North Korea launched a missile that landed within 125 miles of Japan's northwest coast. The Japanese Defense Ministry stated the additional time to reach the Japanese shoreline was 20-30 seconds. North Korea said it did this to protest the U.S. and South Korea setting up a THAAD, Terminal High Altitude Area Defense System, about 200 miles southeast of Seoul to intercept North Korean missiles. Japanese prime minister Shinzo Abe reshuffled his cabinet and appointed Tomomi Inada, a conservative who supports revision of the Japanese constitution to improve Japanese capabilities for defense. She is the second woman to take up the defense ministry position after the newly elected Tokyo governor, Yuriko Koike.

Tensions rise in the Korean peninsula after the launch of an intercontinental ballistic missile by North Korea that could reach Alaska. U.S. General Brooks says only "self-restraint, which is a choice, is all that separates armistice from war." The 1953 armistice never really ended the war between the North and the South on the Korean peninsula. U.S. vice president Mike Pence visits the demilitarized zone between North and South Korea and says that North Korea should not pursue its nuclear weapons program. Pence says the U.S. wants to persuade North Korea to abandon its nuclear program "through peaceful means" but "all options are on the table." Rex Tillerson, U.S. Secretary of State takes a strong stand on North Korean missile testing and nuclear program in a visit to Seoul and Beijing. He said the U.S. would be forced to take pre-emptive action "if they elevate their threat of their weapons program"  to an unacceptable level. Continuing a policy of the Obama administration following missile tests by North Korea, the Trump administration has rejected any talks with North Korea. Tillerson said that "the policy of strategic patience has ended." It was also meant to signal U.S. intentions before Tillerson goes to Beijing from Seoul. President Trump commented on Twitter; "North Korea is behaving very badly. They have been "playing" the United States for years. China has done little to help." Because China sees North Korea as a bargaining chip with the U.S., Japan and South Korea, the situation has ended repeatedly in a impasse with the North Korean nuclear and missile program continuing during the Bush and Obama administrations. This has also meant that North Korea was unlikely to collapse on its own, with China pursuing a policy of using North Korea as part of its defense policies in the region, as pointed out by Sanger in this report. As the North's missile program continues the U.S., and with the North seeing the missile program as the only way to ensure the survival of the regime, the U.S. needed to come up with a new way to tackle the situation.   ...

Leaders of North Korea and South Korea, Kim Jong-Un and Moon Jae-in meet on April 27, 2018, at the military demarcation line between North and South Korea.  After handshakes and Mr. Moon stepping onto North Korean soil for a few minutes, Kim Jong-Un visits Seoul for peace talks.  This is a historic moment for the two countries as this is the first time since the Korean War (1950-53) that a North Korean leader has visited the South. No peace treaty was signed after the Korean War. During the period of six decades that followed the Korean War, particularly the period after 1980, the South Korean economy recovered from the war and expanded following the Japanese export model with large conglomerates such as Samsung. The North Korean economy has struggled in the period and North Korea is one of the poorest countries isolated for most of this period like Burma from the rest of the world. The development of nuclear weapons was pursued to prevent any external threats to the government, and decades of sanctions followed with aborted efforts to denuclearize the Korean peninsula. Recent ballistic nuclear tests and the installation of a new anti missile system in South Korea led to tighter sanctions with the cooperation of China. This heightened tensions, followed by the tighter sanctions. Kim Jong Un and the government are looking for ways to win approval in the international community, and find a way out of the tight sanctions. South Korea, Japan and the U.S. government are not sure whether this will lead to any results in denuclearization. The summit with Moon will be followed by a summit between president Trump and Kim Jong Un of North Korea. If a way can be found for the North Korean government and party leaders to transition to acceptance in the international community followed by integration of the North and South's economies over an extended period, there is a possibility that denuclearization could work, because it is to maintain the current government in North Korea that nuclear development was pursued in the North. Ideological conflict is now less of a factor in the conflict between North and South Korea as it was in the early days of the Korean War with the Cold War and Communism's advances in Eastern Europe and Asia the big issue at the time. Today China itself is more of a state run economy under the Communist Party following capitalism with Chinese characteristics than the old Communist model, and ideological conflict is not an issue between the U.S. and Communist run countries. This leaves open the possibility of a solution particularly as at some point just as in the case of Vietnam and the U.S., North Korea could see its future more allied with that of South Korea than with China. That leaves an opening for a timetable of transitional actions plus effective implementation stages, with incentives for the U.S. and Japan to negotiate a settlement. ...

Nicholas Kristof says the strategy adopted during the Clinton administration of negotiations with the North and a partial lifting of sanctions worked better than the situation today. One criticism leveled at that agreement was that North Korea cheated and developed uranium weapon technology on the side. Yet says Kristof the situation is worse today. Under the "Agreed Framework" of the Clinton administration North Korea's Kim regime did not add to its nuclear weapons. Kristof says that policy of putting pressure on China has not worked. It would help if China did not transfer any technology to North Korea. Yet the basic policy of China remains in that it does not want renunification on the Korean peninsula that would put bring a U.S. ally on its southern border. The Bush administration and the Obama administration's policies did not lead to diplomatic progress and the world is a more dangerous place with North Korea's intercontinental ballistic missile capability in 2017. This analysis by Julian Borger of the Guardian newspaper cites experts including former Defense Secretary Perry, on the problems with the Trump escalation of rhetoric with North Korea. The U.S. president promised "fire and fury" in a tweet he made, after the increased sanctions passed in the United Nations had already raised the pressure on the North. Perry says the president has no plans to back up what he says, which hurts U.S. credibility posture. The North Koreans responded by saying they are looking at an attack on the U.S. Guam air and naval base in the Pacific. Other experts warn of the danger of stumbling into something unprepared, and increasing the unpredictability with and adversary who is unpredictable to begin with. Wolfsthal, an expert from the earlier administration under president Obama, says the risk of escalation becomes very high because a miscalculation could take place. Rex Tillerson, the U.S. Secretary of State, tried to tamp down the stressful situation by saying that no action is planned. The U.S. insists it is open to negotiating, but the condition is North Korea putting the ending of its nuclear weapons and missile program on the table. The North Koreans have conveyed their opennesss to negotiate at a meeting in Manila, objecting to the U.S. "hostile" policy as an obstacle.    ...

See the adjoining report in DW.com that covers the planned meeting between Japanese PM Kishida and Kim of North Korea to reduce tensions in the region. Kishida is taking a proactive approach as the ideological positions have failed and talking directly to North Korea as Junichiro Koizumi had done in 2004 (with a visit to Pyongyang when Kim's father was president) is now the right course. It is now twenty years that this was not tried. Former president Trump met Kim of North Korea at the Demilitarized Zone DMZ near Seoul in 2019. Not much changed after that meeting. North Korea has increased missile testing with ICBM missiles and increased its nuclear missiles with improvement in technology since then. One aspect of the Reagan/Weinberger era policy was its sense that America would keep investing in defense and at some point everyone else would fall behind. This has not happened. After a slowdown in its economy in the early 1990's opportunities to build Russia relations were left to business interests and opportunities were lost. The memory of that period of Russia's economic collapse lingers and feeds a sense that somehow Russia was diminsished by waht happened after the abrupt collapse of the Russian position in Eastern Europe.  In fact the only nuclear missile tests conducted in this 21st century were conducted by North Korea.  ...

John Lyons of the WSJ writes in this report from Seoul, South Korea, that president Moon may have inadvertently contributed to the sense of the futility of talking to South Korea about missile defense when he opposed the installation of the Thaad, Terminal high altitude missile system, in his election campaign. This led to the U.S. and the South Korean government of president Ms. Park moving ahead with the system before Moon was elected. Moon is a human rights lawyer who favored improved relations with North Korea. Domestic South Korean politics were decided by younger voters alienated by the existing business structure, leading to the conviction of president Park and later the head of Samsung on corruption charges, and the election of Mr. Moon. In foreign affairs the picture is quite different as Moon is seen in South Korea as not being consulted by the U.S. as it frames policy for the region. South Koreans call this "Korea passing." As U.S. and Japan are directly affected by North Korean missile tests, the most recent on August 29th passing over Japan, U.S. president Trump consults with Japanese prime minister Shinzo Abe. People in Japan are cited in the NYT as saying recently, that they knew they had to worry about earthquakes, but had not expected to have to worry about missiles. A recent report in NYT showed that most people in Seoul have not prepared seriously to use underground shelters because they do not believe a war could take place with Seoul only 35 miles from the North Korea border. The U.S. policy is now focused on working with China, and coordinating its policy with Japan. A U.S. anti ballistic missile test was conducted from the ship USS John Paul Jones on August 29th. Moon has changed his position and now supports Thaad missile defense. South Koreans are apparently resigned to the prospect of "Korea passing." ...

Nuclear arms control SALT treaties expire Feb 2026 - need for new negotiations as the treaties were obsolete, did not include China, smaller nuclear weapons, and weapons from space. The SALT arms limitation treaty was first signed in 1972 by Brezhnev with Nixon. These treaties went through a second version and were renewed. The US no longer thinks this is relevant as China is not included, and smaller nuclear weapons, ones from space are not included and new negotiations are the best way to conduct true arms limitation. An accompanying video in NYT by David Sanger goes into these aspects of talks. Rafael Gross, head of IEA International Atomic Agency, says- You wouldn’t negotiate the same treaty again. There are new technologies that are not covered by the treaty — hypersonic missiles, undersea nuclear weapons, space weapons. And there are many other countries that, for one reason or another, feel now as if they may need a nuclear arsenal of their own.” This is the reason. It also happens that in 2026 US and Russia could coordinate their efforts, so that new US weapons may be needed as other risks could emerge from other places. There are smaller nuclear powers and new nations that might develop nuclear weapons as the US nuclear umbrella may be seen as not fully dependable. This new thinking would be that US and Russia may not see themselves as adversaries but work together to prevent nuclear risks from other sources. This is also why the US (and Russia) may want to wind down smaller regional conflicts, reduce their reliance on their own alliances, so that nuclear cooperation between nuclear powers US, Russia, China, and India may lead to control of nuclear weapons in a larger sense from space and from smaller countries that might develop nuclear weapons as has happened in Iran, which might create new risks that cannot be managed. A belligerent North Korea could lead to South Korea and Japan developing a nuclear weapon. This is also why the Ukraine conflict has run its course and it is in no one's interest to let the Nordics or Britain continue the conflict. The US, Russia, China, India, Brazil should not let middle or smaller powers continue regional or historical conflicts, and promote settlement through peace talks of such conflicts, as it inevitably leads to damaging the interests of billions of people around the world in peaceful cooperation and tackling challenges that affect the quality of life. ...

The new South Korean government proposes a resumption of military dialogue with North Korea in an effort to bring down tensions in the region. A military hotline existed between North Korea and South Korea till early in 2016. North Korea cut off the hotline after relations with the South Korean government of President Park Geun-hye deteriorated following a missile test in January 2016 by North Korea. By May 2016 the North Korean leader, Kim Jong-un proposed military dialogue and talks, an offer rejected by the Park government. With the impeachment of president Park the newly elected government of president Moon proposed improving relations. The recent series of North Korea missile tests was a setback for that effort. With China the new U.S.missile defense system called THADD that was installed in 2016 for South Korea was seen as a setback for China-South Korea relations. As a result the tensions are high in the region. The rhetoric and tone deteriorated after the Trump administration took office in the U.S. in early 2017. After the last missile test the South Korean government of president Moon is now reaching out to the North especially for restoring the hotline that connects the two governments in the event of a crisis, so that a disaster can be avoided on both sides. ...

The ruling party LDP's defense committee has decided Japan needs to strike North Korean missiles on the ground. There is a growing consensus on this. Another consensus is developing over the issue of protecting the Senkaku islands adminstered by Japan and claimed by China. 

Earlier in 2020 T12 missiles with 100 kilometres range were deployed on Miyako island between Kyushu and Taiwan. Now these missiles range will be increased to 300 kilometres to reach the Senkaku islands. China has sent patrol planes and ships near the Senkaku islands. Other cruise missile range is planned for 1000 kilometres as Japan Self Defense Forces expand their capabilities to take on more of the responsibility for defending the Japanese islands. In alliance with India and Australia this capability is being expanded to the entire Indian Ocean region to counter an expansionist China.

China improves relations with South Korea after protesting a decision to install anti-missile system THADD made by South Korea. In a meeting in Beijing, South Korea's president Moon and China's president Xi affirmed their commitment to a denuclearized Korean peninsula, agreeing that a repeat of the 1950-53 Korean war cannot be tolerated. The effort is part of a move to restore normal economic relations after economic retaliation by China on the issue of THADD system to deter North Korea. Business and industry in Europe see the value of renewable energy not in comparison with low fossil fuel prices anymore but with a fossil fuel price that can jump at any time to the $100 a barrel for some geopolitical event. Compared to this fossil chaos European business and industry can depend on a known price and known conditions for solar energy. The same thinking will be going on in business in Asia- in China and established leader in solar, in India an aspiring solar power, and in Japan. Modular nuclear reactors are also a new way to go. This means even under DJT with his skepticism for renewables the technology and production of renewables will continue and pick up pace. People will also ask whether its worth all the trouble to get fossil fuel supplies at levels that make no sense through waters of Hormuz straits- China and Jpan getting a makes no sense 90% of their imports from Hormuz, and India nearly 50%. Their are moral considerations also whether a morally conscious China, Japan and India, South Korea with much of the industrial base in the world can justify missile attacks on the scale of tens of thousands in the region and bombing just to clear Hormuz. ...

President Moon Jae-In of South Korea will meet Mr. Kim of North Korea in a summit in late April after envoys from South Korea visited Pyongyang, North Korea, for 2 days of talks. The talks come against the background of the WInter Olympics in Pyeongchang, South Korea, where the 2 Koreas sent a joint team as part of reconciliation efforts.  North Korea agreed to denuclearize said a South Korean government statement after the talks, saying- "The North Korean side clearly stated its willingness to denuclearize. It made it clear that it would have no reason to keep nuclear weapons if the military threat to the North was eliminated and its security guaranteed." Working level discussions will be held before the Kim- Moon summit meeting and a hotline phone connection will be setup between the two leaders. A recent report in the WSJ shows China for the first time tightening sanctions on the North. Japan has joined the U.S. in taking a tough stand and its foreign minister said that the offer for abandonment of nuclear weapons has come before and North Korea has resumed its nuclear weapons development each time. U.S. experts say that security guarantees were offered by the Clinton administration, including in writing, but this has not prevented the North from moving ahead with its nuclear program. This is the first time Kim, 34 years, has met with senior envoys from the South since assuming power in 2011. The WInter Olympics in Pyeongchang with Mr Kim's sister attending and bringing an offer for a summit meeting, were the first such contacts in years between the 2 Koreas. The new offer comes with an offer to stop nuclear tests, yet leaves open the manufacture of fissile materials say experts. The U.S. and Japan are deeply skeptical and insist on complete and verifiable proof of abandonment of the nuclear program. ...
