Reeves and Lammy depart as Burnham chooses new cabinet Healey is new chancellor and Shabana continues as Home Secretary. Healey was Defense secretary under Starmer. It is important that he was in 1999 Parliamentary Private Secretary to Gordon Brown as Chancellor of the Exchequer. In 2002 he was appointed Economic Secretary to the Treasury, and in 2005 Financial Secretary to the Treasury. In 2009 he was Minister of State for Housing and Planning. Shadow Secretary of Health in 2010 and 2016, Shadow Secretary for Defense under Starmer after supporting Starmer for leadership of the Labour Party. He was first elected to parliament in 1997 and had majorities of 50-70% in elections serving for 29 years in parliament. He is the right choice for Chancellor, or Finance Minister of the UK to work with Burnham on Labour's goals. Reeves was problematic from the beginning because she stuck to what people said could or could not be done, not able to think outside the box to get Labour to be itself and do what people wanted from Labour. In this way she set herself and the Labour party for failure by losing the very public that Labour had promised to help, with this public becoming indifferent to Labour, because in many ways it was Reeves's Labour not Starmer's. As Starmer, not much of an original thinker and little experience outside of law, followed Reeves economic theories borrowed from The City, Britain's version of Wall Street. Andy Burnham is right to choose someone who can think on his feet, no knowledge of economic theory required because orthodox economic theory has failed America, failed Britain, and created the mess of single supply chain concentrated in China in the first place with its theories of comparitive advantage. What is needed is someone who grasps and hold near his heart the aspirations of the British people, and hears their concerns everyday, not think tanks telling one what to do, and acting on these concerns in creative ways, thinking and improvising solutions along the way, not afraid to experiment. This is how FDR handled the economic difficulties of the 1930's, another period like today's when Wall Street theories had failed badly. This is also how China handled the economic collapse after Mao's death following the Cultural Revolution in 1984-1997. This is how Modi handled the economic difficulties in building a modern nation by experimentation in the western state of Gujarat in 2001-2014 without preconceived ideas and theories, keeping what worked and expanding on it.  Lammy was not the right choice for Deputy Prime Minister, and failed to provide leadership and focus the country's attention on the issues of migrants, asylum hotels, housing, rebuilding relations with the European Union, economic growth, neglect of the north of England and other deprived regions. No such position of Deputy prime minister can be filled in many situations. As Foreign Secretary there needed to be some one who could speak with a stronger voice for Britain with the European Union, the US, China, India, and be seen across the spectrum of views in Britain as an effective voice. ...

It has just become hugely undervalued in the last 4 decades leading to some of the gaps we find in better grasp of economics, politics, physics, science, law, business, that have led to the Nation's relative decline since the 1980's. Hank Paulson, Treasury Secretary, Angelo Giamatti, Baseball Commissioner, Steven Spielberg, movie producer, Clarence Thomas at the US Supreme Court, Anne Mulcahy, CEO of Xerox, Mario Cuomo, governor of New York, and Harold Varmus Nobel prize winner in 1989 in medicine for his finding how genes origin in normal healthy cells that transform healthy cells into cancer cells, all had degrees in English. And many brought this passsion for language into other fields by adding degrees in law, medicine, science, other fields. How one can combine English with science is seen in the extraordinary example of the first American woman in space Sally Ride who had a degree in English alongside a degree in physics in 1973 and went on to get a PhD. in physics in 1978 from Stanford University. ...

Scott Bessent Treasury Secretary told the Economic Club of New York on Tuesday evening that the founders knew something more enduring than what we have come up with in the last couple of decades with chips and other technologies- " "The founders understood something far more enduring: that the fortunes of a nation are shaped by the energies of its people. Those energies transformed a small republic on the edge of a continent into the most prosperous nation in the long sweep of human civilization." We should never forget this, and we should make the energies of the American people and how it affects them the core of everything we do.  America's strengths lie not just in its natural resources and the depth of its capital markets it lies in the conditions, the character, capacity of its people- "It resides most of all in the character and the capacity of our people: the entrepreneur with an idea, the worker who can master new trades and technologies, institutions with the freedom and confidence to flourish." We must remember Bessent says what Alexander Hamilton as one of the founders in the 1780's taught us about possessing within us all the essentials of national supply, so that we produce what we need- "Alexander Hamilton taught us: that every nation “ought to endeavor to possess within itself all the essentials of national supply.” Our strength is derived from what we can build, for the nation that can’t produce what it needs isn’t truly secure. The nation that depends on its adversaries for critical inputs isn’t truly sovereign. And the nation that reduces its economics to consumption isn’t truly prosperous." Access to cheap supplies of goods is not what the American Dream was and is about from the beginning of the settlement of this continent in 1620's and throughout the period before and after independence for 400 years.  "Access to cheap goods is not the essence of the American Dream. The American Dream is rooted in the concept that any citizen can achieve prosperity, upward mobility, and economic security. For too long, the designers of multilateral trade deals have lost sight of this. International economic relations that do not work for the American people must be re-examined." ...

Canada's Carney gives up on USMCA renegotiated deal with US as he makes deal with China Jan 2026. No date is set for USMCA renegotiation. Carney stepped up the criticism of the US and suggested middle powers find their way by makiing deals of their own. This has drawn criticism from DJT, Luttnick and Scott Bessent, the Commerce Secretary and Treasury Secretary. Canada's economy has some fragile points in its dependence on the US and this may not be the wise course of action for Canada at this time. Germany, Italy, are meeting on February 12 and Europe may follow a different course of action of working with the US, India is close to a trade deal, so that Carney's and other remarks about going to partner with China at a gathering as isolated as Davos is from the real world may be very counterproductive.

One way to ease the supply of oil cutoff from the Middle East to Asia (to India, Japan and South Korea) is to ease sanctions on the oil on tankers on the sea (large inventories at sea) and from Russia. US president DJT says -“We have sanctions on some countries, we are going to take those sanctions off until this straightens out. And then who knows, maybe we won’t have to put them on because there will be so much peace." 

Treasury Secretary Bessent says the same thing that “waiving certain oil-related sanctions to reduce prices," would be good way to ease the impact of the war on prices.

This will help Russia balance its budget and who knows it may make it possible to open up new discussions for peace in Ukraine as the US acts as an intermediary in negotiations to end the war. From the larger interest of US, China, India + Indonesia, of Russia and Ukraine, and of Europe,it makes sense to end that war.

Andy Burnham, Labour's Mayor of Greater Manchester on what the Labour party needs right now in May 2026 with the faltering leadership of Keir Starmer. Brexit will not be revisited. His program is to give the public relief from cost of living pressures in daily life, and do this faster than Starmer.  Reports in The Times of London show Burnham with strong support to win leadership of the Labour Party. Polls from You.Gov show Starmer has favorability rating from British public of just 23%. The Mandelson affair and appointment of Mandelson as Ambassador to the US after concerns were raised about his record further eroded public confidence. Starmer relied too much on the work and influence of his chief of staff, a young person who resigned and whose influence of removing key Labour working class representatives split the Labour party from its roots in working class neighborhoods. Previous leaders of Labour were ostracized and the party won the general election in 2024, but was much weaker than appeared. He is seen as lacking the vision of his own for Britain for the next decade to 2040. Andy Burnham is popular in the North of England, and has called for more power to go to local government across Britain from the London centric view of the last 4 decades. His redesign of the bus and transport system, the Bee network in the Manchester area is popular, after the sometimes failed  performance of privatization of water, transport and other infrastructure by the Conservative party governments. He has experience in running a large Metropolitan Area for three terms, as MP in a Parliament, and Cabinet experience as Chief Secretary of the Treasury, Health Secretary under Gordon Brown. He is one of the rare persons in British politics who has experience in all areas of government, including Shadow Home Secretary, that would make him a rare leader that Britain can use to build a better future for the people of Britain. With the experience in Greater Manchester giving him a headstart in the work of reviving Britain, something similar to the experience Narendra Modi gained in Gujarat state of India for three terms to lead India in 2014.  ...

Paletta, Hilsenrath and Solomon give an exceptional journalism report on the silence and tension in the room at the meeting on Monday, October 13, 2008, at 3.00 pm in the Treasury building. It was an historic meeting between Treasury Secretary Paulson, Fed chairman Bernanke, and FDIC chairwoman Sheila Bair on one side, and the head of America's leading banks on the other side. The situation was explained, the bankers asked questions, bankers were not allowed to negotiate, and at one point Bernanke had to intervene saying there was no need for this meeting to have a confrontational tone. Wells Fargo's Kovacevich asked why banks had to accept a capital injection. Kenneth Lewis of Bank of America softened the tone of the meeting by saying that "any one of us who doesn't have a healthy fear of the unknown isn't paying attention." Even before the meeting an anxious John Mack of Morgan Stanley asked Paulson for the reason for the meeting and Paulson told him, "come on down, you will be pleased." John Mack who had fought so many rumors of the firm's demise, was surely pleased with the $10 billon injection of capital in Morgan Stanley by the government in return for preferred share and a dividend of 5%, which helped assure markets about Morgan Stanley's future. Goldman Sach's also received $10 billion. The meeting was ended at 4.30pm. Before this Timothy Geithner, head of the New York Fed, acting as the point man went around handing each CEO a term sheet with a place to sign. Another meeting was setup for 6.30 pm and at that time all the term sheets were returned - and all were signed. There was no meeting. Treasury officials and Fed officials and others had hoped that the intervening time would give CEO's a time to talk to their boards, to think things over, and clear their heads. In a few hours the government took preferred shares in the nation's leading banks and injected $125 billion into the largest banks. Treasury injected $25 billlion in Bank of America, Citigroup, and JP Morgan Chase, And between $20 and $25 billion in Wells Fargo, and $3 billion in Bank of New York Mellon, and $3 billion in State Street. Another $125 billon would be injected into other smaller banks in coming days. Officials at Treasury, Fed and FDIC and other government officials hoped this would give a "confidence shock" to the nation's banking system. ...

Concern that the $1.6 trillion aid package could become a bailout for business delayed passage in U.S. Congress, with Republicans trying to allay these concerns. The legislation in Congress would offer $350 billion for small business loans that may be fogiven if firms use them to keep workers on payroll and $500 billion to allow the Treasury Secretary to make loans, loan guarantees or investments to support businesses, states or municipalities. Democrats want less power over the money given to the Treasury Secretary and for money to be directly allocated to the states. The legislation also includes $200 billion for unemployment insurance, and direct payments to households estimated at $300 billion.  Another $242 billion includes appropriations, including money for hospitals and protective gear.  The one time payment to households is $1200 per person and $500 per child, with payments stopping at a specific income level. Unemployment assistane will now be given for 36 weeks instead of 26 weeks. These two items have universal support. It is the $500 billion for businesses with authority given to the Treasury Secretary that is the controversial part. Not so much the money given to businesses and required to go to payroll as the money to businesses in loans and other action with the Treasury Secretary making the decision. ...

American corporations lost faith in the American worker with a series of missteps by labor in the US by 1999 which were also failures of top management and engineering for quality on the assembly line and wages to compete with low cost outshoring. In losing this faith in the American worker America's corporations lost faith in their own country, in their own people- the people of America. Larry Summers was mentored by Treasury Secretary Rubin from Goldman Sachs. Deputy Treasury Secretary under Rubin, president Clinton. Following Rubin in 1999 as Treasury Secretary. Several key events happened that damaged America and the working people of the Nation -and each time Rubin and Summers are seen as giving wrong advice. The first deregulation of financial markets setup by Clinton-Rubin-Summers in 1999 led to financial crisis of 2009. The second setting up China's entry into the World Trade Organization without safeguards that caused China to use unfair practices to destroy much of America's manufacturing base. The 2009 financial crisis-  The support for repealing the Glass Steagall Act in 1999 and for deregulation of financial markets by Rubin and by Summers led to deregulation that caused the financial crisis of 2009 with overleveraging of US banks and faulty mortgages. This was the first blow to the social and economic fabric of America, to America's workers and families. The second body blow came from decisions made by president Clinton with advice of Larry Summers as Deputy Treasury Secretary and Treasury Secretary in 1999.  Advice that Clinton regrets  and sees as wrong and which have shaken American workers faith in the traditional Republican and Democratic parties of Bush, and of Clinton-Obama 1992-2016, a 20 year period which saw almost the entire industrial base of the US shipped to China  by American corporations working with China. Treasury Secretary Janet Yellen is the only Treasury Secretary who also served as the chairperson of the US central bank the Federal Reserve 2014-2018, and the only woman in these roles. Here she says she toured the country in 2022 a year after joining the Biden administration as head of the finance ministry. What she has seen are the early results of president Biden's  two trillion dollar bills, the Inflation Reduction Act of 2022 and the Science and CHIPS Act 2021, which give manufacturing and new infrastructure building a critical role in a new revitalized America. James McIntyre's book about Gordon Brown, (title is Power with a Purpose) who like Jimmy Carter, was more respected in retirement for doing good work humbly and not getting into a revenue generating speaker's circuit or consulting, or boards of directors of companies. McIntyre looks at his career, the involvement of Mandelson as Business Secretary, the failures of Mandelson and Blair in New Labour, and Gordon Brown's failure to revive the Labour Party. The Times says Gordon Brown has grown in stature since leaving No. 10 Downing Street. Under Blair, Brown was No.2 and headed the British Treasury as finance minister. He only became prime minister at the end of his career during the 2008-2009 financial crisis. He started the effort to redefine Labour Party after Margaret Thatcher defeated the Labour candidate from Plymouth Mr. Foot and swept out socialist Labour and the trade unions. Then followed privatization and changes in the British economy which were followed by Reagan in the US by 1980. Through this period Brown and Blair tried to create the concept of New Labour which won in landslides as Britain switched back to Labour as the alternative. As the Blair magic withered Brown was left tackling the 2009 financial crisis but failed to define what Labour was- his Business secretary was Peter Mandelson who unlike Brown was in Labour but in for his own purpose and had a cynical attitude to politics as a way to retire in some privileged business position on boards of directors. The result is well known Cameron and the conservatives who were even less qualified than an earlier generation of Conservative politicians, their decision to call the Brexit referendum, the verdict of yes on Brexit leading to Cameron's replacement by Boris Johnson, and Britain having 4 prime ministers in a span of five years as discredited austerity drive was replaced by Keir Starmer's Labour. This project with McSweeney as Starmer's campaign manager cleared Labour of socialist outlook Corbyn supporters, won in a landslide in 2024, only to fail to define the purpose for which Labour stood for and Starmer's ratings dropping to new lows of 18% support as Reform UK's Farage took up the issue of migrants and the culture that enabled migrants to enter the UK. Britain has been let down by two generations of less competent, poorly qualified for public service politicians over three decades since the 1990's- through Blair/Brown, Cameron, Boris Johnson and left struggling with Keir Starmer. Sixty years after decolonization of an Empire in the 1960's, Britain has not gained in purpose and strength, only drifting along as new powers emerge in Asia and the world changes. ...

President Biden introduces a new format for the US China discussions on international coordination for economic policies of the two nations. It puts the dialogue between the two presidents and the ministries under them with clear goals for the US and for the Chinese side their own goals. US and Chinese trade negotators vice premier Lifeng for China and Scott Bessent, Treasury Secretary, Jamieson Greer USTR, meet in Switzerland, for talks on tariffs of 145% and 125% on each others goods. An agreement for a 90 day pause is reached. During that pause period tariffs will be 30% by the US, and 10% by China on imported goods. The 30% tariff of the US includes the original 10% tairff on all nations and the 20% tariff for China not doing enough to stop flow of fentanyl  into the US. China says it now recognizes the seriousness of the damage to communities in the US from fentanyl.

The Families Plan is to rebuild American infrastructure after decades of underinvestment, in addition to pandemic related spending. Real tariffs are less than 12% of imports much lower than expected because of exemptions and tariffs announced and later dropped, CEO's have said that the impact of tariffs is much less than expected, and some say the worst is behind us. The administration of DJT and Treasury Secretary Bessent has shown much more flexibility and responded to the stock market declines in its tariffs posture. Bessent says the purpose of tariffs was not the revenues itself but getting other nations to play by the rules for fair play in world trade, rather than try to take the largest share of trade for their nations in the case of China, EU, Canada, Mexico and Japan which have all profited from unfair trade practices. The perception of tariffs is now changed.

David Reilly points to the growth rates used by the U.S. Congressional Budget Office as too optimistic in the light of recent figures from the Commerce Department that show growth was only 0.8% for the first half. The CBO deficit reduction projections are based on a 3.1% U.S. growth rate for 2011 and 2.8% in 2012. This means the $1 trillion in initial spending cuts under the August 2 Debt Ceiling and Deficit Deal are likely to have a negligible impact on U.S. deficit reduction. Bank of America's revised forecast is for 1.7% U.S. growth for 2011 and 2.3% for 2012. The Office of Managemet and Budget estimates that a one percentage point drop in growth in the forecast for 2011 can lead to a $750 billion increase in cumulative deficits over 10 years. This report in The Times take a look at the work Liz Truss has done as International Trade Secretary and now Foreign Secretary. Truss does not want Britain to become economically dependent on China. More than Johnson Truss is a UK Atlanticist who wants the UK to work with the US and the EU to build a western world that is entirely independent of China. Looking at her work and experience it would appear that Truss is the most underestimated of the candidates for prime minister, much more so than Sunak. She can be strident and aggressive but she has gone through a process of thinking and studying before that with a willingness to try new ideas. She come from an intellectual  family and one that was active in left wing activism. She studied at a comprehensive school in Leeds before going to Merton College Oxford  to study philosophy, economics and politics, and was willing to change her thinking when persuaded about a different course of action to get better results. She also gained the knowledge she needs to do her own thinking with experience first hand as Chief Secretary at Treasury, Secretary of International Trade, and as Foreign Secretary, getting trade deals with Australia and negotiating with other countries. Cameron, May, Johnson lacked this kind of knowledge and experience. And Sunak also falls way short of this kind of knowledge acquired and experience handling international assignments key to Britain's advancement after Brexit. ...
