This report in The Guardian is about fears the world's leading soft power agency, which is more than that a transmitter of ideas that shape the Modern World and all our democracies in Europe and America, Asia, other parts of the world, will disappear in a decade. The Madrid building which houses the British Council in Madrid at 13 Paseo del Martinez Campos in Madrid's Chamberi district, has been put up for sale to pay Covid era debt. About 5000 Spanish students attend classes in English and prepare for exams in 35 classrooms. Over the years hundreds of thousands of Spanish people passed through this building. 320 jobs will be lost, employees with passionate dedication who it will be difficult to replace. Another center in Barcelona also is expected to close. This comes at the wrong time when Britain needs to make its voice heard in the world, when a mediocre level of British parliamentarians and leaders since Blair and David Cameron have allowed this to happen. English language classes in Italy at the British Council are also being shut down. Paris building may also be sold, and shrinking operations in the Baltic Republics, Croatia and Austria. This will be a major blow to helping spread knowledge of British parliamentary traditions, its history and participation in shaping the Modern World we know today.  It is now hoped and this is a message to Labour's Andy Burnham who studied English at Cambridge, to restore Britain's image and the value of its parliamentary and other lasting contributions to the Modern World, to the benefit of all nations, to cancel this debt and give the British Council new leadership for the next 2 decades. Neil Kinnock, a Labour leader, and a chair of the British Council says- “The British Council does not want to make these cuts. They are being forced into it by the conditions required by the Treasury." “I sympathise very much with the staff, so does the leadership,” he said. The British Council had “camped out” in the Foreign Office for last three or four years and put up a “hell of a fight”. Kinnock said: “What the government should do is either find a way of cancelling the debt, or even rescheduling the debt. Because it’s to absolutely nobody’s advantage to lose the British Council.” A desperate effort to pay an outstanding £197m debt from a Covid-era Conservative government emergency loan on commercial terms, with interest to be repaid by September, is what is causing this massive destruction of a century old institution that belongs to Europeans, to Asians, and to the world at large for better societies through knowledge. Who runs Treasury in Britain? Rachel Reeves, who has no concept of the role constructive Britons have played for two hundred years from the time the British agent at Rajkot encouraged Mohandas Gandhi (Gandhiji) to study in London in 1888, a role that the British Council has played since its founding. His name Sir Frederick Souter, who wrote the letter of recommendation for Gandhi to enter the University College, London. Sir Dingle Foot, Solicitor General of the UK, another Labour leader, played that role for a youngster of 22 years at the University of Baroda in India, for Law School at the University of London in 1969, after years of educational experience at the British Council in Colombo, Ceylon. Here Greer makes valuable points about trade with Canada. America's automobile industry did not set up because American car makers decided to build in Ontario, Canada. It was because in a Trumpian way Canada told the US carmakers, if you want to sell in Canada you must make the cars in Canada. And today what does Canada under PM Carney say- that America is breaking the stable world order simply for DJT asking that cars sold in the US be made here or face US tariffs. What was right for Canada for decades should it not be right for the US also? The Europeans, Canadian and China's elites are not seeing that what the US did post war 1945 to rebuild their countries and the cooperation extended to them -in the same manner these countries owe it to themselves, to the world, to fairness and transparency in their dealings, to act in responsible ways. ...

Cordoba and Gurman cover the Justice Department case against Raul Castro, 94 years, of Cuba who runs the country. Jim Ratcliffe of the US government visited Cuba recently to let the Cuban government know that it had to make changes and there was a limited window. Raul Castro was defense minister, and is brother of Fidel Castro, the revolutionary who fought to overthrow the government of dictator Batista, made some short term improvements, but failed badly for the Cuban people with a policy that confronted the US and brought foreign powers to the western hemisphere. China could remain communist, keep Mao's memory, and adopt the market system, to develop the modern economy it has because of adopting western ideas, science and technology. And build what is otherwise a free market economy, and became a key trade partner, briefly an ally of the US as the Soviet Union collapsed- nothing like this happened in Cuba. Tourism was used simply as a way to protect the rest of the completely centralized economy and a state within a state built through an elite that ran a separate section of the armed forces under Raul Castro, kept a regimented society. Even that has failed. Nowhere in Latin America is there so many signs of failure, and it has also brought down societies that copied the rhetoric and nationalist slogans such as Venezuela and Colombia. In some parts of Mexico the Cuban rhetoric still sounds good but the reality is starkly different, Mexico itself is run on a model closer to that in the US, and Mexico has serious problems in civil society relating to immigration and drugs in its relationship with the US. ...

Questions China faces on AI- 17% high youth unemployment and 200 million young people in the gig economy in low wage demanding work. Chinese Communist party wants to see a stable China that can pursue industrial progress for decades like the European Union and the US. For this reason it is not going to let this level of dissatisfaction with high youth unemployment and low wage demanding work for young people to go to the next level. For this reason it will carefully make investments in AI -not the hyper investments in AI that are taking place in the US. The competition with China is going to take place on many fronts, and the industrial bloc created by the EU with India and Nordics has a 15 year plan during which it and the US are likely to far exceed anything China does at a slower rate of growth. As in the US choices will have to be made in China, investment in one area means disinvestment in other areas that have equal or more priority. Today's capital markets are in complete dysfunction in the US operated by a few banks and tech company leaders, similar to the situation prevailing in pharmaceuticals and healthcare. Investment priorities and planning are needed. It is a major error to say US cannot plan that capitalism does not have planning, because it is absolutely true that planning goes on at every level in American companies with Xerox, IBM, Oil Companies and other large companies, all having a Long Range Plan as well as planning for individual projects and investments in plants. If a good infrastructure plan, project by project, state by state, and at the local level, is not put in place this will simply not take place. If no good reindustrialization plan, project by project, state by state, and at the local level, is not put in place, this will simply not take place. In that case the competition with China would surely be lost before it had begun. Yet that is surely not the case, as every good American company has a long term plan. And this plan looks at all the potential investments the Nation can and should make in priorities and in the interests of the Nation and the People. All have to compete for resources and AI surely would not get the lions share of resources in China, or in the US, in a fair and well run market system where planning rightly takes place, because it would displace the very basic structure of a fair and well balanced economy that serves the American people, or the people of European Union and India, or the people of China. ...

DJT on Iran and the midterms-  "voters understand that" about Iran not having a nuclear weapon and calls for Saudis, Qatar, Pakistan, Oman, Turkey, to sign the Abraham Accords. He says the electon results in some states May 26 showed Republicans and much of the Nation with large majorities for candidates endorsed by DJT- voters understand the president's policy to not let Iran go for a nuclear weapon. This WSJ report cites concerns of Republicans about the midterms yet as soon as it appeared that the president was about to reach a  deal that would be similar to Obama's- that failed and financed Iran's third effort for nuclear weapons- over the weekend, as soon as this appeared to be the course many Republicans and the WSJ Editorial Board, said this was a bad idea. The president paused that effort. At a Cabinet meeting DJT said  about the Arab states signing the Abraham Accords- the Saudis and Qatar, Oman, Turkey,Jordan, “I think they owe that to us to be honest.”  “I’m not sure we should make the deal if they don’t sign." On Iran getting funds from the US which could go right into making a nuclear weapons program again as it did after the Obama administration did this, DJT had this to say- “We’re not talking about any easing of sanctions, no giving money. When they behave properly…we’ll let them have their money.” Repeatedly at campaign events and rallies across the country for 10 years DJT has said Obama made a serious mistake in handing over funds that were put right into building a nuclear weapons program with a ballistic weapons program, for a third time. This has happened before in North Korea. Obama allowed 11 tons of uranium enriched at 20% to be shipped to Russia- that did not stop Iran from a new nuclear weapons program and a threat to Israel. There is also considerable Republican skepticism about any deal that does not remove nuclear weapons. About sending the Iranian uranium to Russia or China DJT said- “No. That would not make me comfortable.”  About Iran's economy DJT said inflation is "at 250% "and they are negotiating on fumes." DJT calls it a "conflict" (the blockade not committing US troops) and not an open ended war. ...

Yale endowment grows by $4.5 billion to $44.1 billion at 11% return in 2025. For 1000 students  offered no cost tution for undergrads this was about a $72 million cost in 2025 when tution is set at Yale at $72,000 a year for undergrads. Of 6800 undergrad students about 15% of students offered no cost tution at the cutoff income level of $75,000. This year the cutoff is set at $200,000. Even if this adds 1000 more students this will in 2026 cost Yale a mere $72 million, a tiny fraction of  1.6% of the total endowment gain of $4.5 billion in 2025. What this shows is that these top tier schools are still wanting to look good but are not really changing a highly flawed system. It is only in 2026 that a new law the Big Beautiful Bill of DJT increased tax on university endowments from 1.4% to 8%. Better that government can address the flawed education system with tax money than let the universities in the higher tiers make education less and less affordable, destroying a pillar of the democratic system of government by giving education to only a privileged few. ...

Billie Jean King whose effort and persistence created the game of Women's Tennis, is alive and well with some words of encouragement, advice. Billie Jean King Commencement address at California State University Los Angeles, where she graduates in history in 2026, sixty two years after letting go college to play tennis. She grew up in Long Beach, with her brother, her parents a fireman who played basketball and a mother who was a teacher. For those who remember she comes from the period of Arthur Ashe, Stan Smith and in Australia Rod Laver, in the seventies. Stadiums are named after her at the US Open Tennis championships, and it was Billie Jean who helped create women's tennis. Some of her advice- "We can never understand inclusion unless we have been excluded." (the first African American player Althea Gibsen is celebrated in a postage stamp yet African Americans barely made it into the sport during her time. Billie Jean asked why it was all white dress, white people, white clubs.) "I like completing things. Finish what I started." (Sixty two years after postponing college in 1962 Bille Jean completes her history degree at Cal State LA in 1986). Billie Jean in another interview says history is so important and the only way to effect change that is good is to know what happened before and why. This is true for another pioneer for women a law student at Stanford named Sandra Day O'Connor of Arizona ranch territory that in those days stretched endlessly on all sides. Gandhi would agree. Hind Swaraj could not be written in 1909 by Gandhiji on a steamship to South Africa from London without asking about history and what had happened to create the Empire in India for the British East India Company traders, with warehouses and private armies, one that extended to Shanghai and Hong Kong in China. DJT says time is on their side to negotiators so that the blockade on Iran will remain till a deal is made that cover nuclear materials. US blockade of Iran in force till a deal is reached as final deal will require going beyond Memorandum to nuclear materials -this is the situation on May 24 2026. Mediators Pakistan and Turkey have only got as far as getting a Memorandum- a written document of intentions not actions taken on nuclear materials- while all the time the IRGC Iran says nuclear is not included. What explains this? There are now two factions inside Iran that are the IRGC and the elected president of Iran, one not as committed to nuclear weapons as the IRGC at the cost to the people of Iran and the nation's economic future. This war has proved that while oil producing countries are causing great damage to their economies and productive potential- this includes Russia, Iran and Saudis-the world is moving on its goal of reduced dependence on oil followed by fossil free future in 2 stages. By the first stage if modernization does not take place in the Middle East it will lose forever the opportunity to modernize infrastructure and fall behind other countries including China, India, Brazil and other nations that have made the shift.  ...

15% or 1000 of 6800 Yale Students get free tution at $75,000 cutoff income level for free tution since 2020.  With $200,000 as the new cutoff for incomes getting free tution it would cost Yale $72 million more, $72,000 being the tution cost per year and additional 1000 students getting free tution at the new cutoff income level. This suggests it only costs Yale $72 million to look like it is doing something for the middle class that cannot afford Yale's high undergrad tution. But what is Yale doing about the high undergrad tution? Yale Tution goes up from 31,000 in 2005 to $48,000 in 2015, and up further to $72,000 per year for undergrads in 2025. In percentage terms the increase in last ten years is 50% and comparing 2025 to 2005 over 20 years it is up 232%, and comparing 2015 to 2005 it is up 55%. There is no slowdown in the increase in cost of tution at Yale for affordability. Middle class is being squeezed. Parents have to go into savings to send a child to these upper tier schools, as reported in WSJ, with incomes of $250,000 not enough to payoff huge tution fees of undergrads when there are 2 or 3 kids going to college. For Yale it is about business as usual as it can afford the additional $72 million for 1000 more students to be added at free tution- its endowment is at an hefty $44 billion which can easily handle that $72 million added cost to look good in front of the public while leaving things the same in terms of affordability and cost. All down the line at the second tier schools the situation is the same, only down the line when it comes to state universities do things change, but only a bit. It leaves Americans with the feeling that this system is also fundamentally flawed like the health care system and needs complete overhaul. ...

This report in The Guardian looks at key allies of Andy Burnham as he prepares to run in the Makerfield by-election, and prepares to contest the leadership of the Labour Party in Britain. Key allies include deputy leader of the Labour party Lucy Powell. It includes Mathew Lawrence, Director of  the Common Wealth Project who has set out the philosophy of Manchesterism for a robust effort to make the utilities water, energy and transport serve the public interest, something that never happened under the Tories. Lawrence says it is not about fairness alone "it is good macreconomic policy." Neal Lawson of the Compass thinktank. Lawson says this is about "real change not the cosmetic appeal."Of MP's Anneliese Midgley political director of Unite, Louise Haigh, the former Transport Secretary, of the Tribune group, Lucy Powell a fellow Manchester MP and an ally of the Mayor. Haigh is taking on a role in the Makerfield campaign. Ed Miliband, the Energy Secretary, is also a friend of Burnham. The Mayor's assistants in Manchester are Kevin Lee, with Burnham for 15 years, and Josh Simmons, policy aide. A lot depends on these colleagues and assistants of Mayor Burnham in the days and years ahead, and the future of Britain may rest on their shoulders, on what they do in the days ahead to give the Mayor the support he needs to run the government of Britain in a new direction, and with the resolve and action plan to make for a "Vibrant Britain." ...

Sweden's Foreign Minister Maria Stengard says Swedish analysis Russia's economy is much weaker than official estimates show. She says one should not underestimate Russia, as well as not make the mistake of overestimating Russia. It shows Russian central bank interest rates set at 21% in 2024 when interest rates were 10%, suggesting that inflation was much higher than the 5% official figures. The minister also points out that instead of growing by 13% as official figures reported Russian economy had declined by 8% over 2020 to 2024. British government estimate is that the losses from the Ukraine war are $450 billion. Official growth estimate for 2026 is 0.4%, even with higher oil prices. About 1.2 million men were lost in the war in Ukraine, and this affects Russia's productive part of the economy.  A new package of $106 billion has been approved for Ukraine by the European Union. EU stands with Ukraine. Stengard says Russian elites are in favor of ending the war before it does serious irreversible damage to the economy. This is also shown in the article on Russian economic conditions in the NYT today by Russia's Mikhail Zygar with Putin about to make changes and end the war in January 2024 to reverse the downward course in the economy after over 3 years of war since Feb 24, 2022. Not much is changing on the battlefield as both sides are at an impasse. So that continuing the war makes little sense for the two countries and a pullback, geting to a peace agreement, open minded negotiations, makes real sense. ...

West Bengal gets a new start after 50 years of mismanagement, corruption and breakdown of law and order, and economic failures, with a new BJP Modi led administration. The speed of the changes are simply astonishing as a state of close to 100 million people -where industrialization never took off as it has in other states, and rural poverty exists in ways thought to belong to the colonial days under the British- gets an administration at the federal level under Modi committed to industrialization, modernization of the economy, on the same rapid scale as that launched in the rest of eastern India. This is a territory half the size of the European Union, once called the Bengal Presidency under the British Empire, comprised of states of Bihar, Orissa, West Bengal, Assam, and Andhra Pradesh, a region where the Ganges and Brahmaputra rivers from the mighty Himalayas flow into the sea. It is a low moment for India similar to the period after the Proleterian Cultural Revolution of Mao in China by 1970 and the few remaining leaders under premier Chou-en-lai making a resolute effort under Deng Xiaoping to make a new effort to modernize and industrialize China working with the US and the European Union. That effort went through the initial phase to 1990 to familiarize Communist China with the US and European market systems, and a new phase to 2010 by which time most of these goals had been achieved. India is poised to make that scale of change today over the next two decades as it is already familiarized with the US and European market systems and its net step is in technological advancement and rapid industrialization at scale something that alone can meet the aspirations of the South Asian region. ...

Reggio Emilia and support for early childhood education attracts Princess Kate to make a visit to Italy in May 2026.  "Ciao Kate," nice public greeting for Kate in Reggio Emilia, Italy, welcoming her after cancer diagnosis and recovery.  This is the town where the Italian tricolor flag originated. It is also a town with a strong tradition of support for public services and education. Kate wants to create a global conversation on early childhood education. This is an important idea and part of the concepts behind the Movement for Global Literacy in Lyrarc. Literacy for a child in China is not much different in its basic idea from that of a child in Britain, India, Italy or America. And reading, knowledge of the outside world forms a critical part of this early education, little concepts that are built into larger concepts of the world.

Securing transparency in financial receipts and their use by Labor Unions is a battle being fought since the Days when Robert Kennedy called this "the Enemy Within," and the Nation was shocked by the corruption in the Labor Unions. Since the days of Tammany Hall and Teddy Roosevelt's effort to clean up the system in the 1890's this is a forever battle. US auto unions benefitted from recent changes as old labor bosses were turned out and free and fair elections took place. The Washington Post says the added requirements for trade unions to file detailed disclosure of how they use funds is necessary and a good change made by the current Labor Secretary. Putting these disclosure forms online is also a good step as all workers can see where the money is going. The Post says no union boss should be afraid of more sunshine.

Coal is making a comeback as many countries in Asia are bringing back coal units following LNG shortages. Impact of Hormuz shutdown- 40% increased use of coal in Korea, coal units reactivated in India, and put on standby in Italy. Italy delays phaseout of coal to 2038. Coal is a reliable fuel in this period of Hormuz Straits shutdown. Much of Asia's LNG comes through Hormuz. Use of coal in the US shown here in graphs which in a second explain why the DJT administration and Republicans say it makes so little difference what the US does in coal for climate change when China and India make up 90% of the use of coal. Consider what these charts show- use of coal in 2027 in the US is 331 million metric tons vs 1422 million metric tons for India, almost 5 times the US coal use happening in India. EU is 244 million metric tons. But wait the Chinese number is much much larger than India's - 5005 million metric tons used in China in 2027. India's coal use alone is 3 times that of the EU and the US combined.  China's coal use is about 10 times the coal used in the US and EU combined. And when one compares US+EU use of coal to India + China coal use - India and China used in 2027 13 times as much as the US and European Union.  Which is why because cutting coal use also impacts communities hit hardest by the Elites of America (Bush+ Obama) shipping out its whole manufacturing base to China. These communities get some relief from these same Elites policies that shut down all coal plants, instead of using a carefully structured wind down that allows some selective use of coal plants which are cleaned up for emissions, and pushes China to do more. Small cuts in coal use in China which has benefitted from our Elites shipping out the national manufacturing base of the US to China, would make a bigger difference than large cuts or total shutdown of coal plants in the US, where the communities impacted are in the rural parts of America that have lost factories and jobs such as in Pennsylvania due to Bush and Obama policies of looking the other way to deindustrialization of America. ...

Mediators Pakistan, Turkey sought to separate Iranian nuclear issue to a second stage with a vague Iranian commitment to discuss the issue and future dragging of feet by Iran. The US DJT administration has made this the only issue that must be settled first before a settlement can be reached, and not by a repeat of the half hearted effort by the Obama administration that led to reconstituting Iran's nuclear effort a second time with US financial assistance. For a day on Saturday it appeared that mediators Pakistan and Turkey had accomplished for Iran just that, to the alarm of Republicans in general and in particular senior Senator Graham. Many sections of the media including the WSJ and the business community, see this as a repetition of the mistakes made by Obama and his administration. Not only did Obama not act to work with Republicans on a border policy- simply protecting himself from Republican attack by deportation policies. Obama continued the war in Afghanistan/Iraq for the same reason to protect his chances for reelection. He also used immigration policy to get the Hispanic vote in the closing months of the reelection year. Obama's other foreign policy failure was in believing Iran had been persuaded to give up nuclear weapons, and gave Iran the financial backing that could easily be shifted from economic to military uses and rebuild the nuclear program,  which he has handed to a future Republican adminstration. Obama also ignored how this would affect the economic wellbeing of the Iranian people with the kind of protests and suppression that has happened in 2026. Democrats and the media, some Republicans, are simply ignoring these errors and have never really faced up to the problems in the Middle East and asked the question why there are 5 decades of wars in the Middle East, and coups, strife, wars for the entire period since 1950. In this situation the US, China, India, EU, Brazil and other nations can learn from this experience and act to secure alternative sources of energy, speed up renewable energy transition, and rapidly end all dependence/intervention on a perpetually strife ridden Middle East, which much of the US and international media in a baffling way ignores or does not say outright. ...
