The Indian Civil Service, known as the IAS, Indian Administrative Service is playing a key role in the modernization and transformation of India. Names such as Mr. Parmeswaran Iyer, who headed the Swacch Bharat Mission (Clean India Mission) or Ms. Ashwini Bhide who heads the effort at transforming Mumbai with a new Metro subway system, are well known. Thousands of other IAS officers run the effort to transform the country. Before 2006 only 20% of women entered the IAS, today as this report in Indian Express shows 34% of persons entering the IAS through the UPSC exams are women, and the top scoring women candidates are women, setting the ground for the work in the decades ahead.

Shruti Sharma, Ankita Agrawal, and Gamini Singla are in the top 1, 2, and 3 ranking in the 2021 Civil Service examinations conducted by the Union Public Service Commission. All three women say it was a long and difficult journey. Women are now in parity with men in higher education yet in the Indian Civil Service women make up only 26%. Women can provide the empathy needed for development in smaller towns and villages as they take up positions in these areas early in their IAS career. More women need to take up careers in the Civil Service to provide the kind of leadership needed in running the country that India needs at a critical time in its move forward in development and modernization.

The top four candidates are also women. This includes thoughts on showing one's soft and intelligent side which is the real source of strength in life, maternity leave acceptance similar to how an educational or other activity requires a short absence,  participation in chores by all genders at home that make it easier for women, and shared child care that create a healthy home.

Three women who ranked in the top three of the IAS exams in India. The IAS provides the people who run the Civil Service in India and fill most senior government positions throughout India. Shruti Sharma, 26 years, is from Delhi, and studied History at St Stephens College and JNU. Her family is from Bijnore, Uttar Pradesh. Ankita Agrawal, 25 years, is from a business family in Kolkata. She has a Bachelors in Economics from St Stephens, and studied political science, international relations. Gamini Singla, 23 years, is from Punjab's Sangrur, and has AB Tech from Punjab Engineering College in Chandigarh. She chose Sociology as optional subject. 

All three want to contribute to education, women's empowerment and to society. All three did not pass on the first attempt. They did mostly self-study and used newspapers to follow current affairs.

Kamala Harris is profoundly influenced by the Gandhian ideal of public service coming from the influence of her mother Shyamala and her mother's father P. V. Gopalan, who was a leading civil servant in the transition to independence under Gandhi in India in the late 1940's. P.V. Gopalan was 31 years old during the Quit India Movement launched by Mohandas Gandhi in 1942. In this sense what even Martin Luther King Jr experienced about Gandhiji from a distance came to her directly in ways that may be inscrutable even to Kamala herself.  Robert Draper looks at Kamala Harris at different points of her childhood, university education and work as District Attorney for Alameda County, California, and Attorney General of California. He describes her as a daughter of highly educated yet stoic parents and one with a reverence for law and order, methodical and diligent, a caring and compassionate person to the people in the communities she lived in. As one who would experience disrespect as a woman of color many times she chose not to complain but to do something about it in bringing about a better life for all Americans.
