirms this by talking to a malik or tribal elder from the old feudal structure, and to independent Taliban commanders who operate outside the control of Baitullah Mehsud. The is WSJ report points out that there were differences between the president and his defense secretary Mr. Esper, over the issue whether active duty military should be sent in to control protests in Washington D.C., Minneapolis and other cities in America. On May 25 president Trump considered firing Mr. Esper who said at a Pentagon press conference that he opposed bringing in the military to cities to quell domestic protests. Mr. Esper stated "The option to use active duty forces in a law enforcement role should only be used as a matter of last resort. And only in the most urgent and dire of situations. We are not in one of those situations now."  Military and defense officials were very much opposed to this as fundamentally contrary to military values.  Mr. Trump consulted several advisers who told the president that this was not the right thing to do. Mr. Esper for his part also was making his own preparations to resign and here again his advisers persuaded him to not do this, says this report in WSJ.  The incidents happened as protesters crowded Lafayette Square, the park across from the White House, and the president believed that violent protesters were making it difficult for National Guard troops to maintain control. Mr. Esper is a West Point graduate and former Army officer. The president's advisers from the military included Chairman of the Joint Chiefs of Staff Army Gen. Mark Milley. Milley and Esper discouraged the president from invoking the Insurrection Act of 1807 and calling in army troops to the cities. Mr.Trump later visited the area around the church near Lafayette Park. The advisers consulted by the president on May 25 were Mark Meadows, White House chief of staff, Secretary of State Mike Pompeo, David Urban, and two senators Tom Cotton of Arkansas and James Inhofe of Oklahoma. Mr. Cotton, a first term senator from Arkansas, later wrote a article in the NYT opinion pages on June 3 supporting use of the military. That article had the title "Send in the Troops- Tom Cotton" which NYT says was placed by editors, and appears baffling, considering the importance that this matter presents for the military and the nation. The NYT later stated with the article that it did not reflect "a thoughtful approach"  and lacked the "additional context" that would let readers be informed and think carefully. The essay also had a reference to the constitutional duty to the states from the federal government that could be misinterpreted, and without context. Mike Pompeo, one of the president's close advisers is Secretary of State. He is a West Point graduate, standing first in his class from the U.S. military academy in 1986, served 5 years in Germany in the 4th Infantry Division, before being elected to Congress from Kansas. The other key adviser in the decision Mr. David Urban headed the Trump campaign effort in a key state Pennsylvania. Both appear to be sensitive to public opinion and the thinking in the military.  By June 6 the White House press secretary said that Mr. Esper was instrumental in bringing calm to American cities after a week of protests following the death of Mr. Floyd in Minneapolis. For both Mr. Trump, Mr. Esper, senior White House officials, and the nation, moments for reflection and a sense of gratitude that calmer minds prevailed. ...

The situation in Afghanistan is deteriorating. It's worsening compared to Iraq. More deaths in roadside bombings than Iraq in recent months, and rural areas in the south and east no longer in the control of the Karzai government. And opium crops not under any control and growing substantially in 2007. The US Defense department is conducting a thorough review of the situation in Afghanistan. The ceasefire between militants in Pakistan's border areas and the Pakistan army also has led to increased activity along the Pakistan border as Pakistan militants cross the border into Afghanistan, and the Pakistan tribal border areas acting as sanctuary for the Taliban militants. Meanwhile Obama and McCain see the situation differently. McCain sees Iraq as important and Obama would withdraw from Iraq and concentrate on Afghanistan and send 8000 more troops to Afghanistan, something that may happen if he is elected and the situation in Afghanistan deteriorates further.

This picture essay in The Guardian shows the 700,000 additional people displaced inside Afghanistan in 2021 in addition to the 2.9 million displaced people by 2020. The British stayed out of Afghanistan except for brief forays from concern about Russia entering close to British India. Not much happened till Zahir Shah, the King of Afghanistan was seen as not doing much for a famine that struck the country in 1972. Drought struck much of the country in 1972 leading to the deaths of over 100,000 people from starvation. The King had ruled since 1933. And for a brief period his cousin and brother-in-law Daud Khan had actually run the administration between 1953 to 1963, before being dismissed with a new constitution adopted not allowing the royal family to rule the country without consulting parliament. The poor handling of famine relief led to the fall of the government appointed by King Zahir Shah in 1972. In 1973 Daud Khan violates this constitution and assumes control of the country. British India was in 1972 the India of the Nehru period, with his daughter Indira Gandhi the democratically elected prime minister. India fought a brief war with Pakistan in 1971 that set up the new nation of Bangladesh from territory of East Bengal. India preoccupied with Bangladesh refugees did not do what the British had done to keep outside powers out of Afghanistan and maintain a stable monarchy. Daoud Khan's repression of Communist party leaders led to Communist party military factions in the army taking over the country in 1978. The Afghan military led by officers in the army's Communist factions had little support in the traditional Islamic nature of the countryside for their land reforms. Leading to a rebellion and entry of Soviet troops under a friendship treaty signed in 1978 with Soviets under Leonid Brezhnev. It is this disrupting of the stability of the Afghan monarchy or the entry of Soviets or Americans or any other foreign influence that was carefully prevented in British India by Britain's India policy, which resulted in a period of peace and stability in that region. The events of 1974 with the fall of the monarchy, and the entry of Russia in 1978 broke two of the main rules the British had observed from 1750- a stable monarchy and no outside influence in Afghanistan. A policy the British also followed for Tibet. When China entered Tibet in 1950 Nehru was too preoccupied with the millions of refugees from Pakistan and failed to prepare in the years 1947-50 for following British policy on Tibet by preparing or anticipating the entry of foreign powers. The entry of China into Tibet in October 1950 led to the Sino India border war of 1962, and led to the current situation of India facing a Chinese army all along the border of Arunachal Pradesh, Ladakh, Nepal and all the way in the Himalayas to Kashmir. The result has been billions of dollars spent by the US every week starving domestic priorities, as president Biden observed this week, and a burial place for empires. Ten years for Russia, and twenty for the US with the same result. It has left the whole region poorer and in humanitarian crisis for 50 years, and created crises for Russia, Pakistan, India, and the US. ...

Paul Bremer the American in charge on the ground in Iraq issued a decree on May 22, 2003 disbanding the Iraqi army, to extirpate all forms of Saddamism and dismantle the intelligence and command centres of the Iraqi military. This was not part of the original invasion plan according to some reports. Bremer's decision sent many of these officers to fight against the Americans as insurgents, cost American lives and lives of the insurgents effectively turning the invasion into a years long war with hit and run insurgents formerly of the Saddam army. Also effectively destroying or weakening the former elements of Saddam's army. In the process it gave Shiites the first hope of living free of Sunni control and Sunnis who wanted no part of Baathist politics and repression their freedom to exercize their rights, it also brought in the turmoil and lack of security, the bombing of Shiite holy sites by politically motivated Sunni elements and Shiite reprisals, that led to effective partition of the country something a long history of ethnic conflicts and colonialism may have already exacerbated long before the arrival of Americans. The documents of the war planning may suggest that keeping the Iraqi army intact was part of the plan but Bremer could not have issued the decree and had Bush back him up unless Bush and Rumsfeld felt the same way about extirpating Saddamism, seeing it in the way Americans treated Nazis and Nazi instituitons after invading Germany and seeing it the way the Americans saw the Japanese militarists and their institutions after the invasion of Japan. The Baathist treatment of the Kurds, the gas attacks on the Kurds, the destruction of Shia in the marshes after the first American invasion, the repression of Sunni and Shiite, were reminiscent of Nazism and Japanese militarism....

Russian forces in Port Arthur (Dalian, Lushun) like the other European colonial powers in Tientsin took part in the joint operations of Japan, Britain, France, US, and Germany in the invasion of Peking in mid July 1901. Under the Soviet era China was an ally of the Soviet Union yet there was a strong sense of independent action that led to the breakdown of the relationship between Krushchev and Mao in the 1960's. This may be true also today as the European conflict in Ukraine may not be in China's interest of developing its economy and continuing on the path of modernity it adopted throughout the events of the 1930's to the 1990's to today. The Russian forces under Russian Admiral Hildebrand played a leading role in the battle of the Taku forts that followed in late June 1901. The forces at Tientsin under Admiral Alekseev of about 8000 are mostly Russian. On 19 July 1901, Russia's General Linevich assumes control of the joint Japanese, Russian, British and French forces that conducted the campaign towards Peking.  The American version of the events in China in 1901 is given by Cornell University Prof. David Silbey in his 2010 book- The Boxer Rebellion, The Great Game in China. It shows the depressed condition of China at the time and the struggle to free China of the opium of British traders and conversions by Christian missionaries that undermined Chinese culture and society.
