With stricter border control asylum seekers have dropped to 3500 a day at the US border with Mexico and the new government of Mexico under Caludia Sheinbaum is likely to cooperate with Biden to take back people of other nationalities. President Biden is about to pass an executive order that effectively closes the border with Mexico. Once daily crossings reach 2500 the border will be closed. The legal basis of the action is Immigration and Nationality Act clause 212F which says the president can take this action when he sees that "the entry of aliens or any class of aliens to the United States would be detrimental." This lowers the threshold from 4000 in the Senate bill negotiated by the president with Republican Senator Lankford to 2500 daily crossings. Mr. Trump had the Republican Speaker of the House not bring the Senate bill to a vote in the House. At the time Republicans in Congress said Biden should use his executive authority to do this and lower the threshold. The former president Trump also issued this kind of executive order in 2018 which was blocked in a federal court on grounds of humanitarian protection no matter how immigrants entered the country. This time there is a sense that the Congress, the president and public opinion supports this action and the president's authority. Haberman and Thrush of the NYT provide an account of what happened at the White House when U.S. president Trump met privately with Chuck Schumer and Nancy Pelosi to work out a deal on the Dreamers, or Deferred Action for Childhood Arrivals, called DACA, that under president Obama allowed 800,000 young immigrants to stay in the country. President Trump had earlier said he would reverse DACA. DACA was setup under an executive order by president Obama in 2012 to allow immigrant children brought in under the age of 16 to stay in the country, with maximum age 30. In 2014 a second executive order by president Obama expanded this to include children under the age of 18, with no maximum age. Both executive orders were opposed by Republicans. In the meeting Chuck Schumer answered Trump's question on delaying or changing Trump's mind on DACA, "what's in it for me?"  Schumer said Democrats would work with Trump on new legislation on border security, but not on funding for a border wall. Trump agreed to work on a deal, including no deportations for a six month period. After different back and forth in the media, typical of the politics in immigration issues, the president says he is ready to work out a deal on DACA, if the Democrats work with him on toughening border security. Both Democrats and Republicans in Congress now agree that steps have to be taken on border security in stages. ...

About 105,000 airings of ads on immigration making up 42% of all Republican ads in battleground states are on the Immigration issue since Harris became candidate July 22, according to WSJ analysis. WSJ polling shows 59% of respondents favored the bipartisan Senate deal negotiated by Republican Senator Lankford with Biden which Trump rejected in February. It’s a very horrible thing.” JD Vance had introduced a bill with Senator Cramer of North Dakota in 2024 for the English Language Unity Act, for conducting all official business of the US government in English, and for a national testing standard for pathway to citizenship. U.S. president Trump's executive order reversing parts of the Clean Power Plan of president Obama may extend the life of older coal powered plants, but overall it is unlikely to change the shift away from coal for the U.S. utility industry. It will do little to reverse the market forces that are leading to a shift to natural gas for the utility industry with the increasing availability of natural gas. In this WSJ report Cassandra Sweet cites Duke Energy Corp. CEO Lynn Good, who says natural gas for Duke will be the leading fuel followed by coal by 2026, and natural gas now makes up 28% of its mix with coal at 34%. He says a $11 billion ten year investment in natural gas and renewable energy will go through regardless of what the Trump administration does because of the economics- the declining price of renewables, the competitive price of natural gas. Companies are loath to base their long term plans on changes in administration as they see the economics dictated by advances in technology, and the general sense that cleaner energy is here to stay for the long run. Already in the U.S. 34% of total power supplies are from natural gas and 30% from coal for 2016, according to the U.S. Energy Department. This may change slightly as coal is used where it is economical and makes sense without the carbon rules, yet the long term trend is clearly towards natural gas. ...

To get some idea of the neglect in U.S.policy in these area under three administrations, the U.S. in the 1980's was the largest producer of rare earth metals and the technology to process them. Today there is only one mine the Mountain Pass mine in California, and no processing plants. It takes about 10 years to develop a mine. Just as in health care products essential to tackle the virus the U.S has found its manufacturing and technology base left in woeful shape after manufacturing and mining were neglected in a failed policy. Under the guise of globalization corporations transferred essential manufacturing from the U.S. and Europe to China, without understanding the importance these products played in the life of countries, and governments neglected to help local manufacturers and mining companies. Governments play a critical role as China has done by providing loans and grants to develop the national industrial base. Tariffs and quotas are also used to promote local development of the manufacturing base and mining base. Another factor is that investors are more able to invest in these companies when the government take some of the risk with its help and active support. With the Trump executive order comes a new awareness in Canada, Australia, and European Union which are now taking active steps to nurture and develop the local resources. ...

Kamala Harris says the first thing she will do if elected is to pass that law. Republicans like the Tories in the UK are now seen as pandering on the issue to keep power, not keen on resolving it once and for all. As we show from the example of Mette Frederiksen in Denmark and her far sighted thinking it is possible to be good for workers and families, and tough on immigration that hurts workers by creating like foreign wars a huge and unnecessary distraction. Why for instance must workers and families live from paycheck to paycheck because of misgovernance in Asia or Africa or Arab world ,or deliberately created wars to empty countries of population as in Arab lands.
