Sophie Landrin's Le Monde report on Sri Lanka Ditwah cyclone devastation December 9 2025. Her report with pictures of the destruction wrought by the cyclone show parts of the Kandy region in the mountainous uplands in the central part of Sri Lanka, including the University of Peradeniya. There was no warning when the cyclone hit with 10,000 of 16,000 student on the campus. This is the worst cyclone to hit Sri Lanka in the last hundred years. Sri Lanka is a island nation that is Buddhist located at southern tip of India. It has been hit by a civil war, financial crisis with no central bank reserves, the pandemic, and now the cyclone.

Prime minister Ranil Wickremasinghe has assumed the finance minister position as Sri Lanka completes one phase of negotiations with the IMF. The IMF says "Since Sri Lanka's public debt is assessed as unsustainable, approval by the Executive Board of an IMF supported programme would require adequate assurances that debt sustainability will be restored." Sri Lanka facing lack of capital to pay for essential energy and other food needs suspended payment on nearly $7 billion foreign debt repayment due this year with action taken under a new central bank governor. About $25 billion is due for repayment by 2026 and total debt stands at $51 billion. The IMF comments come after reports that Sri Lanka Monetary Board at the central bank and finance ministry in 2021 failed to address the debt sustainability issue even though the IMF in April 2020 had advised Sri Lanka to go for restructuring. Discussions IMF says "focused on restoring fiscal sustainability while protecting the vulnerable and the poor, ensuring the credibility of the monetary policy and exchange rate regimes, preserving financial sector stability, and structural reforms to enhance growth and strengthen governance." ...

The Observe Research Foundation looks at Sri Lankan debt crisis.Too much borrowing at high interest rates above 6%, without concessionary loans typical of what developing countries need, can create havoc for poor countries such as Sri Lanka. When macroeconomic factors collide with health and politics such as drop in remittances, global financial crisis of 2009, civil war, borrowing for unsustainable type of infrastructure such as ports and airports, the results can be disastrous. Sri Lanka is an example. Borrowing that is off the official record of loans such as to state owned companies can leave the country with higher debt load than even the Finance ministry has kept track of, a severe problem for small developing countries, including countries  in the Caribbean shown in recent NYT reports.

US economic growth surged at a rate of 6.5% for the April to June period in 2021. This pushes the economy beyond its pre-pandemic size. Growth was lower than the 8.4% forecast of economists, yet strong enough to increase its size to exceed the pre pandemic level. It was powered by the business reopenings, vaccination drive, and the government infusion of pandemic aid to households and business. New restrictions after this summer for coronavirus following last year's pattern with extensive summer tourism and spread of coronavirus, could again slow the economy. Government infusions of aid aided consumer spending, and this could slow in the months ahead, and lockdown restrictions could limit growth.

Indian financial and project assistance to Sri Lanka is making a huge difference for Sri Lanka. With a relationship that goes back to the time when the first Buddhist missionaries arrived on the island India has a long relationship with Sri Lanka. In addition to financial help India is planning major long term projects in renewable energy, port infrastructure and energy pipelines from southern India. India was the first to offer financing assurances on behalf of Sri Lanka for a loan of $2.9 billion from the IMF. Written financing assurance from Japan will follow soon. The 2018 election in Mexico brings to power a party called The Movement for National Regeneration or Morena created in 2014 by Manuel Lopez Obrador, after he left the PRD. Obrador ran on the PRD ticket for president in the last two elections. Obrador won with 53% of the vote, about 30% above the vote gained by the next leading rival.  Elections for the lower house of parliament showed a steep drop from 204 seats to 45 seats for the PRI party which was in power under president Nieto. The next leading party PAN which ran the government before the Nieto term in office, and the centre left PRD, were badly weakened. PRD now has 21 members in lower house of parliament compared to 53 before. So deep were losses for the opposition parties such as PRI and PAN which alternately ran the government, and particularly the PRI which dominated Mexican politics since 1950, that experts see Mr. Obrador as replacing the PRI's dominance of politics with the centre left Morena. Morena's rise is a result of work at the grass roots level in Mexico just when the PRI was discredited for corruption and failure to maintain the rule of law. PRI candidate for president Antonio Meade was a U.S. trained former finance, foreign and social development minister who lacks grass roots activism support base. ...

Trade Agreement talks will begin in December between India and Sri Lanka as Sri Lanka looks for ways to bring back growth following a 9.2% contraction in the economy in 2022 and estimated 4.2% in 2023. Mr. Weerasinghe at the International Trade Office setup under the presidential secretariat will represent Sri Lanka. Engaging in trade with India and China and regional countries is part of the plan to restore growth. Sri Lanka's exports to India were about $980 million in 2021 and imports $4.74 billion. This time Weerasinghe says we must avoid taking rigid inflexible positions and strive for a win-win for both sides.

Unemployment rate in urban areas of India decrease for the fourth consecutive quarter to 7.6% in the April to June quarter of 2022. It is now lower than the pre-pandemic level.  Employment growth continued in July and August, as shown in the Global Purchasing Managers Indices for the Manufacturing and Services sectors. The Finance Ministry say what is at work are the reflection of "increasing effectiveness of income support and targeted subsidies provided by the government, creation of jobs from elevated levels of public sector capital expenditures, and general rise in employment levels."  Added to this are the foreign direct investment flows being the fifth largest among a "defined set of developed and developing economies," and the increase in exports.

Sri Lankan Foreign Minister Ali Sabry is interviewed by The Hindu. Ali Sabry says he is "very, very confident" about the Adani Group's investments in Sri Lanka's renewable energy potential, and any drop in Adani stock value is not affecting the projects. Sabry says the Adani Group is already investing in its projects, which include the $700 million Colombo West Container Port Project. He met with India's Foreign Minister S. Jaishankar in New Delhi at the Raisina Dialogue Conference. So right now, what we are interested in with India is how to collaborate and how to integrate with the Indian economy, particularly with South India, in terms of investment, people to people connection, more tourists coming in. So that's the kind of thing it is it's a win win situation for all." ...

India decided not to wait for others but to do what we believe is right.
