For Chinese or Indian students Germany and France offer education for bachelor and masters degress that is attractively priced even at the higher prices being now set by the government. In the past Chinese students in France were able to get Masters degrees at very little cost. Germany is looking at the higher prices as a way to increase the salaries of teaching staff and professors whose salaries lag far behind the salaries in the US and other countries. For China and India no aid program is as vital for their economies and industrial development as the access the EU provides to its universities and educational system at a fraction of the real cost. Today German universities are attracting large numbers of Indian students from middle class families where the parents life goals are to get their children into European universities. American universities cost significantly more today as American bachelors and masters degree can cost upwards of 50,000 euros a year. Even local students in the US pay between $30,000 and $100,000 a year making bachelors and masters degrees no longer affordable for much of the American middle class and leaves working class parents children totally out of the universities system. One immigrant is from Cuba- Marco Rubio of Florida, now Foreign Minister of the US. He describes in his book - "Decades of Decadence How America's Spoiled Elites Blew Up Inheritance of Liberty, Security and Prosperity"- an average factory job in Florida in the seventies enabled his parents to send him to college, which he says is no longer possible for immigrants to the US today, and no longer possible for working class parents in general. For this reason Germany and France have to be commended for their generous policies towards Chinese and Indian students. Increases in the university prices in Germany and France to 4000 euros a year for international students makes a lot of sense when British universities charge about 44000 euros a year. ...

Other suggested museums in Paris 2026 are- the Musee de Metiers and the France National Archives. France National Archives will have a special exhibit on the Marquis de Lafayette for Spring and Summer. It comes at the right time for the 250th anniversary of the Declaration of Independence of the US. Lafayette was a friend of Jefferson and fought alongside the Americans with George Washington. This is the highest ever exports from the US of oil and oil products. Australia gets 2.7 million barrels a day in March when exports before were sporadic. UK, France, Netherlands, all need US oil. WSJ Editorial Board on Iran strategy to have low level skirmishes and missile attacks for the rest of 2026 and keep Hormuz on ship by ship basis essentially blocked. Most of the oil through Hormuz going to teapot refineries in China, some to Japan and India. Alternative US supplies have to be arranged for India and Japan, nuclear, renewables have to be accelerated immediately as this is the likely scenario. China would have to look for alternate supplies. It is not just the US response, how will China, India and Japan respond to get alternate supplies, how are their governments preparing for this scenario? France announced it is going to go all out on electric cars to cut use of oil.

NYT's Simon Romero looks at Cumano in Venezuela, and the breakdown of water, electricity,  industry, and education systems in this city. How efforts to solve inequality without a grasp of how a modern economy works can lead to something worse. And how good intentions are not enough, lack of understanding and knowledge of of a government (Chavez and successors), on how industry, infrastructure for water and electricity, education and healthcare works is dangerous. Immersion in the rhetoric (Chavismo) makes things worse. Appeals to Simon Bolivar (history), mass communication (Alo Presidente), religious symbolism (socialist motherland and victory) and us vs them, (the marginalized poor and the established elites), mean little and take an entire nation backwards for making industrial progress and infrastructure building,  creating a strong modern economy. It in fact turns out to be dangerous and counterproductive, breaking up the very productive forces that are needed to build a modern economy. The Japanese visited and carefully studied the US transformation into an industrial advanced economy in the 1890's Meiji era, the Chinese visited and studied the Japanese plus the US transformation into industrial advanced economies in the 1990's, and Indians visited and studied the Japanese, Chinese, and American transformation into industrial advanced economies by 2014 in Gujarat State, to spread that model to all states to achieve the goal of building infrastructure, manufacturing, and modernization. America made some careful choices under Lincoln, TR, FDR, Truman and Eisenhower to achieve this transformation. Bringing factory labor, farmers, professional classes, and factory owners together under FDR with his first experiment in New York state building modern institutions with Secretary of Labor Frances Perkins, and industrial interests, then repeating this across 51 states in the Union as president of the US. Frances Perkins documents this in her book "The Roosevelt I Know." ...

Media headlines focused on Xi's statements on Taiwan. China is concerned that US not recognize Taiwan independence, but not much beyond that. China puts Iran much lower on the list of issues it considers important. It appears that China first priority is to be accepted as an equal partner with the US as a superpower. That is Xi's goal in this trip. Issues of Hormuz and Iran not something China considers important. China has an interest in a non-nuclear Iran, in no nuclear weapons proliferation. As the US has made this a priority China prefers to be not vocal on this issue, as it relies on the US to see this is done. A secondary priority for China is to have the US agree that China could continue to import from the Hormuz Straits to met its oil needs. As China has relations with Arab states it is carefully balancing this with relations with Iran. What does this mean? It means China and US are in considerable agreement on the current situation in the Gulf region and in the Middle East. China sees beyond Iran, so does the US. Both countries are focused on the future - on reindustrialization in the US and China on the next phase in its industrialization. New countries and blocs are also emerging that will rival China and the US- India/Japan and the European Union under leadership of Germany and France. These four countries or blocs are all thinking of the world beyond a failed Middle East- the economic issues they face and how best to tackle them, and the issues relating to borders and security, how best to tackle them. ...

Iran Ceasefire shaky May 11 2026 with no willingness on the part of IRGC Iran (Iran Revolutionary Guard Corps) to send all nuclear materials out of the country. Past experience has shaken American confidence in IRGC Iran's willingness to give up nuclear weapons development. Under president Obama some nuclear materials were sent to Russia, some left inside Iran which were after an agreement used by IRGC Iran to develop weapons grade enriched uranium, putting the situation back to where America started before the agreement. This is behind the DJT Republican administration's effort to get all nuclear materials out of Iran. This has wasted another decade for Iran, diverting resources needed for improving standards of living and cost of living to the weapons programs. The result is internal protests that were widespread in Iran including the middle class, not just students. So that today Iranian people are divided on the issue whether Iran should against all prevailing Middle Eastern and World opinion go for a nuclear weapon. The situation of clandestine development in North Korea and Pakistan of nuclear weapons is not existent today as the US is monitoring it constantly. Israel sees these weapons programs in Iran as a threat to its existence close to its borders in Lebanon and Iraq, which makes it unlikely that clandestine development is possible for nuclear weapons development anywhere in the Middle East. The UAE has also shifted its stance in favor of the US, Saudis want assurances, and India, Pakistan Egypt are in different ways seeking a denuclearized Middle East. This means the American DJT administration is NOT ALONE on this issue as the media in the US and Europe are presenting. Germany's Wadephul and Merz are closer to US thinking on this issue than the media says. Macron and Starmer are at popularity of less than 20% in France and the UK and do not reflect the opinion in France and Britain, and in Europe on this issue. In this sense the US is doing this for a safer world, for China, India, Brazil and EU, all the nations in the poorest parts of the world in Africa, Asia. These poorest nations which are bearing the brunt of this obsession with nuclear weapons development by IRGC Iran in a Middle East torn by 5 decades of wars from Kabul to Damascus, Baghdad to Tehran, by IRGC Iran (Revolutionary Guard Corps), as these poor nations confront lack of oil and fertilizer supplies. It does not come at a good time for even the largest nations about 3 billion people in China, India and Indonesia, Egypt which are suffering from the effects of oil shortages and fertilizer shortages when possibly at most about 40 of 90 million people in Iran support weapons programs, all others in Iran seeking a way out for better standards of living and living at peace with neighbors and the world. Obama deal simply pushed back till 2030 Iran's development of nuclear weapons but even that was not achieved as Iran quickly moved to nuclear weapons capabilities by 2026. The basic problem and it does not go away with wishful thinking as the Obama administration had done or not taking responsibility as the EU, China have done. The basic problem is that Iran wants a nuclear weapon. When it seeks the elimination of the Jewish state, and a Shia state that competes with the Arab states this become a problem not just for Israel but for the entire Middle East and for western civilization that the Obama administration never was able to recognize and accept. After the experience of the 1930-1945 period in Germany a traumatic period for western civilization itself-  the German nation and Europe, the US, western civilization itself is committed to a safe society and nation for the Jewish people. This includes India's 1.4 billion people and in many ways China and Russia. Which also recognizes the need for the Arab nations to live in peaceful coexistence with Israel, Christian minorities in Arab countries and with Iran, Palestinian people to be protected, and respected, as well as peaceful co-existence between the urban areas of Iran with the influence since 1800 of Russia, France and Britain and the rural religious areas of Iran that form the core of the IRGC. This is the basic problem- EU, US see a civilization issue and would never allow a nuclear weapon. Arab states are also against a rival religious Shia sectarian IRGC run Middle East, and the Iranian state is itself divided between its modern one in the major cities that do not see a nuclear weapon as essential and the rural one of the IRGC in the rural areas and the countryside that seeks a nuclear weapon. It is this situation the US, not just DJT or Republicans face today, it is one that all Americans, Europe, India, China, Japan and Russia, which have modernized and adopted western civilization's ideas of the Renaissance and Enlightenment as their own have to face up to. One that does not overlook the vital fact that the nuclear proliferation in dangerous parts of the world like the Middle East with more recent conflicts for 50 years than any other part of the world including the Balkans and Ukraine, is simply unacceptable for the people of the world. Weiner calls Franklin the "Least Dead" of the Founding Fathers of America. "Least Dead" for whom? Of pop cultures, TikTok, Facebook, social media and the rest? Benjamin Franklin is one of the founding fathers who was most revered, and who with his diplomatic activity secured French support for George Washington, Thomas Jefferson and the American cause in 1776. It was the French cannon, and the French Navy that made it possible for Washington to move his armies north and surround the British at Yorktown, Virginia ending the War of Independence. Weiner writes that Franklin is the most approachable one of the founding fathers, one you can talk with, one you would most likely want to have a beer with. Franklin is also the most interesting. Franklin's experiments with electricity are the earliest pioneering efforts of the scientific revolution of the 19th century that set Europe apart from Asia, and the scientific revolution of the 20th century that set America apart from the rest of the world. Franklin is not just a founding father, he is the founder of the US Post Office which was the radio and internet of its period making communication possible over long distances. Franklin was the first Postmaster General in 1775 and set up the US postal system. Franklin set up the first circulating library in 1731 and the University of Pennsylvania- the first fire department in Philadelphia. He was president of the state of Pennsylvania after Independence. There is a great deal of ignorance about the founding fathers no less in places like the entrance to the Smithsonian institution in Washington DC of all places, where no mention is made of Franklin as an Abolitionist, quite the reverse- Franklin's scientific mind and his modern thinking had no place for the European institution of slavery in the 1500-1800 period. Franklin was the president of the Pennsylvania Society for the Abolition of Slavery. Eric Weiner, is author of  "Ben and Me- In Search of a Founder's Formula for a Long and Useful Life." This is the second article in a series by NYT on America's 250th Anniversary for the Declaration of Independence. Weiner travels from Boston to London, and from Philadelphia to Paris along the sea route taken by Franklin to the Brittany coast in December 1776 with his 2 grandchildren, one of 7 voyages crossing the Atlantic. By 1781 Franklin had his first meeting with French King Louis XVI at Versailles. The US Mission and Franklin's home was located in the hillside village of Passy a few hours from Paris, where the clean country air and water helped revive him. He crosses the Atlantic again in 1783 when the Peace Treaty is signed by Franklin. Weiner is 70 in 2026 and writes that Franklin grew more serene with age even with some ailments, was loved in France, and returned to America for his final voyage home with his 2 grand children in 1785. A life well lived something for all Americans to aspire and emulate, and loved by his country. ...

The French under Macron commit to build a new aircraft carrier to come into service in 2038. This will be nuclear powered like the Charles De Gaulle, France's current aircraft carrier. U.S. carriers are also nuclear powered to reduce port stops for fuel. 

French and U.S. ships use American suppliers for some of the flight systems on carriers so that French aircraft and American aircraft can operate off of each others ships. For France it preserves "strategic autonomy" a policy France has pursued since Mr. De Gaulle. It also means tighter U.S. French cooperation with France being America's key ally in Europe. France has plans to increase defense spending by 4.5% and spends over 2% of GDP on defense like the U.S. 

India, Britain, China and Russia are the only other countries with aircraft carriers.

1.2-2 million barrels a day go from Iran's Kharg island through Straits of Hormuz for ship to ship transfers in South China Sea, then labeled Emirati oil and unloaded at refineries on Shandong coast. These refineries are called teapot refineries. In this way US sanctions are avoided. Shipments of oil were about 700,000 barrels a day before 2023. After 2023 this more than doubled. China gets this at a 10-15%  discount costing Iran about a third of revenues it would otherwise be able to sell this oil if it decided to work with the US in a new arrangement. This report in FR24 shows China as limiting it's relations with Iran to oil, careful to not let it affect more important trading relations with US European Union, and Germany. This is similar to the situation for Venezuela -which under a new arrangement the US has with Venezuela- now gets market prices for its oil increasing it's revenues substantially by about one third to benefit the Venezuelan people suffering from high inflation and economy wrecked by sanctions. ...

Where do you place a winner of the Democratic primary in Maine, Graham Plattner, an oyster farmer who dropped out of college at George Washington University, served briefly in the Middle East wars of Bush and Obama, and had PTSD. Is he working class, middle working class or is he from a downwardly mobile professional class considering he has parents who are well educated and father a prominent lawyer in Maine? Plattner easily defeated a 3 term governor of Maine with his average working class demeanor and language. He is for universal health care, (Medicare for All) universal child care, affordable housing, affordable college. Politics in the US has been moving away from the simple divisions before 1950 created by the Industrial Revolution- the workers in factories and the owners of capital allied with the professional middle class. The few owners of capital mostly college educated allied with people from the non college educated workers in factories who are conservative in their values and beliefs and on the other side the college educated professional middle class now downwardly mobile because of the many recessions and high unemployment from frequent financial crises, with college costing $80,000 a year putting them in deep debt. There is today in the WSJ a story of a professional worker who at $194,000 a year salary is not able to payoff $15000 debt which owners of capital have set at 26% interest and is in downward spiral. Some of this comes from large college and other debt. There is says WSJ Analysis $1.25 trillion in credit card debt alone with highest delinquency rates in decades in 2026. Cost of living has only made things worse and some of this happened as Biden poured money into the economy to help people hurt by the pandemic, yet with some short run consequences with demand strong businesses including hotels, restaurants and grocery stores, auto dealers, jacking up their prices by over 20% in 1 year and Biden failing to respond, getting overwhelmed by open borders migrants under Mayorkas and Harris (also hit by a sudden Venezuelan migrant influx). This is the America one has today- a confusing mix. This in reality means Democrats may take issue with Democrats, Republicans take issue with Republicans, and Democrats join with Republicans on issue by issue basis. It might actually be rational than irrational. On cultural issues if the country has gone over its head and moved too fast on some issues that are not for the general public good, people of different backgrounds can come together to get the best path. On economic issues things are never so straightforward, there are unpredictable consequences and the rules of economics are really not so straightforward either.  Providing relief can mean the government shouldering the burden as during the pandemic which it should, yet with caution as businesses can use the excess demand to raise prices and one is back to square one with everybody worse off as happened with Biden. Migrant flows and fears of insecurity in public spaces can lead to a severe public "discomfort that can waylay the best intentions of a Harris or Biden, leading to public "backlash." In fact the title of a recent book is "Whiplash." Current books include Floridan Marco Rubio's "Decade's of Decadence- How our Spoiled Elites Blew America's Inheritance of Liberty, Security and Prosperity." Rubio means it. Its authentic because as Rubio says repeatedly, his parents could make a living in the 1960's working in a factory with decent wages, low cost of living and low cost of college, the arithmetic between salaries and what you needed for decent home in suburbs and sending children to good public schools, then to college, all adding up. The result is that Rubio could go to college and serve in the Florida legislature. Rubio says in 2026, after the elites under Bush and Obama and faulty economic theory shipped all of our factories to China, that the story of his parents and his education would simply be impossible. This is what he told people in India on his first visit last week. His parents were Cuban immigrants, yet he identifies with Spain and with western civilization, a devout Roman Catholic. Rubio is a Republican, and is in large contrast with Alejandro Mayorkas, also from Cuba, and Biden's Head of Homeland Security. This is the mix of people and representatives in Congress,  business people, small business owners, professionals, that we have today in 2026 in the US. Plattner and Rubio, one a Democrat and one a Republican- both have something in common. Plattner also has general disdain for "the corporate interests, the billionaires, the Washington DC elites, and the establishment politicians."  The winds are blowing in the direction of getting things right- remembering that Eisenhower continued the work of the Kennedy and LBJ administrations (Eisenhower built the Interstate Highway System for instance, and LBJ gave America Social Security and Medicare). Before that Franklin Roosevelt a Democrat built on the work of his uncle Republican Theodore Roosevelt (TR gave America the idea of good governance and built the US Navy, FDR fought the Depression and stabilized a faltering economy after mistakes made by Republican Herbert Hoover could have happened even if Hoover was a Democrat. FDR was himself from a wealthy New York family and when he first met fellow New Yorker Frances Perkins before his struggle with polio, a haughty New York gentleman. That was before Frances Perkins as FDR's Labor Secretary joined forces with Roosevelt to give New York a modernized administration governance structure by 1940 that was applied to all 51 states after 1950. It allied labor with capital with fairness for all, and was the first such modern structure of this size the world had ever seen, which was the fundamental strength of the United States of America. It was imitated in Asia, first in the Shanghai region then China, and first in the Ahmedabad region and now India. The US is faced with the challenge of recreating and rebuilding this today, as first China, then India remind America of its roots which they have followed in their own style and culture.  First good governance, then good institutional structures, alligning labor and capital with fairness for all, strong affordable + accessible educational and healthcare systems, and investments of capital and labor for infrastructure + industrial development. ...

Frances tax system places 40% tax on single earner family with 2 children compared to 20% in the US. France debates how to pass the budget and how to meet budget shortfalls in revenue, where to tax. France's top tax bracket is already at 55%, the second highest in Europe, which does not make the job of setting taxes easier. Additional 1.9 billion euros was to be raised by raising the tax rate for families that had tax liability of 20% if they made over 250,000 euros. This has raised 400 million euros only in 2025. This editorial in the Washington Post is critical of the French tax structure and says it is not just the rich who end up with higher taxes. It says that the average French single worker gets to keep only 53% of income after taxes, whereas American average single worker who gets to keep 70%. The extra 20% could be what the American worker pays for health care if as in some cases health care has become so costly in the US as to cost more than a mortgage, as reported in the WSJ in January 2026. Can government buy healthcare more efficiently and distribute it than families on their own. In the case of pharmacy products would removing the power to negotiate  prices with pharmaceutical companies conducted in government run by special interest groups as happened under US president Bush make it so expensive to buy pharmaceutical products that the advantage of smaller taxes is destroyed by a perverse healthcare system run by special interest groups with help of lobbyists. This is just to show that yes the US tax system with lower taxes can fail when other things go wrong in managing crtical costs such as healthcare and housing.   ...

 Iranian drone attacks and French British interception efforts - a report from the French armed forces staff about shortages in munitions. Drone attacks by Iran in first 2 weeks of Iran war are as follows- 590 on Qatar and Kuwait, 500 and 550 on Saudi and Israel, 1700 on UAE. A flood of low cost Shahed drones intended to overwhelm defenses is used by Iran. Drones can be launched from all parts of Iran including from the countryside in a country 3 times the size of France.
