A makeover in a state that relied a lot on government services and high taxes to fund these services run by the state. A shift away from this tax funded government run model of services to getting private initiative involved, letting private investors take risks and try out new ideas in education, public services. Sweden has also moved away from reliance on laptops and ipads, on electronic screens for early and middle school education, preferring an older style of binders and writing on paper. Having realized that the electronic screen had not delivered on reading comprehension the way books and reading hard cover books did, and realizing that writing skills come from taking a pen and writing on real paper, rewriting and rewriting. Realizing that education does not require fancy tools, basically good teachers, good books and a basic drive to learn, a curiosity of mind and dedication to putting in the work required. Reading a physical book is better than seeing some on on You Tube reading a book- this becomes a problem with You Tube targeting schools and school children with its Chromebooks in American schools. You Tube has become prevalent in American classroom and its marketing works closely with parents and teachers. Problems are that children can end up spending too much time watching You Tube, neglecting reading and home work. Watching a person read on You Tube gives verylittle of the benefits from reading a book oneself. The practice of reading is an important skill and can be developed only by reading and reading a physical book. Attention spans become shorter when watching You Tubes and more You Tubes. Sweden has studied the problem of using screens with teachers, education experts and curriculum experts and is now moving all its classrooms from screens to binders that include exercize books for children to write in. Writing is similar only when takes up a pen and paper can one write and write more till one gets better at it. Sweden should be closely followed and the US should start using a similar approach to fight the lack of reading comprehension skills in American schoolchildren as part of the Movement for Global Literacy of lyrarc.com. ...

Flannery O'Connor says it well when he says he doesn't know what he ithinks until he reads what he writes. And Philippe Bernard in Le Monde points out that writing is a critical skill for reading comprehension, as we read what we write, and ask ourselves is it written to get our ideas across, how coherent is it, and can we present a complex idea in words as we write and rewrite what we have written? Chats, social media, messages are shrinking the amount we write so that it is becoming a forgotten skill. Which is why Sweden has chosen to go from screens to binders that contain pens and paper to write with and learn to organize one's thoughts for children in its schools. Anthropic's settlement for $1.5 billion at $3000 a book, and it's efforts in Education that conflict with the Nation's need to get 4th graders to Read and Learn. Anthropic's website shows it trying to get into Education and to measure the Economic Index from effects of AI. Yet the pretensions to goodwill for the public cause is not supported by facts, facts that the AI companies have nothing to show for the dismal situation for Global Literacy that is the case today. Literacy in the US that is dismal with about two thirds of 4th graders not able to read and comprehend the English language at a level of proficiency in American schools. These AI purveyors care only for the money they can make using vast amounts of electricity for these servers, and pretensions for public purpose are intended to smooth their access to public resources not some genuine interest in whether kids can read, which requires the hard work of the teachers in the public and private schools of this Nation and others in Europe, Asia, Latin America and Africa. The Movement for Global Literacy is Lyrarc's effort to support reading and learning and Lyrarc serves this purpose without such massive funding and without charging for the public service to the Nation and to other Nations in the world community. Anthropic settlement of $1.5 billion at $3000 a book for its AI bots use of copyrighted books, can lead to future litigation for OpenAI model that consumes vast amounts of data. Anthropic was founded by siblings Daniela and Dario Amodei after leaving OpenAI in 2021 in San Francisco. It hired Google Books Turvey to scan books for its large language models on a massive scale to train Claude its version of OpenAI's ChatGPT.  An investment of $4 billion by Amazon and additional $2 billion by Google provided funding. In this way it is a competitor to Microsoft funded OpenAI which made early advances in AI.  This article in WSJ says by making the settlement for $1.5 billion Anthropic is trying to make it harder for Open AI to scan material easily without paying for the access and thus blocking it's rival.   ...

When American literacy levels for civics and history are hitting new lows news channels are instead of building a well informed mindset in people doing just the opposite for profit.  Discovery Communications merged with Warner Media in April 2022 to form a new company that controls CNN. That led to appointing Mr. Licht to run CNN news channel. With the end of the Trump period and the pandemic news ratings had declined for both Fox and CNN. Licht's decision to hold a town hall as Mr. Trump starts his bid for the Republican nomination in 2024 can be seen as a way to improve its television ratings and revenues. At a time when only 20% of eighth graders can pass a national education test in history or civics, it should be seen with dismay that television channels are not only not increasing literacy and better understanding of history and civics- instead they are reducing the level of literacy with the kind of news programming offered by Fox News and CNN. This is also true for Google and its algorithm based news as shown in Movement for Global Literacy in Lyrarc.com. This is deeply troubling for American democracy, and for what Biden call the "struggle for America's soul." ...

There are problems with TikTok as social media app that are shown under The Enemy Within in Movement for Global Literacy of Lyrarc.com that relate to global literacy of children spending many hours on the app taking time away from homework and reading, when over half of American children 12-18  perform below basic requirements on reading proficiency tests. Similar loss of reading comprehension in UK and France. China can regulate its internet by restricting it in ways that won't hurt literacy in China. India has banned the app.  There are problems with TikTok that relate to literacy and cultural literacy that Democrats or Republicans or the Supreme Court have failed to bring up let alone address. These concerns should grow in the minds of Americans concerned about preserving the cultural literacy that has existed in the US for the last 200 years- it is about who Americans are as a Nation of immigrants from Europe of the Renaissance and the Modern World. US is a mix of population from European nations of 204 million, of a black population of about 48 million in 2025, 7 million native Americans, and Spanish speaking Americans of 62 million, Asian population of 25 million. The US is at a critical juncture in deciding what kind of a nation it will be. Will it lose it's basic character of a nation which draws its inspiration from European civilization's defining characteristics of the Renaissance, the evolution of science and democratic forms of government leading to creation of the Modern World. The 25 million Asians immigrated to the US for a large part seeking this kind of modernization of society from what they left behind and this is largely true of Spanish speaking immigrants and Spanish settlers who settled California, Texas and Florida as Spain settled the American colonies before the English and French. TikTok ban opposed decreased from 2023 to end of 2024 by 18% from 50% to 32%, according to Pew Research. Pew does not say that this is the result of growing use of TikTok by teenagers and children for entertainment by 12-15% in the period 2023-2025. Between 2021 and 2023 use of TikTok in the US increased by 12% from 21% to 33% from which we can extrapolate that it increased by about 12-15% between 2023 and 2025 if it is growing at the same pace. Politicians oblivious of the effects on cultural literacy in the US are allowing it to be embedded in the US in ways that hurt basic reading and cultural literacy skills. ...

That 30% of Americans read zero books is a clear warning sign for Democracy in the idea of "We the People," and the Economy benefitting all, in the US. The use of libraries follows political, income and demographic patterns is shown in a You Gov poll research. There is a gap of 10% between the 30% library use at incomes over $100,000 vs 20% at incomes below $50,000. The gap widens with political inclination to 13% when party preference is considered with 30% Democratic and 17% Republican- not a good state of affairs for the Nation.  In general the top 50% of the population gets to libraries split evenly between frequent and less frequent users. The bottom 50% with rarely using or no use at all. This is the crux of the problem- literacy of all kinds should correlate with the use of libraries and books and digital use.  Digital use happens with iPads and laptops searching Wikipedia and knowledge sites such as Lyrarc.com outside of libraries, and this is part of the picture. Baer and Zuckerman give this friendly account of how a law student from Melbourne found himself a single Australian in New York. He went on to join Morgan Stanley and took over in 2010 at the height of the faulty mortgage financial crisis. His patient attitude and quiet demeanor  stemming from growing up in a family of 10 children helped him take on the responsibilities at the bank when banking was getting a bad name for its responsibility in causing the financial crisis. His mother was a nurse, his father an engineer, both underpaid and stressed professions compared to banking which has caused crisis after crisis in an effort to get outsize rewards. This Australian American later told colleagues, that around the dinner table his middle class parents discussed current events creating an interest in reading and world affairs. We get this as it was our own experience. What has he to say then about both the absence of this middle class today in the way it was, and more than two thirds of American eight graders lacking proficiency levels in reading, 75% lacking proficiency in Civics and History shown in NAEP tests? Not much different in Australia or the British Commonwealth too. His name James Gorman, who now retires at the age of 64. How could he give back by supporting a Movement for Global Literacy, what we have also on this site?  Nikki Haley was born in Bamberg, South Carolina in 1972, her father became US citizen 1978, her mother 2003, according to her autobiography. She was governor of South Carolina from 2011 to 2017 and served as the US ambassador at the United Nations under president Trump. Article 2 of the US Constitution sets out that only natural born citizens can be president of the US. Commentators have opined that the natural born citizen requirement was put in to mean that the citizen was not naturalized at some later date. During the 1730's under British Common Law and under the Naturalization Act of 1790 of the First US Congress children of Ameircan citizens born overseas were considered to be American citizens. This was true of Barry Goldwater born in Arizona before it became a US state, and Romney born in Mexico, Senator McCain born in the Panama Canal Zone. This is why when one parent is an American citizen as for Obama and Cruz this law prevails. When a child is born in the US he is considered to be a citizen at birth under the laws of the US and natural born under Article 2 of the US Constitution. This report in WSJ by Thomas, Hughes and Wise says despite the concerns about Biden he is tied with Trump at 46% in a recent Ipsos Wash Post survey of voters. A true grass roots assessment would show a large majority of Democrats support the president once the dust has cleared. Biden explained complex issues in simple plain English which also stands out. On the same day India's Modi said he was glad to be welcomed by Australia when he was in Vienna, Austria, with its chancellor, correcting it immediately. No one mentioned it even though it happened twice for Modi. Media made it their headline for Biden for similar mixing up and immediate correction. Going over complex issues for 60 minutes with 9 reporters in A+ fashion- no mention at all by the Media. In Movement for Global Literacy we cited the low degree of confidence and trust in media- only 20% of the American people trust the media such as the TV news shows and the newspapers. A serious problem for higher education, for universities and colleges in the US is the failure to focus on reducing cost. It costs $120,000 for a 4 year education at Michigan State University.Tution fees for one year have gone from about $10,000 to $20,000 over 12 years 2012- 2024 for state universities. This opinion piece describes the problems with colleges and universities further aggravating the fragmentation of the electorate into college educated and non college educated, with focus on theories of race and history when it should be focused on cost that makes it unaffordable to the vast majority of Americans. Rebecca Solnit says the Biden administration has governed very well over the last three years, the Washington Post, NYT, WSJ are showing poor judgement and lack of civic duty in not considering what the two alternative visions of America are today as offered by the candidates in the 2024 election. Warnings about the decline in reading comprehension in the US shown by 30 years of NAEP testing, all the way down the graphs show.  About 70 percent of American children in 4th grade cannot reach Reading Proficient level of the National Association of Education Performance Tests for 2024. The problem is the lack of rich content based education as standard in all American schools says E.D. Hirsch. There is a second bar that is the Proficient Level for Reading Proficiency in NAEP test scores which is shown here. The US should strive for NAEP Proficient standard in Reading Comprehension not some Basic standard, to strive for leadership in a world that strives for NAEP Advanced. Only 8% of NAEP Test scores for 4th graders were at Advanced level in the US schools in 2024, only 31% making it to Proficient level standards. NAEP defines Basic as- "This level denotes partial mastery of prerequisite knowledge and skills that are fundamental for performance at the NAEP Proficient level." This is an inadequate standard and only leads to student in 4th grade struggling as readers in 9th grade leading to being not proficient for entry to college or skills programs for work. Dismal reading scores from before pandemic only get worse in 2025. Two thirds of American 4th graders across the 51 states, across urban, rural and suburbs fail to pass PROFICIENT reading levels on NAEP test scores in 2024. Both sides are presenting the issue differently creating confusion. Many Misconceptions- 1. The Department of Education did not exist before president Carter set it up in 1976. 2. It does not run Education in the US. It mostly administers student financial aid programs. These could be run by the Department of Treasury where they belong.  3. Reagan called the education department as creating "a bureaucratic boontoggle."  4. The goal of Republicans is to take education back to the states. Well run states can then run it better than by one agency setting rules and responsibility lying in the states anyway, but creating a perception of diffused responsibility so that no one can be held accountable for the woeful state of American education. Math and reading comprehension skills for students 8-15 years at different grade levels from 4th grade are dismal. US ranks low across developed countries in math and reading comprehension skills. 5. It is about sending education back to the states and parents where it belongs. Once states compete there will be an effort to  copy the initiatives of states delivering better results in math and reading comprehension. 6. Lyrarc Movement for Global Literacy is for creating high levels of ability in math and reading for children 7 to 16 years for strong foundational skills. 7. Eighth grades civics and history national test scores in the US hit new lows of 13% for history and 20% for civics meeting proficiency standards. The Test used was the National Assessment of Educational Progress. Reading scores are also low. About three decades of progress appear to be wiped out during the pandemic. The National Assessment of Education Progress, NAEP, which is a report card of educational levels in the U.S. secondary school system shows 36% of fourth graders in the U.S. are proficient in reading for 2017. For eighth graders this drops to 34% in 2017. This shows that a little over a third of fourth and eight graders are achieving proficiency in reading, a glaring sign of failure leaving about two thirds of young people behind. With declining level of reading proficiency and proliferation of social media, the bottom 25% are faring much worse than even this dismal result.

Between 2015 and 2017 there was no improvement in NAEP scores.
