DJT says time is on their side to negotiators so that the blockade on Iran will remain till a deal is made that cover nuclear materials. US blockade of Iran in force till a deal is reached as final deal will require going beyond Memorandum to nuclear materials -this is the situation on May 24 2026. Mediators Pakistan and Turkey have only got as far as getting a Memorandum- a written document of intentions not actions taken on nuclear materials- while all the time the IRGC Iran says nuclear is not included. What explains this? There are now two factions inside Iran that are the IRGC and the elected president of Iran, one not as committed to nuclear weapons as the IRGC at the cost to the people of Iran and the nation's economic future. This war has proved that while oil producing countries are causing great damage to their economies and productive potential- this includes Russia, Iran and Saudis-the world is moving on its goal of reduced dependence on oil followed by fossil free future in 2 stages. By the first stage if modernization does not take place in the Middle East it will lose forever the opportunity to modernize infrastructure and fall behind other countries including China, India, Brazil and other nations that have made the shift.  ...

The foreign ministers of Turkey, Pakistan, Egypt and Saudi Arabia meet in Riyadh March 22-24 to discuss ways to give more time before a US effort to open the Straits of Hormuz to shipping by a proposed attack on Iranian energy infrastructure as a last resort. Speaker of Iranian parliament and other officials do not support a move to end the war at this time, says the WSJ reporting. The foreign ministers of Saudi Arabia, Egypt do not support a Suez Canal type solution that gives Iran a fee for the shipping in the Straits. Other solutions are being looked at that are acceptable to all sides.

Pakistan has always suffered from tax collection that is some of the poorest in the world. This leaves little money for badly needed infrastructure and roads. At a time when countries such as Indonesia and India are rapidly building roads and infrastructure, Pakistan depends on projects and financing almost entirely from China.  This means dependence on foreign debt financing such as that of the $2 billion Orange Line, Pakistan's first Metro line in Lahore. This is one of the first projects one of $16 billion in projects started from a planned $62 billion under China's Belt and Road Initiative. The problem is that taking on so much debt leaves Pakistan dependent on Chinese financing, with increased debt payments leading to a debt crisis. External debt will double to over $100 billion from a little over $50 billion in 2013, according to the IMF, reaching 30% of GDP. External financing needs have doubled from 4% of GDP or about $10 billion in 2013-2015 period doubling to over $20 billion and 8% of GDP. A steep increase in debt in a space of only 3 years. Pakistan faces problems similar to that faced by other countries including Ceylon, Burma. Pakistan has fallen behind on debt payments for electricity projects, because of problems getting Pakistanis to pay electric bills. Other problems are that the projects use Chinese workers and Chinese contractors so that they do not generate jobs the way projects would normally generate domestic jobs and growth including pushing domestic firms up the experience and knowledge curve in construction and technology. The opaqueness of the deals lead to a lack of required transparency. The projects also lack the almost zero interest financing from Japan of projects such as the first bullet train in India on Mumbai-Ahmedabad corridor because of the lack of negotiating leverage and other problems.  By early fall 2018 Pakistan is expected to seek IMF financing, which would lead to conditions set by the IMF on how much it can borrow and spend under the Belt and Road Initiative, known as the China-Pakistan Economic Corridor or CPEC. This means effectively that the Wst will bail out a country after investments under the Belt and Road Initiative. ...

Declan Walsh's article published on May 19, 2013 in the NYT, was written and reported before his expulsion by the Interior Ministry of Pakistan. It surely must rank as an exceptional piece of journalism and possibly the best that has been done on Pakistan in the U.S. media for decades. Walsh focusses on the Pakistan Railways once part of the British Indian Railways which pulled together all of South Asia from Burma and the Afghan border to Ceylon, an engineering feat accomplished by the British which integrated India (and Pakistan) into nation states. He takes a cue from the India patriot Gokhale's advice to the the young Mohandas Gandhi to travel by rail to see India, its agricultural interior and small towns. Walsh rides the Awami Express from Peshawar near the Afghan border to Karachi, in Sindh province. Along the way the train passes Sukkur, crosses the Indus river, reaches Lahore in the Punjab province, and makes its way to Hyderabad in Sindh province near the Thar desert and India. Walsh stops at each point to talk with railway personnel, describes passengers, and the changing terrain. The strains on the society from extremist violence, the lack of investment in the railways, corruption, and railway ministry officials who diverted resources away from the railways, are described in detail, showing how conditions have deteriorated in the railways to this point. It also focusses attention on the need to modernize and rebuild Pakistan's railways. In China and in India railways play a huge role in the life of the common man, providing the major means of transportation and freight links for these large developing countries. By pulling freight business away from the railways and shifting it to businesses outside railways, a critical source of revenue was take away by a rail minister in the Musharraf government, which needs to be reversed. In the U.S., China and India rail freight business is a key part of the railway companies. There is a sense of despair in the railway people Walsh talks to, but his account also spells hope by bringing this to the attention of the outside world, to the public in the U.S. and Europe, even Japan, that what Pakistan needs is new investment, help with infrastructure. It sends a message to the new government to gird itself for the difficult tasks ahead to win the confidence of the people of Pakistan in a way that has not been done in the past. Falling behind is then both problem and opportunity in a modernizing world with new technologies that can transform the landscape....

After delaying taking a loan from the IMF, a multilateral lender known for setting austerity conditions for its loans, Pakistan finally accepts a IMF loan of $6 billion over 3 years. In August 2018 Pakistan turned to Saudi Arabia for $3 billion loan and deferring oil payments of a similar amount, UAE for $3 billion, and China adding another $2.2 billion. A sharp drop in the country's currency reserves left Pakistan little choice. Other problems were a overvalued exchange rate that hurt exporters under the previous government and fiscal spending on needed infrastructure that could not be matched with changes in tax collection. Pakistan has some of the poorest tax collection in Asia, depriving the government of the funds needed to finance infrastructure.  The IMF loan is a smaller loan so that Pakistan would feel less compelled to comply with the difficult conditions often imposed by the IMF that has made it unpopular in developing countries, particularly in Latin America. This is the 21st IMF loan to Pakistan. Only Argentina has had to turn to the IMF for 21 loans. For example the IMF conditions to Pakistan require increasing the electricity and gas prices. Under the IMF plan Pakistan must cut its budget deficit before debt service to 0.6% of GDP next fiscal year starting in July 2019 from the deficit of 1.7% expected this year.  To do this tax breaks of 350 billion rupees or $2.5 billion next year have to be removed. The central bank autonomy was also promised and with this 2 former Pakistani IMF officials now head the central bank. Because widening the tax collection base and better tax collection are promises made in the past to IMF which have not happened, this report in the Economist magazine says implementation in this IMF plan will also be lax, more so as the IMF loan is small and supplemented with funds from other countries. A cartoon in one magazine critical of the IMF shows the IMF officials from Pakistan negotiating for the Pakistan central bank with the IMF head Christine Lagarde. Increasing the Pakistan tax base is essential for Pakistan's development to invest in infrastructure similar to what is happening in India. Releasing funds for infrastructure, roads and railways, hospitals and education, requires a larger tax base in all South Asian countries. Without this internal capital and showing results of spending -with successful infrastructure implementation with least or no corruption or overspending- countries risk falling behind.  ...

Muhammad Azhar Ali, factory manager for National Foods plant near Karanchi, Pakistan, describes what it is like running a manufacturing operation in Pakistan. National Foods is the largest manufacturer of pickles and other spice products in Pakistan. A big problem is the lack of security and terrorism. This remains a constant cause of anxiety for business people in Pakistan. Its like being in a war zone says the National Foods chairman Abdul Majeed. Another major problem is lack of reliable electricity supplies. Supply of electricity is only one third of national demand in Pakistan. Larger companies such as Lucky Cement generate their own electricity, with Lucky Cement producing 150 megawatts from its plants. Smaller companies like National Foods rely on diesel generators. To conserve electricity many factory, floor office and bathroom lights are turned off. For workers the lack of electric supplies and high inflation affect lives in many ways. National Foods has a weighing department and assesses workers picked up from many parts of Karanchi to see if they are fit for work or are unduly stressed from poor living conditions. This is a side of Pakistani life that is rarely touched on-the daily lives of workers and managers. Ali works harder than other production managers in other countries because of the power shortages and lack of security. He would like to devote time to increase productivity and be more like other production managers. The war with the Taliban has cost Pakistan $68 billion in destroyed infrastructure, security costs, lost foreign investment according to one estimate. ...

Lashkar aPakistan terrorist group which recruits members has 150,000 members in Pakistan and is drawing increasing support, has connections to Pakistan's Intelligence Agency ISI at different levels on a clandestine level, and is capable of another attack. The ISI leadership for its part has not abandoned its goal for freeing Kashmir but simply shelved it for now. Says the Times report by Lyddia Polgreen and Souad Mekhennet, with interviews and classified information from ISI officials and operatives, the capabilities of Lashkar are intact, only "a thin distance" separates the Lashkar from the ISI bridged by military and former intelligence service members, and another attack is possible. The cooperation between the the Indian and Pakistani intelligence and police even now is zero according to this report. This has grim consequences for the American troops in the Afghanistan region and the Pakistan troops fighting the war in the border regions, and for economic development in South Asia. For the first time the consequences of past failed policies in the region are threatening the vital interests of the American and South Asian people, as wars and conflict now seriously threaten much needed infrastructure and economic development in South Asia and economic renewal in North America. And serious solutions and problem solving is sorely needed on the North American side and the South Asian side. The vital interests and future of about 400 million people in North America and 1400 million people in South Asia would otherwise be held hostage to the volatile emotions of 8 million people in Pakistani and Indian parts of Kashmir, in a remote region of the world. ...

US differences with Pakistan are based on two different perspectves that are not reconcilable. Recent events and the relationship between the US and Pakistan's army chief have confirmed that this is not going to change. US sees militants and Taliban inside Pakistan as havens for the short term as the US disengages from Afghanistan, whereas Pakistan's army sees them as useful elements in Pakistan's security interests in relation to India for the long term. Whe Kayani met with Obama in Washington, he handed Obama a 13 page document showing Pakistan's strategic perspective and emphasizing the gap between short term US interests and Pakistan's long term interests. The Wikileaks cables show Kayani discussing with US officials a possible removal of President Zardari and his preferred replacement. This made Kayani, normally reticent, to rant for hours on the irreconciliable differences between the US and Pakistan with a group of Pakistani journalists. He described Pakistan as the US's "most bullied ally," and said the frames of reference of the US and Pakistan regarding regional ssecurity "can never be the same," according to news accounts. And added that "the real aim of US strategy is to de-nuclearize Pakistan." Holbrooke and Admiral Mullen had hoped to reverse "a trust deficit" between the two sides. But this has not happened. General Petraeus is taking a tougher attitude and patience is thin on both sides. According to a Kayani friend, air marshal Chaudhry, Kayani is always asking Petraeus what the strategic objectives are in Afghanistan. US officials say they have given up on changing Kayani's thinking and that Kayani has told them: "I don't trust you." Kayani's position makes sense when one looks at the strongly anti-American public in Pakistan. Pakistani military and intelligence officials say a campaign against militants inside Pakistan incites domestic terrorism and uproots local communities. And by following Pakistan's own interests and frames of reference Kayani sends signals that win esteem among the Pakistani public. Opinion polls now show the military held in higher esteem than the Zardari administration. This puts the US in a no-win situation in Afghanistan with no clear objectives for the long term. This leaves the US in a time of tight budgets stretched thin to meet the needs in other defence areas that need attention, such as modernization of forces, trouble spots such as Korea, Iran and elsewhere, and resources needed for modernization of US infrastructure and supporting new technologies and industries. The lasting solutions that will take time, careful thought and preparation would be to integrate South Asia as a whole into an economic zone, extensive infrastructure building, and bring India and Pakistan closer through diplomacy and negotiations. Maleeha Lodhi, a former Pakistani ambassador to the U.S. and Britain, has edited a collection of essays in a new book titled- Pakistan: Beyond the "Crisis State." It tries to form a new construct to move the debate on Pakistan into a future in which Pakistan can exist as a "normal country" free of a paranoia about India that affects its outlook, and free from the military connections that have shifted the focus from development that a friendly neighborly coexistence with India would provide. Intriguing essays include one by Saadat Hasa Manto who goes back to 1951, when the Cold War was at its peak and the U.S. formed a relationship with Pakistan based on military assistance, with only small fraction of aid going into development programs. Syed Rifaat Hussain, professor of strategic studies at Quaid-i-Azam University in Islamabad puts it directly: Pakistan needs to become a normal state and the only way to to do this is for the rivalry and obsession with India to be resolved and put behind it. As it now stands the U.S., India and Pakistan all stand to gain tremendously in such an outcome- the U.S. disengagement from Afghanistan and the Taliban because at its core the Taliban issue goes back to the Pakistan rivalry with India, Pakistan and India because it puts the focus on development, infrastructure building, and economic gains....

Mohamed Hanif of the BBC's Urdu Service points to the manner in which the CIA and the ISI collaborated in the two time destruction of Kabul. And he points to a Pakistani view outside of the military which is not obsessed with India and would like to get down to the basics- electricity and infrastructure, better lives, and a safer neighborhood. In this perspective the Pakistani military and the Americans both do not understand the basic needs of the large majority of Pakistanis yearning for a better life. Contrast this with the Thomas Friedman piece which complains on the other side, with a note of innocence, of becoming a sucker in this game of a two-faced Pakistani military and intelligence services using the Americans for their own game, supporting the Americans and the insurgents at the same time. Hanif almost has the last word in this, pointing to the ordinary Pakistanis who are just poor and looking in.

The Economist points out (in this cover issue on India-Pakistan relations) several fundamental facts. The first is that the current state of relations betweeen India and Pakistan hurts Pakistan the most. It makes a much smaller country and smaller economy bear the burden of defense against a large neighbor- defense takes up much needed allocation of funds for infrastructure and development, education and healthcare. It also weakens democratic institutions and their development by an overdependence on the military for governance. Poor India-Pakistan relations have significant adverse effects on the U.S. In fighting the Taliban U.S. forces are fighting a force that Pakistan's military helped create and support from its early beginnings as a way to counter Indian influence. With an Indian-Pakistani peace settlement of issues in Kashmir and other outstanding issues the U.S. would be in a significantly better position to disengage from the region, especially when the entire Middle East is moving in a new direction in 2011. Consider the difficulties in establishing peace in Northern Ireland, and between Turkey and Greece, and the difficulties of establishing peace between India and Pakistan cannot be considered even more difficult. Pakistan and India muddle along- neither side is doing much to take the initiative. For the U.S. disengagement from South Asia can be best achieved by pushing for a settlement between the two countries. Pakistan and India have much to gain from a settlement. Considering the progress made in Ireland, such places as Yugoslavia, and in Turkish-Greek relations, there is a lot more that can be done and should be done to bring India and Pakistan together. In Ireland diplomatic efforts were made by U.S. envoy George Mitchell, and in Yugoslavia U.S. envoy Holbrooke made diplomatic efforts towards the Dayton accords. Greek-Turkish relations have advanced to the point where Erdogan and Papandreou, the Greek and Turkish prime ministers, discuss solutions to the Greek debt crisis. This includes options to reduce Greece's defense expenditures in the light of Turkey's new foreign policies. The lack of such efforts to break the deadlock between India and Pakistan by the U.S,. the U.K. and other countries involved in the NATO mission in Afghanistan, the emphasis on a military solution supported first by Gen. McChrystal, and then by by Gen. Petraeus, all show a lack of understanding of the real issues that need to be tackled- issues relating to a peace settlement between India and Pakistan....

The small segment of society in Pakistan that controls business, has large agricultural holdings, and the politicians in parliament, all benefit from a system in which they pay very little in taxes. These groups draw the maximum benefit from their privileged position. According to a transparency promotion organization in Pakistan, the average member of parliament in Pakistan has net worth of over $900,000 and pays little in taxes. A senior tax offical says the tax revenues in 2009 were the lowest in the country's history. According to Pakistan's tax rules income taxes are owed by anyone making more than $3,488 a year. Analysts estimate that of the 10 million who should be paying taxes only 2.5 million are actually paying taxes. And the tax collection is extremely poor, so that less than 2% of the population of 170 million pay taxes, with tax collection as a percent of GDP among the lowest in the world. Pakistan's laws do not allow questioning of money transferred from abroad, so a lot of money can be channeled to Dubai and brought back into Pakistan. This is important becuase the burden of this falls on the poor, in the appalling quality of infrastructure and public services, and the widening gap in the quality of life of most people in the country compared to the affluent few. ...

It might not all make sense that the Pakistan/China mediated ceasefire conditions (including US and Israeli condition of no nuclear weapons development and ballistic missile development) are really not known even in the media today, only known to the Iranian government and the US government. In these conditions Iran's government gets to show that it had achieved its goals, even with enormous reconstruction costs of the damage done during the war. DJT had pointed to a sort of regime change in Iran after most of the earlier leadership has been removed, and new leaders in place who are keen on setting up conditions for their own administration replacing the old one.  Over the period 2027-2030 the prospect is real that China, India and Japan may shift their oil supplies sources to other regions, increase conservation per unit of GDP, and increase supplies of renewable energy, steps already taken by Germany over the last decade. Most media looks only what happens today and in 2026. This may be the last of the Middle East Wars before Europe and the US, and India, China, Japan shift away from the Middle East to get supplies of fossil fuels, and it may bring new renewables technologies that reduce the dependence on fossil fuels to the point of making a true transition to renewable energy. It may also be the last of the Middle East Wars in the sense that people of European nations and the US insist on no involvement in MIddle East as a sort of quagmire for squandering American, European and Asian vital resources of people and capital, ample example being given over the last 40 years. Considering the costs of the war and the moral cost of destroying infrastructure such as power plants that hurt the local population more than the regime in power, China, Japan, the US, and EU, India may find it is easier to race each other in coming up with alternative supplies and shifting to renewable energy faster than planned, making Middle Eastern oil supplies  and volatility in prices redundant, which would be a good thing after the hugely negative and costly experience of the last 50 years of dependence.     ...

Jean Raspail is the French author  of "Camp of the Saints" and of "Me Antoine de Tounens King of Patagonia," winner Grand Prize of the Novel 1981 Academie Francaise. Written by Raspail, the son of the Founder of Le Figaro French newspaper in 1973, Camp of the Saints is a book describing Raspail's extraordinary vision of how boats from Bengal would suddenly appear at French shores carrying millions of people from Bengal fleeing conditions of squalor and extreme poverty. 1971 was the year of the Bangladesh war with millions of refugees from Bangladesh at the time called East Pakistan pouring into India from Bangladesh, hit by massive floods the year prior, and then facing an army of occupation from West Pakistan's Punjab ethnic group dominated Army. While calling Raspail's Camp of the Saints "openly racist" Le Monde does not show the events described here as being entirely real- the squalid and the squalor into which Bengal had been plunged by a over a century of British rule in India that as Gandhi showed in the 1920's in "Young India" magazine spent most of the budget on policing, and very little on development except rail for logistics to hold the Empire together. On this the French Left or French Right or the European Left or Right is silent, preferring not to open up the similar situation facing China Hongkong, Shanghai as Treaty ports and Beijing after the Boxer rebellion, the Middle East with Sykes and Picot creating artificial states of Syria and Iraq, and controlling states of Iran and Egypt, and Indochina as French colony. It is not "racist" it only shows what Raspail might have seen on television at that time of the truly squalid conditions, including a famine in Bengal in 1944 that was aggravated by British policies. If Raspail imagined that boats from Bengal would arrive at the shores of France it is not something that is not connected to reality, it is the squalor and squalid conditions- except the reality the so called Right and the Left failed to say was a result of the centuries of colonization that made the region miss the Industrial Revolution. Western India around Bombay and Ahmedabad was far more developed by the 1970's and more so by 2003 when Camp of the Saints was republished. In 2026 Camp of the Saints is outdated. Northern India, Western India and Central India is in the kind of rapid modernization that happened in China, with bullet trains, ports and new highways, new industrial infrastructure, housing, going up every year under the Modi Government. In the paradox of today the Modi government is referred to as racist or religious right without reference to its essential condition, its very spirit of modernization based on science and technology acknowledging and revering the contributions of European nations and America. Bangladesh is eastern Muslim part of Bengal. West Bengal is part of the federal Union of Indian States, and has fallen into disrepair and industrial backwardness within Indian states because of the lack of the rapid modernization that India is going through, under mismanagement of the scale of Venezuela. Much of the media in the west does not report the scale of the mismanagement of some of the states in India that were built on the legacy of the early decades after independence of policy to slow down industrialization and corruption that destroyed infrastructure investment. The federal government of India and the states run by the party at the federal level in northern, western, central and north eastern India oppose migration to the US and Europe and are now growing at the fastest pace in the world, faster than China, growing at 10-12 percent a year. Bihar state in India is the home of Lord Buddha and the origins of Buddhist civilization of China and Japan. It has a population of 130 million and is growing at 22% a year in 2026. India needs its young people at home, even though it is willing to loan some of its technical people to Germany and Europe and the US. The Indian federal government policy and policy of these Indian states run under federal policy is to oppose migration and find jobs for millions in a rapidly modernizing economy at home. This then is the reality in India, as well as China, with 2.8 billion people. No one in India, not Gandhi if he were here today, not the government in the Indian federal union and states faults Raspail and others and calls them "racist," because of the extraordinary help first Japan, then China and now India receives from America and the European Union to develop and modernize quickly. In fact Indians look with admiration on the western leaders in science and technology, the scientists and inventors of Europe and the US, and are eager to emulate them in the future. And this is true also of the people of China, and reflects the aspirations of the new generation. ...

Former prime minister Nawaz Sharif's PML-N party wins 125 of 269 seats in Pakistan's parliament. The Tehreek-e-Insaf party of Imran Khan won 31 seats and the PML-N party of the current president Asif Zardari won 32 seats mostly in Sindh province. Independents won 31 seats and some of these independents are likely to support Sharif in forming a new government. Election turnout of 60% showed a large degree of enthusiasm in this election and hopes for economic revival in Pakistan. The focus of Sharif will be on improving the economy, tackling electricity shortages, and building infrastructure. Sharif promised to pursue peaceful relations with India and Afghanistan, and keep the focus on the economy. Sharif and his advisers are bringing a new deftness in the dealings with the Army, the Pakistan Taliban, saying he would call for a halting of drone strikes, limiting the role the U.S. plays in the region, both positions popular in Pakistan, separating differences with former president Musharraf from the institutional role of the military. Small business owners and large business support Sharif's efforts to tackle electricity shortages, with an estimated loss of $12 billion in idled factories alone. The long period of political conflicts between the military, the judiciary and the political parties have led to neglect of Pakistan's economy, as neighboring countries in Asia surged ahead. The Pakistan army and its anti India mindset is at the root of the problem Pakistan faces. The army has factions that support the Taliban. Its intelligence agency, the ISI, helped create the Taliban as a way to get strategic depth (as they called it) in Afghanistan, for it sees as a necessary perpetual conflict with India. And the failure in Pakistan, the crisis of Pakistan, lies in the failure of elected politicians, the failure of the army, to provide responsible government and peaceful relations with India and with Afghanistan. By pursuing a Hindu-Muslim conflict agenda, and a anti-foreigner agenda for Afghanistan, Pakistan has ended up undermining its own government, institutions, and sovereignty over tribal areas and the North West Frontier Province. The US by getting involved in the Hindu-Muslim conflict agenda, and the anti-foreigner agenda during the Cold War, by supplying weapons and aid for this to successive Pakistani military governments, now finds itself as the foreigner in Afghanistan and Pakistan. The Pakistan army's anti-foreigner agenda, now that the Americans are the foreigners, is not something that even the army or the civilian governments can control. The only thing the army knows, and its raison-de-etre, is the protection of the state of Pakistan and an antiIndian, Hindu-Muslim conflict agenda. After 60 years of doing this since its founding the Pakistan army knows no other way. Failure to do what it is doing would remove it from its critical role as the most important institution in Pakistan, and relegate its officers and the army to a smaller role, with smaller committments of resources, a smaller army, and the loss of its privileged role in Pakistani society. This is the answer to Holbrooke's question to Pakistani businessmen, and civilian leaders, in Lahore recently, what is the crisis of Pakistan? And these businessmen and civilian leaders also touched on the army's role. For America as it sees the need to build a new economic partnership with Asia that would help revive economic growth, there is the need for deep soul searching. The Pakistan military sucks up resources that are so badly needed elsewhere, for the kind of construction the Obama administration sees for America, of roads, bridges, schools, new energy infrastructure. How can what is good and planned for America not be whats good for South Asia, for India, Pakistan, SriLanka and the entire region? The resources that are sucked up by the Pakistan military and its actions to foster aconflict atmosphere merely adds to the way resources are sucked for the military in India, when they are badly needed for development, economic growth, and the same kind of infrastructure building and education that the Obama administration plans for the US. Without correcting this flaw in its policies in South Asia the Obama administration cannot create a partnership with Asian countries that could play a critical role in America's own economic growth....

The aging leadership in Patkistan no longer has the same level of control in Afghanistan. The older Taliban leadership inside Afghanistan has been killed in fighting with American led forces and drone strikes, leaving younger, less disciplined and fractured groups inside Afghanistan. This is the Taliban the American supported government faces. Most importantly the expectations of the Afghan people have changed. This makes it harder to negotiate a peace agreement with fractured Taliban groups on the ground. It also creates new opportunities for integrating Afghanistan into the fabric of South Asian society, as people in India and Pakistan are eager to see modernization, building of infrastructure, education, healthcare, and better standards of living after years of conflict.

China has over the last 10 years expanded its investments and trade with Latin America to match that with its earlier investment in Africa. China's trade and investment structures in Latin America are designed differently to correct for earlier mistakes in Africa where investments turned into a debt trap for African nations. This time China invested slowly in Latin America and created better terms for loan repayment. A look at the public debt to China as percentage of GDP shows for Brazil $30 billion is less than 1% of GDP of $2.174 trillion (World Bank). After the outcry on public debt to China of Pakistan and some African nations China has a different strategy and Brazil has a different strategy slowing borrowing and focusing loans on infrastructure projects with good returns on investment. Brazil total debt to China since 2005 is $30 billion with loan borrowings slowing down (China's strategy) in the last decade, and carefully arranged by Brazil. Contrast this with $26 billion owed by Pakistan to China on GDP of Pakistan of 338 billion in 2023- 7.7 percentage points. Sri Lanka owes $24 billion to China on $84 billion GDP of Sri Lanka- 28 percentage points.   ...

Ashraf Ghani and Abdullah Abdullah sign a powersharing agreement brokered by the U.S Secretary of State Kerry and president Karzai after Afghanistan elections in 2014. The question is whether the two can set aside their differences and make it work, and can they negotiate some form of peace agreement with the Taliban to give Afghanistan and the region years of peace after so much conflict. Pakistan and India's elites and military need to step up to the plate to set aside differences by looking to the long term future of the region and the aspirations of the people for better infrastructure, services, education and healthcare, so long denied to the region. The Kashmir floods, and the floods in Pakistan before that, recent elections in India and Pakistan showing the clear aspirations for development of the people, are a reminder of so much that remains to be done and so much that was never done.

IMF delegation will visit Islamabad to discuss terms for a loan. The previous government of Mr. Sharif came under criticism for not providing transparency on Pakistan's total debt. There is concern about debt trap diplomacy in loans from China, as loans may exceed the country's ability to repay and the interest rate terms are not seen as favorable to Pakistan. The Sharif government is criticized for not negotiating better terms for loans from China. Pakistan faces $8 billion debt load in 2018, with first payments to China under Belt and Road Initiative of $1 billion due in 2019. Pakistan's total foreign exchange reserves fell to a low of $8.4 billion, according to the central bank. Pakistan is seeking $12 billion in IMF assistance, but experts say more will be needed to bridge the financial gap. The Pakistan rupee dropped by 10% during this week in October 2018, down to 137 rupees for a U.S. dollar. The new government of prime minister Imran Khan took office in August 2018 after election promises to bring transparency to Pakistan's debt situation. Promises were also made to improve low income housing and meet needs of poor and low income public. Imran Khan opened a public housing project to build 5 million new homes. IMF terms could restrict the money available for badly needed housing and other social projects.  Pakistan's small tax base with a small percentage of the population paying taxes, also restricts the ability of the government to fund social welfare projects and infrastructure. It makes the country more dependent on outside assistance and loans. India has moved to expand its tax base, and is implementing GST tax reforms to increase the tax revenues available to fund infrastructure, health, education and housing. The war in Yemen has complicated other sources of funding traditionally accessed by Pakistan from Saudi Arabia and the UAE. The financing gap is estimated by experts to be $20 billion, with the IMF assistance sought of $12 billion falling short of the financial needs. ...
