I write this comment as Founding Editor of Lyrarc.com. Lyrarc.com would not have been possible without the work of Neil Kinnock's mentor Michael Foot and his brother Dingle Foot. In the same way that Andy Burnham says he would not have entered politics and would not have joined Labour without the impression on him left by Kinnock, I can say that I would not have founded Lyrarc.com without the impression left on me by Sir Dingle Foot when I first met him in Colombo, Ceylon in 1966. What Michael Foot did for Labour, Dingle Foot did for the whole of Asia bringing forward looking ideas and a passion for the people of Asia that can only be compared to Gen. Joe Stilwell's passion for China and the Chinese people in their struggles in the 20th century since 1900. Sir Dingle Foot is not with us as Neil Kinnock is, but his impressions live on with me from his letters in his own handwriting to me from the 1960's, a period when decolonization in Asia and Africa was still happening. I think of Gandhi and the British agent in Rajkot, Sir Frederic Lely who helped him study in London and gain the knowledge of British ideas that led him to writing "Hind Swaraj" on a steamship from London to South Africa. Today Lely's name cannot be found on the internet but it is there at the Gandhi Museum in Porbandar, India- which means in the world of AI models trained on Wikipedia there are things one will never know that are vital to understand and continue the work of building the Modern World for the US, UK, India and China. Andy Burnham of Labour says "I am Ready." He also told Labour and the British Nation: "I have a Plan." Even before he assumes office The Burnham Programme is on the web. Burnham has implemented it in the North in Manchester. He is now bringing it to all of Britain. What Thatcher did had reverberations in the US with Reagan. What Boris Johnson did had reverberations in US with DJT. What Andy Burnham does in Britain will have reverberations in US, Europe, and the World.    ...

James Purnell Work and Pensions Secretary in 2008 Labour government selected for position of chief of staff to UK's Andy Burnham. He worked at a an advisory firm owned by Cinven. (Cinven stands for Coal Investment Nominees for Venture Capital with its funding base coming from British Coal, the Railway Industry and Barclays Bank). The advisory firm provided advice to companies like Apple, Amazon, Google and others. There is scrutiny within the Labou Party of his appointment and any connection to lobbying the government. Burnham served in the Labour government in 2008 and 2009- first as junior minister in the Departemnt of Health and in the Home Office in 2008, and in 2009 under Gordon Brown as chief secretary to the Treasury. His father was a BT enginee and his mother a GP receptionist both strong Labour party supporters. He studied for a Masters degree in English at Cambridge. BBC says he was inspired to join Labour at age 14 years after seeing a documentary "Boys from the Blackstuff,"' about life in the city of Liverpool for the disadvantaged. He is a soccer player and Everton soccer team fan, who played for Lancashire schoolboys cricket team. He starts out as ajournalist working for trade magazines, then as researcher for the MP for Duwich, later joining the Blair movement that returned Labour to power. Under Blair he was junior minister, then MP for Leigh in the Manchester area. He moved to Cabinet Minister under Gordon Brown as chief secretary to the Treasury and Health Secretary. With Conservatives in power he was Shadow Home Secretary under Jeremy Corbyn in the Opposition. He ran against Jeremy Corbyn and Ed Milliband for the leadership of the Labour Party before being elected as Mayor of Greater Manchester three times with 60% of the vote. As Mayor he put the bus and transport system back under government control and built the Bee Network, which is one of his success stories in Manchester. He is seen as the only Labour leader who enjoys confidence of the British public from the way he ran the large local government of Manchester. With UK Reform winning local elections he is seen as the leader who can bring confidence back to Labour, and to Britain as it navigates the post Brexit environment and strives for renewal of Britain, its economy and role in Europe. ...

Financial markets favor West Streeting for chancellor, for No.11, yet that is the very reason the No.11 under Starmer failed. Financial markets are not one voice but many voices. And if one listened carefully there have to be voices that look for what is best for Britain as what is best for Britain will be good for financial markets not the other way around. After 14 years of austerity plus divisiveness of Brexit and previous decade under Labour's then failed policies that led to deindustrialization and the financial crisis of 2009, there is a need to rebuild the economic and social fabric of Britain torn apart by decades of failed policies from failed leaders.  Business and industry should put its interests in with the interests of the British people and the workers in a united effort to pull Britain up from its current economic weakness. Wes Streeting lacks experience and Ed Milliband not only has proven himself at the Energy Ministry and has experience, says this report in the Guardian, but also has a better sense of the needs and aspirations of workers and working class Labor districts across Britain. ...

An increasingly volatile and impatient electorate says The Guardian. Yet it is also true that Labour's win was much more fragile than the number of MP's elected to parliament, as there was no increase in support between the last two general elections. Labour's win was because of the conservative vote being divided by Reform UK splitting the conservative vote. After years of austerity Labour needed to get the message right that it was going to act in earnest and fight for working people which Starmer not only failed to do this but sent a mixed message that he was more concerned about budgetary restrictions. Starmer had a chancellor who clearly sent the wrong message to the public and Britain after 14 years of austerity. The Mandelson appointment showed a degree of callousness to the opinion of working people of both Starmer's chief of staff McSweeney and Starmer, as Mandelson was from a previous era of Labour which had clearly failed the British people. People in Britain were right to ask who is this guy who can't come out clearly and say what he is for after 14 years of brutal austerity under different conservative prime ministers, and a divisive vote for leaving the European Union, the least of Britain's priorities. Labour pretended to talk tough about migration during the election but once elected failed to grasp the concerns and unease of working people about asylum hotels and migrations, hanging on to now inappropriately applied  European Commission of Human Rights concerns when whole communities were first deindustrialized by British policy on manufacturing that hurt the social and economic fabric, and then asked to have migrants from remote countries whom they knew nothing about in their neighborhoods. ...

Reeves and Lammy depart as Burnham chooses new cabinet Healey is new chancellor and Shabana continues as Home Secretary. Healey was Defense secretary under Starmer. It is important that he was in 1999 Parliamentary Private Secretary to Gordon Brown as Chancellor of the Exchequer. In 2002 he was appointed Economic Secretary to the Treasury, and in 2005 Financial Secretary to the Treasury. In 2009 he was Minister of State for Housing and Planning. Shadow Secretary of Health in 2010 and 2016, Shadow Secretary for Defense under Starmer after supporting Starmer for leadership of the Labour Party. He was first elected to parliament in 1997 and had majorities of 50-70% in elections serving for 29 years in parliament. He is the right choice for Chancellor, or Finance Minister of the UK to work with Burnham on Labour's goals. Reeves was problematic from the beginning because she stuck to what people said could or could not be done, not able to think outside the box to get Labour to be itself and do what people wanted from Labour. In this way she set herself and the Labour party for failure by losing the very public that Labour had promised to help, with this public becoming indifferent to Labour, because in many ways it was Reeves's Labour not Starmer's. As Starmer, not much of an original thinker and little experience outside of law, followed Reeves economic theories borrowed from The City, Britain's version of Wall Street. Andy Burnham is right to choose someone who can think on his feet, no knowledge of economic theory required because orthodox economic theory has failed America, failed Britain, and created the mess of single supply chain concentrated in China in the first place with its theories of comparitive advantage. What is needed is someone who grasps and hold near his heart the aspirations of the British people, and hears their concerns everyday, not think tanks telling one what to do, and acting on these concerns in creative ways, thinking and improvising solutions along the way, not afraid to experiment. This is how FDR handled the economic difficulties of the 1930's, another period like today's when Wall Street theories had failed badly. This is also how China handled the economic collapse after Mao's death following the Cultural Revolution in 1984-1997. This is how Modi handled the economic difficulties in building a modern nation by experimentation in the western state of Gujarat in 2001-2014 without preconceived ideas and theories, keeping what worked and expanding on it.  Lammy was not the right choice for Deputy Prime Minister, and failed to provide leadership and focus the country's attention on the issues of migrants, asylum hotels, housing, rebuilding relations with the European Union, economic growth, neglect of the north of England and other deprived regions. No such position of Deputy prime minister can be filled in many situations. As Foreign Secretary there needed to be some one who could speak with a stronger voice for Britain with the European Union, the US, China, India, and be seen across the spectrum of views in Britain as an effective voice. ...

Times of London gives same reasons as Lyrarc.com for picking Healey as chancellor 5 years experience with Treasury and a year at Housing working for Gordon Brown and Labour. Because hope also depends on sound policy and that depends on an experienced team that knows how to get things done for the reindustrialization of Britain, for improving living standards of its people and restoring faith in Labour. It means having the right people in the right positions and hard work, after "honest reflection" on what has gone wrong for so long. ...

If Labour had defended the working class and if Conservatives had acted responsibly in the public interest Britain would have been much better off. Britain's economy and standard of living has suffered from the long drawn out austerity years under the Tories followed by the Brexit issue raised by the Tories. Behind Brexit were Nigel Farage of the Reform party and Boris Johnson of the Tories. Nigel Farage was brought out of retirement by the lack of effective leadership of Labour under Starmer even after winning a majority in parliament for Labour. Andy Burnham is trying to put Britain's house in order coming in as the man from the North, Mayor of the Manchester region. He has served in positions including at Treasury under Blair and Brown. Compared to every prome minister of the last three decades he brings both the experience and the knowledge of how to implement efforts to improve public services from experiments done in the Manchester region that he can use for the whole of Britain in transportation, infrastructure, delivery of water, electricity, and other essential services in a better way than the privatized companies of the Tories. He pushed back against Reform's revival in the Makerfield by-election. And it is crucial for Britain's economic future that it not waste more years like it did under Cameron and Johnson with a extension under Reform that only delays Britain's economic recovery. ...

Reeves wants to remain UK Chancellor (Finance Minister) and is campaigning for the job. Yet there are questions whether she is the right person. Kiran Stacey of The Guardian asks does Andy Burnham need a clean break from the Starmer administration considering the missteps on disability benefits, cutting winter fuel payments, and other actions of Rachel Reeves. These missteps were not necessary and clearly eroded support for what Labour should be standing up for and doing. The idea that she has something that keeps the bond markets happy is a complete myth- in which case the Tories could do just as well or better. Labour was elected not to be like the Tories but to enact its own program. Clement Atlee was elected in 1945 even after the popularity in the war of Winston Churchill. He could not have done what he did without the clear confidence in himself that Starmer clearly lacks, with the added problem of Reeves instincts in the wrong place for a Labour government elected to enact its own program. If Labour cannot believe in its own programs fro the working class how are working class people in Britain supposed to believe in Labour? That is the problem of the Starmer-Reeves running of the British economy and addressing problems of cost of living, the shrinking of opportunity in Britain, mismanagement left by the Tories.  ...

His program is to give the public relief from cost of living pressures in daily life, and do this faster than Starmer.  Reports in The Times of London show Burnham with strong support to win leadership of the Labour Party. Polls from You.Gov show Starmer has favorability rating from British public of just 23%. The Mandelson affair and appointment of Mandelson as Ambassador to the US after concerns were raised about his record further eroded public confidence. Starmer relied too much on the work and influence of his chief of staff, a young person who resigned and whose influence of removing key Labour working class representatives split the Labour party from its roots in working class neighborhoods. Previous leaders of Labour were ostracized and the party won the general election in 2024, but was much weaker than appeared. He is seen as lacking the vision of his own for Britain for the next decade to 2040. Andy Burnham is popular in the North of England, and has called for more power to go to local government across Britain from the London centric view of the last 4 decades. His redesign of the bus and transport system, the Bee network in the Manchester area is popular, after the sometimes failed  performance of privatization of water, transport and other infrastructure by the Conservative party governments. He has experience in running a large Metropolitan Area for three terms, as MP in a Parliament, and Cabinet experience as Chief Secretary of the Treasury, Health Secretary under Gordon Brown. He is one of the rare persons in British politics who has experience in all areas of government, including Shadow Home Secretary, that would make him a rare leader that Britain can use to build a better future for the people of Britain. With the experience in Greater Manchester giving him a headstart in the work of reviving Britain, something similar to the experience Narendra Modi gained in Gujarat state of India for three terms to lead India in 2014.  ...

The unexplainable situation of Peter Murrell's embezzlement of 400,000 pounds, when he was chief executive of the Scottish National party while wife Nicola Sturgeon was head of Scottish government. The loss of reputation and honor in Britain as Scotland struggled with 14 years of austerity, Brexit policies, and from the failed leaders from Labour that brought deindustrialization and the 2009 financial crisis. Scotland's population of 5 million people with main industrial hubs of Glasgow and Edinburgh is relatively small compared to the population of England with 59 million people and industrial hubs in Leeds, Birmingham, Manchester and London. Since the Act of Union tht brought Scotland into union with England as Great Britain in 1707, Scotland has depended on the industrial strength of England and its significantly larger financial and people resources. The autonomous arrangement preserves Scottish culture and identity inside the region, yet gives Scotland a better relationship, more access to benefits with the world as part of Great Britain's much larger presence.  ...

UK Denton (Manchester region) by-election gives Greens 40% Reform 29% and Labour 24%- as Greens replace Labour in UK in 2026 with disapproval of Starmer's leadership. Starmer appeared to be not thinking for himself and letting his campaign manager Morgan McSweeney run the government's strategies in serving working class voters a key Labour constituency. McSweeney at every turn pushed Starmer in a direction of diluting policies that were intended to serve working class voters to chase the Reform vote. That strategy has failed and won Starmer 18% approval among the British public. It just appeared to work in the last 2024 election but it may have been an understanding of that vote that was completely wrong as Labour won by small margins in many constituencies. A key opportunity has been lost for Labour by both Corbyn's dogmatic behaviours and Starmer's lack of authenticity and personla leadership for Britain, following the failures of the Cameron-Johnson years under the Tories, and before that with Blair, three decades lost for Britain to build a brighter future. ...

US DJT administration using Section 301 creates the tariffs the US Supreme Court struck down- the EU, Mexico, Canada at 10%, Japan,, India China at 12.5%- June 2 2026. These countries are not doing enough to control the importation of products made with forced labour. This only goes to show what was said at that time and which the SCOTUS itself said the DJT administration could do, find other laws by which the same tariffs could be imposed. By the time the US Supreme Court reviewed the case it was already clear that all these countries had accepted DJT tariffs, and most had negotiated fair deals with the US including making up for past abuses by these countries of the international trading system. The US Supreme Court its shortsightedness ignored this or did not quite grasp this as Justices legal knowledge of facts does not mean grasp of the facts of commerce, trade and business and the history underlying it. Jamieson Greer interviewed at the Council of Foreign Relations this week and Robert Lighhizer in Foreign Affairs (covered and summarized on these Lyrarc pages this week as found rarely in other places) have documented these abuses in detail leading to the US losing $20 trillion in wealth shifted to these countries and its manufacturing dependent communities devastated by loss of over 5 million jobs through the shortsightedness of Bush/Obama adminstrations who let this happen, and these countries that took advantage with reckless disregard for these communities in the US, on a scale unknown in history.  ...

These 2 steel plants date back to Scunthorpe 1861, and Port Talbot 1905, when they were first built, when Britain led the world's industrial revolution. The two plants were modernized in the 1950's. British Steel and Tata Steel Port Talbot only two remaining steel plants in UK- retaking the UK steel supply chain move taken Labour in July 2026 as Andy Burnham takes the premiership. British Steel was privatized in 1988. In Asia British Steel and US Steel were revered during the colonial period to the 1950's and 1960's. In the US and UK strangely economic theories took hold that did not see the importance of steel and other basic industries in the life of a nation and its people. About 40 years later the lessons of outsourcing your main supply chains has been learned at great cost to the US and the UK. Note that in today's WSJ an Exclusive report shows the success US steel has become with government help and American tariff protection agiainst dumped steel from China and India. US Steel has grown till it is now the third largest steelmaker in the world. The UK government is nationalizing Scunthorpe plant now given name British Steel under the Steel Industry Nationalization Act. UK has set aside 2.5 million pounds for subsidies to the Scunthorpe and Port Talbot plants for modernization of old pre-1960's plants. This is the right move, if US Steel is a success story with DJT tariffs and government support, British Steel will be a success story with the same kind of support. And contrary to bad economic theory purveyed by some economists the US and UK can now have their own modern steel industries and supply chains at home. ...

UK Labour party Manifesto of 2024 called for the abolition of the House of Lords- The Guardian says it is "doorstep issue" and not too late to do it in 2026. The House of Lord's would go and be replaced with an upper house chamber more representative of the people of Britain. The Guardian calls it the "rotten house of sleazy patronage" and says that it is not peripheral to the dismal ratings of PM Starmer and Labour, that Starmer's instincts in the Opposition were correct.
