Retired Union Health Secretary Sujatha Rao answers questions about the role of the elected government in Delhi and the role of the Lieutenant Governor in running the administration. Rao says that Delhi as the national capital, should have been designated like Chandigarh as a Union Territory without a legislature. The current structure gives the elected government insufficient powers to fulfill campaign promises.

The IAS is still relevans Rao says as is evident in India's politics so that day to day running of the administration can always be carried out when there is no stable government, as in Tamilnadu today. This is the role Sardar Patel envisioned for the IAS.

India's Supreme Court ruling on the Delhi Government vs the Union of India case says that the power lies with the elected representatives not the Lieutenant Governor in India's democracy. For Delhi it is the elected government in which authority is vested. At the same time the ruling says these powers are not "absolute." The case arises from the conflict between the AAP Party and chief minister Kejriwal in Delhi with the central government appointed Lieutenant Governor.

Mr. Kejriwal conducted a protest at the LG Governor's offices because of this conflict.

The State Budget Crisis Task Force is co-chaired by former Fed chairman Paul Volcker and Richard Ravitch, a former lieutenant governor of New York. The Report of the Task Force says rising pension expenses and healthcare costs for public sector employees and Medicaid costs are severely reducing the ability of states in the U.S. to fund essential infrastructure improvements, education for low income students and other services. The report said there were six major threats to the fiscal situation of states- including Medicaid spending, underfunding of retirement, "budgetary gimmicks" to address the short term needs, and uncertain tax revenues. Ravitch told a news conderence: "It will be a hell of a lot more expensive to deal with theses problems in five or ten years than to deal with them now." The report focussed on California, New York, New Jersey, Illinois, Virginia and Texas. It was funded by the foundation of Blackstone Group co-founder Peter Peterson, and George Soros's Open Society Foundation....
