Terrorism was previously dominated by terrorist groups, yet the new threat Starmer says was of “acts of extreme violence perpetrated by loners, misfits, young men in their bedroom, accessing all manner of material online, desperate for notoriety. Sometimes inspired by traditional terrorist groups. But fixated on that extreme violence, seemingly for its own sake.”

India agrees to an immediate ceasefire after a call from Pakistan's head of military operations for a ceasefire. The conflict started with attack on tourism that was reviving the Kashmir economy after three decades through a terrorist attack killing 26 tourists in Phalgam, Kashmir on  April 22, 2025 in the mountains near the Pir Panjal range. 24 million tourists visited Kashmir in 2024. Indian response was swift on May 7 early morning hours attacking 18 terrorist camps inside Pakistan occupied Kashmir and inside Pakistan. India called it a act of self-defense to Pakistan sponsored state terrorism going back to 1947. What is different in this brief 4 day war is that India made it economic with efforts at IMF to make terrorism an issue for loans to Pakistan, and ending the Indus Waters Treaty on water sharing. Pakistan economy is struggling with no debt relief from China, making it turn to the IMF, a politically split population with Opposition leader Imran Khan in jail, and continued domination by the military over civilian govenrment. On May 9 drone attacks were launched from Pakistan using Turkish made drones in large numbers on cities and towns in Gujarat, Rajasthan, Punjab. Blackouts were placed in India by May 8 in all cities in the north and in Pakistan. India responded with its own drones and missile attacks on three military airbases as the war broadened to military targets on May 10. US mediated a ceasefire through Saudis and Turkey. Earlier Saudis and Iran were in New Delhi with whom India has good relations to get a ceasefire. Mr. Trump's efforts behind the scenes secured an agreement. VP Vance had cut short an Indian trip in Jaipur on April 22. India and the US are allies in the Indo-Pacific, and India and Russia have decades of friendly relations. China now uses Pakistan as a proxy state, but does not provide the economic aid it needs, for which it has turned to the IMF.    ...

A Pew Research Center poll in September 2016 finds 81 percent of Indians have a favorable opinion of Narendra Modi in 2016, compared to 87 percent in 2015. Even among supporters of the opposition Indian National Congress a majority say they have a favorable opinion of Mr. Modi. The author of the poll, Bruce Stokes, says the opinion of frustration of the Indian elites and media about the Modi administration is not reflected in public opinion. Recently the Modi government passed legislation for a national Goods and Services Tax replacing overlapping state and federal taxes that are seen as holding up growth.  Issues the Indian public ranks high are corruption, unemployment and terrorism.

The contrast between modernizing, developing East and South Asia ( from Mumbai to Shanghai) with war torn desolate West Asia (from Tehran and Baghdad to Kabul and Islamabad) is so striking today that it is something to reflect upon for wisdom and understanding. UAE support for Sudan's RSF Rapid Strike Force and Saudi support for the military - fracturing of Sudan, errors piled on errors led to the civil war in Sudan. A civil war in a country neighboring Saudi Arabia just across the Red Sea. Saudis and UAE were on opposite sides briefly after UAE pulled out of Sudan, UAE acting in this way to object against Saudis requesting US sanctions on UAE.  Once close partners have moved apart as they spread their influence in different conflicts in the Middle East.  This has not created a region that can grow economically without the disruptions of conflict in the way other parts of Asia have emerged to modernize the countries as in Taiwan, Korea, China and India. In neighboring Pakistan another conflict has emerged as partners split, with looming conflict between Afghanistan and Pakistan. Yemeni Houthis are in conflict with the US and affect the Persian Gulf shipping lanes.  Iran with it's pursuit of weapons programs and nuclear weapons is using capital that is badly needed to improve the economic situation on arms buildup for the regime and for allies in Lebanon and Yemen, leading to protests and crisis. In this way the Middle East has failed to use oil wealth to modernize the entire region. Much of it was wasted in Iraq and now in Iran by policies that led to war and regional conflicts not modernization and technological transformation that has happened in Asia. The US has inadvertently becoming a partner to this as when the Obama administration helped fund Iran's economic rebuilding which was instead used to fund the military, and before that the Reagan administration support for Iraqi socialist ideology regime. The challenge for China was how to modernize after the Japanese invasion and civil war. In Korea it was how to modernize after the civil war. In India it is how to modernize with a smaller neighboring country Pakistan promoting terrorism and wars now with China's support. In Asia all these challenges were and are being met to steadily and persistently modernize to European standards with a singleminded focus and determination to meet the aspirations of the people with the US business working alongside Taiwanese, Korean, Chinese, and Indian governments and private industry. In West Asia various ideological (Iraq), military (Pakistan), religious Shiite (Iran), religious + modernizing (Saudi +UAE) with erratic leaders and little representation of the people, has destroyed the tranquillity of the region and destroyed democratic forms of government, destroyed bottom up education and health of the population except for priviliged groups in countries in the region of West Asia. Involvement of US and Europe or Russia in West Asia has led to distintegration of Soviet Union (Boris Yeltsin) and deindustrialization of US and Europe (Reagan, Bush, Clinton, Bush, Obama administrations) with business shipping out manufacturing to China while wars engaged the attention of American and European elites in Iraq, Iran, Pakistan, Afghanistan. The entire west Asian scene for 1950-2030 has been a disaster, one massive disaster for all involved. The contrast with East Asia and South Asia reminds one of the words from Robert Frost of New England in Mowing- that reflects on the enduring value of honest labour. "My long scythe whispered to the ground. What was it it whispered? It was no dream of the gift of idle hours, or easy gold at the hand of fay or elf: anything less would have seemed too weak to the earnest love that laid the swale in rows. Swiss voters approve a higher level of surveillance with 65.5%of voters supporting in a referendum in September 2016. This gives the Federal Intelligence Service the power to tap phones, search e-mails and track internet activity to control hacking, spying and terrorist activities. The government of Switzerland supports the measure saying it had to keep up with the higher security measures taken by other western governments. The law giving such powers was already passed in parliament in 2015 but the Green party and Socialist party had put this to a referendum.

New details emerge on how India informed Pakistan that only terrorist bases were targets not the Pakistan military. India's Foereign Minister Jaishankar says this was to make clear that only terrorist bases would be struck in response to the terrorist attack in Pahalgam on tourists. This was to be careful so that deescalatory steps could be taken. When Pakistan chose to attack military targets in India India did the same on military targets and air defense systems in Pakistan were taken out. At that point India insisted that for a stop to the war Pakistan's general would call India's general to end the war, which is what happened. Jaishankar made it clear that US Marco Rubio of JD Vance complied with India's request to the US that only after the Pakistan general called the Indian general would the conflict be stopped as India had not targeted Pakistan military.

The Syrian war started with Arab Spring in 2011 and a popular uprising against the rule by a Alawite minority that came to power in a coup staged by the elder Assad in 1970, says this report on the civil war in Syria. The war dragged out over a decade with the northwest in the control of Kurds, and groups backed by Turkey. Groups backed by Turkey which want to restore Syria to its national origins before the current regime took Homs, Aleppo and Damascus in a week as Iran and Russia withdrew from the country following the war in Ukraine and the Israel conflict with Iran. The US has only a small presence in the country to protect against terrorist groups. One of the effects of the conflict is the flow of migrants to Europe through Hungary into Austria and into Germany during the Merkel years. The opposition to migration that led to the CDU's decline in popularity and to Brexit in Britain started with this flow of migration from North Africa and the Middle East conflicts emerging out of the Arab Spring. In Britain the migration was also from Poland and countries in Eastern Europe.  This led to Reform UK and the Brexit referendum. In the US it led to the Border becoming a major issue in 2016 with migrant surge from Mexico in the last years of Obama's second term.  The collapse of the Venezuelan economy, economic troubles in central America led to another surge in migration in 2021-2023 from these countries making the Border a major issue in the US in 2024, and giving DJT a second term in office in 2025.   ...

The Economist says working age young people arriving as migrants from war torn areas such as Syria should be welcome in the EU, because the EU's society is aging. As the labor force declines in the EU, it will need younger workers to make up for the declining labor force and the large number of pensioners to be supported. Fears of terrorism could be overcome by having a strong screening process, and cultural assimilation can be speeded up by providing free language education and access to the university system, as in Germany. This would turn the Syrian refugee crisis into a plus for countries such as Germany, which have a large program for newcomers. The war in Syria is so deep and widespread, and emigrants have made a long and perilous journey, making asylum a credible reason.

Even with the best US effort heroin production increased to 9000 tons in Afghanistan says this report in The Economic Times. Indian coast guard and Gujarat anti-terrorist squad size large amounts of heroin at Mundra port and along the Porbandar coast.  Afghanistan has a 2000 kilometer border with Iran and another 2000 kilometer border with Pakistan. There is now increased risk of this activity along India and Sri Lanka's coastlines and borders, says the Economic Times. Much of the colonial period was marked by British traders use of opium from Bengal and other parts of India in illegal activities in China through Chinese ports for sale of opium -leading to the Opium wars in 1850 with China's feudal monarchy and eventually to China turning to the CCP. This was conducted under the British East India Company and condoned under the British Empire- making it one of the worst activities of colonial powers in history. Some of the same activities are being conducted and condoned by countries in the region. A multinational allied task force Combined Force 150 keeps track of the oceans in the North Arabian Sea and in the Horn of Africa. More naval forces are needed from India, the US, UK, Australia, Japan and other countries to keep the oceans safe and clear, and protect people in the region. ...

As one group of B-2's headed west pver the Pacific, another group quietly headed east to bomb the Iranian nuclear weapons development sites. The intent was to carry out the decision made by the US and the EU and tacitly supported by Russia, China, India, and the world, to prevent the proliferation of nuclear weapons. It is now evident that since the beginning of 2025 the number on priority of the DJT administration in foreign policy was to end Iran's effort to get a nuclear weapon. This is why the US DJT administration brought together Gulf regimes Qatar and UAE, Saudis for $2 trillion in business and economic deals in a DJT visit in May 2025. It is also evident that when India launched air strikes on Pakistan terrorist bases in June the US president DJT ended the war quickly in 72 hours. The Pakistan military head met with DJT in the White House a week back. This was preparation for the plan to take out the nuclear sites with minimal regional instability, a goal of the American people after Reagan/Bush miscalculations in supporting Hussein in Iraq and creating the Middle East wars Americans have had enough of. It may close a chapter of violent conflicts in the Middle East to be replaced with US support for India, UAE/Qatar/Saudi, Pakistan economic deals economic agreements. Much of the Indian media fails to understand this. William Galston points out in this piece in the WSJ that U.S. president Obama's Syria-Iraq policy has lost credibility with the American public. He cites CNN/ORC polls showing rising concern among Americans about terrorism even 1 year before the San Bernardino attacks, at 55% saying that this was likely increasing to 61% in the week before San Bernardino attack, with fears about terrorists being in the U.S. increasing to 81%. As a result only 38% of the American public in a CNN/ORC poll at the beginning of December 2015 approved of president Obama's handling of terrorism, with 68% saying that the U.S. military response is insufficient. A major shift has also taken place on the use of ground troops with Americans favoring use of ground troops by 53% to 45% in the current situation. Here Galston points out the shortcomings of Obama's military response in not conducting an effective use of the military response from the air in setting up safe zones and coordinating efforts with the Kurds and other forces....

Daniel Henninger of the WSJ says the state of opinion that asks does it matter, about the terrorist attack on Benghazi, is misplaced. He watched the movie "13 Hours" on what happened at Benghazi, and says a terrorist group had made plans to attack the American consulate, the depiction in the movie fairly accurate, and the Obama White House version with the 2012 election in two months not accurate. Henninger cites the indictment by a federal grand jury in the District of Columbia of Abu Khatallah. In June 2014 Khatalla was captured by Special Forces for the attack on the U.S. consulate in Benghazi. The indictment says Khatallah and militias "launched a violent attack on the U.S. mission on Sept. 11, at 11.15 pm.." following this up with an attack on the CIA annex.

This New York Times Editorial Board says the Indian border with Pakistan is a more dangerous place for escalation into nuclear conflict than North Korea. The lull and the calm after the initial hostilities is deceiving says NYT. It says the Trump administration needs to take an active role to reduce tensions and China needs to take firm action in opposing terrorist activities conducted from Pakistan into India. 

It also points out that even though this is seen as not possible there is still the need for India, Pakistan and Kashmir to talk about solutions that could work instead of just giving up and continuing as before. Without mentioning it NYT appears to be saying that other intractable conflicts have been resolved including in the Balkans (religious conflict), in Ireland (religious conflict), with the right kind of effort and determination, and men of goodwill on all sides.

Loretta Lynch, U.S. attorney for the Eastern District of New York, is likely to become the next Attorney General of the U.S. This is the first time since President Monroe in 1817 that a top prosecutor was directly appointed as Attorney General. She was first nominated in 1999 as U.S. attorney in the Clinton administration, and returned to this office in 2010. She does not have any ties to president Obama. This should help speed up the nomination. Her long experience as a prosecutor, her experience with civil rights and terrorism related cases, and her openness, are cited as key qualifications.

Richard Barrett, former head of overseas counter terrorism operations of Britain and now head of the UN AlQuaeda and Taliban monitoring group, in aspeech to the Washington Institute of Near East Policy, says Al Quaeda is a diminishing threat because a new generation of Muslims who have little recollection of the events and are less interested in religion. And CIA officials say they are having greater success penetrating Al Quaeda, because of vastly improved intelligence capabilities. In terms of intelligence and capabilities, the technical colllection, intercepts are much better, and overhead surveillance is much better. The human intelligence is much better and they have fewer competent people.
