For National Governance Day- Praveen Siddharth, private secretary to the president, writes about the way Atal Bihari Vajpayee handled the difficult situations he faced in parliament after his government faced no confidence motions and his government collapsed for lack of one vote, leading to a government that lasted 13 days, before finally winning the 1999 elections for a first full term in office. This opened the way for a post independence modernizing India based on good governance, "sab ka vikas sab ke sath, sab ka prayas." For National Governance Day the Library of Congress has recordings of the poetry and talks given by Atal Bihari Vajpayee in an audio page. These recordings were made by Vajpayee himself at his prime minister's residence in Delhi in 2001 and are in his own voice. As poet, philosopher, foreign minister, Leader of the Opposition and prime minister in India, Atal Bihari Vajpayee embodied the vision of the generation that started with Mohandas Gandhi in the 1920's through Govind Vallabh Pant and Lal Bahadur Shastri in the Hindi speaking heartland. A Pew Research Center poll in September 2016 finds 81 percent of Indians have a favorable opinion of Narendra Modi in 2016, compared to 87 percent in 2015. Even among supporters of the opposition Indian National Congress a majority say they have a favorable opinion of Mr. Modi. The author of the poll, Bruce Stokes, says the opinion of frustration of the Indian elites and media about the Modi administration is not reflected in public opinion. Recently the Modi government passed legislation for a national Goods and Services Tax replacing overlapping state and federal taxes that are seen as holding up growth.  Issues the Indian public ranks high are corruption, unemployment and terrorism.

A Pew Research Center poll before April elections shows 70% of Indians dissatisfied with conditions in the country. 63% of those polled say they prefer the opposition BJP party to lead the next government, compared to 19% for the ruling Congress party. More significant was the favorable view of Narendra Modi by 78% of those polled, with only 16% holding an unfavorable view of Modi, the chief minister of the state of Gujarat which has seen fast growth rates. The Congress party has been hurt by a series of corruption scandals, weak leadership and poor management of the economy as growth slowed in 2012-2013.
